新旧规则附则V区别简要对照表规定提案修订总结第1条-定义定义涵盖了所有正文中的项目术语；垃圾定义中包含了动物尸体、货物残留物；特殊区域从第5条移到了第1条。第2条-适用范围无变化。第2附条垃圾排放入海的一般禁止新增垃圾排放的一般禁止条款。第3条-特殊区域外的垃圾处置要求船舶在航行中作为第3（1）条；移除了有关塑料（的处置）、衬料和包装材料（的处置要求）、其他垃圾（的处置要求）；烹饪用油排除在允许排放之列；新增允许排放清洗甲板所用的清洗剂、动物尸体、货物残留物的要求。第4条-处置垃圾的特殊要求有关固定和移动平台（垃圾排放）要求修改包含在内；特别将烹饪用油排除在允许排放之列。第5条-特殊区域内的垃圾处置特殊区域的定义移到了第1条；新增船舶须在航行中的要求；新增食物废弃物必须经粉碎方可排放的要求；特别将烹饪用油排除在允许排放之列；新增最近冰架的距离要求；不准在南极区域排放禽肉；新增允许排放在货舱清洗水中货物残留物及状况的要求；有关特殊区域内接收设施的要求移到了第7条。第6条-例外新增第2附条的有关要求；非故意丢失合成网具扩展为所有渔具。第7条-接收设施原第5条有关特殊区域内接收设施移到了第7条。第8条-关于操作性要求的港口国监督在第8（1）条新增“离岸装卸站”的要求；第9条-告示、垃圾管理计划和垃圾记录保存要求告示的最小船长依然保持12m不变；固定和移动平台要求具备告示和垃圾管理计划；减小了具备垃圾管理计划的船舶尺寸要求；垃圾记录簿中新增渔具丢失的数据记录；新增渔具丢失的报告要求。
