“应对自己的行为负责”.Definitions:定义:Contractor承包商Includesallpartiesemployedby(heContractor,eitherdirectly,orasasub-contractor.包含承包商雇佣的所有方,不管是直接雇佣的,还是其分包商.CSPCCNOCX2andShellPetrochemicalsCompanyLimited中海/壳牌石化公司Employee雇员AnypersonengagedinactivitiesforthebenefitoftheCSPCProjectorcontractorandwhoreceivespayment,evenonatemporarybasis.ThisincludessocalledDayLaboursemployedbytheCSPC-NanhaiProjectorcontraclors.所有参与CSPC项目的人或者承包商.领取报酬的人，即使是临时性雇员.这就包含CSPC南海项目或者承包商雇佣的按天计算的劳工.HSEHealth.SafetyandEnvironment卫生，安全与环保PMCProjectManagementContractor项目管理承包商Whenanactivityisdefinedforacertainpositioninthisprojectinstruction,theresponsibilityremainswiththatpersonalthoughadesigneemayperformtheimplementationofthatactivity.Theappointeddesigneemustreportdirectlytotheassignedindividual.在本项bl细则中针对某一职位确定一项工作活动时，此人就承担了这项职责，即使可能派另一人完成这一活动.被派人务必直接向此职位上的人汇报.RESPONS旧ILITIES职责PMCSeniorConstructionManaaer(SCM)项目管理承包商高级施工经理(SCM)TheSCMhastheoverallresponsibilityforthisprojectinstructionandisresponsibleforsupportingitandforensuringthatallentitiesatthejobsiteactivelyparticipate.高级施工经理对该程序负全部责任，并有责任对该程序提供支持，确保所有工作现场部门积极地参与该程序.TheSCMisresponsibleforprovidingthepersonnel,facilities,andotherresourcesnecessarytoeffectivelyimplementthisprojectinstruction.高级施工经理(SCM)有责任提供人力资源，设备,与其它必要的资源，有效地完成此程序.TheSCMandthemanagementteamwillleadbyexample,modellingthebehaviourexpectedfromallEmployeesperfbmiingworkatthejobsite.高级施工经理(SCM)与管理层在带领员工时应以身做则,把工作现场的行为模式化.PMCConstructionSiteManaaers项目管理承包商施工现场经理EachoftheindividualSiteManagersresponsibleforaportionof(heworkontheNanhaiProject,willhavetheresponsibilityofensuringthecontractorsandemployeesworkingonhisjobsitecomplywiththeseworkrules.每个负责南海项目一部分的施工现场经理应保证承包商与现场工作人员遵守这些工作准则.Contractor(s)ConstructionManaaer承包商施工经理TheContractorConstructionManagerhastheresponsibilitytorcompliancewiththisprojectinstructionandshallprovidethepersonnel,facilities,andotherresourcesnecessarytoeffectivelyimplement,administerandenforcethisprojectinstruction.承包商施工经理有义务遵守本项目细则，并提供有效实施,管理与进一步执行本项目细则所需的人力，设备与其他必要的资源.TheContractor(s)ConstructionManagerisresponsiblefortheeffectivedisseminationofthisinformationthroughoutContractor'sanditssubcontractor'sorganizations.ContractorshallensureitsentireworkforceistrainedintherequirementsofthisdocumentTheContractorConstructionManagershallensurethatallContractoremployeesandallLowertiersubcontractorscomplyandactivelyparticipatewithitsrequirements.承包商施工经理有责任在承包商与分包商组织内部发送本文件.承包商应保证整个工作队的人员根据本文件同意培训.承包商施工经理应保证所有承包商与下级分包商雇员遵守本文件的要求并积极地参与到工作中去.ContractorSupervisor承包商管理人员ContractorSupervisorshallbethoroughlyfamiliarwiththisprojectinstructionandwiththeirindividualresponsibilitiesregardingitsimplementationandenforcement.承包商管理人员应全面地熟悉该程序与每个人在本程序实施与深入过程所负有的责任.ContractorSupervisorshallensurethatonlycompetentpersonsareassignedworktasks.Thisincludesensuringtheworkerhastheskills,physicalabilityandknowledgetosafelyexecutetheworktask.承包商管理人员应保证有能力的人担负工作.保证工作人员有技能，有体力,有知识，能够安全地进行工作.Employee通常雇员Allemployeesareresponsibleforknowing,understandingandcomplyingwiththehealth,safetyandenvironmentalrequirementsforthisprojectasapplicabletotheworktheyperform.所有雇员在实施工作中有责任明白，懂得并遵守项目的卫生,安全,环保(HSE)要求.AHemployeesarcresponsibleforreportingtotheirSupervisoranymalfunctionthatmayeffectthesafeoperationoftoolsorequipment.所有雇员有责任向雇员总监报告一切可能影响工具/设备运行的故障.Employeesarerequired,uponidentificationofanunsafeactorconditiontoreporttheactorconditiontotheappropriatesupervisorforrectification.雇员一旦确认了危险的动作或者环境,应向相应的主管报告，以便得到纠正.EmployeemustadvisetheirimmediateSupervisorwheneverunsureoftheinstructionsforanytasktheyarcrequiredtoperformorwhereconcernedaboutthesafetystatusofanytask.雇员被要求从事某•任务时，假如对使用细则不确定，或者担心任何工作的安全，务必通知他直属的上级主管二JOBSITEWORKRULES工作现场工作准则Identification身份证明Everyonewillbeissuedwithaphotoidentificationcardthatmustbeinhis/herpossessionwhileonthejobsiteatalltimes.每人只要在现场出现，就应该携带印有本人照片的工作证.Hours工作时间Thestraighttimeworkdayshiftshallbefrom0700hrsto1800hrs,MondaythroughSaturday.WorkingoutsideofthistimeframeandonSundayandpublicHolidaysworkrequireadvancedwrittenapprovalfromPMC.TheWorkscheduleissubjecttochangeperwrittennotificationissuedbythePMCtotheContractor.正常班的工作时间是每周一到周五7:00am到18:00pm.在这段工作时间以外，周日与公共假期工作要事先得到PMC的书面同意.工作日程表根据PMC交给承包商的书面通知而发生变化.Thelunchperiodwillnormallybefrom1200hrsto1300hrs,butmaybeadjustedtoaccommodateworkschedules,withpriorwrittenapprovalofthePMC.午餐时间在正常情况下12:00到13:00,但可根据PMC的书面批准调整，以习惯工作进程.Therewillbenoorganizedorstandardworkbreaks.Workbreaks,includingsmokebreaks,willbeatthediscretionandapprovaloftheimmediatesupervisor.BreaksshallbetakenatalocalionapprovedbythePMC.不存在有组织的或者规定的中间休息时间.中间休息、（包含抽烟时间）由直接主管决定.休息地点应经PMC批准.Employeesareexpectedtobeattheirplaceofwork,preparedtobeginwork,atdesignatedstartingtimeandremainuntilthedesignatedfinishingtime.雇员应在工作地点范围内工作，从开始的工作准备一直到工作结束.AllofficialandNationalholidayswillbeobserved,unlessspecialovertimeworkisrequiredandapproved.所有的官方，国家法定假日应休息，除非要求并批准了特殊的加班任务.AllovertimemusthavepriorapprovalofthePMC.所有的加班务必得到PMC的事先批准.Attendance出勤情况Employeesarerequiredtopersonallyadheretothejobsitetimekeepingprocedures.雇员应按时出现在工作现场，按步骤坚持工作.Absenteeism,latenessandquittingearlyarenotacceptable.不准缺席，迟到，早退.Anyabsencefromwork,includingvacations,musthedulyapproved.LeaveofAbsencerequestsmustbesubmittedinwritingandapprovedbytheappropriateContractor.PMCorCSPCsupervisor.任何缺席，包含休假，应提早得到批准.请假要书面提出申请同时得到承包商,PMCCSPC一方的批准.Employeeswishingtoleavethejobsiteduringorpriortotheendoftheworkingdayor“shift”musthaveauthorizationfromtheirimmediatesupenisor.雇员在工作日或者工作班次中间离开或者提早下班,务必得到其直接上级主管的批准.Employeesarrivinglateorleavingearlymustreporttotheapplicable“CardSwipe''location,toclockinorout.雇员的迟到，早退，务必在上下班的打卡器中做记录.Employeeswhoarcunabletoreportforworkmustnotifytheirsupervisor.雇员不能做打卡记录的情况，务必通知他们的主管.ConductontheJob工作行为Adherencetorules,includingHSEpoliciesandprocedures,isaconditionofemploymentforallEmployees.Failuretocomplywiththeserulesisconsideredaviolationofconditionsofemploymentandcouldresultindisciplinaryaction,includingtermination.Actsofmisconduct,includingbutnotlimitedto（hefollowing,areprohibitedandareconsideredviolationsofconditionsofemployment:对所有雇员而言，遵守准则（包含HSE条款与程序）是雇佣合同的一个条款.不遵守这些准则被视为违反雇佣合同,可导致惩处性活动,如雇佣合同的终止.下列错误行为（包含但并不止局限）是被禁止,并被视为违犯雇佣合同条款.Failure（ouseorwearProjectspecified,PersonalProtectiveEquipment.没有使用或者穿戴项目指定的个人防护装备FailuretocomplywithHealth,SafetyorEnvironmentalRules.没有遵守卫生，安全，或者环保准则.TheftorunauthorizedpossessionofPMC,CSPCorotherworker'sorcontractorsproperty.偷窃或者非法侵占PMC,CSPC或者其他工人，承包商的财产.Failuretosubmittoasearchofvehicle、”tool-box”,etc.拒绝配合进行车辆，工具箱的检查.Repeatedabsenteeism,lateness,orunreportedabsencesforthreeormoreconsecutivedays.连续的旷工与迟到,或者连续三天以上未报告的缺席.Providingormaintainingimproperorfalserecordsorotherfraudulentactivitiesconcerningpersonnel,safety,absence,sickness,inspection,security,investigations,etc.记录错误的信息与其他弄虚作假的行为，如涉及人事，安全，缺席，生病，审查，保安，调查等.Usingorswipinganidentificationcardand/orTimeRecordotherthanyourown.使用或者偷用其他人的身份/办公证与/或者上下班时间打卡证/Leavingorenteringtheprojectworkareaswithoutauthorization.未经准许擅自离开或者进入相应的项目工作地区.Smokingoutsidedesignatedareas.在非吸烟区吸烟.Consumptionorpossessionofalcoholorillegaldrugs,orfailuretoadvisemedicalpersonnelorsupervisionoftheuseofprescriptiondrugsthatmaycauseimpairment.Failuretoagreetoundertakeadrugoralcoholtest.吸食或者私藏酒类或者非法药品，不通知医疗人员而使用可能造成伤害的处方药.拒绝进行药物或者酒精测试.Beinginpossessionofanytypeofweapon,includingexplosives,cartridgesorshells（eitheremptyorfull）oncontractororcompany/clientpremises.持有任何武器，包含爆炸物，弹药，炮弹（不管是空的还是满的）MisuseorwillfuldamageofPMCsuppliedtools,equipmentorproperty.滥用或者有意损坏PMC提供的工具,设备与财产.Fighting,horseplay,disorderlyconduct,practicaljokes,orinterferencewithotherworkersorSleepingonthejobsite.在工作现场打架，大声吵闹，违反治安，恶作剧,打搅其他工作人员或者睡觉Insubordinationorfailuretoworkasdirected.拒绝按指令工作.Useofpersonalelectronicequipmentonthejobsiteduringworkhours（i.e.Discmans,walkmans,cellularphones,pagers,radios,etc.）在工作时间内在工作现场使用以电子设备（如便携式CD机，Walkman,手机,呼机,收音机等）.Abusivelanguageorconductofanabusivenature.使用不文明语言或者动作.Consumptionoffoodorbeveragesincludingnutsorseedswithshellssuchassunflower,pumpkin,pistachio,etc.,inworkareas.在工作区域吃食品，喝饮料.如向日葵籽，南瓜籽,开心果等带壳食品.Gambling,soliciting,orunauthorizeddistributionofliteratureintheworkplace.在工作现场赌博，诱惑他人,或者非法传阅读物.SexualHarassment,inanyform.任何形式的性骚扰.Anyformofindecentexposure.任何形式的身体暴露.Relayingfalseorfraudulentinformation传递错误,虚假的信息.CodeofEthics职业道德法规Supportmanagementeffortsformaintainingasafeandhealthfulworkplaceatthejobsite.在工作现场保持安全，健康的工作环境.Reportinganyincidentsorpotentialsituationsconcerningunlawfulorunethicalconduct,conflictofinterest,unsafeconditions,orlackofproperattentiontoprojectsafety,impactontheenvironmentandsecurityofinformationorproperty.及时汇报任何非法或者不道德的行为所引起的事故或者潜在危险情况.汇报利益冲突，不安全的环境,对工程安全忽视,影响环境与治安的情况.Exercisingahighlevelofprofessionalismandethicalbehaviorindealingwithconfidentialandproprietaryinformationinanypnijectactivity.在处理项目活动保密的内部消息时，应保持高度的专业性与职业道德.Exercisingcareandhonestyinrecordingandreportingofprojectrelatedinformationincludingtravel,limeworked,designinformation,projectprogress,testreports,etc.认真，诚实地记录与汇报与项目有关的信息，如出差，工作时间，设计资料，项目进度,测试报告等.Adheringtothecopyright,trademark,tradesecretsorlicensingagreements,astheypertaintotheuseofsoftwareandotherdocumentsontheproject.在使用项目软件与其他文件时，要保护版权，商标，商业秘密与专利使用权的转让协定.Abstainingfromanyactivitywhichisunlawful,includingactswhicharecontrarytocopyrightlaw,lawsoncorruptionoranylocalP.R.C.Laws.禁止任何触犯版权法，腐败法与其他中国法律的非法行为.Adheringtoallsecurityproceduresthathelpprotectprojectpersonnelproperty,equipmentandsupplies.按照一切治安条例保护项目的人身财产，设备与其他供给.Ensuringthatpnijectfacilities,equipment,vehiclesandsuppliesareusedsolelyforconductingprojectbusinessorforpurposesexpresslyauthorizedbythePMC.确定项目的工具，设备，车辆与供给仅用于项目本身，或者PMC清晰地说明了使用目的.ConductingalloperationsinstrictcompliancewithiheapplicableenvironmentallawsandtheProject'sapprovedEnvironmentalandSocialImpactAssessment,includinglawsrelatedtotheuse,transport,storage,ordischargeoftoxicorhazardousmaterialsbroughtontothesiteorwastegeneratedonthejobsite.严格遵守适用的环境法与项目环境社会影响评估规定.具体内容涉及到使用，运输，储藏，带入现场有毒物与危险物,废物的处理.Abidingbyalljobsiterules.遵守一切工地准则.RoadRules道路规章VehicledriversmustbeinpossessionofaPRCrecognizedandvaliddrivinglicenseandadditionally,projectemployeesmustpossessaPMCDrivingPermit.现场车辆司机务必持有中国有效行车执照.另外，项目雇员还务必持有PMC行车许可证.Alwaysdrivewiththeheadlightson.开车时一直保持前灯亮.Seatbeltuseismandatoiyatalltimesforalloccupantsinanyvehicle.行车时所有午•上人员应一直配戴安全带.Obeyalljobsiteandanyotherownerproperty(remotelaydownareasprovidedtothecontractor)postedspeedlimits.在所有工作现场与业主的确其他领地行车时应遵守限速.Obeyspeedlimitsonpublicroads.在公共道路上行车时应遵守限速.Pedestrianshavetheright-of-wayovervehicles.行人对车辆有优先通行权.Private(personal)vehiclesarenotallowedonthejobsitepremises(withoutappropriateapprovals)未经批准，私人车辆不得开入工作现场.Keepvehiclesundercontrolatalltimes,bydrivinginamannerthataccountsforexistingroadconditions.按照道路的状况行车，使车辆始终保持在可操纵的时速.Onlythree(3)personsarcallowedtorideinthecabofastandardpick-uptruck,providedthattheappropriatenumberofsafetybeltsisavailableandwornbyeachperson.载货卡车只能限乘三个人，每个人务必配带安全带.Ridingonloads,fenders,runningboards,sideboardsandtailgatesisstrictlyprohibited.Employeesmayrideonconstructionequipmentonlyinmanufactureprovidedseals.严格禁止坐在卡车后背箱,挡泥板,踏板，边板与后挡板上.施工人员仅可坐在施工设备厂家提供的座位上.Vehiclesandequipmentmustnotbeparkedinfirelanesoraccessroads,withoutappropriatepermits.未经许可,车辆与设备不得停在消防通道上.Vehiclesstalledonpublicroadwaysshouldnotbeabandonedwithoutensuringthattheywillnotresultinfurtherincidents.在没有确认会进一步造成事故的隙患以消除的情况下，不可把失速的车辆废弃在公共道路上.Bicyclesandmotordrivencycleswillnotbeallowedforuseonthejobsite.不准在工作现场使用自行车与摩托车.Vehiclesandequipmentwillnotbeallowedtorununattended.车辆设备不得在无人的状态下行驶.Allpostedtrafficsignsmustbeobeyed.遵守所有交通标志.Alwaysshutdownequipment,machineryandvehiclesbeforerefueling.在给设备，机器与车辆加燃料前,应先使它们完全停止下来.Ifyourvehiclestrikesapowerline,stayinyourvehicleuntilhelparrives.假如你的车辆触及电源线,你应呆在车中，等待救援.Security治安Alltools,materialsandequipment,toberemovedfromtheproject,mustbeaccompaniedbyanauthorizedgatepass.任何工具,材料与设备被带离项目现场，务必附有授权的出门证.PMCand/orCSPCwillnotberesponsibleforpersonalarticlesthatarelostorstolen.PMC与/或者CSPC对私人物品的丢失与被盗不负有任何责任.Personalbags,toolboxesandothercontainersmaybecheckedwhenenierinqorleaving(hejobsite.私人书包,工具箱与其它盛物容器可能在进出工作现场时被检杳.Projectidentification,shallonlybeusedbytheindividualidentifiedontheprojectissuedbadge.只有证件的持有者才能使用项目的工作证件.LostorstolenbadgesshallbereportedtotheprojectsecuritymanagerbythecontractorHSEorSecuritymanager.项目工作证件的丢失与被盗,应通过承包商HSE或者治安经理向项目治安经理汇报.SiteHealth,Safety&EnvironmentalRules现场卫生，安全，环保准则HSEistobeaconsiderationineveryactivity.Eachpersonistoexercisea“zerotolerance^^fornonconformancetositeHSEpracticesandprocedures.任何工作活动都应考虑卫生，安全，环保问题.对与现场HSE惯例与程序不符合的现象，每个人务必遵守零误差的原则.Allpersonnelwillfollowstrictlytoall"project”issuedHSEinstructions,proceduresandpolicies.所有工作人员应严格遵守所有HSE细则,程序与条例.AllpersonnelwillattendtheSiteHSEOrientationandcompetencybasedtrainingbeforebeingallowedtoworkonsite.任何工作人员在进入现场工作前,务必同意现场HSE指导与能力培训.Whereunsafeconditionsoractivitiesareobserved,theobservationshallbeimmediatelyreportedtotheappropriatesupervisororifunavailableanHSErepresentative.Goodjudgmentshouldbeusedtoinitiateimmediatecorrectiveactionwheneveranindividualisinimminentdanger.不安全的情况或者活动如出现后,应立即报告相应的主管，假如主管不在,就向USE代表报告.面对马上来临的危险，应通过正确的推断采取立即的纠正行为.Allaccidents,howeverminor,mustbereportedtoyourimmediatesupe
