esthataregoingtobefurtherawayinthefuture,"hesays."Thisisaverysensiblewayforananimaltomakedecisionsinthewildandwouldhavebeenveryhelpfulforhumansforthousandsofyears."Notanylonger.Bythetimewewakeuptothethreatposedbyclimatechange,itcouldwellbetoolate.Andffwe'renotgoingtomakerationaldecisionsaboutthefuture,othersmayhavetohelpustodoso.FewpoliticallibrariesarewithoutacopyofNudge:ImprovingDecisionsAboutHealth,andHappiness,byRichardThalerandCassSunstein.Theyarguethaternmentsshouldpersuadeusintomakingbetterdecisions--suchassavingmoreinourpensionns--bychangingthedefaultoptions.ProfessorWeberbelievesthatenvironmentalcanmakeuseofsimilartactics.If,forexample,buildingcodesincludedgreenconstructionguidelines,mostdeveloperswouldbetoolazytochallengethem.Defaultsarecertainlypartofthesolution.Butsocialscientistsaremostconcernedaboutcraftingmessagesthatexploitourgroupmentality(,~,~)."Weneedtounderstandwhatmotivatespeople,whatitisthatallowsthemtomakechange,"saysProfessorNeilAdger,oftheTyndallCentreforClimateChangeResearchinNorwich."Itisactuallyaboutwhattheirpeersthinkofthem,whattheirsocialnormsare,whatisseenasdesirableinsociety."Inotherwords,ourinnercavemaniscontinuallylookingoverhisshouldertoseewhattherestofthetribeareupto.[I]Thepassiveattitudewehavetoclimatechangeasindividualscanbealteredbycountingusin--andmeasuringusagainst--ourpeergroup."Socialnormsareprimitiveandelemental,"saysDr.RobertCialdini,authorofInfluence:ThePsychologyofPersuasion."Birdsflocktogether,fishschooltogether,cattleherdtogether...justperceivingnormsisenoughtocausepeopletoadjusttheirbehaviourinthedirectionofthecrowd."Thesenormscantakeusbeyondgoodintentions.CialdiniconductedastudyinSanDiegoinwhichcoathangersbearingmessagesaboutsavingenergywerehungonpeople'sdoors.Someofthemessagesmentionedtheenvironment,somefinancialsavings,otherssocialresponsibility.Butitwastheonesthatmentionedtheactionsofneighboursthatdrovedownpoweruse.Otherstudiesshowthatsimplyprovidingthefacilityforpeopletocomparetheirenergyusewiththelocalaverageisenoughtocausethemtomodifytheirbehaviour.TheConservativesntoadoptthisstrategybymakingutilitycompaniesprinttheaveragelocalelectricityandgasusageonpeople'sbills.Socialsciencecanalsoteachpoliticianshowtoavoidourcollectivecapacityforserf-destructivebehaviour.EnvironmentalnsthatlushowmanypeopledriveSUVsunwittingly(不经意的)implythatthisbehaviouriswidespreadandthuspermissible.Cialdini
