Tofurtheroptimizetheinvestmentenvironment,expandtwo-wayopeningup,stepupinvestmentandconstructionprojects,attractenterprisesfromotherregionstoinvestinourcounty,promotegoodandfasteconomicdevelopmentthroughoutthecounty,inaccordancewithrelevantstateregulations,combinedwiththeactualcounty,wespeciallyworkoutthepreferentialpoliciesandincentives:

I.Thescopeofapplication

Focusonencouragingsupportforthe"five-type"projects(energysavingandenvironmentalprotection-type,high-tech-based,labor-intensive,agriculture-basedindustrialization,financialgrowth).Accordingtothescaleofinvestmentweclassifythemintofoursub-categories:

Specialcategories:one-timecapitalinvestedtwohundredmillionyuanormoreonproductionprojectsandtheprojectsinthecountyindustrialparkwiththescaleofinvestment100millionyuananduptothestandardofthe“Five–type”requirements.Thefirstcategory:newproductionprojectswithaone-timecapitalinvested150millionyuanormore,ortheactualuseofforeigncapitalofmorethan10millionU.S.dollars,productiveprojectsinvestedby500domesticenterprises,acapitalinvestingonehundredmillionyuaninthetextile,fur,leathertwoindustriesengagedintheproductionofendproductsdeepprocessingprojects,acapitalinvesting50millionyuaninaleadingagriculturalindustrializationproject.

Thesecondcategory:aone-timecapitalinvesting100millionyuanormore,ortheactualuseofforeigncapitalofmorethanfivemillionU.S.dollarsinnewproductionprojects,aone-timecapitalinvesting50millionormoreinthetextile,fur,leathertwoindustriesengagedintheproductionofendproductsdeepprocessingprojects,acapitalinvesting30millionyuaninaleadingagriculturalindustrializationproject.

Thethirdcategory:one-timecapitalinvesting50millionyuanormoreoractualuseofforeigncapitalmorethanthreemillionU.S.dollarsinnewproductionprojects,1000millionyuanofaleadingagriculturalindustrializationproject.

II.Preferentialpolicies

(A)preferentialpoliciesonlandacquisition

Thenewprojectsintheabove-mentionedfourcategoriesinourcounty,basedonlandcosts"afterthefront-endawards"principle,enjoythefollowingpreferentialpolicies:

1,Landacquisitioncostsretainedatthecountylevel(includinglandtransferpayments<deductingthepartoftheold-ageinsurancepeasants>,arablelandoccupationtax,deedtax)areaftertheimplementationofaone-timefront-endawards.Landrequisitioncompensationfees(excludingthegroundfixtures,Youngcompensation),areafterthefront-endfeesforlandrequisitionaward,whichareputintooperationbythecountylevelretainedpartofthetotaltaxamountofacertainpercentagepaidbytheenterprise,thespecialcategoryprojectsby60percent,thesecondcategoryprojectby50percent,thethirdcategoryprojectsby30percentuntiltheawardrunsout

2,Theunitsenjoyingthepreferentialpoliciesoftheprojectsarenotallowedtochangethelanduseorlease,transferoftheland,suchastheexceptionalitemschangesarerequiredtobeappliedtothelandmanagementdepartmentsatthecountygovernment’sapproval.Iftheprojectmakesachangeinlanduseorlease,transferofland,theynolongerenjoypreferentialpolicies.

(B)Preferentialtaxpolicies

Ifthenewprojectsintheabove-mentionedfourcategorieshavenolandacquisition,intheshort-term"zerotax"principle,theyenjoythefollowingpreferentialpolicies:

1,Value-addedtax:Underthecurrentrevenuesystem,value-addedtaxatthecountylevelretainedpartisusedasthefinancialfront-endawardsforthreeyearsonthecounty’sannualbasis

2,Corporateincometax:Underthecurrentsystemoffiscalrevenue,corporateincometaxatthecountylevelretainedpartofthecountyonanannualbasisafterthefinancialfront-endawardsisusedasthewayofincentivesfor3years.

3,Traveltax,urbanconstructiontax,propertytax:Accordingtotheannualcountyfinancialincentivesintheformofbusinesswithin2yearstheamountwillbepaidinfullonrewardingenterprise,topromoteenterprisedevelopmentandgrowth.

(C)Preferentialpoliciesonadministrativecharges

Thenewprojectsintheabove-mentionedfourcategories,inthespiritof"zerofare"principle,enjoyimplementoffree,reduce,concessionsrespectively.

1,Onthefollowingadministrativefees,sincethelandacquisitionproceduresarefinished,projectsenjoyfreeconcessions.

Specialprojectsfreefor5years,thefirstcategoryoftheprojectsfreefor3years,thesecondfreefor2years,thirdcategoryfreefor1year.

2,Onthefollowingadministrativefees,projectsenjoyone-offreductionofconcessionsbycategory.Specialcategoryprojectsenjoythefullreduction,thesecondcategoryprojects70percent,thethirdcategoryprojects50percent.

3,Chargesbytheair-defenseofficeonthetransformingconstructioncanbedelayed

(D)Infrastructurepolicy

Thenewprojectsintheabove-mentionedfourcategoriesinourcounty,inthespiritof"zeroinput"principle,enjoy"Fourconnectingandoneleveling"preferentialpolicies.Sincetheprocedureoflandacquirementisover,thecountygovernmentisresponsibleforconnectingtheroad,electricity,water,communication,andlevelingtheplantsite.

(E)Tothecompaniesreadytobelisted,weimplementmorespecialpreferentialpolicies,oneenterpriseonepolicy.Afteritsbeinglisted,thecountygovernmentwillpayaone-time500,000yuanasareward.

(VI)Encourageenterprisestoinnovateindependently.TotheChineseenterpriseswithbrand-nameproductsorwell-knowntrademarks,governmentincentives200,000yuan;totheproductsidentifiedasamajorscientificandtechnologicalproductsbytheNationalMinistryofScienceandTechnology,thecountygovernmentincentives100,000yuan;totheproducts

3,Individualswhosebidforhigher-levellandindicatorsForourenterpriseswillbegivenaone-timeincentive.

4,Theintroductionoftownshipprojectsoutsidetheirownarea,taxsystemcanbeimplemented,50percentofthecounty-levelpartwillbedetainedtoincentivetownships.

5,Activemembersoftheproject,aslongastheselectionandappointmentofcadresareinlinewiththeconditions,willbepromotedinprioritybythecountyPartyCommittee.

(C)Investmentconfirmation

1,Investmentconfirmationprocess:attractingpeopleandthefunds-receivingunitsundertakeaninvestmentagreementsignedearliertoidentifythepeople’seligibilitytoattractinvestment,therightsofthetwosides,obligationsandothermattersasthenecessarybasisforcashincentivestoattractinvestmentinplace.meanwhileDevelopmentandReformBureaualsokeepsareportedrecord.withforeigninvestmentinplace,theprojectunitorpeoplewithvaliddocumentsandinvestingproceduresmakeanapplicationforthefirstinspectionbythetownshipsordepartments,thenbythedevelopmentandReformBureau,FinanceBureau,TradeandIndustryBureau,BusinessBureau,theAuditOfficeandotherdepartmentsmakeconcernedauditchecksattheCountyOfficeCouncilforapproval.

2,Theprooftoconfirmforeigninvestment:thequalificationsofthedomestic&foreigninvestingenterprisesmustbeissuedbytheTradeandIndustryBureau,whicheverbusinesslicense;fordirectavailabilityoffunds,accountingfirmshavetoprovidecapitalverificationreport;forindirectfundinginplacecredentialsortransferofthebankingsectorintothebillingproofmustbeprovided;foroffshoreequipment,suppliesinplaceproofsofcustomsandcommodityinspectiondepartmentshavetobeprovided;fordomesticequipmentsuppliesinplaceaqualifiedassessmentagenciesassessmentreportissuedinfixedassetshastobeprovidedbybothintroducorsandenterprises;forfundsgainedfromhigherlevelsbycountyattachedunitsortownships,financialdocumentsorstoragebillsmustbeconfirmedandunifiedbytheDevelopmentandReformBoardforapproval.

(D)Thesourceoffunds

1,TheCountyGovernmentsetsupaspecialinvestmentincentivefundspecificallyforinvestmentindividuals(orunits)reward.

2,InaccordancewiththeAwardcriteriabythecountygovernment,incentivefundscanbecashed.
