1、以上报价为【】报价，依据乙方提供的快件相关信息为报价基础2、以上费率结算甲方向乙方开具形式3、以上报价口岸清关-门时效不包含诸如扣关等特殊情况，但不包括甲方为乙方垫付的关税及其他垫用。附件2：AnnexOverseasArbitrationManagementRules(2ndSection1GeneralThisOverseasArbitrationManagementRulesisapplicabletothearbitrationregardingshipmentsshippedbetweeneachYTOsubsidiaryallovertheworld.C5仲裁系统中分流出所有G开头的圆通面单并统一由海外仲裁部处YTOwaybillsderivedfromDomesticC5ArbitrationSystemwithinitialletter“G”shallbedealtwithbytheoverseasarbitrationdepartment.第三条正式报关的快件产生遗失时，圆通按申报价值赔付，但每一票最高赔偿金额不超过4000元。Forthelossofshipmentthathasbeenformallycustomsdeclared,YTOshallcompensateaccordingtothecustomdeclaredvalue,buttheforegoingcompensationshallinnocaseexceedRMB4000pershipment.（需提供相关证明）赔付，但每一票最高赔偿金额不超过2000元。Forlossofshipmentthathasbeeninformallycustomsdeclared,YTOshallcompensateaccordingtotheactualcashvalue(required),buttheforegoingcompensationshallinnocaseexceedRMB2000pershipment.超过2000元；正式报关快件最高赔付不超过4000元。Fordamage/shortageofshipment,YTOshallcompensateaccordingtothedegreeofdamage/shortagebutforshipmentthathasbeeninformallycustomsdeclared,theumcompensationshallnotexceedRMB2000andforshipmentthathasbeenformallycustomsdeclared,theumcompensationshallnotexceedRMB4000.第六条货币汇率暂按照始发国每月1号汇率换算（后期如需调整另行通知）。Thecurrencyexchangerateshalltemporallybesubjecttotherateofthecountryoforiginpublishedonthe1stdateofeachmonth(furthermodificationtobenotified).失类申报条件与Section2ConditionsandTypesforClaimofConditionforclaim:fortheshipper eirrecoverableduetowhateverreasonsduringthenormaloperationprocess.（二）内件损毁是指快件在、派件途中因造成内件破损、被雨水“Damage”referstoanydamage,raindamageorwetdamagebyallkindsofliquidtotheinternalitemofshipmentsduringthetransportanddeliveryprocesswhichhascauseddirecteconomiclosses.（三）内件短少是指快件在、派件途中因造成内件短缺，造成直“Shortage”referstoanyshortageoftheinternalitemofshipmentsduringthetransportanddeliveryprocesswhichhascauseddirecteconomiclosses.（四）如遇快件在清关期间被查验，查验时间未超过15天（含15天）仲裁申报期限不变；查验时间超过15天时间顺延查验天数，以此类推（如查验Intheeventtheshipmentsareinspectedbythecustomsduringcustomsclearance,theclaimperiodremainsunchangedifsuchinspectionlastslessthanfifteen(15)(includingthefifteenthday);theclaimperiodwouldbeextendedaccordinglyifsuchinspectionlastsoverfifteen(15)days(e.g.ifthecustomsinspectionlastsforthirty(30)days,theclaimperiodwouldbeextendedforanotherthirty(30)days)Iftheshipper hasanyobjectionstotherejectionorrevocationbyarbitration,itshallcomintwithinfive(5)daysfromrejection.Theshipper setc.)Thefollowingcircumstanceisprecludedfrom（一）航空、铁路、公确规定的禁寄物品Itemsexplicitlyprohibitedforair,railwayandland（二）网络车的水剂类物品发生破损不予受理DamagetoaqueousitemsprohibitedbyintranetShortage,damage,lossduetoimproperpackaging(e.g.waybilllessthanminimumpackagingrequirement);VulnerableitemsshallmeetYTO’spaddingrequirements,otherwisethelossordamagewillnotbeadmissible;（五）Consigneeraisesobjectionsafterthedeliverystaff’s（六）Two(2)ormoreshipmentstiedupasoneshipunitbypackingtape,packingstrap,stringandsoforth;（七）Re-useof（八）Whenshipments’outerpackagingisintactbutinternalitemis（九）当事国进物品、限制进物品Itemsrestricted/prohibitedforimport/exportbytherelevant（十）报关信息不符导致查扣遗失的Customs’seizurelossduetoincorrectdeclaration以上情况能够确定责任的，按照遗失件处罚标准责任公司，但发件公司不Ifresponsibilitiestotheabovecircumstancescanbedetermined,theresponsiblepartyshallundertakeresponsibilitiesaccordingtothepunishmentstandardsforloss.Foravoidanceofdoubts,the willnotbe失类进口件责任Section3ResponsibilitiesforLossofImportedAteachstageofshipment’soperation,received-in/sent-outscanningandweighingscanningshallbeperformedandthepartyinbreachoftheforegoingshallbeliable.Beforeshipments’arrivalattheDomesticTransshipmentCenter,theoverseasfranchiseeshallberesponsibleforcustomer’sinquiryandhandlingofabnormal交接并使用PDA逐票扫描。如转运中心未收到快件，由海外加盟商与清关Aftercompletionofimportcustomsclearance,thelocaltransshipmentcentershallpickuptheshipmentsattheceofcustomsclearancewithpaperhandoverlistandconductPDAscanningforeachshipment.Ifashipmentisnotreceivedbythetransshipmentcenter,theoverseasfranchiseeorcustomsclearance shalllocatebyitself.（四）ThetransshipmentanddeliveryoftheshipmentsindomesticsegmentissubjecttothedomesticYTOArbitrationRules.前台。放置自提柜的快件，必须在入自提柜前联系客户，客户同意后才可Allshipmentsshallbesignedforbytheconsigneein orsuchotherpartydesignatedbyhimandshallnotbeleftwiththeguardorreception.Forshipmentstobedeliveredtotheself-box,customers’priorconsentmustbeobtainedthroughphonecallbeforedelivery.ThedeliverypartyshallberesponsibleforanybreachoftheIncircumstanceswheretheouterpackagingisdamagedortheinternalitemisdamagedortheshipmentispollutedetc.,thehandoverpartiesshallmakerelevanthandoverandsign.Ifsuchshipmenthasbeenaccepted/receivedwithoutsystemscanning,theaccepting/receivingpartyshallberesponsible.（七）收到仲裁处罚后，如对处理结果有异议，可在下达仲裁结果后5内提供等材料申诉，内容要求（1）画面清晰，清楚分辨货物包装、颜色、大小等特征、（2）时间与实际操作时间基本吻合、（3）时长控制在3分钟以内。Ifapartyhasanyobjectiontothearbitrationresult,itmayfileacomintpanyingwithmaterialssuchassurveillanceetc.withinfive(5)days.Thesurveillanceshall(a)haveclearpictureandclearlyreflectingthepackaging,color,sizeandothercharacteristicsofshipments.(b)thetimeshallbemostlyconsistentwiththeactualoperationtime.(c)thetimeshallbelessthanthree(3)minutes.失类出口件任界Section4ResponsibilitiesforLossofExported（一）快件到达海外仓后须做好安检工作，不得收入品，检查外包装是否完好，如收入品或损毁快件，责任由海外仓自行承担。海外仓使用广目系统换单操作，逐票揽收称重扫描，建包后打包机，进行上车扫描，转入出Aftershipments’arrivalattheoverseaswarehouse,theoverseaswarehouseshallperformsecurityinspection,checkintegrityoftheshipment’souterpackagingandshallnotaccept/receiveprohibiteditems.Theoverseaswarehouseshallberesponsibleforanyprohibiteditemsordamagedshipmentsitaccepts/received.TheoverseaswarehouseshalluseGuangMuSystemforthechangeofwaybills,conductweighingscanningforeachshipment,sealtheassemblypackagingwithbaler,conductonboardscanningandtransfertothenextstageofexport.（二）报关公司提货时检口和外包装是否完好，并逐包下车扫描和称重，Thecustomsagentshallexaminetheintegrityofthesealandouterpackagingandconductdetruckscanningandweighing,createitslabelandsendtotheairport.Thecustomsagentshallberesponsibleforanybreachoftheforegoing.Ifthepackagingisdamagedduetoimproperhandling,thecustomsagentshallreportonGuangMusystem,otherwiseitshallberesponsibleforanyliabilitiesarisingtherefrom.（三）航空货代公司收货时检口和外包装是否完好，并使用PD逐包进承担；拆包查验等异常问题须在12小时内上报广目系统。若未在规定时内上报，责任由航空货代公司承担。TheairfreightforwardershallexaminetheintegrityofthesealandouterpackagingandusePDAforeachshipment’sscanningandweighingandscheduletheflight.Theairfreightforwardershallberesponsibleforanybreachoftheforegoing.Abnormalissuessuchascustoms’unpackinginspectionshallbereportedonGuangMusystemwithintwelve(12)hours.Theairfreightforwardershallberesponsibleforanydelayinreport.Afterthecustomsclearanceisfinishedbythecustomsclearance ,itshallconductPDAdetruckscanningforeachshipment.Aftersorting,theshipmentsshallhandedovertothenextstage.Incasetheshipmentshavebeendetainedforinspection,thecustomsclearance shallreportonGuangMuSystemandfinishcustomsclearancewithintwelve(12)hours.Thelocalcooperationpartyfordeliveryshallexaminetheintegrityoftheouterpackaging,conductPDAdetruckscanningforeachshipment,transshipanddelivertheshipments.Thelocalcooperationpartyfordeliveryshallexaminetheintegrityoftheouterpackaging,conductPDAdetruckscanningforeachshipment,transshipanddeliverthe误类申报条件与Section5ConditionsandTypesforDefinitionofdelay:thefirstattemptfordeliveryexceedsthetimelimitrecognizedbythecourierserviceorganizationbuthasnotyetexceededthetimelimitfortotaldelay15天，超过超期延误期限，视为快件遗失，Thetimelimitfortotaldelayofaninternationalshipmentitemisfifteen(15)days.Exceedingsuchtimelimit,theshipmentshallbedeemedaslostandshallbedealtwithaccordingtotheprovisionsofloss第十五条申报条件：发件公司首次上报，须以问题件形式在系统内查询。Conditionsforclaim:fortheshipper majeuresuchasweather,trafficoranyeventoccurredduringsorting,delivery,sign-in.（二）中转延误是指快件在清关和干线途中因导致未能赶上下一Delayintransshipmentshallmeananydelaycausedbyfailuretocatchthefollowingoperationduringcustomsclearance,linehaulorcausedbyanywrongfultransshipment;ortheshipmentsrequirestobereturnedorfurthertransferredfromthedeliveryparty,butfailedtobesentoutpromptly.Falsesign-inshallmeananyinconsistencybetweenthesystemrecordedreceiptandtheactualdeliverytime.Thedomesticshipmentsmustbesignedforbytheconsigneeorotherdesignatedparty.Duetodifferencesbetweeneachcountryanddistrict,overseasshipmentsmaybesignedforbytheguardorreceptionetc.butmusthavebookrecord(includingthewaybillnumberandsign-intime).件人无人接听、送去无人、周末节假日休息等。Falsereportofproblematicshipmentshallmeanshipmentsdelayedduetofalseinformation,includingbutnotlimitedtoprovidingfalseinformationthattheconsigneedoesnotanswerthephone,noreceiverupondelivery,publicholidaysetc.Theshipper maycomintwithinfive(5)daysafteraclaimisrejectedor（六）快件的受理类型最多一种，即受理中转延误类型后不得再虚假签收Eachshipmentcouldonlybeclaimedonceforonetypeofclaim,e.g.whentheclaimfordelayintransshipmenthasbeenfiledforoneshipment,anyclaimforfalsesign-inwouldbeprecludedfrombeingacceptedforarbitration.第六章快件操作流程责任界定及处Section6ResponsibilitiesintheOperationofShipmentsandDelayincollection:forshipmentssentfromtheoverseas totheoverseaswarehouse,thereceived-inscanningrecordoftheoverseaswarehouseshallprevail.Theoverseas shallberesponsibleforthedelay.Delayinoverseaswarehouse:theoverseaswarehouseshallberesponsiblefortheunjustifiabledetentionaftershipments’arrivalattheoverseaswarehouse.Whenthecustomsagentpicksuptheshipmentsfromtheoverseaswarehouse,thelattershallhandovertheshipmentstothenextstagebyPDAscanning.IfthecustomsagenthasPDAdetruckscanningrecordandtheoverseas conductsnoscanning,theoverseaswarehouseshallberesponsibleforthedelaycausedduringtheperiod.Whenthecustomsagentpicksuptheshipments,itshallconductdetruckPDAscanningforeachshipment.Iftheoverseaswarehousehasanysent-outscanningrecord,butthecustomsagenthasnodetruckscanningrecord,thecustomsagentshallberesponsible.Iftheoverseaswarehouseandthecustomsagenthavenosuchrecords,bothofthemshallberesponsible.延误责任由航空货代公司承担。拆包查验等异常问题12小时以内上报广目Whentheshipmentsarrivedattheairfreightforwarder,theairfreightforwardershallconductdetruckPDAscanningforeachshipment.Absentsuchrecord,theairfreightforwardershallberesponsibleforthedelay.Abnormalissuesuchascustomsunpackinginspectionshallbereportedwithintwelve(12)hoursonGuangMuSystem.Theairfreightforwardershallberesponsibleforanydelayinreport.Afterthecustomsclearanceisfinishedbythecustomsclearance ,itshallconductPDAdetruckscanningforeachshipment.Aftersorting,theshipmentsshallbehandedovertothenextstage.Thecustomsclearance shallberesponsibleforanydelayifitfailstoconductscanning.Incasetheshipmentshavebeendetainedforinspection,thecustomsclearance shallreportonGuangMuSystemandfinishcustomsclearancewithintwelve(12)hours.Incaseofdelaycausedbytheairport’ssecurityinspection,thecustomsclearanceshallreportwithintwelve(12)hoursonGuangMusystem,otherwiseitberesponsiblefortheThelocalcooperationpartyfordeliveryshallconductPDAdetruckscanningforeachshipment,transshipanddelivertheshipments.ShipmentsnotdulydeliveredshallbereportedonGuangMuSystemwithinthree(3)hours,otherwisethedeliverypartyshallberesponsibleforthedelay.缉件操作规范及Section7OperationStandardsandRequirementsforWantedTheoverseasfranchiseeshallreportonGuangMuSystemforanywantedshipmentsinoverseassegmentandshallberesponsibleforanyunsuccessfulwantedshipments.第十九条国内段快件通缉由市国际部（代码210904）在系统中代题件（因海外加盟商使用的广目与系统未打通，问题件无法互通，待系统ShanghaiInternationalDepartment(JinGangCode210904)shallreportontheJinGangSystemforthewantedshipmentsindomesticsegment.Shipmentswantedonthewholeintranetbeforearrivalatthefinaldeliverypartyshallbedeemedaseffectivelywanted.Noreportofproblematicshipmentisrequired(fornoconsolidationhasbeenmadebetweenGuangMuSystemusedbytheoverseasfranchiseeandJinGangSystem,anyinfo
