ThisStandardwillreplaceandnullifySJ/T11364—2006,MarkingRequirementsfor

ControlofPollutionCausedbyElectronicInformationProducts.

ThemajorchangesofthisStandardareasfollowsincomparisonwithSJ/T11364—2006

a)InNameandScope,“electronicinformationproducts”inSJ/T11364-2006is

changedto“electronicandelectricalproducts”,“pollutioncontrol”to

Introduction

Duetotheneedsoftechnologiesandproductfunctions,someelectronicand

electricalproductmaterialscontainhazardoussubstancessuchaslead,mercury,

cadmium,hexavalentchromium,polybrominatedbiphenyls,andpolybrominateddiphenylethers,etc.Inordertopreventtheadverseeffectsofproductsthatcontainthethesesubstancesonhumanhealthandtheenvironmentaftertheiruseandbeingdiscardedandtofurtherstandardizethemarkingsforelectronicandelectricalproducts,basedonManagementMethodsfortheControlofPollutionfromElectronicInformationProduct(OrderNo.39oftheformerMinistryofInformationIndustry)andbyreferencingrelatedinternationalstandardsandindustrialpractices,theformerMinistryofInformation

IndustryreleasedSJ/T111364—2006,MarkingforControlofPollutionCausedby

WiththeneedforrevisionoftheManagementMethodsfortheControlofPollutionfromElectronicInformationProductsandtheneedsofenterprisesforimagedisplay

markingsandmarkingsforlogisticsprocessesduringthestandard'susefortheir

products,SJ/T111364—2006hasgraduallybecomeinadequateinfullyapplication.The

goaloftheformulationofthisStandardistosolvethetheseproblemsandprovide

furtherelaborateandperfectthemarkingrequirementsforelectronicandelectrical

Markingfortherestrictionoftheuseofhazardoussubstancesinelectronicand

electricalproducts

1.Scope

ThisStandarddefinesthemarkingrequirementsforhazardoussubstancesin

electronicandelectricalproducts,theenvironmentalprotectionuseperiodandrecyclability.

ThisStandardisapplicabletotheelectronicandelectricalproductsthataresoldwithinthePeople’sRepublicofChinaandalsocanbeusedforreferenceforelectronicandelectricalproductlogistics.

2.NormativeReferenceDocument

Thefollowingdocumentsareindispensablefortheapplicationofthisdocument.Forthedatedreferencedocuments,onlythedatedversionsareapplicabletothisdocument;fortheundatedreferencedocuments,onlythelatestversions(includingallthe

revisions)areapplicabletothisdocument.

3.TermsandDefinitions

ThefollowingtermsanddefinitionsareapplicabletothisStandard.

Devicesandaccessorieswithratedworkingelectricalvoltagesthatdonotexceed1500Vdirectcurrentanddonotexceed1000Valternatingcurrentandworkbymeansofcurrentorelectromagneticfieldsorwiththeaimofgenerating,transmittingand

measuringcurrentsandelectromagneticfields.

HazardousSubstances

Refertoleadanditscompounds，mercuryanditscompounds,cadmiumandits

compounds，hexavalentchromiumcompounds,polybrominatedbiphenyls,and

polybrominateddiphenylethersthatarecontainedintheelectronicandelectricalproducts.

EnvironmentallyFriendlyUsePeriod

Referstotheperiodduringwhichthehazardoussubstancescontainedinthe

electronicandelectricalproductsdonotleakormutatesuddenlyundernormaloperatingconditionsandwillnotresultinseriousenvironmentalpollutionorcauseseriousdamagetotheusers'bodyortheirassetsduringthenormalusebytheuseroftheelectronicandelectricalproducts.

Recovery

Referstotheprocessoftreatmentofdiscardedproductssothattheycanmeettheiroriginalusepurposeorbeusedforotherpurposes,includingtherecoveryand

utilizationofenergy.

Referstotheentityflowprocessofgoodsfromthesupplyingplacetothereceivingplace.Itisthedynamicintegrationoftransportation,storage,loadingandunloading,packaging,circulationprocessing,dispatching,informationprocessingandotherbasicfunctionsbasedonactualneeds.

4.GeneralRules

AllelectronicandelectricalproductsthataresoldwithinthePeople’sRepublicofChinashallbemarkedwithlogosforrestrictingtheuseofhazardoussubstancesinelectronicandelectricalproductsaccordingtotherequirementsinthisStandard.Ifitcannotbemarkedontheproductsduetotherestrictionsofsize,shape,substancematerialorfunctions,itshallbeindicatedintheproductinstructions.

Fortheelectronicandelectricalproductsthatarepurchasedformanufacturing，thesupplierneednotprovidethesemarkingsbutshallprovidethepurchaserall

necessaryinformationformarking.Correspondingly,thepurchasershallmarkthe

electronicandelectricalproductsthattheymanufacturedandthescopeofmarkingshallincludethatfortheelectronicandelectricalproductspurchasedformanufacturing.

Whenproductinstructionsareusedformarkings，themarkingscanbeinpaperinstructions，andinstructiondisc(CD/DVD)，orpackagingmaterial;inadditiontothethesemethods，theproductinstructionsforelectronicandelectricalproductspurchasedformanufacturingcanalsobeprovidedonthecompanywebsite.Fortheproductinstructionsonlyincompanywebsite,theproductinstructionsshallinclude

clarificationofthestepsforlookinguptherelatedmarkinginformation.

MeaningoftheLogos

Thecontentsofthelogosfortherestricteduseofhazardoussubstancesin

electronicandelectricalproductsincludethreecomponents:thecontentofhazardoussubstancesintheelectronicandelectricalproducts，theenvironmentalprotectionuseperiodoftheelectronicandelectricalproducts，andtherecyclabilityoftheelectronicandelectricalproducts.

Figure1isgenerallygreen,indicatingtheenvironmentalprotectioncharacteristic,namelytheproductdoesnotcontainanyhazardoussubstance.Theartisticstyle“e”inthemiddleofthelogostandsfor“electrical”,“electronic”and

“environmental”,symbolizingagreenandenvironmentalelectronicandelectricalproduct;theouterlinewitharrowsformsacircle,indicatingthattheelectronicandelectricalproductcanberecycled.Theentirelogoindicatesthattheelectronicandelectricalproductdoesnotcontainanyhazardoussubstanceandisagreen

environmentallyfriendlyproduct，andcanberecycledafterbeingdiscardedandshallnotbediscardedatwill.

Figure2isgenerallyorange,highlightingitswarningcharacteristic,.theproductcontainscertainhazardoussubstances.Thereplaceablenumberinthemiddleoftheimageindicatestheenvironmentalprotectionuseperiodfortheelectronicandelectricalproduct;theimage’soutercircleisalsoacirculatingcircleformedbylineswitharrows,indicatingthattheelectronicandelectricalproductcanberecovered.Themeaningoftheentirelogois:theelectronicandelectricalproductcontainscertainhazardoussubstancesand

Manufacturersorimportersshallchoosesuitablespecificationsforthelogo

accordingtothesizesoftheelectronicandelectricalproductsandcomponents;however,

itssmallestareashallnotbesmallerthan5mmx5mm.

6.MarkingRequirements

GeneralRequirements

Anelectronicandelectricalproductshallusethemarkingfortherestricteduseofhazardoussubstancesintheelectronicandelectricalproductinaccordancewiththestandard'srequirements,andthemarkingshallbeclear,distinguishable,visible,faderesistantanddifficulttoremove.

Ifanelectronicandelectricalproductsatisfiesoneofthefollowing

conditions，thelogofortherestricteduseofhazardoussubstancesintheelectronicandelectricalproductmaynotbemarkeddirectlyontheproductbutshallbemarkedaccordingtothemethodspecifiedinorbespecifiedintheproductinstructions:

a)Amaximumsurfaceareaequaltoorlargerthan5×103mm2。

b)Anirregularshape,.,averythinandlongcablewithaverylargesurfacearea;

c)Incapableofbeingdirectlymarkedonthesurfaceoftheproductduetothesurfacematerialorfunctions.

Anelectronicandelectricalproductwithimagedisplayfunctionsmayuseadigitalformatmarkfortherestricteduseofhazardoussubstancesintheelectronicand

electricalproductifitproductsatisfiesallofthefollowinga)-f)conditions:

a)Thedigitalformatlogofortherestricteduseofhazardoussubstancesintheelectronicandelectricalproductmustbedisplayedeverytimetheproductislaunched.Whenthelogoisdisplayedbyitself,thedisplaytimeshallnotbelessthan2s;whenthelogoisdisplayedtogetherwithotherinformation,thedisplaytimeshallbeextendedappropriately,andthesizeanddisplayingpositionshallbeadjustedtoensuretheidentificationofthelogo.

b)Theusermayviewthedigitalformatlogofortherestricteduseofhazardoussubstancesintheelectronicandelectricalproductthroughtheuserinterfaceduringtheoperationoftheproduct.

c)IfFigure2isusedforthemarking,theusermayviewthenamesandcontentsofthehazardoussubstancesintheproductthroughtheuserinterface,

d)Theproductinstructionsshouldclarifythestepsforlookingupthelogosandformsmentionedinb)andc)above.

e)Thedigitalformatmarkingfortherestricteduseofhazardoussubstancesintheelectronicandelectricalproductisinfactorysettingandread-onlydata,andthecontentsofthelogoshallnotbeeasilymodifiedthroughsoftware.

f)Manufacturersshallpreservetherelevantdataofthedigitalformatlogosfortherestricteduseofsubstancesintheelectronicandelectricalproducts;ifFigure1isusedforthemarking，therecordsshallbepreservedmorethan3yearsovertheproductlife;ifFigure2isusedforthemarking，therecordsshallbepreservedmorethan3yearsovertheenvironmentalprotectionuseperiod.Whenaproductisdamagedorcannotdisplayproperly,themanufacturershallprovideconvenientaccesstothedata.

Ifthelogofortherestricteduseofhazardoussubstancesintheelectronicandelectricalproductisusedonaproduct,itshallgenerallybemarkedonthefrontoftheproduct，sideorbackwherefunctionkeysarelocatedandothervisibleplaces.Ifrestrictedbythefunctionsandexteriordesignsothatitisnotpossibletoplacethemarkinginaprominentplace,itshallbeplacedatothervisibleplaces.

HazardousSubstanceMarking

AnelectronicandelectricalproductshallbemarkedaccordingtothisStandardtoindicatewhetheritcontainsanyhazardoussubstances.Iftherearenohazardoussubstancescontainedintheproduct，Figure1shallbechosenforthemarking.Iftheproductcontainshazardoussubstances，Figure2shallbechosenforthemarking.Inaddition，thenamesandcontentsofthehazardoussubstancesshallbeprovidedintheproductinstructionsaccordingtotherequirementsspecified

Manufacturersandimporterswhomanufactureorimportelectronicandelectricalproductthatcontainhazardoussubstancesshallspecifythenamesandcontentsof

hazardoussubstancesintheproductinstructionsandmarkthemonthepartwheretheyarecontainedbyfollowingtheformatspecifiedinTable1.

a)ThefirstrowinTable1istheheader,thefirstcolumnisthepartname,theothercolumnsarecontentsofthehazardoussubstances,andthelastrowisusedentirelyforthemeaningsofthesymbolsandexplanationforotherrelatedmatters.

b)IfacertainhazardoussubstancedoesnotexistinsaidpartnamelysaidhazardoussubstancecontainedinallofthehomogeneousmaterialsforthispartisbelowthelimitsofGB/T26572,thenmark“O”forthecorrespondingcontentofsaidhazardoussubstance.Ifacertainhazardoussubstanceiscontainedinsaidpartnamelysaidhazardous

substancecontainedinatleastoneofthehomogeneousmaterialsusedforthispartisabovethelimitofGB/T26572,thenmark“X”forthecorrespondingcontentofsaidhazardoussubstance.

c)TheheightoftheChinesecharactersandsymbolsusedinthemarkingshallbeclearandlegibleandnotbesmallerthanmm.

Themanufacturerandimportershalldetermineandmarktheenvironmentalprotectionuseperiod(unitinyears(a))ofanelectronicandelectricalproductthatcontainshazardoussubstancesinreferencetoSJ/Z11388.WhenFigure2ischosenforthemarking,thenumberinthemiddleofthelogoshallbereplacedwiththeactualenvironmental

protectionuseperiodoftheproduct,andtheproductinstructionsshallprovide

detailedexplanationsfortheuseconditionsoftheguaranteeoftheproductduring

theenvironmentalprotectionuseperiodandspecialmarkingsforthepart.

Thedateofmanufacturefortheelectronicandelectricalproductisthestartofenvironmentalprotection.Thedateofmanufactureshallbemarkedontheproductandpackagingoftheproduct,andtheformatofmarkingmayuseyear,yearandweek,yearandmonth，yearandmonthandday，etc.ormayadopttheproductmarkingmethodgenerallyusedbyenterprises，.，aproductserialnumberorproductbarcodethatincludesthedateofmanufacture.Whenaproductismarkedwiththeproductserialnumberorproduct

barcode,themanufacturerorimportershallprovideconsumersorthesupervision

departmentswithservicenecessaryforinquiriesonthedateofmanufacture.

RecoveryMarking

ThemanufacturerorimporterofelectronicandelectricalproductsshalluseFigure1orFigure2astherecoverymarking.Aproductmarkedwiththelogofortherestricteduseofhazardoussubstancesinelectronicandelectricalproductsindicatesthatthe

productisrecoverable.
