far,severalworkshaveidentifiedcertainurbanattributesthatmaycharacterizewhatasmartcityis.Tostartwith,Giffingeretal.(2007)rank70Europeancitiesusingsixdimensions:smarteconomy(competitiveness),smartpeople(humanandsocialcapital),smartgovernance(participation),smartmobility(transportandICT),smartenvironment(naturalresources),andsmartliving(qualityoflife).Asaresult,theydefineasmartcityas“acitywellperforminginaforward-lookingwayinthesesixcharacteristics,builtonthe‘smartcombinationofendowmentsandactivitiesofself-decisive,independentandawarecitizens”(p.11).Moreover,Nam&Pardo(2011)suggestthreeconceptualdimensionsofasmartcity:technology,people,andcommunity.Forthem,technologyiskeybecauseoftheuseofICTtotransformlifeandworkwithinacityinsignificantandfundamentalways.However,asmartcitycannotbebuiltsimplythroughtheuseoftechnology.Thatiswhytheroleofhumaninfrastructure,humancapitalandeducation,ononehand,andthesupportofgovernmentandpolicy,ontheother,alsobecomeimportantfactors.Thesethreevariablesconsidered,theauthorsconcludethat“acityissmartwheninvestmentsinhuman/socialcapitalandITinfrastructurefuelsustainablegrowthandenhanceaqualityoflife,throughparticipatorygovernance”(p.286).Inturn,Leydesdorff&Deakin(2011)introduceatriplehelixmodelofsmartcities.Theyarguethatcanbeconsideredasdensitiesinnetworksamongthreerelevantdynamics:theintellectualcapitalofuniversities,thewealthcreationofindustries,andthedemocraticgovernmentofcivilsociety.Lombardietal.(2011)buildonthismodelandrefertotheinvolvementofthecivilsocietyasoneofthekeyactors,alongsidetheuniversity,theindustryandthegovernment.InLombardi’swords(2011)“thisadvancedmodelpresupposesthatthefourhelicesoperateinacomplexurbanenvironment,wherecivicinvolvement,alongwithculturalandsocialcapitalendowments,shapetherelationshipsbetweenthetraditionalhelicesofuniversity,industryandgovernment.Theinterplaybetweentheseactorsandforcesdeterminesthesuccessofacityinmovingonasmartdevelopmentpath”(p.8).Yet,sofar,oneofthemostcomprehensiveandintegrativeframeworkforanalyzingsmartcityprojectshasbeenpresentedbyChourabietal.(2012).Theauthorspresentasetofeightdimensions,bothinternalandexternal,thataffectthedesign,implementation,anduseofsmartcitiesinitiatives:1)Managementandorganization:Organizationalandmanagerialfactorssuchasprojectsize,leadershiporchangemanagement.2)Technology:TechnologicalchallengessuchaslackofITskills.3)Governance:Factorsrelatedtotheimplementationofprocesseswithconstituentswhoexchangeinformationaccordingtorulesandstandardsinordertoachievegoalsandobjectives.4)Policycontext:Politicalandinstitutionalcomponentsthatrepresentvariouspoliticalelementsandexternalpressures.5)Peopleandcommunities:Factorsrelatedtotheindividualsandcommunities,whicharepartoftheso-calledsmartcity,suchasthedigitaldivideorthelevelofeducation.6)Economy:Factorsaroundeconomicvariablessuchascompetitiveness,innovation,entrepreneurship,productivityorflexibility.7)Builtinfrastructure:AvailabilityandqualityoftheICTinfrastructure.8)Naturalenvironment:Factorsrelatedtosustainabilityandbettermanagementofnaturalresources.Finally,accordingtoDameri(2013),withintheEuropeanUnion,theconceptofsmartcityisbasedonfourbasicelementsthatcomposedthecity:1)Land:Theterritorialdimensionisnotlimitedtotheadministrativeboundariesofthecitybutmayextendtotheregion.Sometimes,citiesgrouptogetherandformanetworktoshareknowledgeandbestpracticestotackleurbanproblems.Thecityissubjectedtoinfluencesandregulationsofthenation,whichitselfisaffectedbymoreglobalprerogatives.2)Infrastructures:Buildings,streets,trafficandpublictransportsimpactthequalityofurbanlifeandurbanenvironment.3)People:Allthestakeholderswhoarelinkedtothecity(students,workers,neighbors,friends,tourists,…).4)Government:Urbanpoliciesaredefinedatthelocallevel,andalsoatthecentrallevel,orevenatamoregloballevel,suchastheEuropeanlevel,dependingonthetopic,theaction,theproject,However,adefinitionofasmartcityisindispensabletodefineitsperimeterandtounderstandwhichinitiativescanbeconsideredsmartandwhichcannot.Moreover,astandarddefinitionisalsothefirststepforeachcitytospecifyitsownvisionofasmartcitystrategy.Thedefinitionandthecomprehensivesmartcityframework(threats,opportunities,…)arethenecessarybasisonwhichtobuildthesmartcitygoalssystem.Thatiswhy,inthispaper,weagreewiththeChourabi,etal’sframework(2012)andtheCaragliu,etal.’sdefinition(2009)andconsiderthatcitiesaresmartwheninvestmentsinhumanandsocialcapitalandtraditional(transport)andmodern(ICT)communicationinfrastructurefuelsustainableeconomicgrowthandahighqualityoflife,withawisemanagementofnaturalresources,throughparticipatorygovernance.2.2.OnknowledgeAsmentionedintheintroduction,thesmartcitymustbeabletoexploitknowledgethatresultfromdatamanagement.Thisknowledgewillresultinbetterdecisionsinorderforthe21stcenturycitytoaddressitsmainchallenges(Negre&Rosenthal-Sabroux,2014).Wesuggestanapproachtodigitalinformationsystemscenteredonpeople’sinformationandknowledgeofpeople,inordertoimprovedecisionmakingprocessesandenhancethevalue-addedofbusinessprocessesofthecity.ICTallowpeoplelocatedoutsideacitytocommunicatewithotherpeopleandtoexchangeknowledge.Theseobservationsconcerningknowledgeinthecitycontexthighlighttheimportanceoftacitknowledge.Itpointsouttheinterestofcreatingafavorableclimateforboththeexchangeandsharingoftacitknowledgeanditstransformationintoexplicitknowledgeandthereforeextendingthefieldofknowledgewhichwillcomeundertherulesandregulationsgoverningindustrialproperty(Negre&Rosenthal-Sabroux,2014).Moreover,weshouldemphasizethefactthatcapitalizingoncity’sknowledgeisanongoingissue,omnipresentineveryone’sactivities,whichspecificallyshouldhaveanincreasingimpactonmanagementfunctionsofthecity.Polanyi(1967)classifiesthehumanknowledgeintotwocategories:tacitknowledgeandexplicitknowledge.Hesays:“tacitknowledgeispersonal,context-specific,andthereforehardtoformalizeandcommunicate.Explicitor'codified'knowledge,ontheotherhand,referstoknowledgethatistransmittableinformal,systematiclanguage"(p.301).OurpointofviewcanbefoundintheworkofNonaka&Takeuchi(1995),withreferencetoPolanyi(1967),consideringthat“tacitknowledgeandexplicitknowledgearenottotallyseparatedbutmutuallycomplementaryentities”(Nonaka&Takeuchi,1995:61).ForNonaka&Takeuchi(1995),explicitknowledgecanbeeasilyexpressedinwrittendocumentsbutislesslikelytoresultinmajordecisionsthantacitknowledge,whichistosaythatthedecisionprocessstemsfromknowledgeacquiredthroughexperience,albeitdifficulttoexpressinwords.Tangibleelementsare“explicitknowledge”.Heterogeneous,incompleteorredundant,theyareoftenmarkedbythecircumstancesunderwhichknowledgewascreated.Theydonotexpresstheunwrittenrulesofthosewhoformalizedknowledge,the“unspokenwords”.Theyarestoredanddisseminatedinarchives,cabinets,anddatabases,...(Polanyi,1967).Intangibleelementsare“tacitknowledge”.Acquiredthroughpractice,theyareadaptabletothesituations.Explicitlyornon-explicitly,theyareoftentransmittedbyimplicitcollectiveapprenticeshiporbyamaster-apprenticerelationship.Theyarelocatedinpeople'sminds(Polanyi,1967).ByanalogywiththeworksofPolanyi(1967),NelsonandWinter(1982),Davenport&Prusak(1998)andGrundsteinetal.(2003),thecity’sknowledgeconsistsoftangibleelements(databases,procedures,drawings,models,documentsusedforanalyzingandsynthesizingdata,…)andintangibleelements(people'sneeds,unwrittenrulesofindividualandcollectivebehaviorpatterns,knowledgeofthecity’shistoryanddecision-makingcontexts,knowledgeofthecityenvironment(citizens,tourists,companies,technologies,influentialsocio-economicfactors,…).Alltheseelementscharacterizethecity’scapabilitytoinnovate,produce,sell,andsupportitsservices.Theyarerepresentativeofthecity’sexperienceandculture.Theyconstituteandproducetheadded-valueofthecity.Theseobservationsconcerningknowledgeinthecitycontexthighlighttheimportanceoftacitknowledge.Theypointouttheinterestintakingintoaccounttacitknowledgeindecisionprocesses.Asareminder,webelievethatthedecisioninthecontextofsmartcities,wheredataandknowledgeflow,ispermanentandimportant.3.OpportunitiesandchallengesofthesmartcitiesCitiesareconfrontedtoacontinuousimprovementprocessandhavetobecomesmarterandsmarter(Negre&Rosenthal-Sabroux,2014).Indoingso,theyareconfrontedwiththreatsandopportunities.Opportunitiesincitiesaregivenbyinnovation,education,culture,companies,publicorganizationsandpublicspaceswherepeoplecanexchange,makesport,shareexperiences,meeteachother,…Ontheotherside,difficultiesrelatedtourbanization,environmentprotection,pollution,inefficientpublictransports,traffic,lackofgreenspaces,socialdifferences,…arethreatstocity.Todealwiththesethreatsandopportunities,questionsregardingknowledgeinthecityarise:Howshouldwelinkknowledgemanagementtothesmartcitystrategy?Whatactivitiesshouldbedevelopedandpromoted?Whatorganizationalstructuresshouldbeputinplace?Howshouldwegoaboutcreatingthem?Howcanweimplementenablingconditionsforknowledgemanagementinitiatives?Whatimpactandbenefitevaluationmethodsshouldbeinstalled?Howcanwegoaboutprovokingculturalchangetowardsamoreknowledge-sharingattitude?Withinthisperspective,wemustkeepinmindthatcitiesneedtoevolvethroughtheirownefforts,byintensifyingdiversityandcreatingnewfoundationsforthoughtandbehavior.Aknowledge-basedcityrequiresthateachcitizentakesresponsibilityforobjectives,contributionstothecityand,indeed,forbehavioraswell.Thisimpliesthatallcitizensarestakeholdersofthecity.Thisvisionplacesstrongemphasisontheultimategoalofthedigitalinformationsystemwhichisprovidingknowledge-citizens,engagedinadailyrelateddecisionprocess,withalltheinformationneededtounderstandsituationstheywillencountertomakechoices-whichistosay,tomakedecisions–tocarryouttheiractivities,capitalizingtheknowledgeproducedinthecourseofperformingthesetasks.Theuseofhightechnologyhelptoimproveabetterwayoflifeinthecitybecausecitizensaremoreinformed,connectedandlinked.Moreover,usingInformationandCommunicationTechnology(ICT)isessentialtocreatesocialinclusion,socialcommunication,civilparticipation,highereducationandinformationquality.Finally,itisimportanttonotethatifsmartcitiesaretooconnected/linked,theycanbecomeICTaddicts(Viitanen&Kingston,2014).Inthatcase,itispossiblethat,oneday,somesmartcitieswillbeconfrontedtoproblemsofcyber-securityand/orresilience,suchasinthenewvideogame“WatchDogs”(Ubisoft)inwhichtheplayerisattheheartofasmartandhyper-connectedcityinwhichhissmartphonegiveshim/hercontrolofallinfrastructuresoftheCTOs(CentralOperatingSystem-highperformancesystemthatconnectsinfrastructuresandfacilitiesofpublicsecurityofthecitytoacentralizedexchangepole).Theplayercanhandlethetrafficlightstocreateahugepileorstopatraintoboardandescapetheforces...Everythingthatisconnectedtothenetworkcanbecomeaweapon.Opportunitiesandchallengesshouldbemorerelatedtoknowledgeinthesmartcity.Therefore,inthenextsection,weproposetoadapttheconceptofEnterprise’sInformationandKnowledgeSystem(EIKS)introducedbyGrundstein&Rosenthal-Sabroux(2009)tosmartcitiestoaddresschallengesrelatedtoknowledgeinthesmartcity.4.TheSmartCity’sInformationandKnowledgeSystemIngeneral,aninformationsystem“isasetofelementsinterconnectedwhichcollect(orrecover),process,storeanddisseminateinformationinordertosupportdecisionandprocesscontrol”(Laudon&Laudon2006).Grundstein&Rosenthal-Sabroux(2009)introducedthenotionofknowledgeintotheinformationsystemandproposedtheconceptofEnterprise’sInformationandKnowledgeSystem(EIKS).Inthissection,byanalogy,weproposeourSmartCity’sInformationandKnowledgeSystem(CIKS)wheredataandknowledgeflowwithin.UndertheinfluenceofglobalizationandtheimpactofInformationandCommunicationTechnologies(ICT)thatmodifyradicallyourrelationshipwithspaceandtime,thecityincreasinglydevelopsitsactivitiesinaplanetaryspacewiththreedimensions:•Aglobalspacecoveringthesetofcities(thenation).•Alocalspacecorrespondingtothecitylocatedinagivengeographicarea.•Anareaofinfluencethatcoversthefieldofinteractionofthecitywiththeothercities.Thecitylockeduponitslocalbordersistransformedintoanextendedcity,withoutborders,openedandadaptable.Thelandistheterritorialdimensionofacity,withdifferentlevels.Theselevelsrangefromthelocaldimension,toregional,network,nationalandfinallytheglobaldimension.Furthermore,thiscityisplacedundertheascendancyoftheunforeseeableenvironmentthatleadstowardsuncertaintyanddoubt.Thecitymeetsfundamentalproblemsofinformationexchangeandknowledgesharingamong,ontheonehand,itsformalentitiesdistributedintheworldandontheotherhand,thecity'speople(nomadicorsedentary),bearersofdiversifiedvaluesandculturesaccordingtotheorigin.Twonetworksofinformationoverlap:•Aformalinformationnetworkbetweentheinternalorexternalentities,inwhichdataandexplicitknowledgecirculate.Thisnetworkisimplementedbymeansofintranetandextranettechnologies.•Aninformalinformationnetworkbetweennomadicorsedentarypeoples.Thisnetworkfavorsinformationexchangeandtacitknowledgesharing.ItisimplementedthroughconvergingInformationandCommunicationTechnologies(forexamplethenewIPODwithWeb2.0).Theproblemsoccurwhennomadicpeople(touristsorstudentsforexample)placedinnew,unknownorunexpectedsituations,needtoget“activeinformation”,thatis,informationandknowledgetheyneedimmediatelytounderstandthesituation,solveaproblem,takeadecision,andact.ThatmeansthatICTprovidetheinformationneededbypeoplewhoaretheheartofthecity.Byextension,ourreflectionis:ICTbearpotentialities,theybringnewuses,theyinduceaneworganization,andtheyinduceanewvisionofcity,whatwecalla“smartcity”.And,ICTaretheheartofthesmartcity.Buildingonthis,acitycanbeseenasaninformationsystemandbecauseofitshyperconnectednature,smartcitycanbeseenasmorethananinformationsystem:aninformationandknowledgesystem.Infact,theCity’sInformationandKnowledgeSystem(CIKS)consistsmainlyinasetofindividuals(people)anddigitalinformationsystems.CIKSrestsonasociotechnicalcontext,whichconsistsofindividuals(people)ininteractionamongthem,withmachines,andwiththeveryCIKS.Itincludes:•DigitalInformationSystems(DIS),whichareartificialsystems,theartefactsdesignedbyICT.•Aninformationsystemconstitutedbyindividualswho,inagivencontext,areprocessorsofdatatowhichtheygiveasenseundertheshapeofinformation.Thisinformation,dependingofthecase,ispassedon,remembered,treated,anddiffusedbythemorbytheDIS.•Aknowledgesystem,consistingoftacitknowledgeembodiedbytheindividuals,andofexplicitknowledgeformalizedandcodifiedonanyshapeofsupports(documents,video,photo,digitizedornot).Undercertainconditions,digitizedknowledgeissusceptibletobememorized,processedandspreadwiththeDIS.Wemustidentifyinformationandknowledgetoacity’sactivitiesandforindividualandcollectivedecision-makingprocesses.TheobjectivecouldbetodesignaDigitalInformationSystem(DIS)whichwouldallowthecity’sstakeholderstoreceive,togainaccessto,andtosharethegreatestvarietyofinformationandknowledgetheydeemnecessary,asrapidlyaspossible,inordertoacceleratedecisionmakingprocessesandtomakethemasreliableaspossible.5.ConclusionThecityhasevolvedovertime:itstartedwithscatteredhouses,thenthesehousesweregroupedintocities,whichwereindustrializedandmechanicallyconnectedtoothercitiesand,now,wehavehyperconnectedcities(withcitizenswhoareconnected,whoneedaccesstodifferentinformation,andwithcitiesthatareconnectedtotherestoftheworld)(Kennedy,2012).In
