3BasicRequirements
3.0.1Theplanningofphotovoltaicpowerprojectshallimplementtheprincipleofoverallplanning,
comprehensivebalance,andrationalexploitation;complywiththenationaleconomydevelopmentplan,
andtheenergy,renewableenergy,andsolarenergydevelopmentplans;andbecoordinatedwiththe
requirementsforenvironmentalprotection,landuse,soilandwaterconservation,forestry,military,and
engineeringsafety.
3.0.2Theplanningreportforphotovoltaicpowerprojectsshallhighlighttheplanningobjectives,
principles,preparationbasis,plannedcapacity,planningscope,planningtargetyear,developmentstatus,
andnecessityanalysis.
3.0.3ThecontentsoftheplanningreportforphotovoltaicpowerprojectshouldcomplywithAppendix
Aofthisspecification.

4BasicData
4.0.1Thedataonsocio-economyandthedevelopmentplan,aswellastheenergysituationandthe
developmentplanofregionwheretheplannedprojectareaislocatedshallbecollected.
4.0.2Thedataonlanduseandthedevelopmentplan,aswellasthedataonenvironmentalprotection,
soilandwaterconservation,forestdistribution,mineralresourcedistribution,landuseformilitary
purposes,andculturalrelicsprotectionintheregionwheretheprojectareaislocatedshallbecollected.
4.0.3Thetopographicmapwithascaleofnolessthan1:10000orremotesensingimagedatameeting
theplanningrequirementsshallbecollected.Forthebuildingintegratedphotovoltaicpowergeneration
system,theplanandelevationviewsofthebuildingsshallbecollected.Fortheplanningofphotovoltaic
powergenerationbasewithcomplextopographicalconditions,thetopographicmapwithlargerscale
shouldbecollected.
4.0.4Thelong-seriessolarradiationdataandmeteorologicaldataofameteorologicalstationwithinthe
plannedareaoraroundshallbecollected.
4.0.5Theexistingsolarenergyresourceanalysisdataandthephotovoltaicpowergenerationdatainthe
plannedareashouldbecollected.
4.0.6Theas-observedsolarenergyresourcedataintheplannedareaandtheiranalysisshouldbe
collected.
4.0.7Thedataonhydrology,engineeringgeology,andtransportationintheplannedareashallbe
collected.
4.0.8Forthebuildingintegratedphotovoltaicpowergenerationsystem,therelevantdataaboutthe
buildingshallbecollected.
4.0.9Thedataonelectricpowersystemstatusanddevelopmentplanintheplannedareashallbe
collected.Forthephotovoltaicpowergenerationbase,theanalysisofenergyconsumptionshallbe
collected.Thephotovoltaicbaseplanning,whichhascompletedthespecialstudyontheelectricpower
consumption,thestudyfindingsmaybecited.
4.0.10Thelocalpoliciesconcerningphotovoltaicpowergenerationshallbecollected.
4.0.11Fortheintegratedphotovoltaicutilization,thelawsandregulationsandtechnicalstandardsof
relevantsectorsshallbecollected.

5SolarEnergyResources
5.0.1Thesourceofdataforthesolarenergyanalysisshallbestated,andthedatareliabilityshallbe
demonstrated.
5.0.2Thecharacteristicsanddistributionofthesolarenergyresourcesintheplannedareashallbe
stated.Theinterannualandannualsolarradiationvariationpatternsinthisareashallbepresented.The
interannualandannualsolarradiationvariationhistograms,typicaldailyradiationvariationpolylinechart
permonth,andannualradiationchoroplethmapshallbeplotted.
5.0.3Thehazardimpactsshallbeanalyzedandassessedpreliminarilybasedonthelong-term
observationdataiftheplannedsiteissusceptibletohydrometeorologicalhazardssuchasflood,typhoon,
andhail.
5.0.4Theconclusionofthesolarenergyresourceanalysisshallbepresented.

6SiteSelectionandConstructionConditions
6.0.1Potentialsitesforphotovoltaicpowerstationshallbeinitiallyproposedaccordingtotheplanning
objectivesandrequirements,andthedistributionandcharacteristicsofsolarenergyresourcesinthe
plannedarea.Thetechnicallyexploitablecapacityshallbeproposedandthealternativesitesofthe
plannedphotovoltaicpowerstationshallberecommendedwithoverallconsiderationoftheland
availability,sitesafety,developmentpattern,gridconnection,economy,etc.
6.0.2Thescopeofeachalternativephotovoltaicpowerstationshallbeproposed.Thesketchmapofthe
sitescopeandgeographicallocationshallbeprepared,andthesiteareashallbeestimated.
6.0.3Theconstructionconditionsofthealternativesitesshallbestated,including:
1Thetopographicandgeomorphologicalconditions;theeffectsoftheslope,orientation,surface
vegetationandobstacle,andsurroundingterrainandstructuresonthesubsequentdesign;and
roofingconditionsforthebuildingintegratedphotovoltaicpowergenerationsystem.

Estimation
7.1PreliminaryConstructionScheme
7.1.1Thedevelopmentmodeofaprojectshallbedeterminedaccordingtotheplanningpurpose,site
conditionsandrequirementsofcomprehensivelandutilization.
7.1.2Accordingtothedevelopmentlevelofphotovoltaicpowergenerationtechnology,thepreliminary
constructionschemeofphotovoltaicmodule,inverterandphotovoltaicarrayoperationmodeshallbeput
forward.
7.1.3Theinstallationcapacityofeachplanningstationshallbeputforwardaccordingtothelatitude,
constructionconditionsandpreliminaryconstructionschemeofthephotovoltaicpowerstation.
7.1.4Forlarge-scalephotovoltaicpowergenerationbase,thepublicinfrastructureconstructionscheme
shallbeputforward.
7.1.5Forphotovoltaicpowergenerationsystemconstruction,theinstallationcapacityandcombination
withexistingbuildingsshallbeproposedaccordingtotheroofareaandorientationofthebuildingsinthe
plannedarea.
7.2EnergyOutputEstimation
7.2.1Accordingtothesolarenergyresourceanalysisdata,installationscaleandpreliminary
constructionschemeoftheselectedphotovoltaicpowerstationsite,theefficiencyofeachplanned
photovoltaicpowerstationshallbeputforward.
7.2.2Theannualaverageon-gridpowerandannualequivalentfull-loadoperatinghoursofeach
plannedphotovoltaicpowerstationshallbeproposed.

8ElectricPowerSystem
8.1General
8.1.1Thecurrentsituationanddevelopmentplanningofthepowersystemoftheplannedphotovoltaic
powerstation,suchaspowerconsumptionrequirements,loadcharacteristics,gridstructureandpower
supplycomposition,shallbestated.
8.1.2Forthephotovoltaicpowerstationwithpowerevacuation,thecurrentsituationanddevelopment
planningofthepowersystematthereceivingendshallbestated.
8.2OutputCharacteristicandPowerConsumption
8.2.1Theoutputcharacteristicsofphotovoltaicpowerstationsintheplannedareashallbeanalyzed.
Accordingtotheanalysisresultsofsolarenergyresourcesandthepreliminaryconstructionschemeof
eachplannedphotovoltaicpowerstation,thetypicaldailyoutputcharacteristiccurveofeachmonthofthe
plannedphotovoltaicpowerstationshallbeproposed.Whentheplannedareaislarge,thetypicaldaily
outputcharacteristiccurveofeachmonthmaybeputforward.
8.2.2Accordingtothescaleoftheplannedphotovoltaicpowerstation,andconsideringtheanalysis
resultsofoutputperformances,thephotovoltaicpowerconsumptioncapacityofthereceivingendgridor
thepowersystemintheplannedareashallbeevaluated.
8.2.3Forthephotovoltaicpowergenerationbase,thecalculationresultsofpowerbalanceandpeakload
regulationcapacitybalanceshallbeputforward.
8.2.4Whenphotovoltaicpowerstationiscombinedwithotherenergysources,theoutput
complementaryanalysisresultsshouldbeproposed.
8.3GridConnectionScheme
8.3.1Thegridaccesssystemschemeshallbeproposed,whichshallincludetheconnectionmodeand
transmissionvoltagelevelbetweeneachplannedphotovoltaicpowerstationandthepowersystem,the
scaleofboostersubstationofsupportingphotovoltaicpowerstation,thegeographicallocationandwiring
diagramofeachplannedphotovoltaicpowerstationaccessingtothepowersystem.
8.3.2Forthephotovoltaicpowergenerationbase,thepowercollectionandaccessschemeshallbeput
forward.

9EnvironmentalImpactandSoilandWaterConservation
9.1PreliminaryEnvironmentalImpactAssessment
9.1.1Accordingtotheenvironmentalstatusandsiteinvestigation,themainenvironmentalimpact
factorsoftheplannedphotovoltaicpowerstationsiteareashouldbeanalyzed,identifiedandscreened,
andtheenvironmentalsensitiveconstraintsinvolvedshallbeexplained.
9.1.2Thepreliminarypredictionandassessmentofthemainenvironmentalimpactofeachplanned
photovoltaicpowerstationshallbecarriedout,andpreliminarycountermeasuresforthemainadverse
effectsshallbeputforward.
9.1.3Theoverallenvironmentalimpactassessmentshallbecarriedout,andthepreliminaryassessment
conclusionofprojectfeasibilityshallbeputforwardfromtheperspectiveofenvironmentalimpact.
9.2PreliminarySoilandWaterConservationAssessment
9.2.1Thepresentsituationofsoilandwaterconservationintheprojectareashallbebrieflydescribed.
9.2.2Accordingtothetechnicalschemeoftheplannedphotovoltaicpowerstation,thepreliminary
waterandsoilconservationschemeshallbeputforward.
9.2.3Thecomprehensiveevaluationandconclusionofsoilandwaterconservationshallbeputforward.

10PreliminaryInvestmentEstimationandBenefitAnalysis
10.0.1Thestaticinvestmentoftheprojectshallbeestimatedaccordingtotheconstructionconditions
andpreliminaryconstructionschemeofeachplannedphotovoltaicpowerstation,andtheinvestment
estimationtableshallbegiven.
10.0.2Accordingtotheplanningobjectives,theeconomicevaluationmethodoftheplannedproject
shallbeclarified,andthemaineconomicevaluationconclusionsshallbeputforwardaccordingtothe
on-gridpower,projectinvestmentandcurrentfiscalandtaxpoliciesofeachplannedphotovoltaicpower
station.Thesensitivityanalysisshouldbemadebasedonthepowerconsumptioncapacity.
10.0.3Forthephotovoltaicpowergenerationbaseinvolvingthecomprehensiveutilizationof
photovoltaic,theeconomicbenefitsofphotovoltaicandrelatedindustriesshallbeputforwardaccording
totheutilizationmode.
10.0.4Thesocialandenvironmentalbenefitsshallbepreliminarilyanalyzed.

11DevelopmentSequence
11.0.1Thescaleofplanningandconstructionlayoutforeachyearshallbeproposedaccordingtothe
socio-economyandenergydevelopmentplan,withrespecttotheconstructionconditionsofthe
photovoltaicpowerstation.
11.0.2Theconstructiontimesequencefortheplannedphotovoltaicpowerprojectshallbeproposed
accordingtotheplanningscaleandconstructionlayoutafteracomprehensiveanalysisofthefollowing
factors:

3Transportationandinstallationconditions.
4Projectinvestmentandfinancialbenefitindicators.

12.0.1Theguidelines,constructionmode,policymeasuresshallbeproposedfortheplanning
implementationaccordingtotheplanningrequirementsandimplementationscheme.
12.0.2Forphotovoltaicpowerstations,theimplementationplanoftheprojectqualitysupervision,
qualitycontrol,computerizedinformationmanagement,andoverallassessmentshallbeproposed
accordingtotheplanningimplementationrequirements.
