Objectives

ThissurveywasdesignedtoassisttheWorldBankGroup(WBG)ingainingabetterunderstandingofhowstakeholdersinFijiperceivetheWBG.Thesurveyexploredthefollowingquestions:

1.OverallContext:HowfamiliararetheywiththeWB?HowmuchdotheytrusttheWB?

2.KeyIndicators:WhatopiniondokeystakeholdershaveoftheWBwhenitcomestoitseffectiveness,relevance,alignmentwithFiji’sdevelopmentpriorities,andotherkeyindicators?Areopinionsimprovingordeclining?

3.EngagementandWorkontheGround:HowistheWBperceivedasadevelopmentpartner?Areopinionsimprovingordeclining?

Atotalof268stakeholdersinFijiwereinvitedtoprovidetheiropinionsontheWBG’sworkbyparticipatinginaCountryOpinionSurveyfromJuly2023toAugust2023.TheWBGcountryteamcompiledalistofpotentialparticipants.ParticipantsweredrawnfromtheOfficeofthePresident,PrimeMinister,Minister,OfficeofaParliamentarian(NationalAssembly,Legislativebody),GovernmentInstitutions,Bilateral/MultilateralAgencies,PrivateSector,CivilSociety,Academia,andtheMedia.

Ofthesestakeholders,44participatedinthesurvey(16%responserate).Respondentscompletedthequestionnairesonline.Theresultsofthisyear’ssurveywerecomparedtotheFY19COSsurveywitharesponserateof78%(N=109).

ComparingresponsesacrossCountrySurveysreflectschangesinattitudesovertime,butalsochangesinrespondentsamples,changesinmethodology,andchangestothesurveyinstrumentitself.Toreducetheinfluenceofthelatterfactor,onlythosequestionswithsimilarresponsescales/optionswereanalyzed.Additionally,thisyear,theCOSprojectutilizedaPulsesurveyformat,ashortersurveyversionconductedonlinebytheBIteamattheWBG.Thelistofrespondentswasidentifiedandprovidedsolelybythecountryteam,whileintheprevioussurvey,upto20%oftherespondentswereprovidedbyalocalfieldingagency.Thesedifferencesinstakeholdercompositionbetweenthetwoyearsshouldbetakenintoconsiderationwheninterpretingtheresultsofthepast-yearcomparisonanalyses.
