WiththisnewStrategy,theGrouponEarthObservations(GEO)communityagreestoarenewedambitiousvisionandmissionforGEObeyond2025.OurstrategyseekstoinspireandguideourworkprogrammeactivitiesandtheworkoftheSecretariat,toimproveourgovernanceandto
strengthenourpartnerships.Itisourcollectiveresponsibilitytomakethisstrategyasuccess.
Byintroducingtheconcept“EarthIntelligence”weemphasizetheneedforGEOtoprovide
targetedandactionableinsights,basedonEarthObservationdata,thatisco-createdwithusersandenablesthemtomakebetterinformeddecisionsforamoresustainableworld.
GEOwillcontinuetobuildonourpastachievementsandstrengthsandtoserveasaunique
modelofglobalcollaboration.Weencourageyoutousethisstrategyasadynamictoolthat
fosterscommunication,alignsourefforts,andsupportsusinpullinginthesamedirection.Itwillbeasourceofinspirationandacatalystforchangeandinnovation.
Thisstrategyistheresultofayear-longprocessledbytheGEOPost-2025workinggroup,withactiveparticipationfromGEOmembershipandnumerousstakeholders.Next,wewilldevelopanimplementationplantosetoutthepathtowardsdeliveringEarthintelligenceforAll.
Welookforwardtoworkingwithyouontheimplementationofthisstrategy.Thankyouforyourcommitment,dedication,andparticipationinthisvitalendeavor.

ThenewGEOStrategyreflectsourcommitmenttoactontheurgentneedtorestore
theequilibriumbetweenthehumanraceandplanetaryhealth.Inthefaceofintensifying,
interconnectedglobalchallenges,transformationalchangeisessential.Earthintelligencecan
bethekeythatunlocksthischange,butonlyifGEOpursuestransformativesolutions,forged
throughinterdisciplinaryandintergenerationalcollaboration.GEOputsequityatthecenterofthestrategy–equityinrepresentation,equityinaccesstoEarthintelligence,andequityinshapingtheoutcomesofthisStrategy.
Wewillcontinuetoleverageourstrength–ourvastnetworkofcollaboratorsacrossallsectors.Butwewillnotonlyconvenepartnersfromgovernment,academia,businessandcivilsociety,wewill
seektoactivelycatalysepartnershipsthataccelerateenvironmental,societalandeconomicimpact.
Toachievethistransformation,GEOwillevolvewiththetimesandmodernizeourbusinesspractices.Fromadaptingouroperatingmodel,amplifyingadvocacy,communications,andresourcemobilization,toevolvingourgovernancetoencouragebroaderrepresentationandparticipation–GEOaimsforsuccess.

INTRODUCTION
Sinceitscreationin2005,theGrouponEarthObservations(GEO)hasfacilitatedopenaccesstodata,developedservices,andcoordinated
enhanceduseofEarthobservationforthebenefitofsociety.
Recognizingtheurgent,complexchallengeshumanityisfacing,GEO,asthe
intergovernmentalpartnershiponEarthobservation,isuniquelypositionedtodeliverinsightsthatcaninformandunlockstrategiesandactiontoaddressthesechallengescoherentlyandequitably.

Toensurethattheseinsightsareavailableandleadtoaction,theremustbean
expansioninhowEarthobservationdataisprovidedandused.Wecannolonger
relyontheintrinsicvalueofdata,wemustactivelyco-producemeaningfulresourcesthataddresscontemporarychallenges.
Atthismomentinhistory,GEOiswellpositioned
tobuildonitsfoundationsandmanagethisgrowthfromEarthobservationstothebroaderconceptof
Earthintelligence.Thisstrategydefinesthisconcept,andarticulatesGEO’srefinedvision,missionand
goalsforthenext10years,aswellastheoperatingmodelthatisrequiredtodeliverthem.

Ourplanet,andthepeoplewhodependonit,faceenvironmentalchallenges
thataredauntingnotonlyintheirquantity,butalsointheirincreasingcomplexity.
Thisincludestheso-calledtripleplanetarycrisisof
climatechange,biodiversitylossandpollutionaswellaslanddegradation,deforestationandenvironmentaldisasters.Globalleadershaveidentifiedthese
interconnectedchallengesassignificantobstaclestosustainabledevelopmentthatfurthercompoundothersocietalchallenges.
Foodinsecurity,forexample,isexacerbatedbyclimatechange,landdegradation,
biodiversityloss,risingtemperatures,changeinrainfallcycles,morefrequentand/orsevereevents,landconversionandhabitatloss,soildegradationandcommensuratereductioninwaterquality.Farmers,fishersandforest-dependentcommunities,
includingmanyindigenouspeoples,areamongthevulnerablegroupsmostaffectedbythispolycrisis.Solutionstothecrisiswillbemoresuccessfuliftheyaddress
interconnectedproblemsinanintegratedway.
Attheinternationallevel,manymultilateralenvironmentalagreements(MEAs)and
globalagendasarerecognizingtheinterlinkednatureofthesechallenges.Policy
decisionsoftheConferenceofthePartiesofallthreeRioConventionsemphasizetheimportanceofprotecting,conserving,andrestoringecosystemstokeepthe1.5˚C
targetaliveandofachievingall17SustainableDevelopmentGoals.
Earthobservationdata,ifbroughttogetherinservices
thatareeasytoaccessandunderstand,cansupportthe
implementationofMEAsandglobalagendas,andhelp
decisionmakersplanandmonitorinterventionsformultipleinterconnectedchallengesandsolutions.AuthoritativedataandinformationareavailableonafreeandopenbasisintheEarthobservationsector.However,itissometimesdifficulttoidentifythemamongtheproliferationofdatasources.

Therearealsochallengeswithregardstoequityandinclusion.Themostvulnerablecommunitiesareoftenleastlikelytohaveaccesstotrustedinformationfrom
sourcessuchasEarthobservations,andtheirownknowledgeisnotroutinelyincludedindecisionmakingprocesses.
Youngpeopleshouldbethecatalystsforsustainable
development,butaround3in4lacktheskillsneededforemployment.Thispresentsanopportunitytoempoweryoungpeoplewiththeskillstheyneedtoparticipateindata-driveneconomies.
Thisglobalcontextsetsthestageforanew
chapterofGEO.Thereisaclearneedforaglobalpartnershipwheredataprovidersandusers
fromallcommunitiesworktogether,leadingtobettercoordination,
greaterinclusion,
reducedduplication,andfasteraction.

intelligence.ThismeansthatGEOwill
continuetofacilitatethesupplyof
Earthobservationdata,butatthesametimestrengthendemand-ledactivities,providinguserswithinsightsforbetterdecision-making,sourcedfromacross
theEarthobservationvaluechainand
coveringmultiplethematicareas.The
useofthetermintelligencealsointendstomakeas-of-yetunderutilizedEarth
observationservicesamoreattractivepropositiontodecisionmakersinthepublicandprivatesector.
Therefore,asitlookstothefuture,GEOwill:
MakeEarthintelligenceafundamentalpillarof
knowledge-baseddecision-makingforsustainabledevelopment,buildinganinclusive,sustainableandresilientfutureforpeopleandtheplanet.
Facilitateashiftfromafocusonthedevelopmentofservicestoafocusonprovisionofneeds-basedservicestoall,inordertobridgeglobalknowledgeandinformationgaps.
Co-designuser-orientatedservicesbyidentifyingpolicyanddecision-makingneeds,designing
theservicesneededtosupporttheseneeds,
creatingtheproductstoenabletheservices,and
identifyingaffordableandtrustedEarthobservationcomponents—fromacrossthevaluechain2—
requiredtosustaintheseproducts.
IntegrateEarthobservations,models,and
innovativenewtechnologies(includingartificial

GEOwillinvestinintegratedadvocacy,communications,memberengagementandresourcemobilization.ThiswillhelpincreaseawarenessofallstakeholdersintheEarthobservation

towardsusers.Thisinvolvesintegratingprojectmanagementbestpracticesandfostering
acultureoftransparency.Additionally,thedevelopmentofaprioritizationframeworkfortheGEOWorkProgramme,alongwithresourcemobilizationactivities,iscrucial.
Theseendeavoursshouldfosterinnovation,prioritizetherealizationofbenefitsand

sustainabilityofGEOactivitiesforthebenefitofitsusers.

GEOrequiresmechanismsandanorganizationalstatusthatenablemeaningfulrepresentation
atforaandindecision-makingprocesses.
ThisrepresentationisunderpinnedbyGEO’scommonvalues.
Financialsustainability
Thelong-termfinancialviabilityand
implementationofeffectiveandrobustresource
mobilizationeffortsarevitaltothesuccessofGEO.Thisentailsthecreationofasystemthatenables
resourcemobilizationeffortsforGEOactivities.
ThisalsorequiresanorganizationalstatusthatenablesGEOtoformpartnershipsitselfand
benefitfrombroaderfundingopportunities.
Inclusivity,transparencyandparticipation
Operationsandresourcesshouldbecommittedtotheintegrationofequality,diversityandinclusioninallaspectsofGEO’swork.Toachievethis,GEOmustoperateandpresentitselfasaninclusive
partnershipbetweengovernments,communities,businessesandotherstakeholders,whileretaininggovernments’roleastheultimatestewardsof
thepartnership.Thiswillalsoinvolvefostering
stakeholderinvolvement,maintainingclear,visibleandopencommunicationandpromotingglobalparticipationinGEOevents.Increasingtranslationandonlinecoordinationservicesaswellas
promotingmultilingualismwouldsupportmore
