TheworldisstillfarofftracktoachieveSustainableDevelopmentGoal(SDG)2,
ZeroHunger,withtheglobalprevalenceof
undernourishmentpersistingatnearlythesamelevelforthreeconsecutiveyearsafterhavingrisensharplyinthewakeoftheCOVID-19pandemic.Between713and757millionpeoplemayhavefacedhungerin
2023–oneoutof11peopleintheworld,andoneoutofeveryfiveinAfrica.HungerisstillontheriseinAfrica,butithasremainedrelativelyunchangedinAsia,whilenotableprogresshasbeenmadeinthe
LatinAmericanandCaribbeanregion.
Progresstowardsthebroadergoalofensuringregularaccesstoadequatefoodforallhasalso
stalled;theprevalenceofmoderateorseverefoodinsecurityhasremainedunchangedforthree
consecutiveyearsatthegloballevel,althoughitisimportanttohighlightprogressinLatinAmerica.
In2023,anestimated28.9percentoftheglobalpopulation–2.33billionpeople–weremoderatelyorseverelyfoodinsecure.
Focusingoneconomicaccesstonutritiousfoods,updatedandimprovedestimatesshowthatmorethanone-thirdofpeopleintheworld–about2.8billion–couldnotaffordahealthydietin2022.Inequalitiesareevident,withlow-incomecountrieshavingthe
largestpercentageofthepopulationthatisunabletoaffordahealthydiet(71.5percent)comparedwithlower-middle-incomecountries(52.6percent),
upper-middle-incomecountries(21.5percent)andhigh-incomecountries(6.3percent).
Thelackofimprovementinfoodsecurityandtheunevenprogressintheeconomicaccesstohealthy
dietscastashadowoverthepossibilityofachievingZeroHungerintheworld,sixyearsawayfromthe
2030deadline.Itisprojectedthat582millionpeoplewillbechronicallyundernourishedattheendofthedecade,morethanhalfoftheminAfrica.Thereistheneedtoacceleratethetransformationofouragrifoodsystemstostrengthentheirresiliencetothemajor
driversandaddressinequalitiestoensurethat
healthydietsareaffordableforandavailabletoall.
Therehasbeensomeprogresstowardsthegoalofendingallformsofmalnutrition,withimprovementsintheglobalprevalenceofstuntingandwastingamongchildrenunderfiveyearsofageandofexclusive
breastfeedingamonginfantsundersixmonthsofage.Theglobalprevalenceoflowbirthweightandthatofchildhoodoverweighthavebeenstagnant,while
anaemiainwomenaged15to49yearshasincreased.Theworldisnotontracktoreachanyoftheseven
globalnutritiontargetsby2030.
Improvementsinstunting,wastingandexclusive
breastfeedinglaythegroundworkforchildrento
achievetheirfullpotentialforgrowthanddevelopment,butrisingratesofobesity–exacerbatingthedouble
burdenofmalnutrition–foreshadowmajorchallengesforthehealthandwell-beingofallagegroups.
Double-dutyactionsareneededwhichsimultaneouslytackleundernutrition,micronutrientdeficiencies,
overweightandobesitybyleveragingthecommondriverssharedbyallformsofmalnutrition.

MeetingSDGTargets2.1and2.2toendhunger,
foodinsecurityandmalnutritionrequiresincreasedandmorecost-effectivefinancing,butthereis
currentlynoclearpictureofthefinancingforfood
securityandnutrition–neitherthatavailablenorthatadditionallyneeded–formeetingthesetargets.
Thewiderangeofdefinitionsoffinancingforfoodsecurityandnutrition,andthedifferencesamong
them,leadtoinconsistentestimates,causingissuesinidentifyingunderfinancedareas,ensuring
accountability,andtrackinginterventionimpacts.
Therefore,bothacommondefinitionandmappingoffinancingforfoodsecurityandnutritionareurgentlyneeded,ascurrenteffortslackadequateattentionandclarity.
Thisreportdefinesfinancingforfoodsecurityandnutritionasthepublicandprivatefinancialresources,bothdomesticandforeign,thataredirectedtowardseradicatinghunger,foodinsecurityandallformsof
malnutrition.Theyaretargetedtoensurethe
availability,access,utilizationandstabilityof
nutritiousandsafefoods,andpracticesthatfavourhealthydiets,aswellashealth,educationandsocialprotectionservicesthatenablethese,andthey
includethefinancialresourcesthataredirected
towardsstrengtheningtheresilienceofagrifood
systemstothemajordriversandunderlyingstructuralfactorsofhunger,foodinsecurityandmalnutrition.
Theuniversaladoptionofanewdefinitionanda
standardizedapproachtomappingfinancingflows
orientedtomeetSDGTargets2.1and2.2–
asprovidedinthisreport–mustcapturethe
multidimensionalnatureoffoodsecurityandnutrition,shiftingawayfromthetypicalsector-defined
boundariesthatarecommontothesedefinitions.
Arobustnumberforthetotalfinancingavailableandadditionallyneededtosupportalltheefforts
towardsmeetingSDGTargets2.1and2.2isnotyet
quantifiable.Financingforfoodsecurityandnutritionismostlytrackableforpublicandofficialflows,
butnotforseveralprivateflows.
Publicspendingonfoodsecurityandnutritionmostlytargetsfoodconsumption,especiallyto
supportfoodavailabilityandaccess,basedondatafortenlow-andmiddle-incomecountries.
Governmentsinlow-incomecountriesappeartohavelowspendingcapacitytoaddressthemajordriversoffoodinsecurityandmalnutrition.
Foodsecurityandnutritiontakelessthana
quarteroftotalofficialdevelopmentassistanceandotherofficialflows.Intheperiodfrom2017to2021,theseflowsamountedtoUSD76billionperyear,ofwhichonly34percenthelpedaddressthemajor
driversoffoodinsecurityandmalnutrition.TheseflowsoverwhelminglygrewmoreforAfrica(acrossregions)andforlower-middle-incomecountries(acrossincomegroups).
Privatefinancingfromphilanthropy,cross-borderremittancesfrommigrantsinvestedinagrifood
systems,andforeigndirectinvestmentmayreachacombinedtotalofUSD95billionperyearoverthe
periodfrom2017to2022.Blendedfinanceaccountsformodestamounts,andnetbankingloansto
agriculture,forestryandfishingshowanalmostcontinuousdecline.

Irrespectiveofwhattheexactamountoffinancingneededmightbetomakethenecessaryprogress
towardsSDGTargets2.1and2.2,thefinancinggapcouldamounttoseveraltrillionUSD.Notbridgingthisgapwillresultinsocial,economicandenvironmentalconsequencesrequiringsolutionsthatwillalsocost
severaltrillionUSD.Moreeffectiveuseofexistingfinancingwillhelpreducethefinancinggap.
Innovative,inclusiveandequitablesolutionsareneededtoscaleupfinancingforfoodsecurityandnutritionincountrieswithhighlevelsofhungerand
malnutrition.However,manylow-andmiddle-incomecountriesfacesignificantconstraintsinaccessing
affordablefinancingflows.
Countrieswithlimitedormoderateabilityto
accessfinancingflowshave,onaverage,ahigher
prevalenceofundernourishmentandstuntingin
childrenbelowfiveyearsofage,whereasahigheraverageofchildhoodoverweightisobservedin
countrieswithhighabilitytoaccessfinancingflows.Mostofthesecountriesareaffectedbyoneormoremajordriversoffoodinsecurityandmalnutrition,
withclimateextremesthemostcommonatalllevelsofabilitytoaccessfinancingflows.
Forcountrieswithlimitedabilitytoaccess
financingflows,grantsandconcessionalloansarethemostsuitableoptions,whilecountrieswithmoderateabilitycanincreasedomestictaxrevenues,linking
taxationtofoodsecurityandnutritionoutcomes.
Fosteringofcollaborativefinancingpartnerships
followingablendedfinanceapproachisessential,
astheleveloffinancialriskcanmakeothersourcesoffinancingtooexpensive.Countrieswithahigh
abilitytoaccessfinancingcanembedfoodsecurityandnutritionobjectivesininstrumentssuchasgreen,social,sustainableandsustainability-linkedbonds.
Thecurrentfoodsecurityandnutritionfinancingarchitectureishighlyfragmentedandneedstoshiftfromasiloedapproachtoamoreholisticperspective.Enhancedcoordinationamongactorsisneededon
whatisessentialconsideringnationalandlocalpolicypriorities.Tothataim,transparencyandharmonizingdatacollectionarecrucialforimprovingcoordinationandtargetingfinancingeffectively.
Donorsandotherinternationalactorsneedto
increasetheirrisktoleranceandbemoreinvolvedinde-riskingactivities,whilegovernmentsmustfillthegapsnotaddressedbyprivatecommercialactorsby
investinginpublicgoods,reducingcorruptionandtaxevasion,increasingfoodsecurityandnutrition
expenditureandconsideringrepurposingpolicysupport.

chievingtheSustainableDevelopmentGoals(SDGs)istheresponsibilityofallcountries.Ourfiveorganizationssupporttransformativeeffortstoprogresstowardsaworldfreefromhunger,foodinsecurityandmalnutritioninallits
formsby2030.Weareencouragedbythecommitmentofnationalgovernments,partnersallovertheworldandtheglobalcommunitytowardsthiscommongoal.
Whilewehavemadesomeprogress,improvementshavebeenunevenandinsufficient.Wehaveseenimprovementinmorepopulouscountrieswithgrowingeconomies,
buthunger,foodinsecurityandmalnutritioncontinuetoincreaseinmanycountries
aroundtheworld.Thisisaffectingmillionsofpeopleespeciallyinruralareas,where
extremepovertyandfoodinsecurityremaindeeplyentrenched.Vulnerablepopulations,particularlywomen,youthandIndigenousPeoples,aredisproportionatelyaffected.
Acontinuationofthepasttrendsmeansthatby2030,millionsofpeoplewillstillbe
undernourished,millionsofchildrenwillstillbeaffectedbymalnutritioninitsdifferentforms,andtheworldwillstillbefallingshortofreachingtheglobalnutritiontargets.
Conflict,climatevariabilityandextremes,economicslowdownsanddownturns,lackof
accesstoandunaffordabilityofhealthydiets,unhealthyfoodenvironments,andhighandpersistentinequalitycontinuetodrivefoodinsecurityandmalnutritionallovertheworld.Thepoliciesandinvestmentsneededtotransformagrifoodsystemsandaddressthese
driversalongtherural–urbancontinuumhavebeenidentifiedinpreviouseditionsof
TheStateofFoodSecurityandNutritionintheWorld.Inpreparingforthisyear’sreport,wewantedtoaddressthereasonswhysuchpoliciesandinvestmentshavenotbeen
implementedatscale.
Acentralreasonisfinanceandfinancialinclusion,whichareamongthemeansofimplementationoftheSDGsandneedmoreconsistentpoliticalcommitment.
Thecountrieswiththehighestlevelsoffoodinsecurityandmultipleformsof
malnutrition,andaffectedbythemajordriversoftheseproblems,arethecountrieswiththeleastaccesstofinancing.
Ourfiveorganizationsarecommittedtotakingcomprehensivestockofhowmuch
financingforfoodsecurityandnutritionisavailableglobally,andhowmuchmoreis
neededtosupportthepoliciesandinvestmentsnecessarytoaddressallthecausesand

themajordriversoffoodinsecurityandmalnutritionalongtherural–urbancontinuum.Thisreportprovidesadefinitionoffinancingforfoodsecurityandnutritionandthe
guidancetoimplementit.Tosupportsuchimplementation,ourfiveorganizationscommittoadvocatefor,andsupport,datadevelopmentforabetterglobalaccountingsystemof
financingforfoodsecurityandnutrition.
Estimatingthegapinfinancingforfoodsecurityandnutritionandmobilizinginnovativewaysoffinancingtobridgeitmustbeamongourtoppriorities.Policies,legislationand
interventionstoendhungerandensureallpeoplehaveaccesstosafe,nutritiousand
sufficientfood(SDGTarget2.1),andtoendallformsofmalnutrition(SDGTarget2.2)needsignificantresourcemobilization.Theyarenotonlyaninvestmentinthefuture,butourobligation.Westrivetoguaranteetherighttoadequatefoodandnutritionofcurrentandfuturegenerations.
Intherun-uptotheSummitoftheFuture2024,andtheFourthInternationalConferenceonFinancingforDevelopmentin2025,thethemeofthisyear’sreportisparticularly
timely.Wehopethatgovernments,partnersandstakeholderswillbeinspiredby,andactupon,thereport’sconcreterecommendationsonhowtosource,andmakebetteruseof,financingtoachieveZeroHunger.Wealsohopethatthecallsmadeinthisreportare
notedanddiscussedintherelevantintergovernmentalprocessessupportingthe
implementationofthe2030AgendaintheHigh-LevelPoliticalForumonSustainableDevelopment,includingtheFinancingforDevelopmentForum.

Thereverseinprogressandthe
persistentlyhighlevelsofhunger,
foodinsecurityandmalnutritionin
recentyearshaveputtheworldofftracktomeetSDGTargets2.1and2.2–toendhunger,foodinsecurityandallformsofmalnutritionby2030.Previouseditions
ofthisreporthaverepeatedly
highlightedtheintensificationofseveralmajordriversoffoodinsecurityand
malnutrition,specificallyconflict,climatevariabilityandextremes,andeconomicslowdownsand
downturns,combinedwiththe
well-establishedunderlyingfactorsthatcontributetofoodinsecurityand
malnutrition,suchaslackofaccesstoandunaffordabilityofhealthydiets,
unhealthyfoodenvironments,andhighandpersistentinequality.Notonlyarethesemajordriversincreasingin
frequencyandintensity,theyare
occurringconcurrentlymoreoften,
andincombinationwiththeunderlyingfactors,resultinginincreasingnumbersofhungryandfood-insecurepeople.
Dependingonthemajordriveror
combinationofdriversaffectingfoodsecurityandnutritioninacountry,addressingitwillrequireaportfolioofpoliciesacrosssixtransformativepathways,asoutlinedindetailin
TheStateofFoodSecurityandNutritionintheWorld2021.
Toattainthescaleofactionsneeded,sufficientlevelsofandequalaccesstofinancingtoaddressfoodsecurityandnutritionchallengesareessential.

FOODSECURITYINDICATORS:LATESTUPDATESAND
PROGRESSTOWARDSENDINGHUNGERANDENSURING

KEYMESSAGES
Afterrisingsharplyfrom2019to2021,
globalhunger,measuredbytheprevalenceofundernourishment,haspersistedatnearlythesamelevelforthreeconsecutiveyears,still
affecting9.1percentofthepopulationin2023comparedwith7.5percentin2019.
Itisestimatedthatbetween713and
757millionpeople,correspondingto
8.9and9.4percentoftheglobalpopulation,
respectively,mayhavefacedhungerin2023.Consideringthemid-range(733million),thisisabout152millionmorepeoplethanin2019.
WhilehungerisstillontheriseinAfrica,
ithasremainedrelativelyunchangedinAsia,
andthereisnotableprogressinLatinAmerica.Africaremainstheregionwiththelargest
proportionofthepopulationfacinghunger
–20.4percent,comparedwith8.1percent
inAsia,6.2percentinLatinAmericaand
theCaribbean,and7.3percentinOceania.
However,Asiaisstillhometomorethanhalfofallthosefacinghungerintheworld.
Itisprojectedthat582millionpeoplewillbechronicallyundernourishedattheendofthedecade,revealingthedauntingchallengeofachievingtheSustainableDevelopment
GoalofZeroHunger.By2030,AfricawillreplaceAsiaastheregionaccountingformorethanhalftheundernourishedpeopleintheworld.
Goingbeyondhunger,theprevalenceofmoderateorseverefoodinsecurityremainsabovepre-COVID-19pandemiclevels,
withlittlechangeinfouryears.In2023,anestimated28.9percentoftheglobal
population–2.33billionpeople–were
moderatelyorseverelyfoodinsecure,
meaningtheydidnothaveregularaccesstoadequatefood.
Theprevalenceofmoderateorsevere
foodinsecurityremainedvirtuallyunchangedinAfrica,Asia,andNorthernAmericaand
Europefrom2022to2023,anditworsenedinOceania.Incontrast,notableprogress
occurredinLatinAmerica.
Foodinsecurityaffectswomenmorethanmen,althoughthegendergapgrewsmallerin
2023.Globally,thepercentage-pointdifferenceintheprevalenceofmoderateorseverefood
insecuritybetweenmenandwomenfellfrom3.6in2021to2.3in2022andnarrowed
furtherto1.3in2023.Theprevalenceoffoodinsecurityisalsoconsistentlyhigherinrural
areasthaninurbanareas,whiletheprevalenceinperi-urbanareascomparedtoruralareas
differsamongregions.

risingsharplyfrom2019to2021,the

undernourishmentinAfrica,whereasprogressisbeingmadeinLatin
AmericaandtheCaribbean,anditisrelativelyunchangedinAsia.
Inallregions,theprevalenceofundernourishmentisstillabovepre-COVID-19pandemiclevels.
Updatedprojectionsshowthat
582millionpeoplewillbechronicallyundernourishedin2030,pointingtotheimmensechallengeofachievingSDG2(ZeroHunger).Thisisabout
130millionmoreundernourished
peoplethaninascenariothat
reflectedtheworldeconomybeforethepandemic.By2030,53percentoftheglobalpopulationfacinghungerwillbeconcentratedinAfrica.
Goingbeyondhunger,theglobal
prevalenceofmoderateorseverefoodinsecurity(SDGIndicator2.1.2)also
remainsfarabovepre-pandemic
levels,withlittlechangeinfouryears,afterthesharpincreasefrom2019to
2020duringthepandemic.In2023,anestimated28.9percentoftheglobal
population–2.33billionpeople–weremoderatelyorseverelyfoodinsecure,meaningtheydidnothaveregular
accesstoadequatefood.These
estimatesinclude10.7percentofthe
population–ormorethan864millionpeople–whowereseverelyfood
insecure,meaningtheyhadrunoutoffoodattimesduringtheyearand,at
worst,goneanentiredayormore
withouteating.Theprevalenceof
