In2012,facedwiththeseveresituationofslowingworldeconomicrecoveryandincreasingdomesticeconomicdownwardpressure,HunanProvincialCommitteeofCCPandtheGovernmentledthepeopleallovertheprovincetoimplementaseriesofworkdeployedbythecentralgovernment,tomaintainstablegrowthandpromoteharmonybyallmeans.Asaresult,provincialeconomicperformancemaintainedsteadyandrapiddevelopment,allsocialundertakingsachievednewprogress,andafirmfoundationwaslaidforachievingthegoal“TwoSpeed,Twoleads”namely,“Tospeeduptheconstructionofcomprehensivewell-off,bethefirsttoachievethegoalofcomprehensivewell-offinthecentralregion;Tospeeduptheconstructionofresource-conservingandenvironment-friendlysociety,bethefirsttowalkoutawayoftwo-orientedsocietyconstructioninthecountry”.

I.GeneralOutlook

PreliminaryestimationindicatedthattheGrossDomesticProduct(GDP)oftheprovincein2012amountedto2215.42billionYuan,upby11.3%overthepreviousyear.Ofthistotal,thevalue-addedoftheprimaryindustrywas300.42billionYuan,upby3.0%.Thevalue-addedofthesecondaryindustrywas1050.64billionYuan,upby12.8%.Thevalue-addedofthetertiaryindustrywas864.36billionYuan,upby12.2%.Calculatedbypermanentresidents,PerCapitalGDPwas33,480Yuan,upby10.7%.

ThestructureoftheGDPwas13.6∶47.4∶39.0.Thevalue-addedofindustrialsectoraccountedfor41.3%oftheGDP,basicallyflatwiththepreviousyear.Thevalue-addedofnew-andhigh-technologyindustriesaccountedfortheGDPwas15.0%，roseby0.3%pointsoverthepreviousyear.ThecontributiontotheGDPabouttheprimaryindustry、secondaryindustryandtertiaryindustrywas3.6%、54.0%and42.4%respectively.Ofwhich,thevalue-addedofindustrialsectorreached49.6%，thevalue-addedoftheproductionserviceindustryreached19.1%.Thevalue-addedofnon-state-ownedeconomywas1279.12billionYuan,upby13.0%;whichaccountedfor57.7%ofGDP.

Lookingfromregions,theGDPofChangsha,ZhuzhouandXiangtancitieswas944.17billionYuan,upby12.7%；TheGDPoftherimChang-Zhu-Tancityclusterswas1766.07billionYuan,upby12.4%；TheGDPoftheSouthRegionofHunanProvincewas452.35billionYuan,upby11.8%；TheGDPoftheWesternRegionofHunanProvincewas287.01billionYuan,upby11.3%.

Ⅱ.Agriculture

Thegrossoutputvalueofagriculture,forestry,animalhusbandryandfisherywas490.41billionYuan,upby3.0%.Ofwhich,thevalueofagriculturewas265.17billionYuan,upby2.0%;thevalueofforestrywas26.00billionYuan,upby5.0%;thevalueofanimalhusbandrywas148.86billionYuan,upby4.7%;thevalueoffisherywas27.99billionYuan,upby5.5%.

Thesownareaofgrainwas4908.0thousandhectares，upby0.6%.Thesownareaofcottonwas202.0thousandhectares,upby5.0%.Thesownareaofsugarcropswas14.0thousandhectares，downby0.3%.Thesownareaofoil-bearingcropswas1322.0thousandhectares,upby2.0%.Thesownareaofvegetableswas1239.0thousandhectares,upby3.8%.

Thetotaloutputofgrainincreasedby2.3%overthepreviousyear.Thetotaloutputofcottonincreasedby10.5%,theoutputofoil-bearingcropsdecreasedby3.5%,theoutputofteaincreasedby1.9%,theoutputoffruitsincreasedby4.7%,theoutputofvegetableincreasedby4.3%,theoutputoftobaccoincreasedby1.3%.Thetotalmeatoutputofpork,beefandmuttonincreasedby5.1%，theoutputofeggincreasedby1.8%，theoutputofmilkincreasedby4.9%，theoutputofaquaticincreasedby10.0%.

62thousandwaterprojectshavebeennewlybuilt,whichinvested23.7billionYuan,finished530millioncubicmetersofearthandstone,controlled437.2squarekilometresofonceerodedareas.Over57.0thousandhectaresoffarmlandwasincreasedwitheffectiveirrigationsystemsandanother45thousandhectaresoffarmlandwasguaranteedbywater-savingirrigationsystems.

III.IndustryandConstruction

Thetotalvalueaddedoftheindustrialsectorwas914.00billionYuan,upby13.5%overthepreviousyear.Ofwhich,thevalueaddedofindustrialenterprisesinthedesignatedsizeincreasedby14.6%.Thegrowthofthevalueaddedforthemajorsevenstrategicemergingindustrieswas20.2%.Thenewproductvalueofindustrialenterprisesinthedesignatedsizeincreased14.6%whichaccountedfor12.2%inthewholeindustryandincreasedby0.5%overlastyear.Inindustrialenterprisesabovethedesignatedsize,thevalueaddedofhighdegreeprocessingindustryandhigh-techindustryis18.1%and32%andthegrowthspeedis3.5%and17.4%higherthanaveragelevelofthewholeprovince.Thevalueaddedofthemaccountsfor34.6%and7.5%inwholeindustrialenterprisesinthedesignatedsizeandincreasedby0.9%and2.2%overthepreviousyear.Thegrowthofthevalueaddedforthemajorsixhighenergyconsumingindustrieswas31.5%,downby3.5%overthepreviousyear.

Thevalue-addedoftheindustrialenterprisesabovedesignatedsizeofnon-state-ownedeconomyincreasedby18.5%，3.9%pointsfasterthantheaverage.Thevalue-addedofthelightindustrywasupby14.8%andthevalueoftheheavyindustrywasupby14.5%.Intermsofdifferentregions,thevalue-addedofindustrialenterprisesabovethedesignatedsizeforChangsha,ZhuzhouandXiangtancitiesincreasedby15.5%；Thevalue-addedoftherimChang-Zhu-Tancityclustersincreasedby15.4%；Thevalue-addedoftheSouthRegionofHunanProvinceincreasedby15.0%；ThevalueaddedoftheWesternRegionofHunanProvinceincreasedby13.0%.

Inthestatisticsofindustrialproductsabouttheindustrialenterprisesabovedesignatedsize,theproductionofthe292industrialproductsincreased，whichaccountedfor68.4%ofthewholeindustrialproducts.Theoutputofcoalwas88230.0thousandtons,upby12.8%;theoutputofelectricitywas126.01billionkilowatt-hours,downby2.6%;theoutputofplateglasswas18045.0thousandweightcases,downby2.1%;theoutputofcrudeoilprocessedwas9139.0thousandtons,upby20.3%;theoutputofcementwas104454.0thousandtons,upby12.8%;theoutputofsteelwas18475.0thousandtons,downby4.0%;theoutputoftenkindsofNonferrousMetalswas2762.0thousandtons,upby8.5%;theoutputofmotorvehicleswas258.0thousand,upby14.0%.

Therevenueofmainbusinessofindustrialenterprisesabovedesignatedsizewas2757.55billionYuan,upby15.1%.Theprofitsafterbalancingoutbetweendeficitsandsurpluseswas132.27billionYuan,upby10.5%.Ofthistotal,theprofitsofthestate-ownedandstate-holdingwas11.74billionYuan,downby3.2%;thatoftheshare-holdingenterpriseswas84.98billionYuan,upby10.8%;thatofthecollectiveenterpriseswas1.72billionYuan,upby13.8%;thatoftheenterprisesbyforeigninvestorsandinvestorsfromHongKong,MacaoandTaiwanwas11.13billionYuan,upby15.1%;thatofthesharecollaborationenterpriseswas0.89billionYuan,upby13.8%;thatofotherswas21.80billionYuan,upby15.4%.

In39industrycategories,38industriesachievedprofits.Processingofpetroleum,cokingandprocessingofnuclearfuelhaddeficits.Thetotalprofitsinthetopfiveweremanufactureofspecialpurposemachinery,manufactureofcigarette,manufactureofrawchemicalmaterialsandchemicalproducts,manufactureofnon-metallicmineralproducts,smeltingandpressingofnon-ferrousmetalsandtheirprofitsrespectivelywere21.89billionYuan,10.96billionYuan,9.67billionYuan,8.99billionYuanand8.59billionYuan.

Thegrossoutputvalueofconstructionwas437.57billionYuan,upby11.8%overthepreviousyear.Thevalue-addedofconstructionenterpriseswas136.64billionYuan,upby7.9%.Theprofitsmadebyconstructionenterpriseswithqualificationcertificatesthroughgeneralcontractsandspecializedcontractsreached15.96billionYuan,upby19.8%.Thefloorspaceofbuildingunderconstructionwas363.44millionsquaremeters,upby10.8%.Thefloorspaceofbuildingcompleted127.21millionsquaremeters,upby8.0%.

IV.InvestmentinFixedAssets

Thecompletedinvestmentinfixedassets(excludingruralhouseholds)was1457.66billionYuan,upby27.5%overthepreviousyear.Ofwhich,theinvestmentinurbanareawas1320.23billionYuan,upby25.0%;theinvestmentinruralareawas137.43billionYuan,upby58.7%.Theinvestmentinstate-ownedeconomywas458.07billionYuan,upby28.6%;theinvestmentinnon-state-ownedeconomywas999.59billionYuan,upby27.0%.Theprimary,secondaryandtertiaryindustryrespectivelycompletedinvestmentinfixedassets46.81billionYuan,633.18billionYuan,777.67billionYuan,upby46.1%,29.4%and46.1%respectively.Privateinvestmentsare883.48billionYuan,upby24.5%,whichaccountsfor60.6%intheinvestmentsofthewholeprovince.

Theinvestmentin2219projectsover-100-million-Yuanwas421.28billionYuan,whichaccountedfor29%ofthetotalprojectinvestment.Theinvestmentfulfilledbythe172majorconstructionprojectswas158.49billionYuan,whichaccountedfor10.9%ofthecompletedinvestmentinfixedassets.Bytheendofthisyear,thetotallengthofexpress-waysopentotrafficreached3968kilometres,anincreaseof1320kilometresoverthepreviousyear.

Theinvestmentinrealestatedevelopmentoftheprovincewas221.05billionYuan,upby13.7%overthepreviousyear.Ofthistotal,theinvestmentinresidentialbuildingsreached157.27billionYuan,upby5.7%;thatinofficebuildingswas7.21billionYuan,upby40.5%;andthatinbuildingsforcommercialbusinesswas27.29billionYuan,upby36.4%.Thefloorspaceofcommercializedbuildingssoldwas51.51millionsquaremeters,upby5.1%.Ofwhich,thefloorspaceofresidentialbuildingssoldwas46.64millionsquaremeters,upby4.7%.Thetotalsaleofcommercializedbuildingswas208.52billionYuan,upby12.3%.Ofwhich,thesaleofresidentialbuildingswas171.15billionYuan,upby9.0%.

V.DomesticTradeandPrice

Thetotalretailsalesofconsumergoodsoftheprovincereached785.49billionYuan,agrowthof15.4%overthepreviousyear.Ananalysisondifferentareasshowedthattheretailsalesofconsumergoodsinurbanareasstoodat711.73billionYuan,upby15.5%,andthatinruralareasreached73.76billionYuan,upby13.9%.Groupedbysectors,theincomeofretailsalesofwholesaleandretailtradewas685.82billionYuan,upby15.5%,andthatofaccommodationandcateringindustrywas99.67billionYuan,upby14.3%.

Intermsofdifferentregions,thetotalretailsalesofconsumergoodsinChangsha,ZhuzhouandXiangtancitiesreached338.38billionYuan,upby15.5%；thatintherimChang-Zhu-Tancityclusterswas600.41billionYuan，upby15.4%；thatintheSouthRegionofHunanProvincewas152.65billionYuan,upby15.3%；ThatintheWesternRegionofHunanProvincewas100.31billionYuan,upby15.3%.

Ofthetotalretailsalesbywholesaleandretailenterprisesabovedesignatedsize,Theretailsalesinthetopsixwereautomobile,oilandrelatedproducts,grainandoil,food,beverage,tobaccoandliquor,garments,shoes,hats,knitandtextilegoods,traditionalChineseandwesternmedicines,andhouseholdappliancesandaudiovisualequipmentandtheirtotalretailsalesreached232.54billionYuan,whichaccountedfor82.3%ofthetotalretailsalesbywholesaleandretailenterprisesabovedesignatedsize,upby13.7%.

Thevalueinthenewcontractssignedthroughcontractedprojects,labourcontractsanddesignandconsultancyservicesreached3.21billionUSdollars,upby68.9%.Theaccomplishedbusinessrevenuewas2.58billionUSdollars,upby15.6%.Thelabourservicepopulationdispatchedoutofthecountryreached55.0thousand,upby28.8%.122enterprisesinvestingabroadwerenewlyapproved.Theoverseasinvestmentwas1.3billiondollar.Theimplementationamountofundertakingservicesoutsourcingwhichwasincludedintheministryofcommercestatisticsalltheyearroundwas1.15billiondollar,upby41.7%.Attheendof2012,508serviceoutsourcingenterprisesinthewholeprovincewereincludedintheministryofcommercestatisticsemployingmorethan1.12millionpeople,inwhich77thousanduniversitygraduatesaccountedfor68.6%.

VII.Transportation,Post,TelecommunicationsandTourism

Thetotalfreightflowswere400.71billionton-kilometres,upby17.8%overthepreviousyear.Ofthistotal,thefreightflowsbyrailwayswere104.38billionton-kilometres,downby4.6%;andthefreightflowsbyhighwayswere239.25billionton-kilometres,upby27.4%.Thetotalpassengerflowswere174.92billionperson-kilometres,upby4.6%.Ofthistotal,thepassengerflowsbyrailwayswere80.49billionperson-kilometres,downby0.9%;thepassengerflowsbyhighwayswere85.40billionperson-kilometres,upby9.8%;thepassengerflowsbyairwere8.77billionperson-kilometres,upby10.8%.

Thenumberofdomestictouristswas300million,upby20.7%.Thenumberofinternationaltouristswas2.25million,downby1.8%.Thetotalrevenuefromtourismwas223.41billionYuan,upby25.1%.Ofwhich,therevenuefromdomestictourismreached217.55billionYuan,upby26.6%;therevenuefrominternationaltourismreached0.93billionUSdollars,downby10.7%.
