Chapter1ResearchBackgroundandtheValueofThesisTheauthormainlyexplainstheresearchbackgroundalongwiththevalueoftheinvestigationinchapterone.Thetheoriesaswellasideasofthisthesisarebasedonconsultinganddiscussinglotsofliteraturesbothhereandabroad.1.1ResearchBackgroundWiththecomingoftheeraofknowledgeeconomy,thedevelopmentofworldeconomyandtheprogressofscienceandtechnologyhavechangedpeople’slifestyleandworkattitude.People’sdemandisnolongeronlyonthemateriallevel,butalsoonthespiritualproducts,andthedemandisincreasing.Culturalandcreativeindustrieswiththecharacteristicsofhighaddedvalue,knowledgeintensive,resourcesavingandenvironment-friendly,andpromotingcleangrowthofGDPhavebecomeanewenginetopromoteurbandevelopmentandeconomicgrowth.[3]Itcaneffectivelycombineaseriesofindustriesrelatedtocultureandproducescaleagglomerationeffect.Itsroleismoreandmoreprominentinthedevelopmentofculturalandcreativeindustries.Inthedebateofurbanandregionalcompetitiveness,thecallforthedevelopmentofcreativeeconomyhasbeengrowing.Economists,geographersandpoliticianswithkeeninsight,inparticular,wanttogettheinformationtheyneedfromthisdebate.Indevelopedcitiesandregions,creativeindustriestaketheleadintherise,andlocalgovernmentsareincreasinglyconcernedabouthowtocreateamoreattractiveurbanenvironmentinthecontextofregionalsystem,geographyandhistory,soastogatherinnovativetalentsandresourcestodevelopcreativeindustries.[4]Countries,regionsandcitiesaroundtheworldhaveformulatedpoliciesandmeasuresforthedevelopmentofcreativeindustries,developeddistinctiveculturalindustries,andbecomeamodelforthedevelopmentofcreativeindustries.[5]Inthecaseofdevelopingglobalcreativeindustry,creativeindustryinChinahasalsoenhanceditsownpace.AsforcreativeindustryinChina,thedevelopmentinHongKongtogetherwithTaiwanareespeciallyremarkable.Simultaneously,creativeindustriesareontheupsurgeinafewbigcitiesintheinteriorareas.In2004,theFourthPlenarySessionofthe16thCentralCommitteeoftheCommunistPartyofChinapointedoutthepropositionof“deepeningthereformoftheculturalsystemandemancipatinganddevelopingculturalproductivity”.Obviouslylimitedthepositionofcultureasaproductiveforce.In2005,affectedbythewaveofglobalcreativeindustries,Beijing,Shanghaiwithothercreativepioneercitiescalledfordevelopingculturalandcreativeindustries.In2006,whichisthefirstyearofChina’screativeindustry,itwasspecificallypointedoutinTheOutlineofCulturalDevelopmentPlanduringNational11thFiveYearPlanthatfocusingonbuildingaculturalandcreativeindustrycentercityasthekernel,acceleratingindustrialintegration,quickeningthebuildingofculturalandcreativeindustrypark,meanwhilemakingitturnintotheincubatorofculturalandcreativeindustry.Intheinfluenceoftheabovepolicies,culturalandcreativeindustrialparkswereestablishedinBeijing,Shanghai,Hangzhou,Shenzhen.Inthemeantime,theylaunchedanintensecompetitionundertheguidanceofculturalandcreativeindustrialparks.Thereareacrowdoftypesandquantitiesofculturalandcreativeindustrialparks.Atthesametime,culturalandcreativeindustrialparkisahotphenomenon.Inthecase,itisofgreatconsequencetostudytheagglomerationeffectofculturalandcreativeindustries.Andalsosumupthepresentsituationandproblemsofthedevelopmentofculturalandcreativeindustriesparkforguidingthefuturestepofthedevelopmentofculturalandcreativeindustriespark.Therefore,thispaperchoosesSongzhuangCreativeIndustrialParkinBeijingasanexampletostudythedevelopmentofcreativeindustrypark.1.2TheValueofThesisIntheacceleratedprocessoftheeconomicglobalization,ithaschangedfrombeingcontrolledbythesecondaryindustrytothetertiaryindustrycontrol.Itchangedtheoriginalglobaleconomicstructuretoo.Culturalandcreativeindustriescharacterizedbyspatialdistributionandagglomerationhaveemergedasthetimesrequire.Priortothis,therehavebeenalotofresearchesonculturalandcreativeindustries,buttheagglomerationeffectmodeofculturalandcreativeindustrieshasnotbeensystematicallystudied.Accordingly,thisstudytakesSongzhuangCreativeIndustrialParkasacasetofurtherelaboratethedevelopmenttheoryofculturalandcreativeindustryagglomerationeffect.Theresearchofthispaperhasimportantvalue.Ontheonehand,thisstudycanprovidematerialsandideasforsubsequentresearchersonthebasisofpreviousstudies.Thisisthetheoreticalvalueofthisstudy.Ontheotherhand,thiswriterattemptstouseBeijingSongzhuangCulturalandCreativeIndustrialParkasaresearchobjecttodiscovercommonquestionsintheaspectofdevelopingculturalandcreativeindustrypark.AnditputsforwardsomesuggestionsforpromotingthedevelopmentofSongzhuangandevenBeijing.Thisisalsothepracticalobjectivealongwithmeaningofthisstudy.

Chapter2RelatedConceptsandTheoriesInthischapter,theauthorgivesabriefexplanationofthebasicconceptsrelatedtothistopicincludingcreativeindustry,industrialagglomerationtheoryandSWOTtheory,aswellasanintegratedanalysisofthepreviousdomesticandforeignresearchstatus,inordertoprovideatheoreticalbasisforthisstudy.2.1CreativeIndustryTheconceptofcreativeindustryoriginatesfromtheBritishCreativeIndustryPathDocumentin1998.Thedocumentpointsoutthattheso-calledcreativeindustryreferstotheindustrythatobtainsdevelopmentpowerfrompersonalcreativityandskills,andincludesaseriesofactivitiestocreatewealthandpromotesocialemploymentthroughintellectualpropertydevelopment.[6]Infact,uptonow,thereisnounifieddefinitionofcreativeindustryintheworld.However,thishasnotaffectedthedevelopmentplansofcreativeindustriesintheworld.Forexample,asearlyas1997,TonyBlair,PrimeMinisterBlairbegantopromotethedevelopmentofcreativeindustriesinthelaborcabinet.[7]Atthesametime,SouthKorea,whichwasexperiencingtheAsianfinancialstorminAsia,alsoactivelyexploredthedevelopmentpathofcreativeindustries.[8]Thebiologicalchainofcreativeindustryemphasizestotakecreativityastheleader,contentasthecore,drivethemanufacturingofproducts,pullthewholesaleandmarketing,drivethedevelopmentoffollow-upproducts,andformanindustrialchainbasedonthemarket,withtheupstreamanddownstreambenigncoexistence,sounddevelopment,left-rightconnection,oneinputandmultipleoutput.LiWuwei(2009)believesthattheriseofcreativeindustrystemsfromthecontinuousdevelopmentofculturalindustrializationandindustrialculture.[9]Underthebackgroundofdeepeningsocialdivisionoflaborandcontinuoustechnologicalprogress,creativityisgraduallyseparatedfromtheoriginaleconomicactivitiesandisanindependentindustry.Itsmarkorwatershedisthatcreativeactivitiesarenotonlysubordinateactivitieswithinacertainindustryorindustry,butalsoseparatedfromtheoriginalindustryandbecomethethirdpartytoprovidecreativeservicesfordifferentindustries.2.2IndustrialAgglomerationTheoryTheresearchonthetheoryofagglomerationeffectbeginsinthelate19thcentury.TheeconomistMarshallnoticesastrangephenomenon,thatis,manysmallenterprisesofsimilarnatureareconcentratedinspecificplaces,andthemechanicalutilizationefficiencyandlaborproductionskillsutilizationrateoftheseenterprisesarehigher.[10]Accordingtothis,Marshallputsforwardthetheoryofexternaleconomy,thatistosay,thedevelopmentofanenterprisedependsnotonlyontheinternalresourceallocation,organizationalsystem,operatingefficiencyandotherfactors,butalsoonthelocationfactorsoftheenterprise.[11]Regionaleconomistsemphasizethattheexternaleconomycomesfromtherelativeconcentrationofrelevantresources,whichcandevelopandimprovethefavorableenvironmentfortheproductionofagglomerationenterprisesandimprovetheefficiencyofeconomicoperation.[12]Itcanbeseenthatagglomerationeffectisnotonlyanexternalperformanceofscaleeconomy,butalsoanexternalscaleeconomyeffectproducedintheprocessofeconomicdevelopment.Itsessenceisthepositiveexternaleffectproducedbytheexternalscaleeconomyofenterprisesinspace.Generally,agglomerationeffectreferstotheeconomiceffectofassortedindustriesandeconomicactivitiesinthespaceandtheendocentricforcetodraweconomicactivitiestoagivenarea.2.3SWOTAnalysisSWOTanalysis,alsoknownasTOWSanalysis,Dowmatrixandsituationanalysis,istoenumerateallkindsofmaininternaladvantages,disadvantagesandexternalopportunitiesandthreatscloselyrelatedtotheresearchobjectthroughinvestigation,arrangethemaccordingtothematrixform,thenusethethoughtofsystemanalysistomatchallkindsoffactorstogetherforanalysisanddrawaseriesofcorrespondingconclusions.ItisputforwardbyHeinzWeihrich,amanagementprofessoratSanFranciscoUniversity,inhisbookTheSWOTMatrix-AToolforSituationalAnalysisintheearly1980s.[13]Therectangulararrayonthebasisofacertainorder,andthenapplythemethodofSWOTsystemanalysistoconsultthemerits,demerits,opportunitiestogetherwithcaveatsexistingintheresearchtarget,andtodeviseistoconferandresearcheachfactor,inordertodrawthecorrespondingconclusions.Inthisway,throughSWOTanalysis,itiseasyforthemainbodytosynthesizeandsummarizeitsinternalaswellasexternalconditions,andthenputintogreatplaytoandutilizeitsfavorableconditionstodominateandsolveadversefactors,forthesakeofachievingoptimumdevelopmentstateandpurpose.2.4RelatedResearchatHomeandAbroadTheconceptoftheculturalandcreativeindustryoriginatedabroad,andtheearlieststudiesonitwerebasicallyforeignexperts.In1986,EconomistRomer’sRevenueGrowthandLong-TermGrowthplacedcreativityontheimportantroleofpromotingeconomicgrowth.[14]Hebelievedthatgoodideascanexpandnewmarketsandbringnewproducts,therebyexpandingtoprofitcreationfinance.Therefore,creativityistheoriginaldrivingforceforacountry’seconomicgrowth.ThetermcreativeindustrywasproposedbytheUnitedKingdomin1997.TheUnitedKingdomwasalsoconsideredtobethebirthplaceofmodernculturalandcreativeindustries.BritishPrimeMinisterBlairstronglysupportedthedevelopmentofcreativeindustriesthroughpolicyandsetupacreativeindustriestaskforce.TheCreativeIndustriesMappingDocumentsclearlydefinedtheconceptandscopeofcreativeindustriesin1998.Onthisbasis,theacademiccommunitybegantoconductin-depthresearchontheculturalcreativeindustry.ThefamousBritisheconomistMarshallfirstproposedtheconceptofindustrialagglomerationwhenstudyingtheBritishindustrialareaattheendofthe19thcentury.Hebelievedthatthereasonfortheformationofenterpriseagglomerationareawasexternaleconomiesofscale.Themostdirectbasiswasthattheformationofindustrialclusterswasconductivetothetalentandskillsofdifferententerprisesinformationsuchaspoliciesandpoliciescanbeefficientlydisseminatedorapplied.[15]Butinthesocialcontextatthetime,thisviewdidnotreceivewidespreadattentionfromtheacademiccommunity.Untilthe1990s,Porter,aprofessoratHarvardBusinessSchool,againregardedindustrialagglomerationasanimportantresearchobject.Hebelievedthatindustrialagglomerationwasaneffectivepromotionofenterpriseproductivity,innovation,andnewbusinessoperationmodels,andthusbecameanagglomerationareabusinessofferthreenewcompetitivestrengths.[16]Onthisbasis,foreignacademiccircleshavebeguntoconductin-depthresearchonculturalandcreativeindustries.三级标题Inrecentyears,alargenumberofdomesticscholarshavestudiedtheculturalcreativeindustry.Thesescholarsmainlycarriedoutin-depthanalysisandexplorationbasedontheneedsofregionaleconomicdevelopmentandtheactualsituationofthedevelopmentandculturalandcreativeindustriesinChina,focusingonthedevelopmentstrategy,organizationalstructure,agglomeration,andtalentreservesofculturalandcreativeindustries.ByanalyzingandsummarizingtheriseofChina’sinternationalculturalandcreativeindustries,ProfessorJinYuanpufullycorrelatedthedevelopmentofculturalandcreativeindustrieswiththegradualimprovementofurbanfunctions.Hebelievedthatcreativeindustrieswereimportantsignsofurbandevelopmentornot.ThesamelevelofurbandevelopmentisinChina’sculturalandcreativeindustries,therearealsoobvioushierarchicalstructuresintheeastern,central,andwesternstrata.[17]LiWuweiandWangHuimin(2009)deeplyanalyzedtheproblemsofdifferentiateddevelopmentofculturalcreativeindustryandtheformationofindustrialagglomerationfromdifferentangles,andproposedabusinessoperationmodelthatwasuniquetotheculturalandcreativeindustries,thatis,“turningideasintobusinessandlettingwisdombringbenefits”.[18]ThedevelopmentofcreativeindustrieswouldinevitablybringimportantchangestoChina’seconomicdevelopmentandresidents’lives.InChina,thestudyofculturalandcreativeindustryclustershasalsoattractedtheattentionofmanyscholars.XiaoYanandMengJian(2017)pointedoutthatChina’sculturalandcreativeindustriesarefacingmanydifficultiesintheprocessofclusterdevelopment,suchaslackofinnovationvitality,lackofeffectivenessofindustrialguidancepolicies,andsingledevelopmentmodel.[19]MaYingjuanandGuoLian(2017)putforwardcountermeasurestoimprovethedevelopmentofculturalindustryclusterinHexiCorridor,namely,toachieveculturalintegration,relyonscientificandtechnologicalinnovation,promotetheconstructionofindustrialchainandintroduceinnovativetalents.[20]GaoChangchunetal.(2018)pointedoutthatfacilities,governmentenvironment,enterpriseinteraction,regionalnetwork,innovationsystem,culturalenvironmentandconsumptiondemandhadasignificantpositiveimpactonthespatialagglomerationeffectofcreativeindustrycluster.[21]ChenqunpingandSunJiaping(2019)pointedoutthattherewerefivemajorproblemsinZhanjiangCulturalandCreativeIndustrycluster,namely:thelackofculturalandcreativeindustries,thelackofeffectiveresourceintegration,thelackofculturalandcreativeleadingtalents,thelowabilityofindependentinnovationofculturalandcreativeindustriesandthelackofculturalandcreativeintellectualpropertyprotectionability.[22]QuMingyang(2020)pointedoutthatculturalindustryclustercanoptimizethespatiallayoutofthecity,improvetheexternalenvironmentforthedevelopmentofeconomicandecologicalindustrychainnetworkinthecity,andplayaroleinpromotingthecorecompetitivenessofthecity.[23]三级标题Combinedwithpreviousstudiesbothhereandabroad,itcanbedrawnthatthereareanumberofstudiesonculturalandcreativeparksaswellasculturalandcreativeindustryclusters,andtheinquiryperspectivesandconclusionsarealsodifferent.However,intermsofresearchmethodsandtheories,agglomerationeffectandSWOTareseldomusedinthepast.Inviewofthis,thisthesischoosesSongzhuangCreativeIndustrialParkasaninstancetodiscussthedevelopmentofBeijingcreativeindustrypark.

Chapter3AnalysisoftheDevelopmentofBeijing’sCreativeIndustriesInthispart,theauthorintroducesthedevelopmentofBeijingandSongzhuangCreativeIndustries,researchestheagglomerationofSongzhuangCreativeIndustryfromindustrialagglomerationcalculation,andanalyzesthedevelopmentstatusofSongzhuangCreativeIndustrialParkbySWOTAnalysis.3.1DevelopmentofBeijingandSongzhuangCreativeIndustrialParkBecauseofitsuniquestrengths,theculturalcreativeindustryhasbeenwidelyvaluedbydevelopmentcountriessinceitsriseandhasdevelopedrapidly.CulturalcreativeindustryinBeijinghasinvariablyplayedanon-substitutableroleindemonstration.Beijing’sculturalandcreativeindustriesarespreadacross16districtsandcounties,anddifferentclustershaveformedindifferentdistrictsandcounties.Atpresent,Beijinghasidentifiednearly30culturalandcreativeindustryclusters.Amongofthem,SongzhuangCulturalandCreativeIndustrialParkisthelargestgatheringplaceoforiginalartists.InthenortheastofTongzhouNewCity,Beijing,andsouthofSongzhuangTownistheSongzhuangCulturalandCreativeIndustrialPark.Theplannedareais14.6squareKilometersofwhich10,3squarekilometersarewithintheTongzhouNewCity.InDecember2006,Beijingidentifiedthefirsttenculturalandcreativeindustryclusters,andSongManorDistrictwasthelargestofthem.Afterward,Beijingadjusted30city-levelculturalandcreativeindustryclustersinto20culturalandcreativeindustrialfunctionalareas.Amongthem,SongManorDistrictwaspositionedasanationalcreativedesignandarttradingfunctionalarea.AsChina’slargestfirstartistgatheringplace,ithasassembledafewexcellentartistsandartinstitutionsafterovertwentyyearsofdevelopment.Atpresent,Songzhuanghasapermanentpopulationof120,000,anartworkforceof15,000,morethan30largeandmediumartgalleries,morethan200galleriesandartinstitutions,and4,500studios.SongzhuangCulturalandCreativeIndustrialParkhasthefollowingdevelopmenttraits:Firstly,itisgeneratedspontaneouslybyrelyingontheresourcesoftheartistvillage.SongzhuangislocatedtotheeastofBeijing’sEastSixthRingRoad,closetoYanjiaoandtheSongzhuangvillagefarfromthecityisquietandnatural,formingafreeandrelaxedcreativeenvironmentandcheapandspaciouscreativespace.Secondly,Songzhuangisthebaseoforiginalart.Theoriginalityofartworksisstrong,andcontemporaryartisthemainstream.Therichartistresourcesbringasteadystreamofcreativemotivationandsources.Thirdly,themuseumsintheparkaremostlynonprofitprivatemuseums.Therearemorethan30largeandmedium-sizedartgalleriesinthepark,allofwhicharenonprofitprivateartgalleries.Theartgalleriesregularlyorganizesomepublicwelfareactivities.Theworksoftheartistareownedbytheartistduringandaftertheexhibition.ThesurveyshowsthatSongzhuang’sartmuseumdoesnotrelyoncollectingticketstoobtainincome,butratherpushesforhugecostconsumptionbyfightingforgovernmentsubsidies,corporatesponsorship,projectcooperation,experienceactivitiesandspacerental.Thefourthistoadoptamanagementmodelthatlinkupanddowntocoordinategovernmentandpeople.TheriseofSongDistrictislinkedwiththecommoneffortsofthethree-levelgovernment.Now,thesegregationofdutiesofthethree-levelgovernmentismostlyinchargeofthedirectioncontrol,policyformulationalongwithgivenfundingsupportoftheTongzhouDistrictGovernment.TheSongzhuangTownGovernmentandtheGatheringDistrictManagementCommitteeareresponsiblefortheintroductionoftheparkprojectandtheimplementationofspecificwork.Thestabilityoftheparkandotherdailytasksaremainlytheresponsibilityofthevillagecommittee.Inaddition,theparkalsohasathird-partyorganizationpromotionassociation,whichwasestablishedonSeptember6,2005andwasinitiatedbySongzhuangartistscollectively.Itisanewtypeofnon-profit,non-governmentalsocialorganization.TheassociationservesthedevelopmentofSongzhuangartistcommunities,theconstructionofartisticecology,andthedevelopmentoforiginalartindustries.Itplaystheroleofacommunicationbridgeandservesasanexchangebetweenartistsandotherartgroups,artistsandgovernments,artists,andvillagersinSongzhuangtownship.ItcanbeseenthatthedecelopmentoftheSongzhuangculturalinnovationindustryparkhassignificantfeaturessuchasspontaneity,originality,pioneeringnatureanddemocratization.3.2AnalysisofBasedonIndustrialAgglomerationCulturalandcreativeindustriesareanimportantmeansforacountryorregiontoimproveitscomprehensivecompetitiveness,adjustindustrialstructure,optimizeandupgradetheindustrialstructure,andpromoteeconomictransformation.Thetimeisconsiderablyshort,thedevelopmentisnotyetarrived,andthereareafewquestions.InordertobetteranalyzeSongzhuangCreativeIndustrialPark,basedonthetheoryofindustrialagglomeration,thispaperusesthemethodofcomparisonwithforeignsuccessfulmodelsforanalysis.Inthecountry,BeijingandNewYorkaresignificantpolitical,economicandculturalcitiestoo.Theyhavealargeofsimilarities.Forexample,becausebotharedenselypopulatedcities,thescaleofthecitiesissimilar:botharetransformingandupgradingtheindustrialstructurefromtraditionalindustriestoemergingindustries.Inaddition,bothofthemhavealotofimmigrantpopulations,andtheurbanculturepresentsmultipledevelopments.ThesesimilaritiesprovidethepossibilityforBeijingtolearnfromNewYorkCitywhendevelopingcult
