innovation.Thispathtoriskmitigationandresiliencealso

revealsagrowthopportunity:SovereignAI.Thegoodnews?Onlyone-thirdofanorganization’sAIworkloadsneedtobesovereign.Workingwithamixofglobalandlocalprovidersleadstomoreopportunitiesfor

norms.Mostcritically,dataandcomputesovereigntydeterminewhocapturesthemajorityofthevaluefromAIinnovation.Fornations,itcandefineeconomicgrowthand

increasecontroloverpublicinfrastructure;forenterprises,it

canacceleratecompetitiveadvantageandexpandprofitpools.Asaresult,signsofarapidlyexpandingdemandforsovereign

AIareeverywhere.Oursurveyofalmost2,000businessandgovernmentleadersacross28countriesfoundthat61%are

nowmorelikelytoseeksovereigntechnologysolutionsas

geopoliticalrisksriseandastheeconomicvalueassociated

withAIisabundantlyclear(see

Figure1).Analystsofferdifferingestimatesofthetotalopportunityasthemarketevolvesandoverlapswithadjacentsectors—butmomentumisclearlybuilding.Oppenheimer’sEquity

firmputsthepotentialsovereignAIinfrastructureopportunity

at$1.5trillion,including$120billioninEurope2.AccordingtoGartner®,“by2027,35%of

countries

will

be

locked

intoregion-specificAIplatformsusingproprietarycontextualdata.”Additionally,by2028,65%ofgovernmentsworldwide

willaddsometechnologicalsovereigntyrulestoimprovetheir

thestakes.Infinancialservices,sovereigntydetermineswhocontrolstransactiondata,tradingmodelsandcustomeridentities—coreassetsthatdefinecompetitiveadvantageandtrust.Inhealthcareandlifesciences,

itgovernsaccessto

patient

records,genomicdata,andclinicalmodels—areasboundbystrict

regulationandnationaloversight.Indefenseandcriticalinfrastructure,itdictateswhetherAIsystemscansafelyoperate

onsovereigncompute,freefromforeigndependenciesorinterference.Bycontrast,sectorssuchasretail,media

andconsumerservicesfacefewersovereigntyconstraints,though

Withoutexecutiveownership,sovereigntyrisksbecominganother

complianceboxtotick—ratherthanaleverofdifferentiationand

valuecreation.Governmentscanleadbyexample—creatingrolessuchasanAISovereigntyOfficerinthepublicsectortosignalthe

importanceofexecutiveownershipandencouragebusinessesto

followsuit.Ourresearchshowsthat20%ofgovernmentsoftenhaveaboardlevel/senior

levelheadfor

sovereign

AI.Top-levelownershipisnon-negotiable.Herearethethree

decisiveactions.1.Pick

suppliers

based

on

complex

geopolitics

and

resilience:Thequestionisnolongerwhetherto

useglobal

playerscontributingtotheAIsupplychain.Itiswhere,whenandhowtobestassemblethesetechnologiestocaptureandretainthemostvalue.ThesearenotIT-leveldecisions.They

involveweighinginnovationspeedagainstgeopoliticalrisk,
