FOREWORD

1)TheInternationalElectrotechnicalCommission(IEC)isaworldwideorganizationforstandardizationcomprising

allnationalelectrotechnicalcommittees(IECNationalCommittees).TheobjectofIECistopromoteinternational

co-operationonallquestionsconcerningstandardizationintheelectricalandelectronicfields.Tothisendand

inadditiontootheractivities,IECpublishesInternationalStandards,TechnicalSpecifications,TechnicalReports,

PubliclyAvailableSpecifications(PAS)andGuides(hereafterreferredtoas"IECPublication(s)").Their

preparationisentrustedtotechnicalcommittees;anyIECNationalCommitteeinterestedinthesubjectdealtwith

mayparticipateinthispreparatorywork.International,governmentalandnon-governmentalorganizationsliaising

withtheIECalsoparticipateinthispreparation.IECcollaboratescloselywiththeInternationalOrganizationfor

Standardization(ISO)inaccordancewithconditionsdeterminedbyagreementbetweenthetwoorganizations.

2)TheformaldecisionsoragreementsofIEContechnicalmattersexpress,asnearlyaspossible,aninternational

consensusofopinionontherelevantsubjectssinceeachtechnicalcommitteehasrepresentationfromall

interestedIECNationalCommittees.

Committeesinthatsense.WhileallreasonableeffortsaremadetoensurethatthetechnicalcontentofIEC

misinterpretationbyanyenduser.

4)Inordertopromoteinternationaluniformity,IECNationalCommitteesundertaketoapplyIECPublicationstransparentlytothemaximumextentpossibleintheirnationalandregionalpublications.AnydivergencebetweenanyIECPublicationandthecorrespondingnationalorregionalpublicationshallbeclearlyindicatedinthelatter.

5)IECitselfdoesnotprovideanyattestationofconformity.Independentcertificationbodiesprovideconformityassessmentservicesand,insomeareas,accesstoIECmarksofconformity.IECisnotresponsibleforanyservicescarriedoutbyindependentcertificationbodies.

1Scope

ThispartofIEC63189coversthetermsanddefinitions,systemcompositionandcontrolmodesofvirtualpowerplant(VPP).ItdefinesthefunctionalrequirementsforVPPs,includingpowergenerationforecasting,loadforecasting,generationandconsumptionscheduling,controlandmanagementofenergystoragedevicesandloads,coordinatedoptimizationofdistributedenergyresources,statusmonitoringandcommunication,datacollectionandanalysis,andmarkettransactions.

Sinceavirtualpowerplantisaclusterofdispersedenergyconvertinginstallations,whichareaggregated,itusesadditionalsystemstoachieveitsobjectives(e.g.regionalenergymeteorologyforecasting,sitespecificenergymanagementsystems,SCADAandothercommunicationsystems).

Localregulations,theelectricitymarketmodelandthecorrespondingmanneroforganisingthemarketrelatedtotheutilisationofcontrollableDERaffectthemanagement,controlandoperationofVPPs.
