Competitivenessintheneweconomy–onethatisshapedbywidespreadprosperity,resilient

communitiesandinclusivegrowth–willbedefinednotbycapitalortechnologyalone,butbyhoweffectivelyeconomiescultivate

talentandhumanpotential.Aseconomies

navigatetransformationsdrivenbytechnological

advancement,demographicshifts,thegreen

transitionandgeoeconomicfragmentationand

uncertainty,thedefiningfeatureofeconomic

dynamismremainshuman.Economiesthatinvestinpeople–enhancingeducation,learningand

adaptability–recoverfasterfromshocks,generatemoreinnovationandachievemoreresilientgrowth.Inaworldwhereself-relianceandinterdependencemustcoexist,theeconomiesthatthrivewillbe

thosethatbuilddomestictalentecosystemswhileremainingconnectedtoglobaltalentflows.

Attheorganizationlevel,employerspredictthatnearly40%ofthecoreskillsrequiredtodojobswillbedisruptedinthenextfiveyears.Atthe

sametime,170millionnewrolesareexpectedtobecreated,evenas92millionaredisplaced.

Inthisfast-changinglandscape,almost80%ofemployerssaythatreskillingandupskillingwillbecriticalfortheirbusinessstrategy.

Whilewecannotneatlypredictthefullrangeoffuturejobsinthisrapidlyevolvingenvironment,thereisanopportunitytoalignonthe“bigbets”thatemployers,governmentsandindividualsshouldbemaking

whenitcomestobuildingaskillsinfrastructureto

ensurethateconomiesandworkersarereadyfortheopportunitiesoftheneweconomy.Manycountriesarealreadydemonstratinghowstrategicinvestmentsineducationandtechnologydiffusioncanrapidly

movethemuptheglobalvaluechain.Acrossall

economies,theabilitytoattract,retainandempowertalentthatcanadapt,createandcollaboratewill

determinefuturecompetitiveness.

TheNewEconomySkillsseriesaimstoprovideguidanceonskillsthatshouldbeprioritizedto

ensurebusinessandeconomieshavethetalenttodeliveroninnovation,resilienceandgrowth

priorities.Itidentifiesthecorecapabilitiesthatwillpowerinclusiveandsustainablegrowth:

1.Human-centricskills:asetofuniquelyhumanabilities–suchascollaboration,criticalthinkingandemotionalintelligence

–thatenableeffectiveinteraction,

problemsolvinganddecision-making.

2.AI,dataanddigitalskills:theabilitytousedigitaltechnologies,analyseandinterpretdata,andapplyartificialintelligence(AI)

toolsandconceptstosolveproblemsanddriveinnovation.

3.Greenandsustainabilityskills:knowledgeandabilitiesrequiredtosupportenvironmentalstewardship,promotesustainablepractices

andcontributetothetransitiontowardsalow-carbon,resource-efficienteconomy.

4.Tradeandvocationalskills:specialized,hands-onabilitiesgainedthroughtrainingorexperiencethatareessentialforperformingtasksinmanualortechnicaloccupations.

5.Businessskills:thecombinedabilityto

confidentlymanagetasksandchallengeswhileapplyingpracticalbusinesscompetenciessuchasprojectandfinancialmanagement.

Thisfirstinstalmentfocusesonhuman-centric

skills–thecapabilitiesthatallowindividuals,

organizationsandsocietiestoadapttochange

andleadtransformation.Investinginhumanskillsisnotjustpreparationforthefutureofwork,itisthefoundationofthefutureofgrowth.

Intheageofartificialintelligence,thetruecompetitiveedgeisbeinghuman.

Amidtheriseofartificialintelligence(AI)andautomation,themostvaluableprofessionalcapabilitiesarenottechnical–buthuman.

Oncedismissedas“soft”attributes,human-centricskills–creativity,innovationandadaptability–havebecomethehardcurrencyofthelabourmarket.

Employersincreasinglyrecognizethatwhile

technologymaysupportefficiency,human-centricskillsdriveinnovation,collaborationandlong-termproductivity.Drawingondatafromeducation

industryandworkforcetechnologyproviders,a

reviewofexistingresearchandin-depth,expert

consultations,thiswhitepaperdefineshuman-

centricskills;analysestheirglobalsupplyand

demand;proposesaframeworkforassessing,

developingandcredentiallinghumanskills;and

highlightsfrontierpracticesfromaroundtheworld.

Employersvaluehumanskills,

butrarelymeasureorrewardthem

Althoughhighlysought-after,humanskillsremain

invisibleinmostlabourmarkets.Only72%ofUSjobpostingsexplicitlymentionatleastonehuman-centricskill.Insectorslikesupplychainandtransport,

thatnumberdropstojust44%.Theseskillsare

oftentreatedas“givens”–rarelyspelledoutinjobdescriptionsorsystematicallytaughtinschools.

Whencomparingmonetaryvaluesassignedtoskillsbyworkersacrosssectorsandacrossallfirmsizes,creativethinkingtopsthelistasthemostvalued

humanskill.Yetitisamongtheleastacknowledgedinhiringandpromotiondecisions.

Regionsshowdistinct

strengthsandsharedgaps

Globally,nearly60%ofexecutivesbelieve

educationsystemsnurturetheabilitytoworkwithothers,butfewerthanhalfseecreativity,curiosityorresilienceaswell-developed.Regionalpatternsshowdistinctivestrengths:

–Sub-SaharanAfricascoresaboveaveragein

creativity,resilience,curiosityandcollaboration.

–EasternAsiaandtheCaribbeanshowthegreatestoptimismabouthuman-skillsreadinessoverall.

–NorthAmericaandOceaniaexcelincreativityandproblemsolving,butlaginteamwork

andcollaboration.

Creativethinkingandresiliencearethefastest-

growingskillsglobally,withthesteepestincreasesprojectedinLatinAmericaandtheCaribbean,

South-EasternAsia,andSub-SaharanAfrica.

Meanwhile,curiosityandlifelonglearningremaintheweakestacrossallregions,underscoringaglobal

challengeincultivatingfuture-readymindsets.

Humanskillsarefragile,buthardtoautomate

Oftendescribedas“durable”,human-centric

skillsaresurprisinglyfragileandhighlysensitive

toexternalshocks.Economicdownturns,crises

andsocialdisruptionscanerodethemrapidly,

asopportunitiesforpractice,collaborationand

feedbackdiminish.Duringthepandemic,theuseofinterpersonalinteractionskillssuchasteachingandresiliencefellover5%below2019levels.Empathy

andactivelisteningprovedcomparativelymore

resilient,fallingbylessthan2%.Yetevenby2025,

nohuman-centricskillshadreturnedtopre-2019

levels.Thoughconsidereddurable,theycandeclinewithoutpracticeandintentionalinvestment;and

buildingtheseskillstakestime:while25%oflearnersshowprogresswithinweeks,mostneedseveral

monthsofdeliberatepracticetobecomeproficient.

Thegoodnewsisthattheseskillsarealsothe

leastlikelytobeautomated.Taskstiedtoempathy,creativity,leadershipandcuriosityhavejusta13%potentialforAItransformationsincetheydepend

onhuman–notmachine–judgement,contextandlivedexperience.

Thepathforward:makinghumanskillscount

Theworldurgentlyneedsnewwaystovalue,

assessandcredentialhumancapabilities.Emergingbestpracticesincludecreatingmeaningful,portablecredentialsthattravelacrosseducationand

employmentsystems;real-worldassessmentsthatmeasurecollaboration,creativityandadaptabilityincontext;andsettingsharedstandardsandcreatingsafespacesforhumanskillsdevelopmentwhere

peoplecanlearn,fail,reflectandgrow.

Humanskillsarebecomingvitalfor

innovation,leadershipandadaptability,

yetremaindifficulttomeasureanddevelop.

Inanageofartificialintelligence(AI)anddisruption,thetruecompetitiveedgeishuman.Astechnology,demographicshifts,thegreentransitionand

geoeconomicuncertaintyreshapeeconomies,human-centricskills–innovation,creativityandadaptability–willdriveresilience,innovationandgrowth.Oncedismissedas“soft”,theyarenowcoredifferentiatorsforthrivingindividuals,high-performingorganizationsandagileeconomies.

Scaledeffectively,theseskillscandelivergainsfarbeyondindividualemployability.Atthemacrolevel,theyareenginesofresilienceandgrowth,boostingproductivity,sparkinginnovationandsupporting

economiestoadaptinthefaceofdisruption.Theyshapehowpeoplecollaborate,lead,disagreeandsolveproblems,layingthefoundationforbuildingtrust,socialcohesionandinclusion.Byequippingworkerswithadaptablemindsetsandlifelong

learninghabits,theyunderpincareermobility,resiliencetochangeandsustainablepurposethroughouttheirworkinglives.

Labour-marketshiftsmaketheseskillsmorevaluablethanever.Demographicchangeisexpandingrolesthatrelyheavilyonhumanexpertise,suchasnursingprofessionals,

socialworkersandteachers,whereempathy,

communicationandresilienceareindispensable–especiallyineconomieswheretheworking

populationisgrowing.Countrieswillonlyremaincompetitiveiftheytrainandnurturetalentwiththecriticalskillsneededtodriveinnovation.

Meanwhile,geoeconomicfragmentationand

economicuncertaintyareheighteningtheneedforresilienceandleadership.Evenintechnology-drivenfields,creativity,problemsolvingandemotional

intelligencearecriticaltoensurethatinnovationtranslatesintorealeconomicandsocialvalue.

TheacceleratingdevelopmentofgenerativeAIandrelatedtechnologiesmagnifiesthisurgency.

Technologicalinvestmentsalonewillnotdeliver

productivitygainsoreconomicreturns.Machines

canprocess,predictandoptimize,buttheycannotempathize,inspireorbuildtrust.Human-centricskillsarethebridgebetweentechnologicalprogressandmeaningfulorganizationalandsocietaloutcomes.

Asautomationcontinuestoreduceroutinework,

thepremiumonhumanskillswillgrow,empoweringindividualstothrivealongsidemachines,unlock

organizationalagilityandhelpeconomiesadaptamideconomicandsocialdisruptions.

Yeteducationsystemsandorganizationsworldwidestruggletoassess,developandcredential

thesevitalcapabilities,leavingtheirvalueunder-

recognizedandunder-used.Alackofstandardizedframeworks,scalableassessmenttoolsandclearpathwaysforrecognitioncontinuestolimittheir

visibilityandvalue.Thispaperrespondstothosegapsbyexaminingthesupplyanddemandof

human-centricskillsandprovidingguidancefor

businesses,educatorsandpolicy-makersonhowtodevelop,assessandcredentialthemeffectively.

Evolvinglandscapeofhuman-centricskills

Demandforcreativity,resilienceandcollaborationisrising,butinconsistenttrainingandassessmentleaveglobalskillgapsunresolved.

Whatarehuman-centricskills?

Human-centricskills–oftenreferredtoas“21st

century”,“durable”or“soft”skills–areuniquely

humancapabilitiesthatpromoteadaptability,

innovationandmeaningfulinteractionindynamic

andoftenuncertainenvironments.Theyencompasscreativeandproblem-solvingskillssuchas

critical,analyticalandsystemsthinking,aswellasmathematicalreasoning,tohelpaddresscomplexchallengesandgeneratenewideas.Alsoincludedaremotivationandself-awarenessresilience,

flexibilityandagility,essentialemotionalintelligenceskillsthatenableindividualstomanageoneself,

navigateinterpersonalrelationshipsandsustain

theirwell-being.Equallyimportantarecapacitiesforlifelonglearningandgrowth,reflectedinskillssuch

ascuriosityandlifelonglearning,mentoringand

coaching,anddependabilityandattentiontodetail,whichenableadaptabilityandhelpingothersto

develop.Finally,collaborationandcommunication,groundedinempathyandactivelistening,

leadershipsocialinfluenceandspeaking,writingandlanguages,arecriticalforteamwork,inclusionandleadingwithimpact.

Whilethispaperfocusesonthesehigher-order

skills,foundationalskillssuchasliteracy,numeracyanddigitalfluencyremainthebuildingblocksfor

communication,learningandacquisitionofmorecomplexcompetencies.

underscorestheurgency:by2030,nearlysixin10workerswillneedsomeformoftraining.WhiledigitalfluencyinAI,bigdataandtechnologicalliteracyis

growinginimportance,employersconsistentlyplacethehighestvalueonhuman-centricskillsastherealdifferentiatorsintheneweconomy.

Thetalentpipeline:gapsin

human-centricskillsamongyouth

Whileeducationsystemshavestartedtoplace

arenewedemphasisonhuman-centricskills,

progresshasbeenuneven.Manycountriesidentifytheseskillsaspolicypriorities,buttheyarerarelyembeddedincurriculaandorsystematically

trackedovertime.Astudyof152countriesfoundcommunication,creativity,criticalthinkingand

problemsolvingtobethemostfrequentlycited

skillsinnationalpolicydocuments.1However,even

whentheseappearoneducationagendas,clear

pedagogicalandassessmentguidanceislimited.2Terminologyandframeworkstodescribetheseskillsalsovarysignificantly,assystemstailorskillprioritiestoculturalcontextsandvalues3

Employersalsoseegapsinhoweducationsystemsdevelophuman-centricskills.TheForum’sExecutiveOpinionSurvey2025showsthatwhilenearly

sixin10executivesgloballybelieveprimaryand

secondaryeducationsystemsnurturetheability

toworkwithothers,fewerthanhalfseecreativity,curiosityorresilienceaswell-developed.Regionalpatternsdiffer.Mostregionsidentifycollaboration

(forexampleworkingwithothers)asthestrongesteducationaloutcome,butEasternAsiaandLatin

AmericaandtheCaribbeanarethemostoptimistic.

Sub-SaharanAfricahasabove-averageratingsfor

resilience,creativity,curiosity,lifelonglearningand

workingwithothers–suggestingconfidenceinits

abilitytopreparestudentstonavigatechangeand

workcollaboratively.Bycontrast,NorthernAmerica,CentralAsiaandOceaniarankcreativityandproblemsolvinghighest,collaborationlowest(Figure2).

Teacherpreparednessremainsabottleneck.The

OECDs(OrganisationforEconomicCo-operationandDevelopment)SurveyonSocialandEmotionalSkills(SSES2023)foundthat30%ofteachersof

15-year-oldshadnotraininginincorporatingsocialandemotionalskillsintotheirclassroompractices,and40%lackedtrainingtomonitortheseskills

regularly.4Manyteachersparticularlyinsecondaryeducationfeellesscapablefosteringsocialand

emotionalskillsthanotherteachingtasks.Althoughstructuredpracticessuchasexplicitteaching,

guidedreflectionandpeer-to-peerlearningare

proventoenhancestudentwell-being,motivation,trustandacademicoutcomes,theirintegrationintocurricularemainsinconsistent.5

Despiteconsiderableprogressinelevatinghumanskillsasequalinimportancetoknowledge

acquisition,robustevaluationoftheseskillsisstillinitsinfancy.TheProgrammeforInternational

StudentAssessment(PISA)2022creativethinkingassessmentin66countriesfoundthatonlyhalf

ofstudentsinOECDcountriescouldgenerate

originalideasinfamiliarcontexts,andinover20countries,moststudentsdidnotreachabaselinelevelofcreativeproficiency.Resultsalsorevealeddivides:studentsfromhighersocioeconomic

backgroundsconsistentlyperformedbetter,

andgirlsoutperformedboys.Policy-makers

citedovercrowdedcurricula,limitedassessmentpracticesandinsufficientteachertrainingaskeyobstaclestoembeddingcreativityineducation.6

PISA2022alsooffersinsightsintolearning

strategiesandlifelonglearningattitudes.Fewerthanhalfofstudentsfrequentlyaskclarifying

questionswhentheydonotunderstand

lessons,andonly44%reportcarefullyreviewing

homework,behavioursstronglylinkedtoacademicperformanceandmetacognitivegrowth.7These

self-monitoringandpersistencehabitscentral

toself-directedlearningarestronglylinkedto

laterengagementinadulteducation,asshownbyProgrammefortheInternationalAssessmentof

AdultCompetencies(PIAAC)data,whichfoundthatadultswithstrongerintrinsicmotivationaremore

likelytopursuelifelonglearning.8

Additionally,attitudessuchasopen-mindednessandgrowthmindsetremainuneven.Justover

halfofstudentssurveyedbelievedtherewasonlyonecorrectpositioninadisagreement,reflectinglimitsinperspective-takingandcriticalthinking.

Conversely,studentswithstrongerpersistence,self-efficacyandgrowthmindsetswerefarmorelikelytoadoptproactivelearningstrategies,suchasconnectingnewmaterialtopriorknowledgeorengagingingroupdiscussions.9

SSES2023dataalsorevealssocioeconomic

dividesinsocio-emotionalskills,withdisadvantagedstudentsshowinglowerlevelsofcreativity,

tolerance,assertiveness,curiosity,sociabilityandempathy,reflectingunevenaccesstolearning

opportunitiesinandoutofschool.Further,

girlstendtohavehigherlevelsofempathyand

tolerance,whileboysreportstrongersociabilityandself-controldue,perhapstoculturalexpectationsaroundgenderroles,whichshapetheimportanceassignedtodifferentskills.

Figure3illustratesemployersdemandfor

human-centricskills.Analyticalandsystems

thinking,creativity,resilience,motivationandself-awareness,aswellascuriosityandlifelonglearningarenotonlycoretoday,butwillremaincritical

overthenextfiveyears.Bycontrast,skillssuchasdependabilityandattentiontodetail;teachingandmentoring;multilingualism;andreading,

writingandmathematicsareexpectedtoplateau,increasinglyviewedasassumedorsupportedbytechnology.Reading,writingandmathematics

arefoundationalorassumedskillsthatunderpinlearningandprofessionaldevelopment,andthusperhapswhytheyarelessprioritized.Similarly,teachingandmentoringarecriticalfactors,eveniflessemphasizedbyglobalemployers.
