ThiscodeispreparedbyChinaGuohuaEnergyInvestmentCo.,LtdinconsultationwithassociatedactivitiesinaccordancewiththerequirementsofDocumentJB〔2010〕No.43issuedbytheMinistryofConstruction(MOC)-"NoticeonPrintingtheDevelopmentandRevisionPlanofNationalEngineeringConstructionStandardsin2010".
Inpreparingthisstandard,thedraftingworkgroupmadeextensivesurveysandanalysis,heldseveralsubject-focusedseminarsanddrewonpracticesinthefieldofacceptanceofphotovoltaicpowerprojectsinrecentyearsinChina,andthenonthisbasistooknationwideinputsfrominterestedpartiesbymultiplemeansofcommunication,andorganizeddiscussionsandstudyonmajorissues,andfinalizedthepresentversionaftersubmittingforreviewandapproval.
Thisspecificationcomprisesofsevenchaptersandsixappendices,coverstechnicallygeneralprovisions,terms,basicrequirements,acceptanceofUnitProject,acceptanceforProjectstart-up,acceptanceforcommissioningandtransfertoproduction,andfinalacceptance.
ThisspecificationisunderjurisdictionofTheMinistryofHousingandUrban-RuralDevelopmentofChinaismaintainedbyChinaElectricityCouncilandinterpretedtechnicallybyChinaGuohuaEnergyInvestmentCo.,Ltd.Interestedpartiesarekindlyrequestedtomailrecommendationsconcerningthe

1GeneralProvisions
1.0.1Thiscodeisformulatedtoassurethequalityofandprovideguidanceandnormsfortheacceptanceofphotovoltaicpowerprojects.
1.0.2Thiscodeisapplicabletotheacceptanceofnew,modifiedandexpandedgroundahdrooftopphotovoltaicpowerprojectsconnectedtopowergridwithanratedvoltageof380Vorabove,itisnotapplicabletoBIPV(BuildingIntegratedPhotovoltaic)andhouseholdPVprojects.
1.0.3PhotovoltaicpowerprojectsshallbesubjectedtocomprehensiveacceptancecheckthatisdividedintofourstagesincludingUnitProject,projectStart-up,CommissioningandTransfertoProduction,andprojectcompletion.
1.0.4Appropriateacceptanceorganizationshallbeestablishedasperrequirementforeachstageacceptance,andaleadingunitshallbedeterminedforsuchanorganization.
1.0.5Besidesthiscode,theacceptanceofphotovoltaicpowerprojectsshallcomplywithothercurrentnationalstandards.

2Terms
2.0.1Photovoltaicpowerproject
Photovoltaic(PV)powerprojectisphysicalengineeringthatconvertssolarenergyintoelectricityusingPVmodulesandiselectricallyconnectedtopublicpowergrids.APVpowerprojectconsistsofPVmodules,inverters,electriclines,monitoring/controlsystem,andbuildings(structures).
2.0.2Photovoltaicpowerstation
APVpowerstationisapowerplantthatconvertssolarenergyintoelectricitythroughPVmodulesandsupplieselectricpowertopublicpowergridsatthecommandofgriddispatchingdepartment.ItconsistsofprimaryequipmentsuchasPVmodules,inverters,electriclines,switches,transformersandreactivepowercompensationdevices,andsecondaryequipmentsuchasrelayprotection,in-stationmonitoring/controldispatchingautomationandcommunications.
2.0.3Photovoltaicpowerunit
InaPVpowerstation,acertainnumberofPVmodulestringsareconnectedtoacombinerbox,fromwhichpowerisinvertedbyaninverterandthen,boostedbyanisolatedstep-uptransformertotherequiredfrequencyandvoltageofthegrid.ThesecollectivePVstringsarecalledaPVpowerunit.
2.0.4Qualityofappearance
Theexteriorqualityofaprojectdeterminedthroughobservationsandnecessarymeasurements.
2.0.5Planting
Plantingoftrees,flowers,lawn,vegetation,etc.
2.0.6Securityandprotection
Anengineeringthatisimplementedbycomprehensiveuseofsecurityandpreventiontechnologiesandothertechnologiestoestablishasystemwithfunctionsofanti-intrusion,anti-theft,anti-damage,anti-robbingandexplosion-proof(ortheircombination)forthepurposeofensuringpowerstationsecurityandpreventingmajoraccidents.

3BasicRequirements
3.0.1Projectacceptanceshallbebasedonthefollowing:
1Currentapplicablenationallaws,regulations,rules,andtechnicalstandards.
2Provisionsofauthoritiesconcerned.
3Projectapprovaldocumentsandapprovedadjustedestimates.
4Approveddesigndocuments,constructiondrawings,andrelateddocumentsofengineeringchanges.
3.0.2Projectacceptanceitemsshallincludebutnotlimitedto:
1Checkwhethertheworksareconstructedtotheapproveddesign.
2Checkthequality-relateddocumentationofcompletedworksincludingdatacollection,sorting,filingintheprocessofdesign,construction,equipmentmanufacturingandinstallation.
3Checksafetymanagementinconstruction.
4Checkifthenecessaryconditionsareavailableforputtingintooperationorproceedingtothenextstage.
5Checkprojectinvestmentcontrolandtheusagesofthefunds.
6Presentsolutionstoremainingproblemsidentifiedinacceptance.
7Makeassessmentofandconclusionsonproject.
3.0.3Theconclusiononacceptanceshallbesubmittedtoacceptancecommittee(workgroup)forreviewandapproval.
3.0.4Acceptanceshallbedulyorganizedwhenconditionsforprojectacceptancearesatisfied.Worksthatarenotsubjectedtoorfailacceptanceshallnotbehandedoverforproductionorproceedtofollow-upconstruction.Acceptanceworkshallbeinterconnectedwithoutoverlap.
3.0.5TheresponsibilityforacceptanceofUnitProject,Start-up,CommissioningandTransfertoProduction,andFinalAcceptanceiswithanacceptanceteamorcommitteerespectivelyestablishedforsuchpurpose.
3.0.6Theacceptancedatashallbecollectedandsortedoutanddulysubmittedasperrequirementsbyconstructionunitsconcernedwhichshallcheckthecompletenessandformatofsubmitteddada.
3.0.7Acceptancedocumentsareclassifiedintosubmittedfilesandilesforfuturereference.Theorganizationsconcernedshallguaranteeandaccountforauthenticityofthesubmittals.RefertoAppendixAandAppendixBtothisstandardforlistofacceptancedocuments.
3.0.8Responsibilitiesofthepartiesinvolvedinprojectacceptancearedefinedasfollows:
1TheOwnershall:
1)Organizeandco-ordinateacceptanceworkateachstageandtakechargeofmanagerialworkinprocessofacceptance.
2)Takepartincheckandco-ordinationofspecializedteamsateachstage.
3)Coordinatetoresolveproblemsarisingfromexecutionofthecontractduringacceptance.
4)Provideasummaryreportonprojectconstruction.

5)Providereportsforcompletionacceptanceconcerningprojectcompletion,executionoftheestimates,projectsettlement,andimplementationoftheplansforsoilandwaterconservationandenvironmentalprotection.
6)Workwithrelatedorganizationstodofinalsettlementandaudit.
2Thesurveyoranddesignershall:
1)Verifyconstructionrecordsconcerningcivilandfoundationworks.
2)Solvetechnicalproblemsindesignandmakenecessarychangestothedesign.
3)Beresponsiblefortheprojectdesignconceptandqualityandpresentafinalreport'onprojectdesignforthepurposeofacceptance.
3TheContractorshall:
1)Provideacompletesetofconstructionrecords,testrecords,andaconstructionsummary.
2)Collectandprovideacompletesetofequipmentpackingdocumentsanddrawings.
3)Participateintheacceptanceateachstageandundertaketocorrectdefects.
4)Co-operatewiththeOwnerinjobsconcerningsitesafety,firefighting,guarding,andmaintenanceandrepairbeforeacceptanceofUnitProject,forstart-up,commissioningandtransfertoproduction.
5)Submitthecompletiondocumentsandhandoverspareparts,specialtools,andinstrumentsasrequiredbytheconstructionmanagingorganization.
4Thecommissioningorganizationshall:
1)Prepareacommissioningprogramandastart-upplan.
2)Comprehensivelycheckthesystemconditionsbeforecommissioningandassurethesafetymeasuresmeettherequirementsinthecommissioningplan.
3)Providetechnicalanalysisofproblemsfoundduringcommissioningandsolutions.
4)Submitacompletesetofrecordofequipmentcommissioning,commissioningreportandsummary,andconfirmwhetherstart-upcanbeperformed.
5Thesupervisingorganizationshall:
1)OrganizeacceptanceoftheitemprojectsandthePartProjects.
2)Evaluateprojectqualityaccordingtothedesignandrelatedacceptancespecifications.
3)Superviseandmanagethequality,safety,andprogressofprojectstart-up.
4)Participateindiscussionsonstart-upcommissioningprogram,measures,planandprocedures,andinacceptanceandsigningofprojectstart-upcommissioning.
5)Checkandconfirmwhetherconditionsforstart-uparemet,andurgetheContractorstocompleteallthejobsnecessaryforstart-up.
6TheOperatorshall:
1)ParticipateinacceptanceonStart-up,CommissioningandTransfertoProduction,andcompletion.
2)Participateinthepreparationofacceptanceprogramandacceptancesigningoff.
3)Participateinthereviewofthestat-upcommissioningplan.
4)Printrulesandregulations,systemcharts,recordtablesforproductionandoperation.
5)Preparesparepartsandsafetyappliance.
6)Checktheequipmentinoperationhavedesignationsandnumbersfordispatchingand

completeandcorrectmarkings,andsubmitanapplicationforthecommissioningofnewequipmenttothedispatchingdepartment.
7Theequipmentmanufacturersshall:
1)Providetechnicalsupportandinstructions.
2)Dulyremovemanufacturedefectsandsolveproblemsintheircharge.

4AcceptanceofUnitProject
4.1GeneralRequirements
4.1.1UnitProjectisclassifiedintofivemajorcategories:civilworks,installation,planting,securityandprotection,andfirepreventionandprotection.
4.1.2EachUnitProjectconsistsofseveralPartProjects.AcceptanceofUnitProjectshallbeorganizedbytheOwnerafterthePartProjectsarequalifiedthroughacceptance,
4.1.3PartProjectconsistsofseveralItemProjects.AcceptanceofPartProjectsshallbeorganizedbythechiefsupervisoryengineeraftertheItemProjectsarequalifiedthroughacceptance.
4.1.4AcceptanceofItemProjectsshallbeorganizedbythesupervisingengineerafterContractorhasqualifieditselfthroughcheckandevaluation.
4.1.5AcceptanceofUnitProjectshallmeetthefollowingrequirements:
1Qualitycontroldocumentationiscomplete.
2ThecheckdataonsafetyandfunctionalityofPartProjectsofaUnitProjectarecomplete.
3Spotcheckresultsofmajorfunctionsshallcomplywithappropriatetechnicalrequirements.
4Appearancequalitymeetstheacceptancerequirements.
4.1.6CompositionandmainresponsibilitiesoflUnitProjectacceptanceteam:
1TheUnitProjectacceptanceteamisestablishedbytheOwnerandcomposedofchiefsfrominterestedpartiesincludingtheQwner,thedesigningorganization,thesupervisor,theContractor(s),andthecommissioningorganization,andspecializedtechnicalpersonnel.
2TheUnitProjectacceptanceteamshall:
1)CommandandcoordinateinspectionsandacceptanceofPartProjects,ItemProjects,allstagesofconstructionandinstallationinallspecialties.
2)DulyorganizeorganizationsconcernedandspecializedpersonneltoformacceptanceteamsforPartProjectsandItemProjectsaccordingtotheworkprogress.
3)ListentotheoralreportpresentedbyContractorsonprojectconstructionandqualityevaluation.
4)Putforwardproposalsfordefectsfoundduringinspectionsandoverseeconcernedorganizationstocorrectthedefectswithinagiventimelimit.
5)ProvideoverallassessmentofUnitProject,andsign"LetterofAcceptanceofUnitProject"RefertoAppendixC.
4.1.7UponcompletionofUnitProject,theContractorshalldulyapplytotheOwnerforacceptance.TheUnitProjectacceptanceteamshalldulyestablishspecializedacceptanceteamstoperformacceptance.
4.1.8AcceptanceofUnitProjectshall:
1CheckwhethertheUnitProjectcomplieswiththeapproveddesigndrawings,designchangenotice(s)andtechnicalrequirementsforconstruction.
2Checkconstructionrecordsandmaterialcertificatesandinspectionreports.
3Checkinspectionrecordsandreportsfromthesupervisorofmajorprocessesandconcealed

4ChecktheappearanceandoverallqualityoftheUnitProjectagainsttheacceptancerequirements.
5Providesolutionstoproblemsfoundduringtheinspection.
6QualityevaluationoftheUnitProject.
7Sign"LetterofAcceptanceofUnitProject".
4.1.9AcceptanceofPartProjectsshallmeetthefollowingrequirement:
1Documentsrelatingtoqualitycontrolarecomplete.
2InspectionresultsandsamplesofthesafetyandfunctionsoftheItemProjectsunderthePartProjectsshallmeetrelatedrequirements.
3Appearancequalitymeetsrequirements.
4.2CivilWorks
4.2.1AcceptanceofcivilworksincludesthatofPartProjectssuchassupportfoundationofPVmodules,fieldandundergroundfacilities,andstructures.
4.2.2Constructionrecords,acceptancedocumentsofconcealedworks,documentsofqualitycontrol,andrecordsofselfinspectionandacceptanceshallbecomplete.
4.2.3ThesupportfoundationofPVmodulesshallmeetthefollowingrequirements:
1Single(strip)concretefoundationshallcomplywiththecurrentnationalstandardCodeforAcceptanceofConstructionalQualityofConcreteStructuresGB50204.
2PilefoundationshallcomplywiththecurrentnationalstandardCodeforAcceptanceofConstructionQualityofBuildingFoundationGB50202.
3Exposedbuilt-inmetalparts(built-inbolts)shallbeprotectedagainstcorrosion.
4Theseatforroofsupport'shallbeconstructedinsuchawayasnottocausedamagetothemainstructureofthebuildingandthewaterprooffunctionoftheroof.Theseatshallbefirmlyandreliablyconnectedtothebearingstructuresofthebuilding.
5Tolerancesofaxislines,elevation,crosssectionandverticalityofthesupportfoundationandtolerancesofthesizesofbuilt-inbolts(parts)shallcomplywiththecurrentnationalstandardCodeforConstructionofPVPowerStationGB50794.
4.2.4Fieldandundergroundfacilitiesshallmeetthefollowingrequirements:
1Thesitelevelingshallmeettherequirementinthedesign.
2Roadsshallmeetthedesignrequirements.
3Cabletrenchshallmeetthedesignrequirements.Thetrenchshallbefreeofforeignmaterials,andshallbeequippedwithcompletecoversandsealinganddrainagefacilities.
4Watersupplyanddrainagefacilitiesshallmeetthedesignrequirements.
4.2.5AcceptanceofItemProjectssuchasinverterroom,switchroom,complex,masterbuilding,step-upsubstation,fence/wallofthebuildings(structures)shallcomplywiththecurrentnationalstandardsUnifiedStandardforConstructionalQualityAcceptanceofBuildingEngineeringGB50300,andCodeforAcceptanceofConstructionQualityofSteelStructuresGB50205,aswellasrelevantdesignrequirements.

4.3Installation
4.3.1AcceptanceofinstallationincludesuchPartProjectsassupports,PVmodules,combinerbox,inverter,electricalequipment,lightningprotectionandgrounding,electriclinesandcables.
4.3.2Completeproductmanuals,testrecords,certificates,installationdrawings,sparepartsandspecialtoolsandrelatedlists.
4.3.3Completedocumentssuchasrecordsandreportofequipmentsampling,installationandstart-up,signedrecordsofkeyproceduresduringconstruction,andrecordsofqualitycontrolandselfinspectionandacceptance.
4.3.4Installationofsupportsshallmeetthefollowingrequirements:
1Installationoffixedsupportsshallmeetthefollowingrequirements:
1)InstallationoffixedsupportsshallcomplywiththecurrentnationalstandardCodeforAcceptanceofConstructionQualityofSteelStructuresGB50205.
2)Forsupportsusingfasteners,thefasteningportionsofshallbefirmandsoundwithspringwasherbeingpressedflat.
3)Supportsshallbeerectedtothevertieality,levelness,andangletolerancespecifiedinthecurrentnationalstandardCodeforConstructionofPVPowerStationGB50794.
4)TolerancesfortheinstallationoffixedsupportsshallcomplywiththecurrentnationalstandardCodeforConstructionofPVPowerStationGB50794.
5)Manuallyadjustablesupportsshallhavetheelevationangleadjustmenttothedesignrequirements.
6)Corrosionprotectionoffixedsupportsshallmeetthedesignrequirements.
7)SupportsofmetalstructuresshallbereliablyconnectedtothegroundingsystemofPVarrays.
2Installationoftrackingsupportsshallmeetthefollowingrequirements:

5)DifferenceintheheightofPVmodulesshallcomplywiththecurrentnationalstandardCodeforConstructionofPVPowerStationGB50794.
