010000-GENERALDESIGNREQUIREMENTS

I.DESIGN

A.MaterialscontainedintheFairfaxCountyGuidelinesforArchitectandEngineers(Guidelines)areprovidedforinformationandguidancetopreferredpractices,andshallnotbeconstruedaswaivingorgrantingexceptionstoanyelementoffederal,stateorlocalbuildingcodes,ordinances,andregulatoryrequirementsas

applicabletothespecificproject.AnyconflictbetweentheseGuidelinesandthegoverninglocal,state,orfederalcodesshallbebroughttotheimmediateattentionoftheBuildingDesign&ConstructionDivision(BDCD),FairfaxCounty

DepartmentofPublicWorksandEnvironmentalServices(DPWES).

B.TheArchitect/Engineer(A/E)isresponsibletoassurethatthemostcurrent

versionofreferenceddesignstandardsintheGuidelinesisusedfortheproject.TheOwnerdoesnotguaranteethatExhibitsandAppendicesarethemostcurrentversions.

C.AnyvariancefromtheseGuidelinesmustbesubmittedinwritingtotheBDCDProjectManagerpriorto100%designsubmission.

D.TheprojectplansandspecificationsshallreflecttheinformationandrequirementsoftheseGuidelinesasapplicabletoeachprojectandshallprovidethefollowinginformation:

1.FairfaxCountyprojectnumber,contractnumber,qualitycontrolsignoffblock,andbidauthorizationsignatureblockonthecoversheetforallplanreviewsubmittalphases(seeExhibit010000-A).

2.Buildingaddressandkeymap.

3.Sitearea(acres)andbuildingsquarefootage.

4.Soilboringlogsandlocations.

5.U-valuesforwalls,roof/ceiling,doorandwindow.

6.Designroofandfloorloads,soilbearingvalueandstructuralmaterialstrengths.

7.Doors,windows,finishschedules;lightingfixture,equipmentandsignageschedules.

8.Siteplandrawingsshallbeatacommonscaleandbeorientedthesamedirectiononallsheets.

9.BuildingPlansforalldisciplinesshallbeatacommonscaleandorientedthesamedirectionandincludeatrueNortharrowonallsheets.

10.Thestandardindustryconventionforreferencingnoteanddetailsshallbeusedontheconstructiondocuments.

E.TheA/EshallcompleteaQualityControl(QC)sign-offblockonthecoversheetforplansubmittals.TheQCblockshallincludethenumberofQChoursspentby

discipline.TheQCblockistobeincludedonthecoversheetforallsubmittalsexceptforthebidsetandthepermitsetandconformingsetifissued.

F.Thecoversheetofthebidsetdrawingsandthecoversheetofthebidsetspecificationsshallbesealed,originalsignedanddatedbyanArchitectorEngineerregisteredintheStateofVirginia.

G.DrawingStandards

1.Allcivil,architectural,structural,electrical,mechanical,andplumbingfloorplans(includingreflectedceilingplans),asaminimum,shallbeprepared

usingthemostcurrentversionofAutoCAD(CAD)toassureimproved

functionalitywhenusingaBuildingInformationModeling(BIM)program.

2.UseofBIMandRevitprogramisacceptablebutnotrequiredatthistime.

WhenusingBIM,theA/EshallcoordinatewiththeBDCDProjectManagerforadvanceapprovalifaprogramotherthanRevitwillbeused.

3.QualityControlofplansshallincludeoverlayingCADfloorplanstocheckforconflicts.AutoCADlayeringconventionshallconformtoAIAand

AutoDeskstandards.

4.AutoCADdrawingsshallbeformattedasfollows:

a.ZoomedtoExtents

b.UCSsettoWorld

c.Freeofallextraneouslinesorentities

d.Purgedofallunusedlayersandblocks

e.Linesandpolylinesshallnotbeduplicatedorcontainunnecessaryverticals

f.X-refsattachedat0,0,0

g.Allentitiesplacedontheircorrect/standardlayer,withnoentitiesonlayer0.

h.UnitssettoArchitecturalfeetandinches.

i.Allentitiesdrawnwithcolorandlinetypebylayer

5.RevitFilesshallbeformattedwhensubmittingaBIMModel:

a.Ensureallfilesfromdifferentdisciplinesareonthesamecoordinate.

b.Ensureworkfromdifferentdisciplinesarelinkedinandnotimportedin.

c.UnitssettoArchitecturalfeetandinches.

d.Purgeallunusedfamilies.

e.Deletealldesignoptions.

6.A/EshallincludeCounty’sGeneralNotes,sheets1and2onallprojectswithsitework.RequestACADversionfromBDCDProjectManager.

7.A/EshallincorporateCounty’sADAStandardDetailsdrawingsheetonallprojectsasapplicableaspartoftheconstructiondocumentsetonA/E’s

standarddrawingborder,andthissheetshallbesignedandsealed.ThissheetdoesnotrepresenttheentirelyofthecurrentADAStandard,andadditionalprojectspecificADAinformationmayhavetobeprovided.AnyrevisionstothesefurnisheddetailsshallbeapprovedbytheBDCDProjectManager.

RequestACADversionfromBDCDProjectManager.

H.SpecificationsshallfollowCSI,50-divisionformat;andbespecificregardingthecodestobemet.Sectionsofspecificationsthatareperformancebasedmustbe

clearlyidentifiedassuch.Ownermustapproveuseofperformancespecifications.

I.Projectspecificationsshallrequirethatoperationsandmaintenance(O+M)

manualsincludeacompletepaintschedulefortheentirebuilding;manufacturerandcolorinformationforplasticlaminates,floortiles,stainsandvarnishes,

ceilingtiles,ceramictiles;andallhardwaremodelnumbers.Brandnamesandspecificinformationrequiredforfutureorderingfrommanufacturermustbe

provided.TheserequirementsaretobecoordinatedwithCountyGeneral

ConditionsandDivision010000SpecificationsforO+Mmanualsandas-builtdocuments.TheContractormustberequiredtoprovideas-builtinformationtomeettheserequirements.

J.TheA/EshallcoordinatewiththeBDCDProjectManagerforallowancestobe

includedinthespecificationsGeneralConditions,toincludeitemsandwork

scoperequiredforunforeseenconditions.Theallowanceitems,quantitiesandtheassociatedcostsaresubjecttoOwner’sverificationandapproval.Thecommonallowancesmayincludethefollowing:

.Additionalsignage

.Contaminatedsoilremoval

.Partnering

.Aggregatematerial(VDOT21Aor21B)

K.RequirementsoftheseGuidelinesmustbecoordinatedwiththeCounty'sFireStationDesignManual,PoliceStationDesignManualandtheLibraryDesign

Manualforapplicableprojects.AllconflictsshallbebroughttotheattentionoftheBDCDProjectManagerforresolution.

L.TheA/Eisresponsibleforsubmittingandtrackingprojectplansthroughthe

Countybuildingandsiteplanreviewprocess;LandDevelopmentServices(LDS),inatimelyanddiligentmanner,andformakingallrequiredcorrections,inserts,re-submissions,etc.DesignersshallfollowthelatesteditionoftheEngineers&SurveyorsInstitute(ESI)SitePlanPeerReviewchecklistinthepreparationofsiteplans.

M.TheA/EmustcarefullyreviewtheCounty’sSpecialConditionsSectionsAthruEandDivision1-GeneralRequirementsandcoordinatealldesignspecifications

withtheseCountyrequirements.Anyconflictsorproposedmodifications

impactingstandardCountyspecificationsshallbebroughttotheattentionoftheBDCDProjectManager.

N.AllapplicablerequirementsoftheFairfaxCountySpecialInspectionsProgrammustbereflectedintheprojectspecifications.Thestructuralengineermust

complywithallrequirementsoftheSpecialInspectionsProgramincludingstampingshopdrawingsasreviewedorapproved,asrequired.

O.ForbuildingsthatareclassifiedascriticalstructuresundertheFairfaxCounty

SpecialInspectionsProgram

/landdevelopment/special-inspections-program

,theA/Ewillhireatestingagencyasasub-consultantontheirprimecontractto

performallcriticalstructurerequiredinspectionsinthebuilding.TheContractorshallstillberesponsibleforallrequiredtestingandinspectionsnotfallingundertheCounty’sSpecialInspectionProgram.Ifthebuildingisnotclassifiedasa

criticalstructure,theContractorshallhaveallrequiredinspectionsperformedinthebuilding.Theprojectspecificationsmustreflecttheseinspectionandtestingrequirementsforthecontractor.

P.TheA/EshallcoordinatewiththeOwnertodetermineifthefacilityorany

portionsofthefacilityaretobedesignatedasan“EssentialFacility”asdefinedinIBC1604.5asRiskCategoryIV,andincorporaterequirementsforsuchfacilitiesintotheprojectplansandspecifications.

Q.Fornon-essentialfacilities,AEshallreviewwiththeProjectManagerifanemergencygeneratororahook-upforarollupgeneratorisrequired.

R.Inbuildingswithfixedshelvingandstacks,suchshelvingandstackfloorareas,shallbedeductedfromthenetsquarefootfloorareacalculations,asapprovedbycode.

S.FairfaxCountyOfficeSpaceStandards

TheFairfaxCountyOfficeSpaceStandardsweredevelopedasaspaceplanningtoolfortheallocationofspacewithintheGovernmentCenterComplex.The

"Style"categories"A","B",and"C"representprivate(drywall)offices.

Categories"E"through"G"aresystemsfurnitureworkstations.Squarefootage

figuresareintendedforplanningpurposes.Actualsizesofofficesorworkstationsmayvaryduetothebuildingfloorplate,columnplacement,orstandard

workstationcomponentdimensions.

T.PublicArt

TheOwnermaydesireorrequirePublicArtfortheprojectandwilltaketheleadtogenerateaCallforArtsduringtheprojectdesignorconstruction.

ThePublicArt,thoughgenerallylocatedoutside,maybeinaninteriorlocationinwhichcasetheA/Eshallcoordinatethelocation,lighting,displayrequirementsorotherlogistics.Whenlocatedoutside,PublicArtshallbevisuallyandphysicallyaccessibletothepublic.Thesitelocation,andconstructioninformation,

includingfoundationthatmaybenecessary,ifavailable,shallbeincludedinthepermitdocuments.Alternatively,aseparatepermitcanbeobtainedifdetailsofthePublicArtarenotavailablehowever,thesiteplanmusttakeintoaccountaproposedlocationandcoordinatewithutilities,landscaping,lightingandothersitefeaturestoavoidconflictsforthefuturePublicArtinstallation.

U.PracticesforCommercialTrashandRecyclablesHandling

1.RefertoFairfaxCountyPublicFacilitiesManual(PFM)Section10-0300forSolidWasteandRecyclingsystemrequirements,andPFMPlate28-10forsitelayoutrequirementsforatwodumpstertrashandrecyclingcontainersarea.

AnyvariationsfromtheserequirementsshallbecoordinatedwiththeBDCDProjectManagerandDPWESDivisionofSolidWasteCollectionand

Recycling.

2.CollectioncontainersdescribedbySection109.1-5-6oftheCodeoftheCountyofFairfaxshallnotobstructaccesstosanitarysewermanholes.A

clearzoneisrequiredforadistanceof3feetaroundtherimofanysanitarysewermanholecovertoprovideaccesstothesanitarylineintheeventofanemergencyandanareaforerectionofequipmentforsafeentryintothe

manhole.

3.Therecyclingcollectionsystemwithinthebuildingshallincludecentral

collectioncontainersforofficepaperincopier/printerroomsandothermajorgenerationareas.

4.Ifrecyclingcartsareemptieddirectlyintoadumpsterorcompactor,the

receivingequipmentshallbeclearlymarkedtoidentifyitasarecyclingunit;“RecyclablePaperandCardboardOnly,NoTrash”.

5.Recyclingcontainersshallbedifferentandreadilydistinguishedfromthoseusedforrefuse.

6.Trashandrecyclingroomsshallmeetcurrentcoderequirementsforseparationfromtherestofthebuildingorprotectedbyautomaticsprinklers.

7.FairfaxCountyplacespurplebinsatvariousparkinglotlocationsthroughoutthecountyforthepublictodisposeofglassbottlesforrecycling.CoordinatewiththeBDCDProjectManagertodetermineifthiswillberequiredfortheprojectandobtaindetailsifneeded.

V.SpecificationsshallrequirethattheContractorprovidewritten,biweeklyupdatestotheOwner/Architectdetailingthestatusofalltradeinspectionsincluding

building,mechanical,electrical,plumbing,FireMarshal,andHealthDepartment,asapplicable.Contractor’swrittenupdatesshallspecificallyidentifyallitemsofwork,whichhavebeenrejectedorotherwisenotapprovedbyinspectors.

W.Specificationsshallrequirecontractortosubmitdetailedcoordinationdrawingsforallcentralmechanical,electricalandequipmentroomsorareasofcongestiontoconfirmthatallequipmentwillfitwiththerequiredclearances.TradestobeincludedbutnotlimitedtoshallbeMechanical,FireProtection,Electrical,

PlumbingandTelecom.A/EshallmakeCADfilesavailabletocontractorforrequiredcoordinationdrawings.

X.AllprojectsshallcomplywiththecurrentversionofFairfaxCounty’sOperationalEnergyStrategy,whichisavailableontheCounty’swebsite.Requirementsfor

facilitieswithanoccupiedareagreaterthan10,000squarefeetincludebutarenotlimitedtothefollowing(refertothepolicyforcurrentrequirements).Projectsofsmallersizeshallstrivetomeetthesamerequirementswherepractical(review

withProjectManager).

a.Allnewconstructionandmajorrenovationsbeginningplanninganddesigninorafter2021meetNetZeroEnergy(NZE)standardsunlesstheBoardof

Supervisorsisadvisedpriortothe30%designphaseastowhytheprojectcannotmeettheNZEstandard.

b.TheminimumrequiredcertificationisLEED®Goldplus50%moreefficient(basedonenergyconsumption)thanbaseline.BaselineisASHRAE90.12016editionorasusedperlatestLEEDversion.

c.Whereappropriate,designforLEEDPlatinum.

d.Allnewfacilityconstructionandrenovationsshalluseelectricequipmentandappliances,unlessnoalternativecanbeidentified.

e.Fornewconstruction,designandbuildnet-zeroenergy(NZE)structuresthatincorporatebestpracticeenergy-efficientdesign,withuseofelectricity-basedspaceandwaterheating,andon-siterenewableelectricitygeneration.

f.Installsolarphotovoltaicsystemsatcountyfacilities,usingpowerpurchase

agreementsorcountycapitalfundsasappropriateforthesizeandsettingofeachsite.Directon-siteuseofrenewableenergysystemsisakeycomponentofnetzeroenergyconstruction.ReviewspecificprojectrequirementswiththeProjectManageratstartofSchematicDesign.

g.InstallnecessarycharginginfrastructuretosupportElectricVehicles(EV’s)andotheralternative-fueledvehiclesasdirectedbyCountyProjectManager.ItisnotrequiredtoincludeEVcharginginbuildingenergycalculationsfor

NetZero.IfEVChargingStationsareprovided,atleastonespaceshallbe

11’x20’andcompliantwiththerecommendationsprovidedbytheUSAccessBoard,includingbutnotlimitedtoproviding“AccessibleEVCharging-UseLast”signattheintendedparkingspot.BasisofDesignisChargePoint®

CP6000Series,PowerSelectsetat40-ampinputcurrent.Referto

ChargePoint’swebsitefordesignguide.Providesub-meteringasrequiredinsection260000Electrical.

Y.TheA/EshallincorporateallLEEDPrerequisiterequirementsandsubmitlistofproposedsystemsandmethodstoobtainenoughcreditstoachieverequired

LEEDstatustotheBDCDProjectManagerforreviewwiththeCounty’s

EnvironmentalandEnergyCoordinationCommittee.A/Eshallprepareand

submitaLCCAwhenthereareoptionstoachievepointsbystaticmeasures,suchasimprovedbuildingenvelopes,versuscomplexmechanicalequipmentor

systems.Maintenancecosts(referto230000–HVACfortableofcosts)shallbeincluded.TheA/Eshallclearlyidentifyallproductsinthespecificationsthat

containpost-industrialrecycledcontentmaterials,andallregionallymanufacturedmaterialsasdefinedbyUSGBCLEED®criteria.Selectionofproductstomeet

theseguidelinesshallbecoordinatedwiththeOwnerpriortofinalspecifications.Projectdrawingstoincludethecounty’sinfrastructurerequirementsfor

photovoltaicpanelinstallationaftersubstantialcompletion.Note:UsetheFairfaxCountyexteriorsmokingareapolicywhichisstricterthantheLEEDrequirement.FairfaxCountypolicystatesthefollowing:Ifanexteriorsmokingareaistobe

providedforaCountyfacility,Countypolicyrequiresthatitbelocated50feetfromallpublicandallaccessibleentrancesand15feetfromallotherentrances.

Z.Allsiteretainingwalls,freestandingmonumentalsitesigns,andbussheltersand

publicartmustbeidentifiedonthebuildingpermitapplication;otherwise,a

separatebuildingpermitisrequired.TheA/Eisresponsibletoobtainallpermits.Asapplicable,thepre-approvedbussheltermodelandplancontrolnumbermustbeshownonplans.Astatebuildingpermitisalsorequiredforallbusshelters

withanypartlocatedwithintheVDOTright-of-way.

AA.Wheresiteand/orrooftopmechanicalequipmentisunavoidableandvisibletothe

public,theA/Eisresponsibletoprovideappropriatescreeningintothedesignandshallclearlyrepresentaestheticimpactinallrenderings.

BB.TheA/Eshallverifyandobtainthemostcurrentversionofthe“CodeReference

PackageforArchitects,Engineers,DesignersandInstallers”fromtheFire

PreventionDivisionofTheFairfaxCountyFireandRescueDepartment(FRD),andallrequirementsoftheCodeReferencePackageshallbereflectedintheplansandspecifications.AcopyisavailablefromtheFirePreventionDivision’s

websiteat:

/fire-ems/fire-marshal/code-reference-packages

CC.Providestoragespaceidentifiedas

“FMDStorage”sizedtohouseatticstockforthebuilding.Ideally,locateFMDstoragespacewithinoradjacenttothe

mechanicalroom.

DD.AccessibleDesign

ThemostrecentADAAGrequirementsaretobeused.AdditionalitemsnotedinthissectionarebasedonlessonslearnedandpastpracticesincountyprojectsthattheA/Eisencouragedtomeettoprovideagreateraccessibilitybeyondthe

minimumADAAGrequirementsforthefacility.Inaddition,theA/Eshall

coordinatecloselywithDPWEStostrategizeanddetermineaplanforhowtomosteffectivelyallocatethe20%ADArequiredfundingcommitmentfor

renovationprojects.Thebuilding’sdesignshall:

AlldesignandconstructionshallcomplywiththemostcurrentAmericanswithDisabilitiesActAccessibilityGuidelines(ADAAG),asissuedbytheDepartmentofJusticeunderTitleIIRegulationsforscopingandtechnicalrequirements,and

themostcurrentICC/ANSI117.1,whicheverismorestringent.Accessible

designconceptsbasedonlessonslearnedreferencedwithinthisdocument,mustbecompliedwithasmaybeapplicablewitheachproject.

1.Provideforequalaccessandusebyeveryone.

2.Providefortheusabilityofthedesignfeaturesinmorethanoneprescribedway.

3.Makeiteasytounderstandthepurposeofeachdesignfeatureandhowtouseit.

4.Provideallessentialinformationinavarietyofmodes.

5.Eliminate,isolateorshieldanydesignfeaturethatcouldprovehazardousorinconvenienceanyuser.

6.Employdesignfeaturesthatrequirelittleornophysicalforcetousethem.

7.Provideanadequateamountofspaceinallprogramareasthatisappropriatelyarrangedtoenableanyonetousethem.

8.Provideseating,suchasbenches,seatwalls,etc.,alongpathoftravelforthosewhocannotstandorwalklongdistanceswithoutresting.
