Takingadiferentapproach,Singapore’sMonetaryAuthoritypublishedaconsultationpaperinNovember2025onitsProposedGuidelinesonAIRiskManagementforFinancialInstitutions.Theguidelines,whichfollowonfromtheMonetaryAuthority’sSeptember2025

Insuranceisanotherlegacysectorthathasbeenusingalgorithmstomakedeterminationsfordecadesand,likeinancialservices,isheavilyregulated.Indeed,theNationalAssociationofInsuranceCommissionersintheUnitedStatesissuedabulletinforredistributionbystate-levelregulatorsremindinginsuranceprovidersthatexistingregulationsstillapplywhenAIisusedininsuranceandcallingforthemtoimplementAISProgramstomitigatetherisksofAI.

SB53afectsfrontierdevelopersandlargefrontierdevelopers,andprovidesforanarrowerapproachwhere:

•Developersmustpublishtransparencyreportswhenlaunchingorsubstantiallymodifyingafrontiermodel.LargefrontierdevelopersmustfurtherdisclosecatastrophicriskassessmentsandcreateandpublishfrontierAIframeworksdetailinghowtheyassess,manage,andmitigatecatastrophicrisks.

•DevelopersmustproactivelydeclaretheirintenttocomplywithfederallawsorregulationsadoptedbytheCaliforniaOfficeofEmergencyServicesandreportanycriticalsafetyincidents.

•Coveredemployees–thosewhooverseecriticalsafetyincidents–areprotectedfromretaliationforwhistleblowing.Largefrontierdevelopersmustalsocreateinternal,anonymouswhistleblowingchannels.
