RadiocommunicationConference2027(WRC‑27)willexaminetheseandothermid-bandranges,

including7–8GHz,ascandidatesforthenextphaseofmobileevolution.Becausethesebandsalready

hostincumbentservicesandgiventhelonglead

timesforinternationalharmonisation,equipment

developmentandnetworkdeployment,regulatorsandpolicymakersmustbeginplanningnowtomeetfuturemobilespectrumneeds.

Combattingfraudhasbecomeapriorityfor

governments,regulators,themobileindustryandthewiderdigitalecosystem,underscoringtheneedfor

coordinated,cross-sectoraction.Theglobalfinancialcostofcybercrime,includingfraud,isprojected

torisefrom$9.22trillionin2024to$15.63trillionby2029.Forconsumers,theconsequencescan

besevere,rangingfromfinanciallosstoemotionaldistressandalossoftrustindigitalservices,

whichinturnhinderstheadoptionofbeneficial

technologies.Humanbehaviourremainsacritical

vulnerability,withcriminalsincreasinglyusingsocialengineeringtoextracttheinformationneededto

Despiterisksearlyin2025fromtraderestrictionsandtariffdisruptions,businessesandeconomieshave

adapted.Theprimaryengineofgrowthin2025wasinvestmentinAI,includingfordatacentres,AIchipsandtheassociatedsurgeinenergydemand.Theseinvestmentshaveinvigoratedmarkets,particularlyinadvancedeconomies,withproductivitygains

expectedtodiffusegloballyovertime.2

However,thereareriskstotheoutlook.AkeyconcernisthepotentialovervaluationoftheAI

investmentboomifspendingfailstotranslateintoproductivity-enhancingproductsandprofitable

services.Additionalvulnerabilitiesstemfrommountingdisruptionstoglobalvaluechains,

especiallyifgeopoliticaltensionsescalateandfurtherfragmenttradeflows.

Technologyinvestmenthasbecomeessential

forsustaininglong-termeconomicgrowth.For

high‑incomecountries(HICs),itoffersapathway

outofthesluggishgrowthseenbetween2022and2025byenablingthecreationofnewproductsandservicesthatraiselivingstandards.Forexample,

Microsoft,Alphabet,AmazonandMetacollectivelyincreasedtheircapextomorethan$300billion

in2025,3drivenlargelybyinvestmentsinAI

infrastructureandcomputecapacity.Inparallel,theStargateProject–ledbyOpenAI,Microsoft,OracleandSoftBank–hascommittedupto$500billion

overfouryearstobuildadvanceddatacentresacrosstheUS.4

Forlow‑andmiddle‑incomecountries(LMICs),whichareexpandingatfasterrates,digitaltechnologies

provideanopportunitytoacceleratedevelopment,improvequalityoflifeandnarrowthedigitaldivide.

Forexample,inDecember2025,Microsoftand

Amazonpledgedmorethan$50billiontoexpandIndia’scloudandAIinfrastructure,whileIntelalsoannouncedplanstomanufacturechipsinIndiatotapintorisingPCdemandandrapidAIadoption.

Separately,Googlehadalreadycommitted$15billiontobuildnewdata-centrecapacityforanAIhubin

southernIndia.5

Withinthiscontext,themobilesectorcanplayatransformativerolebydeliveringfast,reliableconnectivitythatunderpinsthedevelopment

anddeploymentofemergingtechnologies

andsupportsdiversificationacrossindustries.

In2025,mobiletechnologiesandservicesgenerated6.4%ofglobalGDP,acontributionthatamountedto$7.6trillionofeconomicvalueadded.Thegreatest

benefitscamefromproductivityeffectsreaching

$4.8trillion,followedbythedirectcontributionofthemobileecosystemgeneratingalmost$2trillion.

Theimpactsofmobiletechnologiesinclude

connectivityanddigitaltransformation.Connectivityreferstotheuseofmobiletechnologies,whiledigitaltransformationinvolvestheintegrationbyenterprisesofadvancedmobiletechnologiessuchas5G,IoT

andAI.

Themobileecosystemisformedofthreecategories:mobileoperators;infrastructureandequipment;

andcontentandservices.Theinfrastructureand

Thefiscalcontributionofthemobileecosystemreached$810billionin2025

Taxesconstitutethemajorshareofgovernment

revenuesaroundtheworld.In2025,globaltax

revenuereached$23trillion,anincreaseof2.3%comparedtothepreviousyear.Thebiggest

contributioncamefromHICsat$17trillion,

representing23%oftheirGDP,whileLMICs

contributedalmost$6trillion,representing14%oftheirGDP.

In2025,themobilesectormadeasubstantial

contributiontothefundingofthepublicsector,

withmorethan$800billionraisedthroughtaxes

onthesector.Thelargestcontributionwasfrom

employment,taxesandsocialsecurity($270billion).Thefiscalcontributionofthemobileecosystem

represented3.5%ofthetotaltaxrevenue.

Beyonditsdirectcontribution,themobilesectorcanenableamoreefficientcollectionoftaxrevenueby

enhancingtaxprocessesacrosstheeconomy.Digitalpaymentsrepresentonechannelforachievingthis.

Anothermethodinvolvesleveragingmobileplatformsfortaxfilingandpayment.Highcompliancecosts

areasignificantbarrierdiscouragingindividualsandsmallandmedium‑sizedenterprises(SMEs)from

payingtaxes.Inresponse,governmentsarerolling

outmobileappsforfilingandpayingtaxestoreducefrictionandimprovecompliancerates.

enterprises.Countriesequippedwithadvanced

digitalinfrastructure,ahighlyskilledworkforceandsustainedinvestmentinemergingtechnologiesarepositionedtobenefitthemostfrom5GandAI.In

contrast,developingregionsarelikelytoexperiencemoregradualbutbroad-basedbenefitsasmobile

technologiesdiffuseacrosstheireconomies.

Realisingthesegains,however,dependson

complementarypolicyframeworks–particularlyinspectrumallocation,taxationandservice-qualityregulation–thatsupportICTcapitalformationandenablefirmstodevelopnewdigitalproductsandservices.

Whilemobiletechnologieswillinfluenceallsectors,thescaleofimpactwillvaryaccordingtoeach

industry’scapacitytointegrate5G,IoTandAIinto

productionprocesses.Theeconomicvalueofdigitaltransformationwillarisefromtwoprimarychannels:

•thecreationofnewrevenueopportunitiesand

businessmodelsthatexpandmarketsandgenerateadditionaldemand(externalvaluecreation)

•themeasurableimprovementsinproductivity,costefficiencyandoperationalperformancewithin

firms(internalvalueenhancement).

Between2025and2030,theservicesand

manufacturingsectorsareprojectedtoaccountforroughlyhalfofallgrowthattributableto

mobile-enabledtechnologies,reflectingtheirrelativelyhighreadinesstoabsorbanddeployadvanceddigitaltools.

costsavingsremainanimperativeinalow-growth
