Ireland’sAIOpportunity:AVisionforLeadershipandGrowth

ArtificialIntelligence(AI)holdsthekeytoIreland'sfutureprosperity,drivinginnovation,economicgrowth,andglobalcompetitiveness.WithdeliberateandstrategicinvestmentsinAIskillsandinfrastructure,Irelandhasthepotentialtoinfuse€250

billionintotheeconomyby2035.Thispromisesafuturewhereindividualsandorganisations,fromstartupstoprivateenterpriseandpublicsector,flourishattheforefrontoftechnologicaladvancement.Thisreport,incollaborationwithTrinityCollegeDublin,illuminatesthepathforward,spotlightingboththechallengesandsignificantopportunitiesthatlieahead.

AnTaoiseach,MicheálMartin,saidrecentlythathebelieves“AIcanbeagame-changerinhelpingustodealwithmanyoftheeconomicandsocietalchallengesfacingIrelandandtheEU.”That’swhytheGovernmentisdeterminedtostepupitseffortstofullyrealisethebenefitsofthedigitalandAIrevolution.Martincontinued:“Wearecommittedtobuildingonourlong-standingreputationasatechnologyhubtobecomeaglobalinnovationleader.IrelandhasthepotentialtobealeaderinspecialisedareasofAIandtobecomeavibrantlocationforAIinnovation.Wehavethefoundationsinplace.”

WetoosharethisambitionforIrelandtospearheadAIadvancementsinEurope,capitalisingonitsvibranttechindustry,talentedworkforce,andforward-thinkingpolicies.TherecentincreaseinAIadoption—from49%to91%withinjustoneyear—demonstratesthenation'sprogressiveapproachtoharnessingAI'stransformativecapabilities.

AI:AGeneral-PurposeTechnology

AIismorethanjustatoolforefficiency;itisageneral-purposetechnologyakintoelectricityortheinternet,enhancingdailyactivitieswhilefosteringcreativityandinnovation.AIhasthepotentialtoreshapepublicservices,healthcare,education,andgovernment.Fromoptimisingpatientcareinhospitalstoenhancingefficiencyingovernmentservices,AIisalreadydrivingtangiblebenefits.However,SMEs,whichcomprise99.8%ofIrishbusinesses,facechallengesinAIadoption,includinglimitedexpertise,costconcerns,andimplementationuncertainty.

IrelandhasalltheessentialingredientstobecomeagloballeaderinAI-butrealisingthispotentialrequirescollectiveaction.Byfosteringacultureofcollaboration,innovation,andresponsibleAIadoption,IrelandcanbeapioneerinAI-driveneconomictransformation.

AttheIDA’sSpecialRecognitionAwardceremonyinMarch2025,AnTaoiseach,celebratingMicrosoft’s50thanniversary,said,“You(Microsoft)havehadapresencehereinIrelandfor40ofthose50years,demonstratingourlong,deepandfruitfulpartnership,asakeypartofMicrosoft’sandIreland’shistory–indeed,IandmanylegislatorsofmygenerationconsiderMicrosoft’sinvestmentin1985tobeoneofthecountry’sgatewayinvestments,whichhelpedtoestablishIrelandasatechnologyhubattheedgeofEurope.”

ArtificialIntelligence(AI)isalreadytransformingbusinessesandeverydaylife.WiththeenforcingphaseoftheEUAIAct,AIisonceagainunderscrutiny-bothforitspotentialtoreshapeindustriesandforthechallengesorganisationsfaceinadopting,integrating,andadaptingtothesetechnologies.

ThisreportisthesecondpreparedbyTrinityCDBA,incollaborationwithMicrosoftIreland,toanalysethestateofAIinIreland.Itexaminesbusinessandpublicsectorleaders’sentimenttowardsAI,theirreadinessforadoption,andtheoverallimpactofAIontheeconomy.ThesecondpartofthestudyanalysestheprojectedGDPandGNIgrowthinIrelandoverthenextdecadeduetoAIadoption.

ThereportfindsthatsentimenttowardsAIhassignificantlyimprovedcomparedtolastyear’ssurvey.OrganisationsareincreasinglyopentousingAIacrossvariousaspectsoftheiroperations.However,publicsectororganisationsarelaggingbehindbothdomesticfirmsandmultinationalsinAIadoption.Thereportalsohighlightsthepersistenceofa"shadowAI"culture,wheremanagersareawarethatemployeesuseAItoolsdespiteorganisationalpoliciesdiscouragingorprohibitingthem.

Currently,mostAIadoptionoccursthroughAI-integratedsoftwareprocuredbyorganisations,withmanymovingtowardsenterprise-gradetools.WhilethereisaclearshifttowardsbroaderbusinessmodelinnovationdrivenbyAI,mostorganisationsarestillfocusedonachievingincrementalproductivitygains.

OneofthemostsignificantfindingsrelatestoAIpolicypreparedness-abouthalfoforganisationsstilllackclearAIpolicies.Additionally,organisationsinIrelandareseekinggreatergovernmentsupportandinvestmentinAItoaccelerateandenhanceadoption.

Inthesecondpartoftheanalysis,thereportexplorestheprojectedeconomicgrowthinIrelandattributabletoAIadoption.Bycomparingvariousscenarios,itfindsthatAIadoptionwillcontributeatleast€250billiontotheIrisheconomyoverthenext10years.Furthermore,asupportiveAIenvironmentandsetofpoliciescouldaddanadditional€60billiontotheeconomyby2035.Inpercapitaterms,theanalysisrevealsthatwidespreadAIadoption,

supportedbystrongpolicies,couldresultinIreland’spercapitaGDPbeing42%highercomparedtoascenariowithnoAIadoption.

PurposeofReport

WiththeriseofAI,particularlygenerativeAI,itisessentialtounderstandwhereIrishorganisations-aswellastheircustomers,clients,andsuppliers-standintermsofAIadoption,preparedness,andexpectations.

TrinityCDBAandMicrosoftIrelandarecommittedtohelpingIrishbusinesses,policymakers,andotherstakeholdersbetterunderstandthechallengesandimpactofAIadoption.ThisreportispartofourannualefforttoassessthestateofAIadoptionanditseffectsonIrishorganisations.Asimilarstudywasconductedin2023-24,withthefindingsreleasedinFebruary2024,availableat:

Thisreportaimstoestablishabaselineandtrackitsevolutionovertime,withthegoalofinfluencingpolicy,informingcustomers,raisingawarenessaboutAI,anddeepeningtheunderstandingofstakeholders’painpointsregardingAIpreparedness.

Part1ofthereportwillreferencethe2024study,providingacomparativeanalysisofhowthemarkethasevolvedsincethelastreport.Part2focusesspecificallyon2025anddoesnothaveadirectparallelinthe2024study.Inthissection,weconductadetailedanalysisofAIadoptionintheIrisheconomyandpresentprojectionsforIrishGDPandGNIundervariousscenarios.

Datacollection

Method

TocreateacomprehensivereportonthestateofAIadoptioninIreland,wecollaboratedwithamarketresearchorganisationandgatheredinsightsfromseniortechnologydecision-makers.Datacollectionwasconductedinpartnershipwith3GEM.

Atotalof250seniorleadersfromvariousorganisationsacrossIrelandparticipatedinthesurvey,ensuringboththebreadthanddepthoftheanalysispresentedinthisreport.Inaddition50seniorleadersfromNorthernIrelandwerealsosurveyed.ThedatawascollectedfromorganisationsacrosstheislandofIrelandtoprovideanisland-wideperspectiveonAIadoption.

ThesurveywasdesignedbytheresearchteamatTrinityCDBA,followingbestpracticesinsurveydesignandknowledgeextraction.Itwascarefullystructuredtominimiserespondentfatigue,enablecross-validationofresponses,andensurethatthefindingscouldbemeaningfullyconnectedtobroaderresearchframeworks.

Weachievedanequaldistributionoforganisations,with123havingfewerthan250employeesand151havingmorethan250employees.

SummaryofFindings

UseofAIbyorganisations

Pointstonote:

•SignificantDeclineinAIResistance:ResistancetoAIadoptionhasdecreasedsubstantially.Inourlatestdata,only9%oforganisationsreportedthattheydonotuseAIinanyform,comparedto51%inthe2024survey.ThisindicatesasignificantshifttowardsAIadoptionwithinjustoneyear.

•CautiousAIImplementation:WhileAIusagehasincreased,organisations

adoptinganAI-firstapproach-integratingAIacrossalldivisions-havegrownmoremodestly,from1.81%in2024to8%.ThissuggeststhatorganisationsareintegratingAIgraduallyratherthanfullyrestructuringaroundit.

•AIasaSoftwareComponent:ThemostcommonformofAIadoption

remainsAIintegratedwithinacquiredsoftware,with37%oforganisations

usingAIthisway-anincreasefrom28%in2024.ThishighlightsthatwhileAIisbecomingmoreprevalent,manyorganisationsstillrelyonthird-party

solutionsratherthandevelopingin-houseAIcapabilities.

Divingdeeper,weseethat:

•SmallerorganisationsarelaggingbehindlargeronesinAIadoption.WhilenosmallorganisationreportedhavinganAI-firstpolicy,morethan10%oflargerorganisationsnowclaimtobeAI-first-upfrom3%inlastyear’s

survey.ThissuggeststhatlargerenterprisesareleadingthechargeinfullyintegratingAIintotheiroperations.

•Mostsmallerorganisations(withrevenueunder€10M)areadoptingAI

primarilythroughbroadersoftwarepackagestheypurchase.Thisalignswithlastyear’sfindings,withonenotableshift:only30%ofsmallerorganisationshadanyAIadoptionintheprevioussurvey,whereasthisfigurehasnow

surpassed50%.Thissharpincreasesuggestsoneoftwopossibilities:

1.OrganisationsarebecomingincreasinglyAI-friendlyandproactivelyintegratingAIintotheirworkflows.

2.Thewidespreadadoptionofstandardsoftwarepackageswithbuilt-inAIisdrivingAIusage,meaningorganisationsmaybeadoptingAIpassively

ratherthanthroughdeliberatestrategy.

Breakingitdownbyownership,multinationalorganisationsareleadinginAIadoption,with63%activelyusingAI.Notably,30%oftheseorganisationshaveintegratedAIintomostoralldecision-makingprocesses,showcasingahighlevelofcommitmenttoAI-drivenstrategies.

Thedomesticprivatesectoralsodemonstratesstrongadoption,with60%oforganisationsleveragingAI.ThisindicatesahealthylevelofAIintegrationacrossIrishbusinesses,suggestingthatdomesticorganisationsareincreasinglyrecognisingAI’svalueindrivingefficiencyandinnovation.

Thepublicsector,whilenotfarbehind,showsaslightlyloweradoptionrateat50%.However,thekeydifferenceliesinthemodeofadoption.While30%ofmultinationalorganisationsuseAIinmostoralldata-drivendecisions,only15%ofpublicsectororganisationsdothesame.Instead,publicsectorAIadoptionisprimarilydrivenbyAI-integratedtoolswithinbroadersoftwareacquisitions,ratherthanthroughfullycustomizedAI-drivendecision-makingframeworks.

DivingdeeperintothedifferencesbetweenIrelandandNorthernIreland,weseenotablevariationsinpublicsectorAIadoption.InNorthernIreland,24%ofpublicsectororganisationsreportusingAIinmostoralldata-drivendecision-making,whereasinIreland,thisfigurestandsatjust14%.ThissuggeststhatNorthernIreland’spublicsectorisintegratingAImorecomprehensivelyintodecision-makingprocessescomparedtoitscounterpartinIreland.

However,whenitcomestoprivatesectororganisations,thestatisticaldifferencebetweenbusinessesinIrelandandNorthernIrelandisnegligible,indicatingsimilarlevelsofAIadoptionacrossprivateenterprisesonbothsidesoftheborder.

Intermsofyear-on-yearcomparison,2024dataforNorthernIrelandwasnotavailable,sodirectcomparisonsarelimited.However,forIreland,therehasbeenasignificantshifttowardsAIadoptionacrossallsectorsbetween2024and2025.In2024,AIadoptionratesstoodatjust17%inthedomesticprivatesectorand12%inthepublicsector-substantiallylowerthancurrentfigures.Whileadoptionhasincreasedacrosstheboard,theprivatesectorhassignificantlyoutpacedthepublicsector,withdomesticprivatefirmsnowgenerallymatchingtheadoptionratesofmultinationalorganisations.Meanwhile,thepublicsectorappearstobefallingbehind,suggestingagrowinggapinAIintegrationbetweenthetwosectors.

Wefoundtherewereincreasingadoptionofenterprise-gradetoolswhichindicatesamovetowardsmorestructuredandsecureAIimplementationswithinorganisations.However,publicandfreeAItoolscontinuetodominatetheoveralllandscape,with80%oforganisationsstillusingatleastonepublicorfreetool.

LookingatAIadoptionbyorganisationsize,largercompanies(withrevenueover€250M)showahigherpreferenceforenterprise-gradeAItools,with55%usingsuchtoolsand17%developingcustomisedin-houseAIsolutions.Incontrast,onlyabout30%oforganisationswithrevenueunder€10Museeitherenterprise-gradeorcustomisedtools.ThisdisparitypresentsakeyopportunityfortechnologyproviderstoexpandwithintheSMEsector.Italsohighlightstheneedforgreatereducationandawarenessamongsmallerorganisationsregardingthebenefitsandsecurityadvantagesofenterprise-gradeAItools.

ShadowAICulture

Oneofthemostnotablefindingsfromour2024surveywastheprevalenceofshadowAIculture-wheremanagerswereawarethatemployeeswereusingpublicorfreeAItools,evenwhensuchtoolswerediscouragedorexplicitlyprohibitedbyorganisationalpolicies.

Thisyear’sdatashowsashiftinpolicyapproaches.ThenumberoforganisationsthatstrictlyprohibitfreeorpublicAItoolshasdroppedtojust13%ofsurveyedorganisations.However,amongthosethatcontinuetoprohibitsuchtools,61%ofmanagersreportknowingthat

employeesstillusethem.ThissuggeststhatshadowAIcultureremainswidespreadandreinforcestheideathatorganisationswouldlikelybebetteroffmanagingAIusageratherthanattemptingtoprohibititoutright.

Overall,80%ofmanagersreportthatfreeAItoolsarebeingusedwithintheirorganisations.Breakingthisfiguredownbyregion,freeAItoolusageissignificantlyhigherinNorthern

Ireland,where96%ofmanagersreporttheiruse,comparedto75%inIreland.ThissuggeststhatIrelandhasamorematureandenterprise-drivenAIculture,withahigherrelianceonstructuredAIsolutions.

ThedataalsorevealsnotabletrendsinAIadoptionbyownershiptype.Publicsector

organisationsshowhigherusageofpublicandfreeAItools,whichmayraiseconcernsgiventhesensitivityofgovernment-relateddata.However,theoverallhighusageratesacrossallsectorshighlightthewidespreadrelianceonthesetools,furtheremphasisingtheneedforclearAIgovernancepoliciesratherthanoutrightbans.

OrganisationswithoutaclearAIpolicyhavethehighestusageoffreeandpublicAItools,underscoringtheneedforwell-definedpolicydirectivesacrossallorganisations.

AIPolicyPreparedness

MultinationalorganisationsaresignificantlyaheadinAIpolicypreparedness,with50%eitherhavinganAIpolicyinplaceoractivelyworkingonone.Incomparison,40%ofpublicsectororganisationsareengagedinAIpolicydevelopment,thoughonly10%currentlyhaveanestablishedpolicy.Encouragingly,nearly40%ofpublicsectororganisationshaveindicatedplanstodevelopanAIpolicyinthenearfuture.

ThereisnostatisticaldifferenceinAIpolicyadoptionbetweenorganisationsinNorthernIrelandandIreland.

However,acleardifferenceemergesbasedonorganisationsize.Only5%oforganisationswithrevenueexceeding€40MreportedhavingnoAIpolicy,comparedto25%oforganisationswithrevenueunder€10M.ThissuggeststhatsmallerorganisationsrequiremoresupportandguidanceindevelopingAIpoliciestoensureresponsibleandeffectiveAIadoption.

PerceptionandProductivityofAI

-TheperceptionofAI’susefulnessremainsveryhigh,with75%oforganisationsrecognisingitsvalue.DomesticprivatesectororganisationsexhibitthestrongestbeliefinAItechnologies.Thispositivesentimenthasgrownsince2024,when65%ofrespondentsviewedAIasbeneficial.

•About12%oforganisationshavebegunexperiencingmajororganisationalredesignduetoAIimplementation.However,50%reportlittletonoproductivitygains,highlightingtheneedformorethoughtfullyintegrated,enterprise-gradeAItoolstodrivehigherefficiencyandtransformation.

•Breakingthisdownbyorganisationsize,only6%ofsmallerorganisations(withrevenueunder€10M)areundergoingsignificantbusinessmodelchanges,indicatingthatlargerenterprisesareseeingmorestructuralshiftsfromAIadoption.

•Whencomparingbyownershiptype,38%ofmultinationalorganisationsreportseeingnoneoronlyminorproductivitygainsfromAI,whilethisfigurerisesto51%fordomesticpublicandprivatesectororganisations.ThissuggeststhatmultinationalenterprisesmaybeleveragingAImoreeffectively,potentiallyduetogreaterresources,expertise,orenterprise-wideAIstrategies.

•Additionally,whenexaminingmanagerperceptions,organisationslargelyexpectAIimplementationtogeneratenewrevenuestreamsandreducecosts.However,itsimpactonroutineoperationaltasks,suchasnewhireonboarding,isperceivedtobelower,indicatingthatorganisationsmaycurrentlyviewAIasmorevaluableforstrategictransformationratherthanday-to-dayadministrativefunctions.

AnimportantaspecttohighlightisAI’spotentialtosupportsustainability-relatedactivities.

•Acrossallorganisations,71%agreethatAIwillplayaroleinadvancingtheirsustainabilityefforts.Notably,Irishorganisations(bothpublicandprivate)showastrongerfocusonsustainabilitythroughAI,with73%believinginitspotential,comparedto63%ofnon-domestic-organisations.

•Largerorganisations(withrevenueover€40M)arealsomoreoptimisticaboutAI’sroleinsustainability,with74%recognisingitspotential,comparedto64%ofsmallerorganisations(withrevenueunder€10M).ThissuggeststhatlargerenterprisesmayhavemoreresourcestoinvestinAI-drivensustainabilityinitiativesoragreaterfocusonESGgoals.

AIReadinessandOrganisationalSupport

Inthissection,weexamineAIpolicydevelopmentandseniormanagementsupportwithinorganisations.

•ThereisahighdegreeofreportedsupportforAIimplementationacrossorganisations.55%oforganisationshaveadedicatedpersonordivisionresponsibleforAIimplementation,whileapproximately70%reportfinancialresourcesandleadershipbuy-inforAIinitiatives.

•However,whilecloseto70%oforganisationsreporthavingfinancialresourcesavailableforAIimplementation,only60%haveidentifiedaclearbusinesscaseforAIadoption.ThisunderscoresastrongwillingnesstoimplementAIbuthighlightstheneedforadeeperstrategicfocusonintegratingAIintoorganisationalprocessestomaximiseitsbenefits.

•Divingdeeper,acleardivideemergesbetweenthepublicandprivatesectorsintermsoforganisationalreadiness.70%ofmultinationalorganisationsreporthavinganAI-readyculture,whereasthisfigurefallsbelow50%inthepublicsector.Asimilartrendisobservedinlargerorganisations(revenue>€40M),whicharegenerallybetterequippedforAIadoptionthansmallerorganisations(revenue<€10M).
