1.INTRODUCTION
SciencehasbeenadrivingforceforbuildingprosperityinEurope.Today,artificialintelligence(AI)isprofoundlytransformingthewayscientificresearchisconducted,fromassistingwithliteraturereviewstoautomatinglabexperiments

.ScientistsareusingAItotacklecomplexscientificproblemsandmakefasterandmoredisruptiveinnovationsinalldisciplines

.Inbiology,theAItoolAlphaFoldearneditscreatorsthe2024Nobelprizeinchemistryandisusedbytwomillionresearchers.ThisachievementwasmadepossiblethankstocollaborationwiththeEuropeanMolecularBiologyLaboratory(EMBL)thatprovidedthehigh-qualityexperimentaldata

required.Inastronomy,aEuropeanprojectfoundover70freefloatingplanetsamongmillionsofunrelatedstarsusingmachinelearningalgorithms

Europe’sresearcherswereamongthefirsttointegrateAIintheirworkand,until2017,wereleadingintermsofnumberofscientificpublicationsusingAIapplications.However,ChinaandtheUShavesincecaughtupandovertakentheEU,withChinaleadingglobally

.TheEU’sglobalshareofAIcomputationalcapacityislessthan5%,comparedtothe75%fortheUSand15%forChina

.EuroperemainsamajorhubforbasicAIresearch,reflectingthecontinent'sactiveAIresearchcommunity.However,theEUhasasmallglobalshareofAIplayers(6%)comparedtotheUSandChina,andanevensmallershareofAIpatents(3%)

CountriesliketheUS,China,JapanandtheUKareinvestingheavilyinAIinscienceandtherequiredresources,suchascomputationalpoweranddatasets.TheyhavelaunchednationalAIinscienceinitiativestoboosttheirscientificecosystemsandtheireconomies,gainandmaintaintechnologicalsovereignty,protecttheirnationalsecurityandincreasetheirpoliticalinfluence

.Similarly,majortechcompaniesidentifyAIinscienceasastrategicareawithhighgrowthpotential,establishinginternalAIinscienceteamsandpartneringwithtopresearchinstitutions.
AEuropeanapproachtoAIinscienceisrequiredforEuropetostrengthenitseconomicpositionandcompetitiveness,inanextremelydynamiccontextinwhichAIisreshapingoursocietiesandeconomies,includingthescientificcommunity.Severalmajorreports

TheEUcanleadtheway,buildingonitsuniquestrengthsinexcellentresearchacrossdomainsandintrustworthyAI.Europecantakeadvantageofalong-standingacademictraditionandrespectforresearchfreedom,withworld-classscientistsandresearchfacilitiesthatcollaboratetopushtechnologicalboundaries,supportedbysustainedfunding.ToleadinAIinscience,EuropemustdevelopAIsolutionsthatensuretechnologicalsovereignty,bothbyadvancingAItoolsforscientificresearchandbyfacilitatingcriticalscientificbreakthroughs.AEuropeanapproachtoasafe,sustainable,human-centricandtrustworthyAIinscienceisastrategicopportunityintherapidlychanginggeopoliticalenvironment.
ThisEuropeanStrategyforArtificialIntelligenceinScience(the‘Strategy’)presentsa
distinctlyEuropeanapproachtoacceleratetheadoptionofAIbyEuropeanscientistsinalldisciplines.ItincludesbuildingleadingEuropeanAIscientificmodelsandsupportingtheirinnovativepotentialtoboosttheimpact,qualityandproductivityofscience

.AscienceforpolicyreportbytheJointResearchCentre(JRC)accompaniesthisCommunication,providingadetailedanalysisoftheuseofAIinthescientificprocessandthelandscapeofAIinscience

.Itisadoptedalongside,andcomplements,theApplyAIStrategywhichfocusesonboostingAIadoptiontoenhancetheEU'scompetitiveness,particularlyinstrategicindustries.
TheinitialactionsofthisStrategywillprimarilybefinancedthroughHorizonEurope.Since2021,HorizonEuropehasalreadysupportedAIwithmorethanEUR8billion

infunding.TodriveprogressandaffirmEurope’spositionattheforefrontofscientificinnovation,theCommissionwillaimtoprovidesignificantanddedicatedfinancialsupportunderthenextMultiannualFinancialFramework(MFF).
TheEUneedstoaddressthekeychallengesfacedbytheEuropeanR&Iecosystem,namelythefragmentationofresourcesandresearchefforts,difficultiesinaccessingcomputationalresourcesanddatasets,andtheglobalcompetitionfortopAIandscientifictalent.Tothisend,theStrategydevelopsthefoundationsofaResourceforAIScienceinEurope(RAISE)asavirtualinstitutethatpoolsexcellenttalent,compute,dataandresearchfundingforAI.ItwilladvancecoreAIcapabilitiesthroughsustainedsupportforbasicresearch,addressingthelimitationsofAIandensuringrobust,safeandtrustworthyAIdevelopment.ItwillexpandthetoolsavailabletoscientistsacrossdisciplinesandreinforceEurope’spositionasakeyplayerintheglobalscientificlandscape.

2.RAISE:THERESOURCEFORAISCIENCEINEUROPE
RAISEwillbelaunchedasavirtualEuropeaninstitutethatpools,alignsandcoordinatesessentialAIresources,includingcomputationalpower,data,excellenceandtalent,andresearchfunding,acrosstheEU,MemberStatesandprivatesector.RAISEwillpursuetwocomplementaryandmutuallysupportiveobjectives:promotingcutting-edgeresearchinAI(scienceforAI)aswellastheuptakeofAIforscientificprogressacrossdisciplines(AIinscience)

.TheseobjectivesembodytheEuropeanapproachtoAIscience,basedoncatalysingcloseinterdisciplinarycollaborationsbetweenthebestscientistsinEurope,comingtogetherfromdifferentdisciplinesandperspectivestocarryoutexcellentresearchwithandonAI.Fosteringthiscollaborativeinterdisciplinarycultureisnecessarytoreducefragmentationofresearcheffortsandreachacriticalmass.ThisisessentialtopushtheboundariesofscienceandtodevelopthenextgenerationofAI,asproposedinthefutureHorizonEuropemoonshot

.RAISEwillthusensurethatEuropeanscienceisattheforefrontofglobalAIdevelopmentsandthatnewbreakthroughsinAIcapabilitieswillempowerEuropeanresearchtoachievesignificantadvancementsacrossmultiplescientificdisciplines.
RAISEisfoundedontheuniquestrengthsandvaluesofEuropeanresearchandadistinctiveEUapproachtoAI.RAISEwillsupportthedevelopmentofAIsystemsbeyondthecurrentstateoftheart,thatareethical,explainable,transparent,accountable,reliable,safe,human-centricandalignedwithhumanrightsandsocietalvalues.TheapplicationofthesemodelsinscientificresearchwillhelpmitigatethecurrentlimitationsandrisksofAIandmaintaintheintegrityandtransparencyofscientificknowledge,thuspreservingthecredibilityofscienceandincreasingconfidenceinAI-drivenscience

.Thiscollaborativecultureandinterdisciplinarityisnecessarytoreducethefragmentationofresearcheffortsandreachcriticalmass.

RAISEbyandforscientists
RAISEwillfirstandforemostbuildadynamicresearchcommunity,inwhichscientistsinEuropewillbothadvanceAItechnologiesandapplythemtothetoughestscientificandtechnologicalchallenges.RAISEwillraisethevisibilityofEuropeanAIandAIinscienceresearch,strengtheningcollaborationsamongleadinginstitutesandpromotingworld-classdevelopmentsinthefield.
AttheheartoftheRAISEcommunitywillbeThematicNetworksofExcellenceinAIinscienceandtheEuropeanNetworkofFrontierAILabs.EveryNetworkwillgroupleadingresearchersworkingwithAIinaspecificscientificdisciplineoradvancingAIcapabilities,buildingafocalpointofEuropeanexcellenceinthatarea.TheNetworkswillhaveaccesstotheAIresourcestheyneed.Thismeansnotonlytargetedandsufficientlylong-termfundingbutalsoaccesstotheEU’scomputationalpoweranddatasets,atascalethatcanonlybecoordinatedatEUlevel.Throughexchangeswithinandamongnetworksandcoordinationacrossallareas,RAISEwillreducefragmentationandbetteralignresearchefforts.
RAISEwillspreadexcellenceinAIsciencethroughoutEuropebysupportingtrainingactivitiesforscientistsandotheracademicstaff,aswellasfellowships,doctoralnetworksandmobilityschemes.Throughthelivelycirculationoftalentandideas,thediscoveriesmadewiththehelpofRAISEwillbeavailableforallscientiststobuildon.RAISEwillsupportscientistsintranslatingtheirmostpromisingscientificandtechnologicalbreakthroughsintoreal-worldapplicationsandnewproductsandsolutions,layingthegroundworkforrapidindustrialuptakeandfuturecompetitiveness.Tothisend,RAISEwillcloselycooperatewithAIFactoriesandAIGigafactoriesandprivatesectorandindustrialpartners.
RAISEforMaterialsScience
Asanexample,aThematicNetworkofExcellenceformaterialssciencewillbringtogetherexcellentresearchlabsdeployingAItoanalyse,discoverandtestmaterials,includinginindustrialsettings.Throughcollaborativeresearchefforts
andalignedresearchagendas,facilitatedthroughadvancedsharingofdataandresults(folowingstandardsdefinedintheMaterialsCommons),accesstodedicatedAIinfrastructureanddatamanagementservices,thenetworkwilladvancethestateoftheartinthisfield.AI-readydatasets,foundationmodelsinmaterialsscienceandautomatedlaboratorieswillequipthecommunitywithpowerfultoolsthatfacilitatethesimulation,design,synthesisandmanufacturingofadvancedmaterials.
ThedevelopmentofthesetoolswillbringforwardinnovativeAItechniques,whilealsopavingthewayforgame-changinginnovationsbasedonsaferandrenewableorlow-carbonbasedmaterials,materialsforquantumtechnologyandenergy,includinghigh-performancebatteries,photovoltaics,fuelcells,carboncapturematerialsandmore.Europeanspin-offsandstartupswillcapitaliseontheseresults,bothinmaterialsandinAItechnologies,andbenefitfrompossibleregulatorysandboxes.Thegainedscientificexpertiseandexcellencewillbespread

throughevents,fellowshipsandmobilityschemes,furtherenlargingthepoolofEuropeanexcellenceinAI-basedmaterialsscience.
BuildingRAISE
Toaccommodatethefast-pacedchangesininnovationsandtheshiftingneedsoftheAIscienceecosystem,RAISEwillbebuiltusingaphasedapproach,thatcangrowasitspartners,resources,contributionsandneedsevolve.TheCommissionwillfirstlaunchtheinitialelementsofapilotphaseundertheHorizonEuropeandDigitalEuropeprogrammes.TobuildRAISEandensureitslonger-termsustainability,bothintermsofgovernanceandpooledresources,theCommissionwillworkwithMemberStates,researchstakeholders,includinghighereducationinstitutions,andtheprivatesector,withaviewtofurtherdevelopRAISEunderthenewMFF.
AnappropriategovernancestructurewillensurecloseinterconnectionandcollaborationbetweenRAISE’sdifferentcomponentsandThematicNetworksofExcellence.ItwillensureproperrepresentationofbothscienceforAIandAIinsciencecommunities,ofMemberStates(linkingdirectlytotheAIBoard

)andtheprivatesector,includingAIstartupsandscaleups.Ahigh-levelacademicadvisoryboardcanprovidescientificguidance.Initially,asecretariatwillbeestablishedviaCoordinationandSupportActionsunderHorizonEuropetoensurethesymbiosisofRAISEelements.Itwillalsolink,useanddirectlyinformtheactivitiesoftheApplyAIAllianceintroducedintheApplyAIStrategy.
ToestablishRAISEasanengineforAIscientificexcellenceinEurope,andtoenableandsupportAIinscienceinEuropemoregenerally,theCommissionwillimplementanactionplan,targetingkeyaspectsoftheAIinsciencepracticeandecosystem,includingactionsrelatingtoexcellenceandtalent,computationalpower,data,researchfunding,aswellascoordinationandcollaboration.
TheCommissionwill:
•launchtheRAISEpilotwithEU108millionfundingunderHorizonEuropeWP2026-27,duringthefirsteditionoftheAIinScienceSummitin
Copenhagenon3-4November2025,undertheDanishPresidencyoftheCounciloftheEU.
•establishinitialRAISEcoordinationforAIinsciencethroughaCoordinationandSupportAction(CSA)underHorizonEurope(WP2025).
•partnerwithMemberStatesandtheprivatesectortobuildRAISE.
•establishahigh-levelRAISEacademicadvisoryboard.

3.AIINSCIENCEACTIONPLAN:BUILDINGTHEWAYTORAISE
3.1.Excellenceandtalent
Excellence
TheEuropeanapproachtoAIisrootedinexcellenceandtrustworthiness.AcontinuedfocusonexcellencewillbeessentialfortheEUtodevelopAImodelstosolvecomplexscientificproblems,asexemplifiedintheRAISEThematicNetworksofExcellence,ensuringEU’sscientificleadershipandcompetitiveness.
ExcellentresearchwithAIrequiresAIsolutionswhicharehuman-centric,explainable,unbiasedandsafe.Thismeansaddressing,fromthestartallissuesthatarerelatedtothetechnology,fromaccuracyandreliabilitytoethicalconcerns

andresearchintegritychallenges.Accordingtoonesurvey

,81%ofresearchershaveconcernsrelatingtoAImodels(ethics,accuracy,security/privacy,and/orlackoftransparency)and63%tothelackofguidelines,hinderingtheadoptionofAI.Tofacilitatetheresponsibleuptakeofthetechnology,guidelinesandsupportarefundamentalforthescientificandacademiccommunity.TheCommissionhasalong-standingtraditionofaddressingethicalconcernsunderHorizonEurope,throughethicsappraisalframeworksforresearchwithAIandoperationalguidelines

.TheCommissionwillcontinuetopromotethe“ethicsbydesign”approachanddevelopdifferentresourceswiththescientificcommunity(training,tools,etc.).Inaddition,theEuropeanGrouponEthicsinScienceandNewTechnologies(EGE)willbeaskedtodeliveranopiniononAIinscience.
SincetheuseofgenerativeAIhasbecomewidespread,issuessuchasunverifiedtextfragmentsinpapers,fabricatedcitations,orplagiarism,havebecomemorecommon.TheCommissionwillregularlyupdatetheLivingguidelinesontheresponsibleuseofgenerativeAIinresearch

,asuccessfulexampleofpracticalandactionableguidelinesthatwereco-developedwithEuropeanResearchArea(ERA)members(countriesandR&Istakeholders)torespondtoemergentchallengesinthecommunity.

,theEU’sprosperitydependsonitsskilledhumancapital,includingtostrengthenitspositioninresearchandinnovation,andinAIinscienceinparticular.NotonlymustEuropetrainthenextgenerationofscientistsandupskillcurrentscientiststobeAI-ready,itmustalsoretainthistalentandbecomeanattractivebeaconforglobalinterdisciplinarytalentinAIanditsscientificapplications.Moreover,giventhatthedevelopmentofadvancedusesofAIinsciencerequiresinterdisciplinaryresearchteams,theEUalsoneedstosupportothertypesofprofiles,suchasresearchengineersanddatastewards,whofollowdifferentcareerpaths,inlinewithApplyAIStrategy’sgoalofdevelopinghybridprofiles(e.g.AIspecialistswithindustry-specificexpertise).ThisambitionalsorequirestargetedeffortstostrengtheninclusivenessandgenderbalanceinAI,wherestructuralinequalitiespersist
