ThisChinaCivilAviationTechnicalStandardOrder(CTSO)isissuedaccordingto

Part37oftheChinaCivilAviationRegulations(CCAR-37).EachCTSOisacriterion

whichtheconcernedaeronauticalmaterials,partsorappliancesusedoncivilaircraftmustcomplywithwhenitispresentedforairworthinesscertification.

AirborneWeatherRadarEquipment

1.Purpose.

ThisChinaCivilAviationTechnicalStandardOrder(CTSO)isformanufacturersapplyingforaCTSOauthorization(CTSOA).ThisCTSOspecifiestheminimumperformancestandards(MPS)thattheairborneweatherradarequipmentmustmeetforapprovalandidentificationwiththeapplicableCTSOmarking.ThisCTSOaddressesweatherdetectionandgroundmapping,forwardlookingwindsheardetection,forwardlookingturbulencedetection,andatmosphericthreatawarenesscapability.Itdoesnotincludeflightguidancesystemfunctionalityinsupportofanapprovedwindsheardetectionandavoidancesystem.

2.Applicability.

ThisCTSOaffectsnewapplicationssubmittedafteritseffective

date.

a.AsoftheeffectivedateofthisCTSO,anyapplicantseekingaCTSOAforairborneweatherradarshallsubmitanapplicationin

accordancewiththisCTSO.Nevertheless,ifwithinonemonthfollowingtheeffectivedateofthisCTSO,theapplicantcandemonstratetotheauthoritythatitsdevelopmentworkhasbeenconductedincompliancewiththeminimumperformancestandardsofthepreviousversionpriortotheentryintoforceofthisnewversion,theapplicantmayfiletheapplicationagainstthepreviouseditionoftheCTSO.

b.AirborneweatherradarequipmentapprovedunderapreviousCTSOmaystillbemanufacturedundertheprovisionsofitsoriginalapproval.

c.MajordesignchangestoarticleapprovedunderthisCTSOwillrequireanewauthorizationofCTSOinaccordancewithsection21.353ofCCAR-21-R5.

3.Requirements.

NewmodelsofairborneweatherradaridentifiedandmanufacturedonoraftertheeffectivedateofthisCTSOmustmeettheMPSqualificationanddocumentationrequirementssetforthinRTCADocument,DO-220A,Change1(datedAugust17,2018),MinimumOperationalPerformanceStandardsforAirborneWeatherRadarSystems,aswellasthesupplementaryprovisionssetforthinAppendix1andAppendix2tothisCTSO(whereapplicable).EquipmenttypesaredefinedinTable1.

a.Functionality.

ThisCTSOappliestoequipmentintendedto:

(1)Provideairbornewindsheardetection(EquipmentClassA).EquipmentClassAprovidesforward-lookingwindsheardetectionfunctionality.However,thisCTSOdoesnotincludeflightguidancesystemfunctionalityinsupportofanapprovedwindsheardetectionandavoidancesystem.

(2)Provideadvancedandadvisoryindicationofpotentiallyhazardousturbulenceconditionsdetectablebyradar,togetherwithother

flightinformation,toassistpilotswithturbulenceavoidancedecisions(EquipmentClassB).

(3)Detectanddisplayechoesfromprecipitationtoassistinflightcrewanalysisofweather.Maintaincontactwithgeographicfeaturessuchasinternationalshorelineboundariesasasupplementtonavigationalorientation(EquipmentClassC).

(4)Providetimelyandadvisoryinformationtopilotstoenhancetheirsituationalawarenessofatmosphericactivityandassistwithatmosphericthreatavoidancedecisions(EquipmentClassD).

b.FailureConditionClassifications.

(1)Failureofthefunctiondefinedinparagraphs3.a(2)or3.a(4)resultinginunannunciatedmalfunctionormisseddetectionofthefunctionisaminorfailurecondition.

(2)Failureofthefunctiondefinedinparagraph3.a(1)or3.a(3)resultinginunannunciatedmalfunctionormisseddetectionofthefunctionisamajorfailurecondition.

(3)Lossofthefunctionsdefinedinparagraph3.aisaminorfailurecondition.

(4)Designthesystemtoatleastthesefailureconditionclassifications.

c.FunctionalQualification.

Ifthearticleincludessoftware,developthesoftwareaccordingtoRTCA,Inc.,documentDO-178C,SoftwareConsiderationsinAirborneSystemsandEquipmentCertification,datedDecember13,2011,includingreferencedsupplementsasapplicable,toatleastthesoftwarelevelconsistentwiththefailureconditionclassificationdefinedinparagraph3.bofthisCTSO.YoumayalsodevelopthesoftwareaccordingtoRTCA,Inc.documentRTCA/DO-178B,datedDecember1,1992,ifyoufollowtheguidanceinAC20-115D,AirborneSoftwareDevelopmentAssuranceUsingEUROCAEED-12()andRTCADO-178(),datedJuly21,2017,orlatestrevision.

f.ElectronicHardwareQualification.

Ifthearticleincludescomplexcustomairborneelectronichardware,thendevelopthecomponentaccordingtoRTCAInc.,Document,RTCA/DO-254,DesignAssuranceGuidanceforAirborneElectronicHardware,datedApril19,2000,toatleastthedesignassurancelevelconsistentwiththefailureconditionclassificationdefinedinparagraph3.bofthisCTSO.Forcustomairborneelectronichardwaredeterminedtobesimple,RTCA/DO-254,paragraph1.6applies.

g.Deviations.

Forusingalternativeorequivalentmeansofcompliancetothe

criteriaintheMPSofthisCTSO,theapplicantmustdemonstratethatthe

equipmentmaintainsanequivalentlevelofsafety.Applyforadeviationpursuantto21.368(a)inCCAR-21-R5.

4.Marking.

a.Markatleastonemajorcomponentpermanentlyandlegiblywithall

theinformationin21.423(b)ofCCAR-21-R5.Themarkingmustincludetheserialnumber.

b.Ifthearticleincludessoftwareand/orairborneelectronichardware,

thenthearticlepartnumberingschememustidentifythesoftwareandairborneelectronichardwareconfiguration.Thepartnumberingschemecanuseseparate,uniquepartnumbersforsoftware,hardware,andairborneelectronichardware.

c.Youmayuseelectronicpartmarkingtoidentifysoftwareorairborne

electronichardwarecomponentsbyembeddingtheidentificationwithinthehardwarecomponentitself(usingsoftware)ratherthanmarkingitontheequipmentnameplate.Ifelectronicmarkingisused,itmustbereadilyaccessiblewithouttheuseofspecialtoolsorequipment.

5.ApplicationDataRequirements.

YoumustgiveCAACastatementofconformance,pursuantto

section21.353(a)(1)inCCAR-21-R5andonecopyeachofthefollowingtechnicaldatatosupportyourdesignandproductionapproval.

(10)Schematicdrawings,wiringdiagrams,andanyother

documentationnecessaryforinstallationoftheairborneweatherradar.

(11)Bypartnumber,listofreplaceablecomponentsthatmakeupthe

airborneweatherradar.Includevendorpartnumbercross-references,whenapplicable.

b.Instructionscoveringperiodicmaintenance,calibration,andrepair,

specifications,failureconditionclassifications,software,hardware,andenvironmentalqualificationlevels.Includeastatementconfirmingthatthenon-CTSOfunction(s)donotinterferewiththearticle’scompliancewiththerequirementsofparagraph3.

(2)Installationproceduresandlimitationssufficienttoensurethat

thenon-CTSOfunction(s)meetsthedeclaredfunctionsandperformancespecification(s)describedinparagraph5.f.(1).

Appendix2:AirborneActivePhasedArrayWeatherRadar

1.Purpose

Theairborneactivephasedarrayweatherradaremploysadvanced

activeantennas,achievingbeamsteeringbycontrollingthephaserelationshipsofindividualradiatingelements.Thisenablesforward-lookingwindsheardetection,forward-lookingturbulencedetection,weatherdetectionandgroundmapping,andatmosphericthreatawarenesscapabilities.Comparedwithtraditionalmechanicallyscannedweatherradars,ithasadvantagessuchasfasterscanningandhigherintegrationlevel.Thisappendixstipulatesthefollowingrequirementsfora
