Theyear2025wasadefiningoneforUNCTAD.Itwastheyearofoursixteenthministerial-levelconference,thefirstheldinGenevasinceourfoundingin1964,andtheyearourmemberStatesadoptedtheGenevaConsensus,arenewedroadmapforourworkatatimeofextraordinaryglobalchange.

Itwasalsoayearofwidespreadshocks.Tariffvolatilityreshapedworldtrade.Investmentflowstodevelopingcountriesweakened.Debtburdensgrewheavier.Aidflowsdeclined.Forthemostvulnerableeconomies-theleastdevelopedcountries,landlockeddevelopingcountries,smallislanddevelopingStates,thesepressurescompoundedoneanother,makingthepathtostructuraltransformationsteeperthanever.Eachoftheseshocksdemandedaresponseacrossourthreepillarsofwork:inourresearchandanalysis,inourintergovernmentalconsensus-buildingand,ontheground,inourtechnicalcooperation.

UNCTADitselfoperatedundersignificantresourceconstraintsthroughouttheyear.Budgetreductionsledtotheabolitionofposts,andliquiditypressuresacrosstheUnitedNationsSecretariatforceddifficultchoicesaboutwhatwecoulddeliverandwhen.Someprojectswerescaledback.Somemeetingswereshortened.Somepublicationswerepostponed.

Andyet,thiswasalsoayearthatshowedwhatUNCTADcandounderpressure.Whentariffannouncementsbeganalteringthelandscapeofglobaltrade,wedidnotwaitforthedusttosettle.WelaunchedrapidassessmentstogivememberStatesreal-timeanalysisofwhattheshiftsmeantfortheirexporters,theirfarmers,theirsmallbusinesses.Webroughtevidencetothetablewhenpolicymakersneededitmost.Ourtechnicalcooperationprogrammes,fromcustomsmodernizationanddebtmanagementtoentrepreneurshipnetworksanddigitaltradereadiness,continuedtodeliverresultsinover100countriesandterritories.

Thecentrepieceoftheyearwasourquadrennialconference,thesixteenthsessionoftheUnitedNationsConferenceonTradeandDevelopment.InOctober2025,memberStatescametogetherinGenevaandadoptedtheGenevaConsensus,acomprehensiveoutcomethatreaffirmedtheroleofUNCTADasthedevelopmentarmoftheUnitedNationssystemandsetclearprioritiesfortheyearsahead.IntheConsensus,memberStatescalledonustodeepenoursupportforelectroniccommerceandthedigitaleconomy,tostrengthenourassistanceforcountriesapproachinggraduationfromleastdevelopedcountrystatusandtosharpenourengagementwithlandlockeddevelopingcountriesandsmallislanddevelopingStates.Theyrecognizedthegrowingimportanceofservicestradeasafrontierforstructuraltransformation,andtheurgencyofaddressingcriticalmineralsgovernance,illicitfinancialflowsanddeveloping-countryrepresentationintheinternationalfinancialarchitecture.

ThisannualreportdocumentswhatUNCTADaccomplishedthroughoutthatdemandingyear.

Thepagesthatfollowcovereachdimensionofourwork,fromtheflagshippublicationsthatshapedpolicydebates,totheintergovernmentalprocessesthatbuiltconsensus,tothetechnicalcooperationthattranslatedmandatesintotangiblesupportfordevelopingcountries.Theyreflectthecontributionsofeverydivisionandoffice:globalizationanddevelopmentstrategies,internationaltradeandcommodities,investmentandenterprise,technologyandlogistics,ourworkonAfricaandleastdevelopedcountries,statistics,intergovernmentaloutreachandsupportserviceandourpresenceinNewYork.Theyalsoreflecttheworkofourcommunicationsteam,whichexpandedthereachandvisibilityofUNCTADatatimewhenouranalysiswasinhighdemand.

Theyearaheadwillbringnolesscomplexity.ButtheGenevaConsensusgivesusaclearmandate,andtheworkdocumentedinthesepagesshowsaninstitutionthatdelivers,evenunderpressure.UNCTADwasbuiltformomentslikethis.Itwillcontinuetorisetothem.

Despiteconstrainedresources,wedeliveredtimelyandhigh-impactanalysisduringa

periodofrapidshiftsinglobaltradepolicy.

Whennewtariffannouncementsbegan

reshapingtradeflows,UNCTADrespondedimmediatelywithinnovativedigital

dashboardstoenablecountriestomonitorthenewtariffstheywerefacing,withGlobalTradeUpdatesandrapidassessmentson

theimplicationsfordevelopingcountriesandleastdevelopedcountries.Whileactivities

insomeareaswerepostponedorrevised,carefulattentionwasdevotedtoactivitiestargetingdevelopingcountries,inparticularthemostvulnerable.

postswereabolished–nearlyonefifthoftheworkforce.

Thepostreductionsrequiredarebalancingoftheorganizationandfunctionsto

preserveinstitutionalsustainabilityand

supportmandatedeliveryduringaperiodofsystemwidereform.

UndertheUN80Initiative,UNCTADco-led

twoofthe31workpackages–onJoint

KnowledgeHubsandbroaderdevelopmentpillarrealignments,whichaimatreconfiguringmacroeconomicanalysiscapacitiesacross

theUnitedNationsSecretariattobetter

supportMemberStates,aswellasprovidemoreandimprovedsupportforleast

developedcountries,landlockeddevelopingcountriesandsmallislanddevelopingStates.Inaddition,itisanactivemembertothe

workpackagesonexpertiseondemand

(WP8),data(WP16)andenvironment(WP27).Together,theseeffortsreinforceUNCTAD

leadershipinshapingamorecoherent,

coordinatedandresponsiveUnitedNationsdevelopmentarchitecture.

UNCTADwasdeeplyinvolvedinotherUnitedNationsprocesses,particularlyinadvancingthePactfortheFutureandshapingthe

GlobalDigitalCompact.Theinstitutionalsoledinitiativesondatagovernanceandco-leddigitaltransformationeffortswiththeUnitedNationsIndustrialDevelopmentOrganization(UNIDO).Additionally,UNCTADcontributedtovariousUnitedNationscommitteesand

taskforces,ensuringcoordinationbetweenGenevaandNewYork.

supportfutureactivities,includingtheWorldInvestmentForum,theGlobalSupplyChainForumandsought-after

e-commerceprojectsthatbenefittheleastdevelopedcountries(LDCs)andsmallislanddevelopmentStates(SIDS).

Contributionsalsosupportedthe

participationof22ministerialrepresentativesfromLDCsandSIDSatUNCTAD16,furtherstrengtheninginclusivityinglobaldialogue.

Mostimproved

performanceawardin

advancinggenderequality

UNCTADcontinuedtoachievenew

milestonesand,in2025,attheconclusionoftheUnitedNationsSystem-wide

ActionPlanonGenderEquality,itwas

recognizedasthebest-performingentity

withintheSecretariatandreceivedthe

MostImprovedPerformanceAward.The

strongcommitmentofUNCTADtogenderequality,reinforcedbyeffectivepartnershipsandcollectiveeffortstoadvancethe

empowermentofallwomenandgirls,

underscoredtheimportantworkthatwasbeingdonetostrengthenaccountabilityacrosstheinstitution.

Throughout2025,Secretary-General

RebecaGrynspanstrengthenedtherole

ofUNCTADatapivotalmomentforthe

globaleconomyandtheorganization,firmlypositioningUNCTADasaleadingvoice

forinclusive,sustainabledevelopment.

SheprovideddecisivestrategicdirectioninshapingtheUNCTADpolicyagenda,

deepeningengagementwithmember

Statesandreinforcingtheinstitutionasatrustedplatformforsolutionsforvulnerableeconomies.

AdefiningmilestonewasUNCTAD’sXVI

QuadrennialConference,whichdeliveredthe

GenevaConsensus

,alandmarkoutcome

inwhichmemberStatesreaffirmedthe

institution’svitalroleinthemultilateral

system.Thisroadmapaddressescritical

globalchallenges,includingtheneedto

upholdarules-basedinternationaltrading

systemandtackledebtcrises,digital

divides,theclimate–developmentnexus

andinvestmentgaps.Emphasizingthe

Conference’spoliticalsignificance,the

Secretary-Generalstated:66Thisiswhatmultilateralismlookslike–notperfect,noteasy,butpossible.Alwayspossible.

UNCTAD16recordedthehighestparticipationinitshistory,withover

170nationaldelegationsand80ministers

andvice-ministers.TheConferencesetoutarenewedvisionforamoreresilientglobaleconomytoguideUNCTADworkacrosskeyareas,frominclusiveandsustainabletradetoLDCgraduationsupport,digitalcapacity-buildingandfinancialarchitecturereform.

Addressingtrade

uncertaintyandrisingtariffs

UNCTADcontinuedtoberecognizedfor

fast,forward-lookinganalysisonglobal

challenges.In2025,Ms.Grynspanraisedurgentconcernsaboutescalatingglobal

tariffs,warningthatnewmeasuresbymajoreconomiesthreatenedgrowth,investment,anddevelopmentinanalreadyfragile,low-growth,high-debtenvironment.Speakingforthemostvulnerable,sheemphasized

thattheywouldfacedisproportionateshocks.

UNCTADunderscoredthegrowing

inequitiescreatedbytariffincreasesas

vulnerableeconomiesnowfacehigher

tariffsthandevelopedcountries.Byframingtariffsasadevelopmentissueandnot

merelyatradeconcern,sheelevatedthe

urgencyofreformingglobalrulestoensurefairnessandpredictability.HerleadershippositionedUNCTADasakeyadvocate

fortariffstructuresthatsupport,rather

thanhinder,sustainabledevelopmentandinclusivegrowth.

TheGlobalTradeUpdateseriesproduced

monthlyassessmentsonkeyissuessuch

asaidatacrossroads,thecostofnewtariffburdens,aworldofdebtandtariffdisruptionimpactsonLDCs,allowedmemberStatestohavetimelyanalysisduringavery

turbulentyear.

UNCTADunderscoredtheneedto

reimaginetradeasamoreinclusiveengineofdevelopment,particularlyforsmallandvulnerableeconomies.TheSecretary-

Generalhighlightedtheresilienceof

globaltradedespiteunprecedentedpolicyuncertainty,drivenbystrongservices

growth,expandingSouth–Southtrade,anddeeperregionalintegration.

slashingbudgetsforhospitals,schoolsandinfrastructureresultingin3.4billionpeoplelivingincountriesthatspend

moreonservicingdebtthanonhealthoreducation–100millionmorethanlastyear.Thisisn’tresilience–it’s
