pointforransomware,datatheft,andextor-

tionschemes,and

increasingly

the

foundationforcyber-enabledcargocrimes.

Acrossthesector,the

correlation

between

digitalcompromiseandphysicaltheftisnow

unmistakable.

Cyber

intrusion

often

pre-

cedesordirectlyenablestheftoffreight.Throughout

2025,

cargo

crime

trends

re-

mainedelevated.CargoNetreportedthatin

Q32025,cargo

theft

claims

reached

$111.88

million(Verisk,2025).As

staggering

as

this

number

is,it

is

well

understood

that

reported

cargo

crimes

only

represent

a

small

percent-age

of

total

cargo

crimes

experienced

acrossthesectorduetowidespreadunderreport-

ing.Whiletraditionalhotspotssuchas

Cal-

iforniaandTexascontributedtoyear-over-

year

increases,

the

most

dramatic

growth

occurredintheNewYorkCitymetropolitan

area,

New

Jersey

110%

and

33%,

respec-

tively).

Analysts

these

spikes

to

theadoptionofcybercrimetacticsbyorga-nized

criminal

networks

who

leveraged

social

engineeringtoimpersonatecarriers,

hijack

Federal

Motor

Carrier

Safety

Administra-tion(FMCSA)accounts,and

manipulate

loadtendersandotherdispatchdocumentation.

The

result

is

a

seamless

blend

of

cybercrimeandphysicaltheft,wherestolencredentials,

fake

identities,

and

compromised

systems

have

facilitated

physical

theft

of

cargo

at

unprecedentedlevels.This

correlationwas

reinforced

by

a

series

of2025investigationsintoorganized

theft

networks

that

combined

phishing,

credential

harvesting,

fraud

scale.Bad

actors
