Overthepastdecade,theAsianInfrastructureInvestmentBank
(AIIB)hastransformedfromanambitiousideaintoaleading
multilateraldevelopmentbank(MDB),deliveringtangibleimpactforourMembersandtheirpeople.AIIBhasfinancedinfrastructurethatisnotonlyessentialforeconomicgrowthandwell-being,butalsofocusedondeliveringenvironmentalandsocialsustainabilityandmuch-neededresilienceinanevolvingworld.
Theachievementsofourfirstdecadespeakforthemselves. By2025,AIIBdisbursedoverUSD38.4billioninfinancing projectsacrossdifferenteconomiesinAsiaandbeyond,spanning diverseinfrastructuresectors,includingenergy,transport,water, sustainablecities,digitalinfrastructureandtechnology,health,andeducation.OurSustainableDevelopmentBondshaveraisedmorethanUSD55billion,coveringcurrentandfuturedisbursementcommitmentsbasedoncommittedprojectswithclearsustainabilityoutcomesandimpacts.Yet,aswecelebratethesemilestones,wemustconfronttherealitythatglobalchallengesareintensifying.RecentdisastersamongourMembers,suchasthedevastatingflashfloodsandlandslidesinSumatra(Indonesia)andSriLanka,claimedthelivesofthousandsofpeople,diminishedthelivelihoodsofentireareas,andcausedconsiderableeconomiclosses.Climatechange,biodiversityloss,pollution,andgeopoliticalinstabilityareconvergingtocreaterisksthatthreatenlivesandlivelihoods,particularlyindevelopingcountries.ItiswiththesechallengesthatAIIBiscoordinatingactiontosupportourMembers.
AIIBstandsreadytoleadinthisnewera.GuidedbyourmissiontofinanceInfrastructureforTomorrow,wewillcontinuetoinnovate,collaborate,andleveragetheexperiencewehavegainedindeliveringdevelopmentoutcomes.Ourstrongfinancialfoundationanddedicatedteamenableustopursuea“green,clean,andlean”approach,deliveringimpactefficientlywhileupholdingthehigheststandardsofintegrity.Transparencyremainscentraltoourapproach.Wereportregularlyonourprogress,andin2025,AIIBlauncheditsfirstSustainabilityReport,animportantmilestoneinstrengtheningaccountabilityandstakeholdertrust.
Wearealsoadvancinginvestmentsinhealth,nature-basedsolutions,anddigitalfinanceinitiatives–amongothers–reinforcingourcommitmenttosustainabilityandinclusivity.Lookingahead,wewilldeepenandexplorepartnershipswithabroadrangeofstakeholdersincludingotherMDBs,governments,andprivateinvestorstomobilizeresourcesatscale.

TheachievementsofAIIB’sfirstdecadeofoperationshavebeenremarkable.Thisannualimpactreportshowcasesthescale,quality,anddevelopmentimpactoftheBank’sinvestmentoperations.Inparallel,AIIBcontinuestodeepenitsengagementinthecapitalmarketstomobilizefundinginsupportofitsmission.
In2025,wesuccessfullyraisedUSD10.2billionequivalentunderourSustainableDevelopmentBondFramework(theFramework),whereby100%oftheproceedsgotowardacombinationofgreen,social,andsustainableprojectsthatmeetAIIB’spoliciesandstandards.Theframeworkcontinuestoguideourfundingactivitiestofinanceinfrastructurethatpromoteseconomicgrowth,socialinclusion,climateaction,andenvironmentalstewardship.
ThebondsissuedundertheFrameworkaffirminvestors’confidenceinAIIB’scommitmenttomobilizingcapitalforprojectsthatdeliverlong-termvalueforourMembersandstakeholdersthroughinfrastructureinvestments.Asoftheendof2025,AIIBhadUSD37.6billionequivalentinlong-termdebtoutstanding.
WeapprovedUSD10.6billionfor57projectsin2025,with71%ofthatfinancingdedicatedtoclimate-positiveoutcomes.Forexample,wecontinuedtosupportoursuccessfulClimate-FocusedPolicy-BasedFinancing,atoolintroducedbackin2024tohelpMembersimplementpolicyreformsforlow-carbonandclimate-resilientgrowth.Ourgoalistodemonstratehoweachdollarraisedcontributestotangibledevelopmentoutcomes,whetherthroughimprovedaccesstocleanenergy,resilienttransportsystems,orinclusiveurbaninfrastructure.
Lookingahead,AIIBremainscommittedtofinancinginfrastructurethatdriveseconomicgrowthandwell-beingwhiledeliveringenvironmentalandsocialbenefitsandavoidingnegativeimpacts.Bycombiningstrongfinancialdisciplinewithsustainabilityprinciples,weaimtocreatelastingvalueforpeopleandtheplanet.Iampleasedtoshareour2025ImpactReportreflectingtheimpactandexpectedresultsofinvestinginsustainableinfrastructure.

INTRODUCTION
TheAsianInfrastructureInvestmentBank(AIIBortheBank)isamultilateraldevelopmentbank(MDB)whosemandateisto(i)fostersustainableeconomicdevelopment,createwealth,andimproveinfrastructureconnectivityinAsiabyinvestingininfrastructureandotherproductivesectors;and(ii)promoteregionalcooperationandpartnershipinaddressingdevelopmentchallengesbycloselycollaboratingwithothermultilateralandbilateraldevelopmentinstitutions.
InApril2021,AIIBintroducedthe
SustainableDevelopment
BondFramework
(theFramework),whichsetsouthowAIIBissuesbondsanddemonstratesthatthefundsitraisessupportsustainabledevelopmentoutcomes.Italsooutlinesthecriteriaforprojectselectionandthestrategies,policies,andprocessesgoverningthem.ThisannualSustainableDevelopmentBondImpactReportprovidestransparencyontheBank’sportfolioandproject-levelobjectives,focusingontheenvironmentalandsocialbenefitsexpectedfromitsfinancingactivitiesin2025.
AIIBiscommittedtocontinuouslyimprovingitsapproachinlinewithindustrybestpracticesandmarketexpectations.TheFrameworkandtheannualImpactReportaresubjecttoongoingrevisionandenhancementtoalignwithevolvinggreen,social,andsustainablebondmarkets,emergingsustainabledevelopmenttrends,andchangesinAIIB’sstrategies,policies,andprocesses.

AIIB’sSustainableDevelopmentBondsrepresentacommitmenttofinancingprojectsthatprioritizeenvironmentalandsocialsustainability.ThroughtheissuanceofSustainableDevelopmentBonds,AIIBchannelsfundsintoprojectsinareassuchasrenewableenergy,cleantransportation,andclimateadaptation,assistingclientsintheireffortstoachievetheUnitedNations
SustainableDevelopmentGoals(SDGs)
.
In2025,AIIBaccomplisheditslargestjointborrowingprogram,fundingUSD10.2billion,includingninebenchmarktransactionsinsevencurrencies.Forthefirsttimeinacalendaryear,AIIBissuedthreeUSDSECbenchmarkbondsacrossthecurve,allofwhichattractedsignificantdemand,reflectingthedesirabilityofhigh-qualityliquidassetswithproceedsthatfundsustainability.OnehighlightwasissuingtheinauguralpublicHKDbenchmark,thefirstpublic-formatHKDbondissuedbyaninternationalissuer,settlinglocallyintheCentralMoneymarketsUnit.TheHKDtransactionmarksamilestonefortheopeningofthepublicHKDmarkettointernationalissuersandexpandsthesuiteofsustainabledevelopmentbondsinthismarket.
OtherbenchmarkmarketactivityincludedissuanceinAUD,CHF,CNY,EUR,andGBP,allattractingattentiontothesustainabledevelopmentbondlabel,withinvestorsincreasinglyfocusedonallocatingcapitaltoinvestmentsthatsupportsustainabledevelopment.ThestrongglobalsupportfrominvestorsforthesetradesistestamenttoAIIB’smission.

Georgia’sfirstcorporatesocialbond
InSeptember2025,theBankissuedafive-yearfloating-ratenoteinGeorgianLari(GEL),raisingGEL40million(equivalenttoapproximatelyUSD15million).TheproceedsarebeingusedtofundtheBank’sinvestmentinJSCGeorgiaHealthcareGroup,thecountry’slargesthealthcareservicesprovider,whichissuedaGEL350millionbondunderitsSocialBondFramework.TheGroup’sissuanceisthelargestlocal-currencydomesticcorporatebondissuanceinGeorgiatodateandsupportsthegrowthofthecountry’sbondmarketwhileallowinginvestorstopursuebothfinancialreturnsandmeasurablesocialimpact.
Buildingonthisfinancing,the
Project
willexpandaccesstohealthcareinunderservedurbanandruralregions.Itincludesrefurbishinghospitalsandclinics,upgradingmedicalequipment,andexpandingessentialservices.Theseinvestmentsstrengthendiagnosticcapacityandhelpbringpreventiveandspecialistcareclosertocommunitiesthatcurrentlylackit.Ultimately,thestrengthenedregionalhospitalnetworkwillhelpreducepatientoverloadinmajorfacilities,ensuringmoretimelyandequitableaccesstomedicalservicesacrossthecountry.
Byfundingthistransactionthroughalocalissuance,AIIBiscontributingtothedevelopmentofGeorgia’scapitalmarkets,followingonAIIB’sfirstGELissuancein2022.ThesetransactionscreatemoreinvestableopportunitiesfordomesticinvestorswhilechannelinglocalcurrencyfinancingtoGeorgianbusinesses.

Theworldisfacinggrowingobstaclestoimprovingthehealthofitspopulationsinthefaceofclimatechange,thethreatofpandemics,includingantimicrobialresistance,agingpopulations,andpersistentinequalities.Pre-existinginfrastructuregapsandagingandoutdatedhealthinfrastructure,togetherwithhuman-inducedchangesinclimate,nature,andbiodiversity,areprofoundlyimpactinghumanhealthandwell-being,posingseriousandescalatingthreatstoglobalhealthgains,economies,anddevelopment.TheWorldHealthOrganizationestimatesthataroundaquarterofglobaldeathsareattributabletomodifiableenvironmentalfactors(basedon2016data).2Airpollutionisthelargestenvironmentalcauseofdiseaseandprematuredeath,causingovereightmilliondeathseveryyear,3morethanthecombinedglobaldeathscausedbytuberculosis,HIV/AIDS,andmalaria.4,5
