9、earing. JW described the project. Sam Woods, NSRWA, present. Taxes exempt and abutters notified. CK hearing officer he noted for the record that his wife is an attorney for DPW Union members but this will not cause a conflict. JW working with DPW and NSRWA. End of Corn Hill Lane has a turn-around th
10、ats badly neglected; two large puddles that form due to traffic turning. Fill thats been pushed into the wetland at edge of the turn around will be removed and plantings restored to make a small park area with a bench and plantings to improve the way it looks and to slow the traffic. There has been
11、years worth of road sand accumulating at the end of the cul de sac; Herb Emilson has agreed to pay for the improvements which will include storm water improvements. Will put in several small drainage swales on the river side of Corn Hill Lane to divert runoff and reduce total amount of water that ge
12、ts to the end. WG asked if theres a maintenance plan for catch basins; JW no catch basins proposed, natural swales. FW asked if the water will infiltrate into the ground or go into the marsh; JW said more will infiltrate into the ground, some of what reaches the end will flow onto marsh. Edge of pav
13、ement has buildup of soil. Ms. Woods noted it will be an improvement; but probably not a final improvement. Rob Mitchell, 123 Gotham Hill Drive, asked if the end of Corn Hill Lane was once the site of Rodgers Shipyard- yes It was. He asked if anything is to be done in the area like an archeological
14、dig. Ms. Woods said they are not doing any excavation, just landscaping. Theres a marker down the marsh from this site that could be included in signage. David DeCastro noted the end of Corn Hill Lane has a town landing and asked if they are going to reduce the size of the turnaround, and if so, he
15、felt that would adversely affect the kayakers. Will plantings be on public property? Ms. Woods said most plantings will be ground cover and will still have public access. JW said making the area a little smaller by design to create a quiet area for the bench and reduce the speed of the traffic. Chec
16、ked with DPW for what space they need for truck turnaround what we show leaves enough room. Going to lose one or two parking spaces. WG stated he thinks thats a problem. Can we do what is proposed without losing parking? JW its to use the area in a different way. Mr. DeCastro quite narrow where it t
17、urns. WL asked if Mr. DeCastro uses this area and has he ever seen it run out of parking space. Mr. DeCastro said he does use the area and has seen approximately three cars there at a particular time. Ms. Woods stated they are trying to create a buffer and a quiet spot. WG asked if this can be done
18、without eliminating some parking. JW no, but can park along side of the pavement. Ms. Woods said they could eliminate the cable between the posts for easier access. MS recused from meeting.Mr. Biviano and Brian Taylor present. New plans received, added BMPs for drainage. Redevelopment of existing si
21、te near wetlands and within riverfront area. Tearing down existing and building in footprint. JW asked if Mr. Biviano would be opposed to having some shrubs and plantings in the detention basin. Mr. Taylor said that would be fine. JW said he would like to see some sort of fence at the back of the lo
22、t so cars dont drive into basin. Mr. Biviano said they have a foot and half berm; no regular vehicle could drive over it. WG asked what the slope is. 2 to 1. Donald Hayes, Winslow Street, asked if test borings were done on this property for contaminants. Mr. Biviano said they did them a long time ag
23、o and it was clean. Needed a 21E for the bank. Six drywells proposed on the property. WG motion to close, CK second, passed 5-0-0 with MS recused. MS returned to the meeting.7:50 2410 Going, 695 Summer Street MS read notice of public hearing. MS hearing officer. Brian Taylor, Stenbeck & Taylor, pres
24、ent. Paul Ripley, Lee Ripley present. Reconstruction of existing driveway to single family house within 200 of a stream. Comprised of two parcels 1.99 acres and 7.14 acres. Going to Zoning Board of Appeals tonight to combine the lots. Existing house on front parcel; no structure on the back parcel.
25、They are asking for a permit to demo the existing building and construct new structure on rear parcel. Existing driveway 10 wide; slope drops off toward pond. Driveway is tilted toward the slope of the pond; when theres a big storm theres runoff into the pond. Goal in reconstruction is to relocate n
26、ew dwelling at back of property, reconfigure driveway to be safe. Continuous silt sock for the construction activity. All proposed activity is outside of performance setbacks.Widening drive to 15. Precast rock faced retaining wall 4 in height at the highest, 12 of pavement and 3 stone edge. Have let
27、ter of support from the most direct abutter. JW agrees with everything Mr. Taylor has said about resource areas and work on site. This plan shows no work within 100 of the wetlands. Would like no tree cutting within 100 of the wetland resource. JW asked that a new plan be submitted with todays date
28、showing infiltration.Rob Mitchell, Gotham Hill Drive, asked if any of this proposed project falls within Marshfield Hills Historical District. MS stated that is not Conversations purview. William Darmetko, 669 Summer Street, stated the septic system is uphill from his private water supply (well). Mr
29、. Taylor said he will meet with Mr. Darmetko on site to discuss. Title 5 requirement is 100. Town of Marshfield is 200 from a well. Has to be addressed by the Board of Health. JW said proposed septic system is out of Conservations jurisdiction. A Summer Street resident said she just got back from va
30、cation and didnt get a chance to look the filing over, asked if the hearing could be continued until shes had that opportunity. MS noted that proper notification went out in accordance with the By-laws and Regulations. Mr. Taylor said he would meet with her if shed like. MS motion to close, CK secon

32、tions consultant of Sabatia, and Armand Dufresne, Project Manager of Gale Assoc. present. Lots of abutters. 2.96 acres of wetlands proposed to be filled. Looking for Variance because not replicating 2 to 1, proposing to dredge Bass Creek. WG lets look at Conservation issues; focus on the Variance. V
33、ariances arent given out lightly. Reconstruct runway and taxiway in deplorable condition. Runway safety areas are causing most disturbance. Nothing has been done in this airport since the 60s. JW stated the Bass River dredging project is part of the mitigation package and that there was a catch 22 b
34、etween permitting agencies. DEP wanted 2 to 1 replication; By-law has same requirement. Issue for the Airport was they needed Federal permit too. Corp of Engineers does not like replication. Finish Bass River dredging project as a form of mitigation; Airport would pay for completion of that project.
35、 Bob Gray to clarify wetland replication is a technique that is required under the By-law and State law; wetland replication involves going into wetland area and removing upland vegetation and soils and creating hydrology and that is a technique that the Federal government uses sparingly. Wetland re
36、storation (Bass Creek) deals with two situations: stressed wetland, going into areas that were formerly wetland and were filled and no longer function as wetlands. Restoration has much better success than replication. CK when DPW did this project, they completed 10 to 20 percent true? Yes. CK do you
37、 know how much money they spent? Cant recall around $100,000. JW one other consideration the Town tried to do the dredging with its own staff; DPW had not done dredging before, didnt know how, equipment breakage. Finally hired contractor and made progress until the money ran out. Donald Hayes asked
38、the elevation at the west side of the dyke compared to Bass Creek by the airport? WG storm water management is going to be improved by dredging. JW we control the height minus 2 to 0. When you go up to Bass Creek under Ocean Street its over +1; theres a 3 gradient difference. Hayes airport is giving
39、 the town $400,000 for this dredging. Yes. How much has the Town given to the airport? WG not our subject matter. Armand its coming from the FAA, $388,000. DEP says “in completion of Bass Creek” CK stated.Initial monies that were spent by DPW only accomplished small part of it didnt that include cul
40、vert? JW no. Money appropriated for Bass Creek, less than half was spent, the remainder was turned back into the General Fund. WG getting off subject - were discussing Variance for disturbing wetlands. Applicant is offering $400,000 toward restoration of Bass Creek. In response to a question about d
41、angers to the bird population, JW said the wildlife sanctuary will be enlarged and improved. Small amount of trees cut on Audubon property.Reardon, Foster Avenue insisting pollution and noise is Conservations problem should be protecting the residents. WG noted again that this is clearly out of cont
42、ext. Cusick, Waterman Ave on the $400,000 - dont think thats enough money to make a dent in the project. CK said in the DEP approval, “completion of bass creek”. JW said dredging will remove the sediment and that Rod Proccacino, Town Engineer, is certainly aware and has been to all the meetings conc
43、erning the dredging project. WG asked Mr. Gray to clarify benefits of dredging. Mr. Gray stated “based on what I have seen, the restoration effort that will be initiated will have positive effects on the environment. Dont know if funding is adequate, not part of that discussion, out of my purview. W
44、hats before the Commission is to decide if additional restoration in the context of the Variance request is adequate for the Commission to grant that Variance. The restoration is icing on the cake, an addition. Turtle habitat is being protected with monitoring, removal from harms way, and 101 acres
45、being set aside for turtle habitat. My opinion based on what Ive reviewed, will benefit the Town.”WL I heard from reports about previous dredging, even though it accomplished smaller amount than hoped, it did have positive effect on water flow. Its a matter of what proportion is the outcome. Sounds
46、like the $400,000 worth of work would be a big benefit.Kathy Glavin thought this project would be complete, not a portion. We were under the impression they were going to complete it. Ann Pollard, Airport Manager, stated that in the presentation it was clearly stated that the $400,000 would go towards the project. Not completion. Joseph Pecevich talk about how t
