15、reas where crude import is convenient and market demand for products oil concentrated To have the Pearl River Delta, Yangtze River Delta and Bohai Bay Rim regions leading the industry, let core areas in central and western China see moderate development, make the industrial pattern in border areas i

16、mproved, get number of new sites minimized The Yangtze River Delta shall rely on the existing large refining bases, optimize industrial structure and improve competitiveness The wider Pearl River Delta (including Qinzhou, Guangxi), shall focus on the selected locations, given multiple gross roots re

17、fineries plus Sino-foreign JV refining projects going on The Bohai Bay Rim shall put emphases in north China and the coastal areas of the handong peninsula, including proceeding with refining projects in Tianjin, Caofeidian and Dongyin, where large crude jetties are ready, plus optimizing and upgrad

18、ing the existing facilities Central and western China shall set Wuhan and Chengdu as core areas of inland refining & petrochemical clusters, with southwest China regions to speed up the Pengzhou project, and the Yangtze River reaches to focus on the existing facility upgrading On the back of constru
