5、e unified city plan and worked out and published the Shenyang Overall Plan for Communication Synthetic Pipeline in March, 2001. Users like communication departments were called together and released the solution to them. Contracts were signed with these users and their actual mileage required were d

Therefore, the rent shared by powerful cur

22、rent users is differentiated from feeble pipeline groove which has multiple users. No research has been conducted for the concrete difference of rent Because the operational object is infrastructure, users are all industrial institutions. Thus the effective laws and regulations should be available t

During past five years, the main buyer of cable buried in Beiji

Beijing city provided capital allowance for main roads construction project, the allowance level is about 20%. According to city layout and city-net reconstruction plan, Beijing will “destroy the overhead lin

28、es”. But , to compare with the real cable coverage level, this goal seems distant. The forecast of Beijing power supply bureau shows that this project will expense 21 billion Yuan. Holding Olympics creates the possibilities for supplying power by cable in Beijing. Till 2008, Beijing will invest 36 b

29、illion in electronic-net construction. 30、n tunnel experiments, but during the special period of Olympic construction, they chose to increase electronic price to pay power supply bureaus check for laying out cable directly,When other city governments or power supply bureaus were worry about the cable construction capital, Beijing government

31、 also thought how to accelerate cable-buried, they have began to make common tunnel experiments, tried to do and operate cable tunnel by society, and rented to power supply companies and communication companies, in order to partake the burden of the power supply companies Beijing zhongguanchun the n

32、ew technology development district is the experiment unit of Beijing tunnel cable separation construction. It is uniformly developed by real estate firms, the uniform tunnel cable construction by companies in this district will practice comprehensive tunnel cable style. Construction expenses is take

This experiment is not successful, because: Government did not give the power to the tunnel cable construction Companies to manage the tunnel cable, so there have no one to maintain and operate the tunnel cable when the project finished. Because the former can depend on electric laws and electric establishment management rules, but the latter have no effective laws or rules to restrict the cooperation with the former companies. Beij

35、ing city layout department still has a optimistic look on tunnel cable separation system, it points out that the experiences from the experiment unit shows there must be relevant policies and laws to support the tunnel cable separation system. After successfully applying for Olympic games, Beijing c

36、an take special cable capital gathering ways : increasing electric price, which can not by other cities. Although the electric price has the decreased direction around the country, increasing price is nearly impossible. So that, the ways of Beijing gathering money is special in the special period, b

39、den the cost of underground cabling in backbone roads(10 roads, more than 300km ) . This sum of capital comes from electric price rising (from April 22)., about 3 billion Yuan per year. By the end of April 2002, after hearing of witnesses, Beijing approved the power supply companies needs, and decid

40、e that, from May 22th 2002, per KWH of city electric price will add 5 cents, then the price will increase from original 0.39 Yuan to now 0.40 Yuan, 2 cents of price rising will be specially use to city overhead cable buried project and other electric reconstruction projects. 2 cents-added can bring

41、extra 0.6 billion electric income per year, power supply companies should make loan with these 0.6 billion capital, it can help them to collect 3 billion Yuan per year to do the reconstruction projects, According to Beijing planning committee, electric price rising policy will be effective for one y

42、ear, whether this policy will continue to next year or not will be depended on the result of witnesses. But Beijing power supply bureau has confidence to use this policy till 2008. The overhead cable needs of cities sight and roads construction is negotiated by region government and power supply com

43、panies, region financial government funds will give the allowance. Because the city zones have no specific construction plan, the jobs are not clear yet. Beijing planning committee introduced that many Beijing city zones can offer the reconstruction expense.,Forth partBeijing,- 49 -,Although the cap

44、ital problem has been settled, there are some uncertainties with overhead cable underground during the period of applying for Olympics. If it is lacked the powerful supervision by region government, power supply bureau intents to use this capital to expand the electric capacity.,Electric equipments

45、reconstruction by electric allowance including expanding capacity and overhead cable underground, the region government hope to support the latter, and the power supply bureau pay more attention to the former : The executives of Beijing power supply bureau said: as a power supply company, the power

46、supply capability is more important that its looking, power supply by overhead cable is more economical, and easier to maintain, if it can be decided by oneself, we are more willing to spend the money on transformer substation and such kind of expanding capacity projects. The executives of Beijing p

47、lanning committee said: overhead cable buried expensed so much money, so the power supply bureau was not willing to take, the government would support ,but financial income is limited, so the electric price rising is approved. 2 cents-added funds is the special funds that be uniquely used in the ove

48、rhead cable buried project and other power reconstruction projects, so can assure the citys underground projects of the main roads building. As to the city zones overhead cable underground, region government can make decision by themselves to supervise and urge the power supply bureau construction,

49、the fund needs can be assisted by the region government. The potential of the overhead cable buried in some richer city zones should not be small. After visiting to layout , city management,construction, planning , power supply department and so on, Sinotrust founded that, although the capital probl

50、em has the solution, but power supply bureau still responsible for the overhead cable underground construction by itself, the specific supervision institutions and rules have not come out yet. If the region layout department and construction department can not restrict and supervise effectively, the

51、 construction funds would probably be used more on electric expanding not on overhead cable underground.,Forth partBeijing,- 50 -,Beijing have entered the roads building climax.(from 2003to2008),Before 2008, the goal of Beijing roads building is: To match the demand of 30 million automobiles. Curren

52、tly Beijing totally has 18 million automobiles(by the end of 2001) , the other 12 million automobiles need relevant roads building to match. Average speed in city rush hours arrives at 45km/per hour to 65km/per hour, usually maid roads average speed is 20km/per hour. It will be taken no more than 50

53、 minutes between any two stations when you drive within the city bound, and it will be taken is no more than 40 minutes from beginning station to the end station by bus, the currently real level is 2/3 of this hoping level.,In order to achieve this level, during the following 5 years(2003-2008), Bei

54、jing city government and every city zones will carry out large-scale roads building and reconstruction: Beijing city: investing 90 billion Yuan in high-speed roads, city fast-speed roads, and circle fast-speed communication roads web, railway communication system, these count up to more than 300 KM

55、Each city zones government will also invest in city-inside roads reconstruction system on a large scale, for example, haidian district totally invested 3 billion Yuan to maintain the roads within yuanmingyuan east road, yuanmingyuan wesr road, wanquanhe road, qinghua south road etc, in 2002.,Forth p
