1、第一书记述职述廉报告模板 第一书记述职述廉报告模板 一、深入调研，制定发展规划 初来乍到，人地生疏，面对陌生工作环境，虽然有过几年驻村帮扶工作经历，但要想驾驭农村工作，成为行家里手，我认为一切得从头开始，从村情实际出发，从群众所需、所盼、所想出发。为了做到尽快转换角色，熟悉工作环境，我坚持做到“三勤”：一是勤于学习，增进沟通。扑下身子从实践中学、放下架子从群众中学、静下心来跟身边同志学，做到多交流、勤沟通。二是勤于调研，熟悉村情。入村伊始，我始终坚持做到深入田间地头、深入农户、深入群众展开调研，针对农村工作实际，拟定调研课题，进行认真的梳理、归纳和总结，形成有针对性的调研报告，不断的涉猎和熟悉

2、乡村工作情况。三是勤于锻炼，积累经验。为尽快认知、熟悉和掌握农村基层工作经验，我积极参与乡党委、政府开展的各项中心工作，主动深入到xx乡农村改革发展最前沿xx村开展工作，主动深入到涉及群众切实利益、矛盾纠纷较为集中的林权制度改革中去，主动深入到新型农村养老保险工作中去。通过两过多月的潜心调研和悉心收集、归纳和总结，我与 乡党委、政府和村“两委”成员一起，制定了xx村三年发展规划，并聘请县建设局进行了总体设计，提出了三年内“修通一条路、开发一块田、整修一条河、扮靓一片庄、发展一个产业、建设一个坚强阵地”的“六个一”目标，着力将xx村建设成为河南省农村改革发展综合试验区建设市级示范村，为xx村勾勒

3、出了一副打基础、兴产业、促发展的美好蓝图。二、深入创建，谋求发展合力 “蓝图绘就，重在添彩”。发展规划制定后，为确保规划如期实现，作为第一书记，我从抓班子、带队伍、强堡垒入手，通过借助党建活动载体，来凝聚发展合力。创先争优树标杆。通过开展创争活动，我坚持以身作则，率先垂范，带头兑现承诺，引导村“两委”干部在开展工作中，坚持高标杆定位，高标准落实。完善和健全了管理制度,规范开好“三会一课”,制定村级班子议事规则、决策程序,建立健全村务公开,确立民主决策,加强班子团结,增强组织的战斗力。培养和发展3名预备党员，壮大基层党组织。深入学习增素质。借助当前开展建设学习型党组织活动，我坚持与村党员干部一道

4、学习政策法规，探讨农村科技，谋划发展出路。还专门组织村干部和种养能手到光山县晏河乡帅洼村、浉河区五星乡蔬菜种植基地等先进村参观学习，不断灵活学习方式，增强村干部学习兴趣，开阔村“两委”班子视野。“4 2”工作聚民智。为增强村内大事决策的科学性、民主性和针对性，我与村“两委”一道深入村组调研，实地考察，广泛征求村民意见，按照“4 2”工作法的工作程序对严重制约刘湾、北坳、关冲、代洼四个村民组发展的生产生活道路进行硬化，得到广大村民的大力支持，通过“一事一议”，群众自筹资金近9万元，修通了3公里的路基。半年来，全村新农保、新农合、计划生育、社会治安等各项工作都顺利开展，件件都走在了全乡前列，让群众

5、对村“两委”班子有了理解、信认和支持上的转变，村班子新形象日渐形成，整体战斗力明显增强。三、调整结构、培育支柱产业 “农村要发展，产业支撑是关键”。如何培育出支柱产业来，一直是我思考的问题。根据xx村富余劳力多和山场资源丰富的实际，一个方面是要走出去，组织群众通过劳务输出脱贫致富。为此，我多次与市、县劳务培训部门和相关务工企业联系，组织群众到xx县涉外劳务培训中心、信阳电子学校等地培训，联系县“阳光工程”到我村现场培训，帮助群众到新加坡、韩国、日本等国外和国内、省内企业务工，使xx村外出务工人数迅速突破了500人。另一个方面是深挖村情，走出一条大力发展山场经济和绿色经济的道路。首先是围绕山场资

6、源调整产业结构。xx村山场面积大，但绝大部分是板栗林，目前品种老化、管理粗放、经济效益差。为此，我积极与市、县国土部门联系汇报，争取土地整理项目，对村里符合条件的板栗林进行土地整理，进而调整产业结构，大力推广种植油茶、茶叶等经济作物。目前，县国土部门已到我村进行了实地勘察，签订了xx00亩土地整理协议。同时，对山场上无法进行土地整理的板栗林，着手进行品种改良。为此，我专程到信阳农专农业科学系邀请尹健等3位专家到山场实地察看，化验土壤成份，现场诊断论证，研究改良对策，并多次到市、县科技部门寻求技改项目支持。在市科技局的大力支持下，争取科技改良项目资金3万元，拟于今冬明春建设板栗品种改良示范基地一
