9、ces with certification and accreditation information platform as the technical carrier and crowd-funding data as the main source of certification and accreditation data, the specifications for data crowd-funding, data quality control, information sharing and information service are proposed, which a

10、re conducive to the government, enterprises, individuals and other trade related parties to continuously obtain the required certification and accreditation information data, and effectively reduce the platform operation and maintenance costs while facilitating trade.The basic rules are the rules th

This part is applicable to platforms and related parties that use crowd-funding data as the main source of certification and accreditation data for trade facilitation information technology and services.2 Normative referencesThe followin

32、 is able to achieve the overall goal of the continuous operation of the platform.4 Basic principles4.1 Principle of co-constructionOn the premise of abiding by the rules of the platform, the platform operators, data providers and information demanders jointly participate in the construction of the p

33、latform through data crowd-funding, information sharing, information service and other activities to ensure the sustainable and effective operation of the platform.4.2 Principle of sharingOn the premise of abiding by the rules of the platform, the platform operators, data providers and information d

34、emanders share the data and information of the platform.4.3 Win-win principlePlatform operators, data providers and information demanders promote common development while meeting their own interests.5 Requirements of related parties5.1 Platform operator5.1.1 The platform operator shall be an organiz

35、ation capable of assuming legal responsibilities independently.5.1.2 The platform operator shall: a) be provided with the resources needed for the continuous and effective operation of the platform; b) have adequate access to certification and accreditation data supporting trade facilitation.5.1.3 T

36、he platform operator shall carry out but not limited to the following activities: a) formulate, issue and implement platform operation rules; b) establish a risk management plan to ensure the continuous operation of the platform; c) protect registration information and provided data of the user; d)

37、ensure the information security of the platform conforms to the relevant requirements of GB/T20269.5.2 Data provider The data provider shall:a) register as required by the platform.b) fill in and upload the certification and accreditation data related to trade facilitation to the platform according

38、to the crowd-funding rules.c) be responsible for the compliance of the data provided.5.3 Information demanderThe information demander shall:a) register as required by the platform.b) carry out information sharing and information service activities according to platform rules.c) be responsible for th

39、e compliance of published information demands.6. Platform operation rules6.1 General rules6.1.1 Platform operation rules are composed of registration rules, data crowd-funding rules, data quality control rules, information sharing rules, information service rules and points allocation rules. Please

40、refer to Annex A for the process of relevant activities carried out in accordance with the above rules.6.1.2 Article 6.2 specifies the registration rules of the data provider and information demander in detail, Article 6.7 specifies the rules of the points, Article 6.3 to Article 6.7 specified the r

41、ules regarding data crowd-funding, data quality control, informational sharing and information service activities, and those rules are detailed in relevant chapters in RB/T 025.2-2019, RB/T 025.3-2019, RB/T 025.4-2019 and RB/T 025.5-2019.6.2 Registration rules6.2.1 The platform operator shall issue

42、a registration agreement, list the laws and regulations to be observed by the relevant parties and inform them of their rights and responsibilities to participate in the activities of the platform. The terms of the agreement should be clear and easy to understand.6.2.2 When a relevant organization o

43、r individual voluntarily provides registration information to the platform, the platform operator shall review the following contents: a) the relevant organization can assume legal responsibilities independently; b) the relevant individual concerned is a legal citizen at home and abroad;6.2.3 Organi

44、zations or individuals that meet the requirements of 6.2.2 shall become data providers or information demanders through platform registration and qualification.6.3 Data crowd-funding6.3.1 The platform operator shall establish the following rules for data crowd-funding: a) rules for confirmation of d

45、ata crowd-funding demand, and comply with the provisions of 4.1 in RB/T 025.2-2019; b) rules for formulation of data crowd-funding scheme, and comply with the provisions of 4.2 in RB/T 025.2-2019; c) rules for points allocation, and comply with the provisions of 4.3 in RB/T 025.2-20 Data cro

46、wd-funding activities shall comply with the provisions of Chapter 5 in RB/T 025.2-2019.6.4 Data quality control6.4.1 The platform operator shall establish the following data quality control rules: a) rules for data validation, and comply with the provisions of 5.1 in RB/T 025.3-2019; b) rules for da

47、ta quality classification, and comply with the provisions of 5.2 in RB/T 025.3-2019; c) rules for data verification, and comply with the provisions of 5.3 in RB/T 025.3-20 Data quality control activities shall comply with the provisions of Chapter 6 in RB/T 025.3-2019.6.5 Information sharing

48、6.5.1 The platform operator shall establish the following sharing rules: a) rules for information sharing management, and comply with the provisions of 4.1 in RB/T 025.4-2019; b) rules for information sharing evaluation, and comply with the provisions of 4.2 in RB/T 025.4-2019; c) rules for informat

49、ion sharing points, and comply with the provisions of 4.3 in RB/T 025.4-20 Information sharing activities shall comply with the provisions of Chapter 5 and Chapter 6 in RB/T 025.4-2019.6.6 Information service6.6.1 The platform operator shall establish the following information service rules:

50、 a) rules for information demand publication, and comply with the provisions of 4.1 in RB/T 025.5-2019; b) rules for information service management, and comply with the provisions of 4.2 in RB/T 025.5-2019; c) rules for information service points, and comply with the provisions of 4.3 in RB/T 025.5-

51、20 Information service activities shall comply with the provisions of Chapter 5 and Chapter 6 in RB/T 025.5-2019.6.7 Point rules6.7.1 The points involved in the point spool and points rules of various activities should fully reflect the strategic goal and value orientation of the platform.6.

52、7.2 The establishment of the point spool shall take full account of the demand for data and information and be based on the continuous and effective operation of the platform.6.7.3 Points are limited to be used on the information platform for the exchange of data or information, and shall not be use

53、d for other commercial purposes.6.7.4 The platform operator shall develop a risk warning plan, track the customers with abnormal points and establish integrity record system for the registered users.6.7.5 The platform operator shall formulate or organize the formulation of the point rules for the co

54、rresponding activities of the platform: a) rules for data crowd-funding points, and comply with the provisions of 4.3 in RB/T 025.2-2019; b) rules for information sharing points, and comply with the provisions of 4.3 in RB/T 025.4-2019; c) rules for information service points, and comply with the pr

55、ovisions of 4.3 in RB/T 025.5-2019.6.8 Evaluation and improvement6.8.1 Evaluation The platform operator shall establish evaluation rules for the operation of the platform, and the evaluation contents shall include the effectiveness of the platform activities and the scientificity of the rules

56、 for points. The corresponding evaluation plan should be developed, and the evaluation frequency, evaluation objects and evaluation objectives should be specified. Evaluation activities should be conducted by a third party independent of the platform activities and an evaluation report should be issued.6.8.2 Improvement The platform operator shall organize an exper
