*发展特色工业规划纲要；2.12食品加工企业设计规范及标准；2.13其它相关专业设计规范及标准2.14当地劳动力及部分原材料市场价格3综合评价和论证结论3.1综合评价该项目符合国家的产业政策和关于调整农业产业结构和农村经济结构计划，具备实施所必须的自然环境条件，土地资源条件，科研技术条件和管理水平，项目产品具有广阔的市场前景。项目实施后，不仅自身能产生巨大的经济效益，而且可使项目的经营理念、技术方法辅射到全县及周边市县，能带动群众迅速脱贫致富，能得到政府及群众的大力支持。该项目在生产过程中，增加了森林面积，会促进当地生态环境的优化，能得到环保部门的支持。3.2论证结论鉴于以上意义，项目建设实施是十分必要的，也是十分可行的。4存在的问题与建议承担该项目的*正旺蓝莓开发有限公司的开发资金尚不能满足项目需要，制约了项目的启动，建议国家有关部门给予资金上的大力支持，使项目单位成为*蓝莓综合生产基地建设的领头羊，并带动全县人民致富。第二章项目背景及必要性1项目建设背景在2009年12月的本哈根全球气候峰会上，温家宝总理公开承诺，我国要延缓二氧化碳的排放，到2020年中国单位国内生产总值（GDP）二氧化碳排放比2005年下降40%-45%，同时制定了节能减排的一系列措施，其中一条就是加强对现有森林资源的保护和加大植植造林的力度。进入2010年夏季，我国多地发生重大洪灾、泥石流等地质灾害，造成数百亿元的经济损失和上千人的伤亡。在全世界范围也不断地发生森林大火（天气原因）、洪水、泥石流等灾害，这一切原发生究其根本原因就是全球范围内森林资源的减少、二氧化碳等废气的增多、耕地的不断开垦等等原因所造成的。因此，增加森林面积、减少裸地面积是改善生态的一项十分重要的措施。本项目的重要子项之一就是发动当地农民利用符合蓝莓生长要求的农田种植蓝莓，在蓝莓产生经济效益的同时，更可以发挥出重要的生态作用。其次，在近十几年的时间里，随着我国国民经济的快速发展，我国居民的收入大幅度提高，人们的生活质量有了翻天覆地的变化，已不再是以吃饱穿暖为目标，而是健康、营养的饮食文化。本项目的目的产品蓝莓果汁就足具这种功能，是人们追捧的消费对象。针对以上几点，依据市场需求，结合*实际，依托项目单位优越的技术优势，提出了本项目。2项目建设的必要性2.1 本项目的实施，符合国家、省关于倡导绿色农业的有关政策。本项目建设地点位于*范围内。共分为二个子项目，一是采取公司+农户的经营方式将蓝莓浆果生产分散于*拥有符合蓝莓生产需求土地资源的农户，另一子项为蓝莓浓缩果汁的加工和销售。果汁加工地点选择在*工业园区。这所以在*范围内实施本项目是由于*经济仍处于不发达状态，属老、少、边、穷地区。改革开放以来，特别是八十年代以后，当地的工农业生产得到了较大的发展，但是由于*的基础工业底子薄，再加上资金短缺，虽然拥有得天独厚的自然资源优势，较充足的人力资源，但工农业生产发展的速度和全国先进地区相比仍处于较落后的状态，为此，国家将对东北农业基地重点扶持，给予一定的优惠政策，本项目的实施，完全符合其政策规定。2.2 本项目的实施，是保护农林资源，提高土地综合生产能力的需要。经过数十年的开垦和森林资源的极度砍伐，我国的森林面积已越来越少，可采森林资源已然枯竭。而且由于当地处于东北地区丘陵地带，有着“山多平地少”的特点，当地农民人均耕地面积不足2亩，人均年收入1380元，农民生活仍很艰苦。本项目的实施，可带动当地农民利用有限的土地资源种植高附加值的蓝莓，每亩利润上万元，不仅大大提高人们的生活水平，还可极大提高土地的综合生产力。2.3 可调整当地农业产业结构，促进生态可持续发展。该项目计划利用农田造林（蓝莓），有效地利用了土地资源，引导当地农民逐步从单一的粮食作物生产向林、果业综合生产转化，即可产生较高的经济效益，又可促进当地生态向良好方面发展，符合国家生态经济可持续发展的要求。2.4充分发挥企业优势，带动区域经济的可持续发展，促进地区经济繁荣。*省正旺蓝莓开发公司地位于*省*，该公司在生产管理工作中，积累了丰富的企业管理及生产经验，具有一支善管理、懂技术，能打硬仗的职工队伍。蓝莓系列饮品是高附加值的市场畅销产品，充公发挥企业技术、人才及市场优势，大力发展蓝莓系列饮品事业，可以带动当地经济结构、产业结构、产品结构的调整优化，使当地的各项优势转变为经济优势，实现区域经济的可持续发展，促进地区经济繁荣。2.5 本项目的实施，具有良好的社会效益。本项目的实施，一方面可安排一定数量的富余人员就业，提高了他们的收入，改善了他们的生活水平，对于维护社会稳定、保障人民群众生活、构建社会主义和谐社会都有着十分重要的意义；另一方面不仅可提高当地农村土地单位产值，还可减少人们对土地的依赖，保护了森林资源。因此，项目的实施具有良好的社会效益。3项目建设的目的意义3.1是落实党和国家有关科教兴农政策的需要农业现代化是我国农业的发展方向。为实现农业现代化，急需大量先进实用技术来改造传统农业，急需大批高素质人才来服务于农业生产和农业现代化。实施本项目有利于进一步研发和推广更多的科技成果，有利于培养更多的高素质人才，有利于缩短我省农业现代化与国外的差距，完全符合党和国家有关科教兴农的政策，符合农业科技发展方向。3.2是促进全县名优特产推动经济上新台阶的需要。*有许多名优特产，风味独特，理应具有较强的市场竞争力。但是由于生产中存在着规模小、布分散等问题，许多先进技术难以推广应用；产品一般自产自销、分散出售，缺少规模效应，也不能形成产业链条。本项目以蓝莓浆果生产为基础，以蓝莓系列饮品加工为手段提高其高附加值，以公司+农户的形式扩大生产规模，以市场营销手段为销售措施，提高产品的知名度和生产集约度，对促进农结产业结构调整，实现农业生产基地化、规模化和商品化并实现品牌化，增加农民收入和企业经济效益，推动当地经济上新台阶具有重要意义。3.3是发展劳动和技术密集型产业，增加国内外市场竞争力的需要。我县是蓝莓果树的适宜产区，品种和技术具有较大优势，而且由于当地劳动力成本较低，更具市场竞争优势。但目前这类产品由于技术和推广不到位，达不到应有的效益。通过本项目的运作，可实现蓝莓产业的标准化生产和产业化经营，推动*名优新特产品出口，同时也为*发展劳动技术密集型产业起到示范带动作用。第三章建设条件1项目区概况1.1地理位置及区域范围*位于*省东南部，白山市北部，长白山腹地，松花江上游，是世界著名的矿泉城。地理座标为东经1263012716；北纬42084251。东与抚松县隔江相望，南与白山市江源区相连，西与辉南县以老岭为界相邻，北与桦甸县依山带水。该县是林区县，青山绿水，垂峦垒翠，景色迷人，环境优良。1.2自然资源状况该区属寒温带季风气候区，冬季严寒干燥，夏季温湿多雨，心昼夜温差大。常年多西风，多年平均温度25，无霜期110天，平均降水量760毫米，极端最高气温35.5，极端最低气温42.2。区域内河流属于松花江流域第二松花江水系，主要河流有花园河、珠子河、那尔轰河等大小河流30余条。该区土壤从粘土到壤土，以森林暗棕壤为主，PH值适合蓝莓的生长要求。*地层火山地貌完整，生态环境优越，水文地质条件独特，形成了该区域优质天然矿泉水资源。目前境内已发现矿泉47处，日涌水量15.1万吨。其中矿泉水保护区内有20处，多数矿泉成群呈带集中分布，日流量在1000-10000吨以上的矿泉有9处，日流量在10000吨以上的矿泉有4处。全县境内矿泉通过省级和国家评价的矿泉水水源有14处，均属低钠、低矿化重碳酸镁钙型偏硅酸矿泉水。符合国家饮用天然矿泉水标准（GB8537-1995），另外还有白浆泉、飞龙泉和青龙泉通过德国和世界饮水组织的鉴定。靖宇天然矿泉水具有三个显著特点：一是储量丰富，流量稳定，矿泉分布相对集中，具有大规模开发的条件。经过近20年的观测，矿泉出水量十分稳定，变化幅度5%。二是水质优良，水化学类型独特，为国内少见的优质天然矿泉水。靖宇矿泉水属低钠、低矿化、重碳酸镁钙型偏硅酸矿泉水，可溶性总固体含量在109.72-288.25mg/L之间，偏硅酸含量在34.22-39.34mg/L，钠保持在9.25-13.65mg/L，并含有钙镁等20多种对人体健康有益的微量元素；水质感观良好，口味纯正；水温常年保持在8-9之间；PH值为中性。其他有关水质指标也均符合我国饮用水标准。三是矿泉周围保持了良好的自然生态环境，无污染。靖宇矿泉水保护区生态环境优越，位于森林茂密的原始自然生态环境中，无人为污染，雨量充沛，水资源补给充足。经国家、省有关权威单位近20年的观测，靖宇矿泉水中所含细菌、大肠杆菌总数基本为零。挥发酚、氰化物、亚硝酸等指标均符合国家标准。*是长白山地区最大的矿泉水资源集中分布区，是联合国饮水资源保护组织在中国公认的优质矿泉水水源地，与法国阿尔卑斯山和俄罗斯北高加索并列为世界三大矿泉水生产基地。1.3社会经济状况2009年末，*地区生产总值预计实现30亿元，比上年增长27.7%；规模以上工业增加值预计实现12亿元，比上年增长52.7%；全社会固定资产投资预计完成45.5亿元，比上年增长53.6%；全口径财政收入预计完成2.3亿元，比上年增长33%；招商引资实际到位资金预计完成23亿元，比上年增长62%；城镇居民人均可支配收入和农民人均纯收入预计分别达到9000元和3186元，分别比上年增长16.7%和12%。在全省42个县市（区）县域经济综合实力发展指数排名中，我县由2007年度的第38位晋升到2008年度的第33位，一次性晋升5位，晋位幅度居白山地区之首。2项目建设地点的选择经分析比较，项目的一个子项蓝莓浆果生产分布在*花园口镇一参场、靖宇镇、龙泉镇、三道湖镇等几个乡镇和村屯中靠近县城的农地或无林地内。公司采取公司+农户的生产经营模式，由公司提供种苗，由当地农民负责生产和管理，产出浆果由公司回收。因此地址对于浆果生产并不重要。而项目另一子项蓝莓系列饮品的生产厂场址则选择在*工业园区内，位于靖白公路附近、靖宇林场施业区内。选择这些地点做为项目的浆果生产基地，主要以下几方面考虑：一是该区在有丰富的矿泉水资源，可为项目的生产提供优质、充足的水资源。并且由于此地的水质较好，可提高产品的口感和品质；二是该区靠近靖白公路，使与物质的运输及管理；三是该区附近有娃哈哈、农夫山泉等企业已经建厂生产，水、电、路、通讯等基础设施条件较优越，便于交通、信息交流。3本行业及相关联产业的发展现状2002年以来，我县通过实施退耕还林工程、小型公益林工程、三北四期防护林工程、冠下造林工程、三北四期荒山荒地造林等重大林业造林工程的造林总面积达到20万亩.自2004年起，*大规模开展山葡萄种植和五味子种植，现有山葡萄留存面积5500亩，五味子留存面积约9000亩。在20052009年之间，*还通过招商引资措施，先后引进了*华琦葡萄酒业、*东北虎集团在*落户，分别生产葡萄酒和五味子。*果类产业正在蓬勃兴起。4项目建设条件优势分析4.1 市场条件蓝莓在发达国家已成为愈来愈普及的果品，但在我国刚生产栽培。随着我国人民生活水平的提高，对水果市场多样化的要求以及人们对营养保键天然果品的认识，蓝莓果品在我国市场潜力巨大。蓝莓果品生产在我国具有很高的经济效益。蓝莓栽培若定植3年生大苗，当年即可结果，定植第二年即可丰产。一般亩产0.71吨左右。按国内现行销售价格15元/公斤计算，亩产值可达11.5万元。自上世纪90年代开始，我国果汁饮料产品市场不断发展，果汁和果汁饮料产品的品种不断增加。除了较大的果汁品种：苹果、橙汁外，各类小品种果汁如猕猴桃、石榴汁、蓝莓等在饮料消费市场中更受到消费者的垂青。浆果类果汁的口感比一般果汁更鲜美，营养也更丰富，并具有一定的保健功效，市场前景非常广阔。而蓝莓系列产品由于其独特的口感、丰富的营养、超强的保健作用，是近几年营养保健饮料市场的新宠，但由于受原料资源限制，生产企业较少，市场发展空间比一般果汁品种更大，市场条件十分优越。4.2 技术条件项目单位现有技术人员10名，其中高级农林工程师3名，均有项目单位从事了多年的蓝莓繁育工作，积累了丰富的的生产经验。同时该公司还以长春百瑞科技发展有限公司为技术依托单位，由该公司首席专家*承担本项目的技术指导。*现为*农业大学教授，*农业大学小浆果研究所所长。在蓝莓的引种、选种、栽培及生理等方面研究成果显著，分别于1994年被评为*省高校跨世纪人才、1997年被评为*省农业系统后备学科带头人、2001年被评为新世纪*省高等学校学科（专业）建设工程中青年骨干教师、2002年获中国农学会青年科技奖。先后在Acta
