The Contractor shall submit a detailed time program to the Engineer within 28 days after receiving the notice under Sub-Clause 8.1 (commencement of works). The Contractor shall also submit a revised program whenever the previous program is inconsistent with actual progress or with the Contractors obligations. Each program shall include: a) the order in which the Contractor intends to carry out the Works, including the anticipated timing of each stage of design, Contractors Documents, procurement, manufacture, inspection, delivery to Site, construction, erections, testing, commissions and trial operation, b) the periods for reviews under Sub-Clause 5.2 (Contractors Documents) and for any other submissions, approvals and consents specified in the Employers Requirements, c) the sequence and timing of inspections and tests specified in the Contract, and d) a supporting report which includes: i) a general description of the methods which the Contractor intends to adopt, and of the major stages, in the execution of the Works, and ii) details showing the Contractors reasonable estimate of the number of each class of Contractors Personnel and each type of Contractors Equipment, required on the Site for each major stage. Unless the Engineer, within 21 days after receiving a program, gives notice to the Contractor stating the extent to which it does not comply with the Contract, the Contractor shall proceed in 5accordance with the program, subject to his other obligations under the Contract. The employers personnel shall be entitled to rely on the program when planning their activities. The employer and the employee each should carefully review the job description prior to the evaluation meeting and should make notes on areas in which the employee had difficulty or has made a contribution. At the evaluation meeting, the employer must establish a positive and comfortable mood. The employee should be invited to review his or her lists first. Almost always the employees notes will be very similar to what the employer has written. If the employer simply verifies what the employ has said, the employee will be much less anxious about the procedure, and much more likely to work toward the goal. 26. In an “internal” market situation it is clear that if all companies have high standard of accuracy when the skills in choosing a construction method, buying materials and selecting subcontractors will pay their full part in determining the most efficient and hence most economic contractor. If estimating accuracy is low then the incidence of unrealistic bid winning against carefully constructed bids will be higher. Unrealistic bids are likely to lead to loss-making contracts and so not only deprive the “winning contractors” of a profit but also deprive all the more sensible contractors of a potential profit as well. This is unhealthy for the industry and frustrating for company managers. The improvement of general estimating accuracy has taken two forms in recently years. One is the improvement of the process of estimating largely through the disciplines imposed by computer systems. The second is by more widespread and improved education and the training of practicing estimators across the range of companies, who realized that if all companies were staffed by competent estimators general estimating accuracies would rise to benefit of all. The situation when biding for construction work in work in an international market is not so clear mainly due to the lack of data for detailed analysis and research.
