普通高校论文：河南省普通高校体育资源配置现状及优化 研究 【中文摘要】人类的需求总是无止境的,而用来满足人类需求的 资源却是有限的。从古至今,人类社会始终存在着需求无限和资源稀 缺的矛盾,体育资源作为一种社会资源也不例外。随着教育需求的不 断增大,体育资源相对不足的问题日益突显出来,成为阻碍学校体育 发展的绊脚石。河南省作为人口最多的教育大省,教育相对落后于发 达地区,一直是国家教育改革的重点省份。为了提高普通高校现有体 育资源的利用率,深入调查了河南省普通高校体育资源配置现状,对 其有限的体育资源进行研究,找出配置中存在的不足,并提出优化对 策,为河南省乃至全国的普通高校体育资源配置提供一定的理论依据 和实践指导。运用文献资料、专家访谈、问卷调查、实地考察、数 理统计、逻辑法等方法对河南省普通本科院校体育资源现状进行调 查。研究结果表明：1、人力资源：河南省普通高校体育教师在年龄 结构、学历结构、职称比例等方面均有所提高的同时,也存在不少问 题。主要体现在教师数量不足、总体质量不高、分布不平衡等；2、 物力资源：体育场地(馆)的数量在不断增加,建设质量也在提高。生 均场地面积室外为 4.12 m2,室内 0.22 m2,还达不到教育部的规定标 准,并且与发达地区有不小的差距。此外,体育场地(馆)的管理水平 较低,缺乏管理人才。场地(馆)利用率不高,还有潜力可以挖掘；3、 财力资源：河南省普通高校生均体育经费 30.6 元,校均体育维持经 费 56 万元,使用到学校体育工作中的经费占体育维持经费的比例为 65.1%。体育经费来源渠道较为单一,体育部门创收能力不强,再加上 中央和地方政府对高校教育经费投入增长率不够稳定,造成河南省普 通高校体育维持经费不足,这种局面在短期内会一直存在；4、信息 资源：相关体育部门网页普及率很高,但是缺乏专门型人才,很少进 行日常的维护与更新,网站信息总量、质量不高,信息传递严重不足, 无法满足高校学生日益增长的体育需求。针对以上发现的问题,提出 以下建议：1、建立科学化、制度化的体育人力资源开发形式；2、 建立体育场地(馆)与周边学校的共享制度,大学园区内高校体育设施、 场馆统一规划,统一预算；3、加大高校体育事业经费投入。积极学 习现代化体育场地(馆)经营模式,开拓多种体育维持经费来源；4、 建立院校体育信息网络平台,制定平台维护制度,实现网络资源共享。 【英文摘要】Human needs are always endless, and the resources to meet human needs is limited. With the increasing demand for education, sports growing problem of relative shortage of resources highlighted as an obstacle impeding the development of school sports. Education as the most populous Henan province, education lag behind the developed regions, has been the focus of national education reform provinces. In order to improve the existing college sports resource utilization, in-depth survey of the allocation of resources in Henan PE status, the limited physical resources of its research to identify shortcomings in the configuration and optimization of measures proposed, as well as Henan PE national allocation of resources to provide a theoretical basis and practical guidance.Use of literature, expert interviews, questionnaires, field trips, statistics, comparative analysis, Universities of Henan Province to investigate Physical Resources.
