and pleasure as i was sure that this would be my last cigarette. for a whole week i did not smoke at all and during this time, my wife suffered terribly. i had all the usual symptoms of someone giving up smoking: a bad temper and an enormous appetite. my friends kept on offering me cigarettes and cigars. they made no effort to hide their amusement whenever i produced a packet of sweets from my world to give up smoking. he himself has done it lots of times! lesson79 by air 乘飞机i used to travel by air a great deal when i was a boy. my parents, used to live in south america and i used to fly there from europe in the holidays. an airhostess would take charge of me and i never had an unpleasant experience. i am used to travelling by air and only on one occasion have i ever felt frightened. after taking off, we were flying low over the city and slowly gaining height, when the plane suddenly turned round and flew back to the airport. while we were waiting to land, an air-hostess told us to keep calm and to get off the plane quietly as soon as it had touched down. everybody on board was worried and we were curious to find out what had happened. later we learnt that there was a very important person on board. the police had been told that a bomb had been planted on the plane. after we had landed, the plane was searched thoroughly. fortunately, nothing was found and five hours later we were able to take off again.lesson80 the crystal palace 水晶宫perhaps the most extraordinary building of the nineteenth century was the crystal palace, which was built in hyde park for the great exhibition of 1851. the crystal palace was different from all other buildings in the world, for it was made of iron and glass. it was one of the biggest buildings of all time and a lot of people from many countries came to see it. a great many goods were sent to the exhibition from various parts of the world. there was also a great deal of machinery on display. the most wonderful piece of machinery on show was nasmyths steam hammer. though in those days, travelling was not as easy as it is today, steam boats carried thousands of visitors across the channel from europe. on arriving in england, they were taken to the crystal palace by train. there were six million visitors in all, and the profits from the exhibition were used to build museums and colleges. later, the crystal palace was moved to south london. it remained one of the most famous buildings in the world until it was burnt down in 1936.lesson81 escape 脱逃when he had killed the guard, the prisoner of war quickly dragged to have seen monsters in the sea. though people have often laughed at stories told by seamen, it is now known that many of these monsters which have at times been sighted are simply strange fish. occasionally, unusual creatures are washed to the shore, but they are rarely caught out at sea. some time ago, however, a peculiar fish was caught near madagascar. a small fishing-boat was carried hear you say it ! lesson84 on strike 罢工busmen have decided to go on strike next week. the strike is due to begin on tuesday. no one knows how long it will last. the busmen have stated that the strike will continue until general agreement is reached about pay and working conditions. most people believe that the strike will last for at least a week. many owners of private cars are going to offer free rides to people on their way to work. this will relieve pressure on the trains to some extent. meanwhile, a number of university students have volunteered to drive buses while the strike lasts. all the young men are expert drivers, but before they drive any of the buses, they will have to pass a special test. the students are going to take the test in two days time. even so, people are going to find it difficult to get to work. but so far, the public has expressed its gratitude to the students in letters to the press. only one or two people have objected that the students will drive too swing the speed-boat round, the steering-wheel came away in his hands. he waved desperately to his companion, who had been water-skiing for the last fifteen minutes. both men had hardly had time to realize what was happening when they were thrown violent1y into the sea. the speed-boat had struck a buoy, but it continued to move very quickly across the water. both men had just begun to swim towards the shore. when they noticed with dismay that the speed-boat was moving in a circle. it now came straight towards them at tremendous speed. in less than a minute, it roared past them only a few feet away. after it had passed, they swam on as quickly as they could because they knew that the boat would soon return. they had just had enough time to swim out of danger when the boat again completed a circle. on this occasion, however, it had slowed down considerably. the petrol had nearly all been used up. before long, the noise dropped completely and the boat began to drift gently 山东巨鹏矿产资源再生有限公司提供的有关技术基础资料。1.4项目编制原则及指导思想针对本项目,具体编制指导思想及编制原则如下:(1)以生产可靠为前提,采用经实践证明是成熟、可靠的生产工艺和装备。(2)在生产可靠的前提下,力争技术先进,要尽可能采用先进的工艺装备和技术方案。(3)通过优化设计降低工程建设投资,提高经济效益。(4)认真调查研究项目原材料、燃料供应,气象气候条件和工程地质条件,避免不利因素对工程建设和生产运行造成的影响。(5)贯彻执行国家和地区对环保、劳动安全、工业卫生、计量及消防方面的有关规定和标准。(6)设备来源立足于国内成熟、可靠、先进的技术和装备。原则上采用国产设备,或引进技术国内制造的设备。(7)统筹考虑生产及生产辅助设施之间的相互关系。尽量合理利用生产设施。(8)达到高产低耗、稳定生产、科学管理、提高效益的目标。(9)要重点考虑治理污染、保护环境问题。(10)采用先进、可靠的技术,节约能源。1.5可行性报告研究范围本项目的项目建议书编制范围包括场址选择、建设条件、环境保护、节约能源、劳动安全、投资估算、经济分析的编制工作。(1)通过市场分析预测,确定建设项目的生产规模及产品方案。(2)通过建设条件分析,确定生产工艺及主要设备选型。(3)根据产品生产工艺要求,计算物料平衡,并本着高效精简的原则,拟定企业组织,设置劳动定员,以满足生产经营的需要。(4)制定原材料供应、供水、供电方式及总图运输方案。(5)生产环境影响与劳动安全、消防措施及实验室等辅助生产设施的基本方案的确定。(6)估算项目总投资,提出项目实施进度,测算项目的投资效益,分析项目的抗风险能力等。对项目的社会效益、环保效益和经济效益进行分析及合理论证,提出实事求是的可行性研究结论和建设性意见。1.6研究结论 (1)山东巨鹏矿产资源再生有限公司年开采、加工花岗岩15万立方米建筑材料建设项目,厂址、交通运输、水、电的供应,建设资金等基本落实,具备了生产建设条件,并可以充分发挥和利用当地的资源,以相对较小的投入得到尽可能大的产出,提高经济效益;也符合东平县梯门乡经济发展的需要。(2)本项目的实施,符合国家建材工业“控制总量,调整结构”的产业政策,符合国家产业政策,项目实施后对汶上县的建筑材料结构调整有很大的促进作用。(3)本项目将采用可靠、先进、经济,合理的方案,不但能确保项目投产后的高效运行,实现理想的节能效果,而且要在环境保护方面更上一层楼。(4)本工程项目投产后经济效益是十分突出的,各项生产技术经济指标也优于行业基准指标。(5)该新建项目一期总投资计划为7500万元,项目投产后年可加工花岗岩石材15万立方米,项目建成投产后可实现年产品销售收入17050.00万元,税金840.00万元,年利润总额4387.00万元,税后利润总额3547.00万元,年折旧额为298.88万元,净利润3248.12万元。预测该项目投资回收期(均含建设期)为税前1.7年,税后2.1年,净利润2.3年。综上所述,山东巨鹏矿产资源再生有限公司年产15万立方米花岗岩石材建筑材料建设项目的实施具有明显的社会效益和经济效益,符合国家的产业政策,建议上级主管部门尽早批准该项目,早日促成该工程的实施,增强东平县的整体经济实力,为国家的经济建设做出贡献。1.7建议建筑建材节能环保与资源综合利用工作,已经刻不容缓地摆在我们面前,到了全社会引起高度重视的时刻了。本新建项目是一个很好的节能、节地、资源综合利用的建设项目,产品性能优越,市场前景广阔。本项目经济效益好,是企业发展的需要。建议上级主管部门及行业管理部门给予政策支持及资金扶持,以进一步推进东平县及梯门乡石材加工业的革新、振兴、整合和资源综合利用推广工作。第二章 项目背景、必要性和意义2.1项目提出背景2008年我国进口石材1050万吨,其中花岗岩进口750万吨。近年来,由于巴西、南非等主要产地大力开采、矿主之间激烈竞争,进口花岗岩板材货源充足,价格一直呈下降态势,同时带动国内花岗岩市场价格的持续下滑。但从2008年下半年开始,国际花岗岩市场出现了非常大的变化:美元汇率下跌,欧元及巴西等国当地货币币值上升,由于人民币汇率与美元挂钩,造成国内进口商的成本每平方米上升约5%;磨刀磨具、钢砂等石材加工工具辅料,由于钢材等原材料价格上涨影响,价格上涨近30%,也导致石材加工成本相应增加。此外,石材的运费涨幅惊人,增幅已高达100%。另一方面,号称中国石材业“四大天王”的东成、康利、高时、环球等大型进口花岗岩经营企业,2008年年底库存为250万吨左右,平均每月消耗12万吨。由于有这部分库存的支撑,2009年下半年,国内进口花岗岩的市场价格基本维持在原来水平,平均价格为340元平方米。但到今年2月份,上海进口花岗岩的到岸价加上必要的加工运输成本,折合成板材的价格已达385元平方米,出现成本与价格倒挂的现象,而且运到我国的货源以及国内市场的库存日益减少,价格上涨几乎已成必然。同时,据经济信息时报分析认为,石材市场前景将看好将持续一直到本世纪30年代。梯门乡位于东平县西北部,距县城15公里。东与大羊乡接壤,南和东平镇毗邻,西靠东平湖,北与平阴交界;总面积86.1平方公里,耕地面积6.8万亩,山地平原二分天下;辖13个行政村,总人口3.8万人。境内小西山石材资源丰富,现初步探明大理石(花岗岩石)储量约1亿立方米以上,被市场认定名称“黄金海岸”。饰面花岗岩石材是当今建筑行业装饰用量最广,也较流行的中高档装饰材料。白石花岗岩矿属中档次石材,可生产标准薄板及加工生产光板、火烧板、异形板、文化石等系列产品用于室内装饰。也较适合于广场、大厅等建筑装饰。经对北京、上海等地市场调查,该花岗岩石材金沙黄光板市场价格在65-150元之间,且市场销售看好。本工程的建设,在一定程度上缓解了山东省乃至全国优质建筑石材供应的紧张局面。在落实了各项建设条件基础上,编制完成了本工程的项目建议书,报上级主管部门审批。2.2项目投资必要性和意义2.2.1项目符合国家产业政策和控制总量、调整结构的要求作为建筑材料工业的花岗岩加工工业的快速发展,为花岗岩采矿业的快速发展创造了条件。为了从根本上解决我国建材工业这种不合理的产业结构,总体上提高建材行业的技术装备水平,从而实现我国建材行业的“由大变强,靠新出强”,国家有关部门制定了一系列调整建筑材料工业产业结构,对现有小型开采加工厂实施关停的政策。我国是建筑材料生产与消费大国,近年来,建筑材料工业的发展进入了高速增长期,经济规模不断扩大,一大批大型企业集团迅速崛起,压缩了落后立窑的生存空间,使建筑材料生产向着大型化、集约化的方向迈进。据统计,到2010年底我国已有3820条建筑材料生产线,建筑材料产量接近1.8亿立方米。到“十一五”期末,还将有200条建筑材料生产线投产使用,建筑材料生产能力届时将占到我国总产量的40以上。目前山东省花岗岩建筑材料生产线年生产能力为2270万立方米,但产品和产业结构很不合理。为了做好山东省花岗岩建筑材料工业产业结构调整工作,有关部门制定了一系列对现有的小厂进行治理整顿的工作实施方案,取得了明显的成效,确保了在总量控制下的结构调整,为项目的实施创造了条件。2.2.2当地经济发展的需要在市场竞争日益激烈的今天,为了满足社会对优质花岗岩建筑材料产品的需求,必需根据当地资源特点,依靠技术进步,形成规模经济效益,使资源优势转化为经济优势,因而原料花岗岩的开采基地建设便应运而生。本项目建设年开采、加工15万立方米花岗岩,不仅有着十分广阔的市场前景,而且有着良好的建设条件,东平县石材生产的主要原料花岗岩资源丰富且品质优良,从而为当地经济发展创造良好条件,本项目具有明显的经济效益和社会效益。2.2.3国家总体经济发展需要改革开放以来,我国的国民经济总体水平发生了重大变化,经济实力得到空前加强,人民生活得到显著提高。但需要指出的是我国经济发展水平十分不平衡,我国国土面积一半以上地区的经济发展水平相对沿海地区还有比较大的差距,有不少地区甚至还没有解决温饱问题。如何切实解决广大落后地区的经济发展水平,从而实现我国国民经济发展的战略目标在本世纪二十年代使我国进入全民小康社会,是我们党和国家一定要实现的一个宏伟战略目标。为此,在沿海地区基本实现现代化,为全国国民经济的持续发展创造了必要的物质条件的基础上,党中央适时做出了我国经济发展的战略重点向广大的中西部地区及东部落后地区转移,并制定了一系列切实可行鼓励投资和发展的优惠政策,从而为中西部落后地区的经济腾飞奠定了条件。作为建筑原材料的花岗岩石材加工工业,为适应我国经济发展战略的重大转变,为国民经济的全面发展作出贡献,就必须加快技术更
