资金筹措本项目固定资产总投资3100万元，资金来源：其中，利用争取上级补助资金1800万元，扬州市民政局自筹400万元，扬州市财政配套资金900万元。1.7 研究结论本项目属于公用基础设施的建设，项目完成后使得扬州市的社会福利工作条件大为改善，福利院、光荣院、儿童院、老人公寓建成后，将全面提升扬州市老年人事业，实现优抚军人、社会三无人员、孤儿与弃婴、及家庭无力照管的老人等有固定居所。同时，通过组织丰富多彩的活动，充实老年人的精神生活，让老人能有机会和场所进行交流、沟通，相互帮助，实现老有所养，老有所乐，进而改善老年人的生活状况，提高老年人的生活质量。社区服务中心建成后，将打造一个服务管理平台，整合城乡资源，把政府的公共服务和管理向社区基层延伸，实现城乡的和谐发展。救助站建成后，将更加体现扬州社会的关爱。扬州市社会福利中心项目可行。第二章 项目区概况2.1 地点与地理位置扬州，又名宁城，隶属南平一市，闽北腹地，海西后援。位于风景奇秀的武夷山南麓，地处27062743，东经1173111838。东邻政和、松溪；南接建瓯、顺昌；西连邵武、光泽；北界武夷山、浦城。东西长112.5公里，南北宽69公里，总面积3383平方公里。扬州市与南平地区8个县市接壤，正处于全区中心位置。地理位置十分优越，是闽北交通枢纽中心，浦南高速、南武路、205国道、水杉线、横南铁路贯穿南北，同时扬州是海峡西岸经济圈中重要的补给线与后援，是闽北产业集中区一个重要组成部分。2.2 项目区用地情况本项目拟用地建设区域占地总面积为40亩（26640平方米）,为划拔地，项目用地选址与用地规模合理，经扬州市国土资源局以建设项目用地预审意见书(宁国土资2010预 116号)批准。其中综合性社会福利机构（含福利院、光荣院、儿童院、老人公寓），占地面积25亩；新建社区服务中心，占地面积5亩；新建流浪乞讨人员救助站，占地面积10亩。2.3 项目场址建设条件2.3.1地形地貌与地质构造扬州市属山地丘陵区，丘陵山地面积占全市总面积的90%，地貌分山地、丘陵、平原和山间盆地呈梯状分布。地势由东北向西南倾斜，全市位于武夷山脉，低山外延为丘陵河谷区，起势趋缓，山体连续性差，河流发育，河床开阔，部分地段呈长条形盆地。项目区位于扬州市区的东北位置，为过境崇阳溪的上游。地势低矮,起伏不大，为砂土地、荒地及山地、菜地，无软土地基或跨越河床地段，无地质断层及山体滑坡地带，工程地质情况良好，经过场地整理后即可作为工程建设用地使用。2.3.2水系、水文及气象情况2.3.2.1水系 扬州市主要属闽江水系，沿建溪而下，直至流入闽江。建溪发源于武夷山脉。2.3.2.2水文 扬州市城区属典型的山区河溪流域，河道弯曲，两岸发育不对称滩地及一级阶地，雨季期间滩地淹没，部分地段河岸冲刷较严重；为山区季节性河流，洪水来势猛，历时短，多发生在春夏季节，每逢大降水（20年一遇），就会造成河水猛涨，洪水泛滥成灾。近年由于防洪堤工程相继完成，情况已有所改善，但本项目高程一般不受洪水的影响。2.3.2.3气候 扬州市属中亚热带季风气候，光热资源丰富。冬短夏长，气候宜人，静风多，温差大，雨季集中。年平均气温18oc，无霜期282天，年平均降雨量17002400毫升。有利的气候条件和生态环境，适宜动植物的生殖和繁衍。 2.3.3交通2.3.3.1航空目前由公路至武夷山机场约1个小时车程，武夷山机场为国内支线机场，同时也是国内重要的旅游机场。可供起降b737, b757和md-82等中型飞机。机场现已开通23条至国内主要城市的航线，井筹备二期扩建，争取近期开通至东南亚、日本等境外国际航线。规划武夷山机场近期达4c级标准，设计吞吐量为51万人次，远期达4d级标准，设计吞吐量为150万人次，成为能完全满足国际航空需要的国际机场。2.3.3.2铁路峰福铁路为国家级铁路干线，为铁路入闽第二通道，虽然铁路入闽通道继续增加，作为入闽铁路通道的建设作用有所降低，但它作为福建省主要运输干线的地位并未改变，峰福铁路纵贯扬州市境，并穿过扬州城区，扬州火车站距项目区只有十几分钟的车程，为铁路三级站。2.3.3.3水资源扬州市河流属闽江上游支流，主要有西北来自武夷山方向的崇阳溪全长161公里，扬州市境内41公里；来自邵武及麻沙方向的麻阳溪，全长130公里；来自浦城方向的南浦溪全长199公里，扬州境内49公里；几条溪流在扬州境内汇合后，成为闽江的一条重要支流建溪。2.3.3.4公路扬州市城区公路交通网以城区为中心呈放射状，规划在完善这一网络基础上提高现有公路等级、改善公路技术状况，保证城区与县属各乡镇、村由水泥路面的公路相通，2008年底建成通车的浦南高速公路在扬州设有互通口（项目毗邻），浦南高速公路的建成通车，使扬州至省城福州的路程只不过3个小时车程。2.3.4政策、资源2.3.4.1政策1、本项目符合扬州市发展规划要求。2、本项目符合依据中华人民共和国国民经济和社会发展第十二个五年规划纲要、全国民政科技发展中长期规划纲要（2009-2020年）的要求。3、本项目符合全国服务标准2009-2013年发展规划、。4、根据扬州市发展和改革局关于扬州市社会福利中心建设项目建议书的批复(宁发改批(2011) 号)，扬州市民政局作为项目承办单位，负责项目建设的管理工作。5、本项目对周边的环境影响几乎无影响，经规划、建设、环保等单位同意本项目的建设。2.3.4.2资源本项目的建设及运营所需的各种资源均为市场基本资源，而且供应充足，能够满足项目的需要。1、人力资源，本项目总体工程量不大，本市及邻近县市的劳动力资源能满足施工所需。2、施工机械，本项目所需施工机械均为普通机械，能够满足项目需要。3、材料、设备 项目所需的地材、水泥、沥青、地面砖等建材可在当地或邻近县市采购。4、建设资金主要由扬州市财政补助、扬州市民政局自筹及申请上级补助资金构成。5、项目运营主要为扬州市社会福利事业使用，日常使用资源均为普通资源，能够保证办公及生活使用。2.4 项目选址情况本项目为建设扬州市社会福利中心，在比照各种方案及节约投资考虑，项目选址为扬州市童游新村闽北卫校新校址旁。第三章 项目提出的背景及建设的必要性、可行性3.1 项目提出的背景3.1.1根据人口普查显示,我国已开始步入老人社会,人口的老龄化趋势是不争的事实,就扬州市而言,全市现有人口34.34万人，其中老年人4.6万人,占全市人口的13.4%,已步入老龄化阶段,老年问题十分突出,建设一座市级标准化、示范化的社会福利中心越来越显得重要。此外，由于扬州市原福利院（光荣院）在童游前进路194号，四周被居民房环绕，环境受到破坏，空气污染严重，给院内老人的身体健康、生活造成极大危害，特别是该院地势低畦，每年进入汛期就进水造成内涝，使该楼无法居住，新建扬州市社会福利中心已迫在眉睫。 随着改革的不断深入，旧的管理体制已被突破，大量“单位人”转为“社会人”，大量的农村人口涌入城市，社会流动人口增加，加上教育、管理工作存在一些薄弱环节，致使城乡人口的管理相对滞后，迫切需要建立一种新的社区化管理模式。此外，国家对流浪乞讨人员的管理由收容遣送改为救助，这就需要更多的关爱救助，近年来，扬州市每年救助对象都在300人以上，这也需要有一个场所和机构。3.1.2按照依据中华人民共和国国民经济和社会发展第十二个五年规划纲要、全国服务标准2009-2013年发展规划、全国民政科技发展中长期规划纲要（2009-2020年）的要求，认真做好扬州市社会福利中心的建设，推动扬州市社会福利事业发展。3.2 项目建设的必要性3.2.1是解决扬州市社会养老问题的需要扬州市下辖水吉、麻沙、莒口、黄坑、小湖、将口、徐市、漳墩等8个镇及书坊、回龙、崇雒等3个乡，另还有2个街道办事处，共194个行政村35万人口。随着社会老龄问题的到来，扬州市老年人口已达4.6万人,占全市人口的13.4%，同时由于社会已经步入一个独生子女时代，养老观念将会发生很大变化，一个孩子要同时赡养四位老人，家庭养老已成为突出的社会问题。建设老年人福利服务机构，为老年人提供生活照料，是实现解决家庭养老矛盾，实现社会养老的重要举措。3.2.2 是社区建设与发展的需要创建社区服务中心，可以整合方方面面的资源，打造一个公共服务平台，促进城乡经济建设、政治建设、文化建设健康发展，把城乡社区建设成为管理有序、服务完善、文明祥和的社会生活共同体。3.2.3是服务救助对象构建和谐社会的需要。流浪乞讨人员救助管理工作是一项涉及社会救济、社会教育、社会管理、社会治安的多元性社会事务行政工作。做好这份工作，体现了以人为本，保障每个求助对象合法权益，也维护社会稳定安全。3.3 项目建设的可行性扬州市全市现有人口34.34万人，其中老年人4.6万人,占全市人口的13.4%,已步入老龄化阶段,老年问题十分突出,建设一座市级标准化、示范化的社会福利中心越来越显得重要。同时由于城市化进程的加快大量的农村人口涌入城市，社会流动人口增加，加上教育、管理工作存在一些薄弱环节，致使城乡人口的管理相对滞后，迫切需要建立一种新的社区化管理模式。此外，国家对流浪乞讨人员的管理由收容遣送改为救助，这就需要更多的关爱救助，扬州市也需要建立一个流浪乞讨人员的救助场所。随着社会的进步与国家经济的发展，在建设社会主义和谐社会的大环境下，国家日益重视福利院、光荣院、儿童院、老人公寓的建设，加大了对流浪乞讨人员的救助管理，国家民政部也下发了专项补助资金，同时扬州市委、市政府及扬州市人民强烈支持与欢迎本项目的建设，扬州市财政专门划出资金用于项目建设。项目用地、规划、环保、及建设许可已获得了批准，项目可行性高。第四章 项目区选址扬州市社会福利中心项目位于福建扬州市童游街道新村闽北卫校新校址旁，建设用地规划已经扬州市城乡规划局以建设项目选址意见书（选字第350784201100014号）批准；扬州市国土资源局以建设项目用地预审意见书（宁国土资2010预116号）批准项目选址。项目选址有以下几点优势：1、扬州市地处长三角经济圈、珠三角经济圈、海峡西岸经济圈的叠合区内，为闽北地理中心，又为朱熹故里，历史上素有“图书之府”、“印刷之乡”、“七贤过化”之美称，有着悠久的人文与办学历史，拥有一个良好的社会福利事业发展与建设环境，同时办好社会福利事业也是建设和谐社会的要求；2、项目所在的新村闽北卫校新校址旁属扬州市童游街道辖区，离市政府大约3千米，处于市中心与新兴的闽北产业集中区结合部，位于五里樟大桥东面距浦南高速公路扬州互通口约2千米，距南武路约300米，交通便捷；3、在扬州市区内就近选址建设成本低，而且该地段水电等市政基础设施已基本完成；4、项目用地区域基本为已平整的市政府收储划拔土地，无拆迁与征地补偿等问题，随着项目建设需要可随时投入使用。第五章 主要的技术和工程建设方案5.1 主要技术经济指标5.1.1实际用地面积：26640平方米5.1.2总建筑面积:12000平方米；5.1.3容积率：0.45；5.1.4建筑占地面积：4000平方米；5.1.5建筑密度：15%；5.1.6绿地率：30%。5.2 建筑和结构方案5.2.1社会福利设施建设必须按照全面推进“十二五”民政标准化建设，促进民政事业科学化、规范化发展，以邓小平理论和“三个代表”重要思想为指导，深入贯彻落实科学发展观，以保障和改善民生、提升民政管理与服务水平为目标，以服务现代民政转型、推进管理与服务标准化建设为主线，以标准研制为基础，以标准应用为重点，加强机制创新与能力建设，着力增强民政标准化的系统性、导向性、实效性与科学性，为民政事业科学发展提供坚实技术支撑与服务保障。依据中华人民共和国国民经济和社会发展第十二个五年规划纲要、全国服务标准2009-2013年发展规划、全国民政科技发展中长期规划纲要（2009-2020年）要求进行规划设计与施工。5.2.2新建1幢三层钢筋混凝土框架结构老人公寓，建筑面积1000平方米；新建2幢三层的福利院院民楼，建筑面积5600平方；新建1幢三层多功能办公综合楼，建筑面积2400平方米；新建1幢三层社区示范、社区活动、社区服务的综合楼，建筑面积1500平方米；新建1幢三层流浪乞讨人员救助站，建筑面积1500平方米。5.2.3道路硬化4200，室
