项目建设的背景广水市鄂北米业有限责任公司是一家集粮食加工与仓储的企业，仓储能力3万吨，年加工粮食5.5万吨，其中“武胜关”牌大米远销河北、河南、广东、广西等十几个省市自治区。公司位于广水经济开发区，注册资本808万元，公司总经理胡远宝。公司创建于1992年，经过十几年的发展，现有员工33人，其中技术人员9人，拥有净资产2600万元，年销售收入8200万元，年利润165万元，通过了iso9001：2000国际质量管理体系论证，被随州农业发展银行授予aa级信用企业。1.2.1广水市粮食储备库的现状广水市是湖北省产粮大市，也是国家重要的商品粮基地。近年来随着国家惠农政策逐步加强，农民种粮的积极性被充分地调动起来，产量正呈现出逐年上升的趋势,预计每年向社会提供商品粮15万吨。广水市只有一个国家粮食储备仓库，仓储量仅5万吨。11个基层粮管所仓储量加起来也不到5万吨，而且设施陈旧，设备老化，粮耗严重，现在正值于改制阶段，基本停滞状态，仓储量严重不足，严重影响到国家粮食安全战略。2007年全市粮食作物生产情况品种面积（公顷）单产（公斤）总产（吨）小麦20838435381120稻谷32718115063295021.2.2项目建设的必要性1、项目所在地区位优势明显。一是交通优势。广水市分别与大悟、孝昌接壤，大悟县和孝昌县也是农业县，两地年产粮分别是7.5万吨和9.5万吨，而且两县没有一个粮食储备仓库，自有仓容严重不足，仓库设施条件落后，且库点分散，管理难度大，相当一部分粮食租仓存放，租仓费用高，储粮安全受到影响。项目所在地东距大悟县城10公里，南离孝昌县40公里，距离广水铁路货运专用线只有2公里，交通十分便捷，为项目建设提供均可比拟的优势。二是环境优势。项目所在地地处107国道与京珠高速公路的连接处，周围没有污染源，场地开阔，有有利于项目的实施。2、与广水产粮大市地位不相符。作为湖北省传统的产粮大市，广水市粮食储备现有的规模、设施与这一产粮大市的地位是不相匹配的，无论从粮食的总产量来说还是人均储粮量计算，都远远的落后其它地区。广水国家粮食储备粮库就现有规模、条件、环境的已无扩容和发展的空间，为确保储粮安全和企业的长远发展，广水市鄂北米业有限公司建设5万吨粮食储备项目显得尤为紧迫。3、有利于中央政策的落实。中共中央作出了促进中部崛起的重大决定，积极服务“三农”，发展农业生产，扩大内需，做好粮食工作是中部崛起的重要内容之一。创新粮食品牌，打造品牌企业，落实粮食宏观调控政策，完善粮食储备体系，对促进粮食生产有着不可或缺的作用。而粮食储备是落实这项政策的重要载体，同时，随着国家粮食最低收购价政策的实施，粮食部门粮食收购量大幅上升，粮食仓库日趋紧张。如果不敞开收购，则会引起社会不稳定。4、符合市场需要。在市政府和各方面的大力支持帮助下，鄂北米业有限公司现有3万吨粮食储备能力，从周围县市的市场需求看，还有10万吨市场份额，因此该公司拟新增仓储规模，建设年储藏能力5万吨的规模是有市场保证的。1.2.3项目编制范围1、对项目建设提出可行性2、项目建设规模及内容3、项目选址及建设方案4、环保、安全、消防5、项目总投资估算6、项目综合效益评价等1.2.4编制原则1、可行性研究报告内容及深度参照国家相关标准编制。2、新建设项目应当遵循有利于中央储备粮的合理布局，有利于中央储备粮的集中管理和监督，有利于降低中央储备粮成本、费用的原则。3、设备配置、选型以保证储粮安全的基本需要，确保企业生存发展需要，节省项目的建设投资。4、项目的编制遵守相关的法律和法规。5、符合国家发改委、建设部建设项目经济评价方法和参数（第三版）、国家发展计划委员会投资项目可行性研究指南要求。6、遵守中华人民共和国建筑法有关建设监理规定及湖北省工程建设监理管理办法。7、仓库容量达到国家规定的规模，仓库条件符合国家标准和技术规范的要求。1.2.5可行性该项目选址合理，出入交通便利，建设规模适度，投资造价切合实际，建设周期适当，资金来源渠道明确，项目建设是必要的，也是可行的。第二章 建设地点、自然环境及社会环境2.2.1地理位置广水市位于湖北省北部偏东，以平靖关、武胜关与河南连界,自古为南北交通要冲，素有“鄂北门户”之称。地跨东径11331-11407，北纬3123-3205。北与河南省信阳县毗邻，东邻大悟县，南接孝昌县、安陆市，西连随州市曾都区。东西宽57.5公里，南北长78.7公里，国土面积2647平方公里,占全省总面积1.4%。全市人口90万，辖17个乡镇办事处和1个省管经济开发区。广水地处中原腹地，南引北射，承东启西，是武汉、襄樊、孝感、信阳等大中城市的重要交汇点，是人流、物流、信息流的集聚区，是鄂豫物资重要聚散地，是西部大开发的桥头堡。京广铁路和107国道在东部纵贯南北，汉丹铁路和316国道在西部并驾齐驱，京珠高速公路和汉十高速公路从东西两侧擦肩而过，10号省道从中部横穿东西，挑两线四路于一体，形成纵横交错、四通八达的交通网络。到武汉天河机场仅1个多小时的路程，交通十分便捷。2.2.2地质地貌广水市地处丘陵地带，地势北高南低，自北而南，山地、丘陵、岗地、沿河小平原依次分布。丘陵主要分布在中部、西部和南部，岗地主要分布在中部、南部及东南部，小块河谷平原主要分布在中部、西南及东南部。项目区现状为平坦的非耕地，地表无古树名木和其它文物古迹，也无需拆迁。场地出露的土地有五层，自上而下为杂填土、棕黄色粉质粘土、黄色砂土、黄色粉土、淤泥质粉土。2.2.3水文、气候特征广水境内河流分属长江、淮河流域水系,共有大小河流337条,总长2418.5公里,均属间歇性河流,总流域面积2434.2平方公里,占总面积92%,。境内地表水资源,主要为大气降水产生的地表径流。年平均降水量990毫米,平均径流深351.6毫米,平均地表径流量9.3亿立方米。在时空分布上,降水量集中在5至8月;在地理分布上,降水量东部多于西部;在气候成因上,丰水年十年一遇,枯水年五年一遇。境内地下水资源贫乏,为无统一地下水体的贫水区,地下水量为2726万立方米。因地表为丘陵地带,分布极不均匀,虽部分低洼地区有地下水,但水位低,储量小,对农田灌溉无开发价值。广水市属北亚热带大陆性季风气候。冷暖适中,冬干夏雨,雨热同季,四季分明。年平均气温在13-16之间，北部为13-14,中部为14-15,南部为15-16,南北温差2。一年中，最冷月为1月，月平均气温2.3；最热多在7月，月平均气温27.9。极端最低气温出现在1976年1月30日，为-16；极端最高气温出现在1959年8月23日，为41.6。平均无霜期在201至240天之间，年平均降水量在940至1040毫米之间。极端降水最多年出现在1980年，年降水量13303毫米，最少年出现在1978年，年降水量497.7毫米。年日照时数为2083小时，最多年份在1978年，为2300小时，最少年份在1982年，为1713小时。花山水库库区年平均气温15.7,日平均气温0以下，年均55天，日平均气温35以上，年均为13天，年降水1000毫米，太阳总辐射量110千卡以上，年均无霜期227天。2.2.4社会
