1 目的Objective在对所有的顾客在质量、服务(包括时间安排和交付)及价格方面、产品和过程特性(尤其是特殊特性)和质量体系等方面作持续改进,以确保更加全面满足所有顾客要求,不断提高顾客满意程度和本公司的质量目标。Continuous improvement should be made in respect to the quality, service (including the time and delivery), price, product & process characteristics (especially special characteristics) and quality system, so as to meet the customers more extensive requirements and to enhance the customers satisfaction and AICQs quality objectives.2 适用范围Applicable Scope 适用于本公司产品经营生产全过程和支持服务活动的持续改进。This is applicable to the continuous improvement of the whole operation processes and support services of AICQ products.3 职责Responsibility 3.1 总经理确定全公司性的持续改进目标和批准计划;The General Manager shall decide the company-wide objectives of continuous improvement and approve the plans.3.2 质量部负责组织制订和实施持续改进计划,并验证持续改进计划的执行效果;The Quality Department is responsible for formulating and implementing the continuous improvement plans and verifying the effects.3.3 各相关部门负责执行和实施持续改进的具体行动计划。The other departments concerned are responsible for putting the continuous improvement plans into practical implementation and application.4 工作程序Work Procedures 4.1 持续改进项目的提出Present the continuous improvement project4.1.1 总经理可指定全公司性的持续改进项目及目标。The General Manager shall decide the company-wide objectives of continuous improvement and approve the plans.4.1.2 每个部门每年至少提出1项持续改进项目。Each department per year presents at least one continuous improvement project. 4.1.3 持续改进建议的提出,必须书面填写持续改进计划并提交质量部。 Continuous improvement suggestion is presented in written form of “continuous improvement plan” and submitted to Quality Department. 4.1.4 当产品质量、过程特性符合顾客要求,且过程显示出稳定性和达到可接受的装配能力时,相关部门需制订持续改进计划,对过程不断完善和优化。When the product quality and process characteristics meet the customers requirements, and the process shows stability and reaches the acceptable assembly capability, relevant departments shall formulate continuous improvement plans and allow the process to be improved and optimized continuously.4.1.5 当产品质量、过程特性和生产率等方面存在持续改进的机会时,有关部门也需制订和实施持续改进计划。When the product quality, process characteristics, productivity or other aspects have some opportunities for continuous improvement, relevant departments shall also formulate and implement continuous improvement plans.4.2 持续改进的原因及机会主要来自于以下方面:The causes and opportunities for continuous improvement mainly come from the following aspects: 计划外停机(生产设备发生故障而引起停产);Unscheduled shut-shown (stop production due to equipment failures). 设备安置、模具工装更换和机器调试时间(能否减少时间);Time needed for equipment installation, moulds & tooling replacement and machinery commissioning (possible to shorten the time?); 生产周期过长;Production cycle too long; 产品报废、返工和修理(分析产品返工、返修和报废的原因制订纠正和预防措施,提高产品一次验收合格率,不断减少产品返工、返修和报废,降低生产成本,提高经营效益);Product scrap, rework and repair (Analyze the reasons of rework, repair and scrap, and formulate corrective and preventative actions, so as to increase the one-time acceptance rate, decrease the rework, repair and scrap, reduce production costs and enhance business profits). 场地使用不合理;Space allocation not reasonable. 过程变差太大,过程不稳定;The processes vary largely and are not stable. 人力和材料的浪费;Waste of human resources and materials. 不良成本过高;Unreasonable costs too high. 产品搬运、贮存过程存在改进的潜力(如:搬运频繁、贮存过多);There are potentials to improve the product handling and storage process (e.g. frequent handling and excessive storage). 产品难以装配或安装;Difficult to assemble or install the products. 没有达到预期质量目标或达到预期质量目标后经过管理评审,确定可不断提高的新的质量目标;The expected quality objectives have not been achieved, or the expected quality objectives have been achieved but through management audit it is confirmed of a new quality objective. 测量系统能力接近最低限;The capability of measurement system nears the minimum limit. 顾客的不满足(如抱怨、退货、错送、履约不全);Customer dissatisfaction (e.g. complaints, rejection, wrong delivery, nonfulfillment of the full contracts, etc.) 其它改进机会等(如来自员工的建议、财务状况报表等)。Other opportunities for improvements (e.g. staffs suggestions, financial statements, etc).4.3 持续改进的评估和实施:Access and practice of continuous improvement4.3.1 由质量部收集各个部门的持续改进建议,并召集相关人员进行评估是否有必要进行改进。并将通过评估的持续改进计划送管理者代表和总经理批准后分发到相关部门进行改进。 Quality Department collects the continuous improvement suggestion from all departments and call in the relevant people to access if it is necessary to conduct this improvement. The accessed “continuous improvment plan” is handed out to the relevant departments to conduct improvement after it is authorized by representatives from managers and GM. 4.3.2 由质量部汇总持续改进项目,登记于持续改进计划总览表中。如果计划属全公司性的或执行时间需半年以上,则需进行产品/项目开发策划,并经高层管理者批准; Quality Department will summarize the continuous improvement projects and record them in the “a general table of continuous improvement plan”. If this plan is with the nature of the whole company or with over 0.5 year implementation period, the product/project development plan is needed an authorized by top managers. 4.3.3 相关部门应选用适当的改进技术和方法,执行和实施持续改进计划;Relevant department shall perform and implement the continuous improvement plans by selecting appropriate improvement techniques and methods.4.3.4 质量部负责监督持续改进计划的落实,验证持续改进计划的执行效果;The Quality Department is responsible for supervising the implementation of continuous 4.4 持续改进的技术Techniques for Continuous Improvement:4.4.1 有关部门须应用适当的持续改进措施及方法,确保持续改进的执行及落实。Relevant departments shall take appropriate actions and methods to ensure the implementation and fulfillment of continuous improvement plans.4.4.2 常用持续改进技术和方法主要有:The continuous improvement techniques and methods in common use mainly include: 控制图(计量、计数、累积和图);Control Chart (measurement, counting, accumulation and drawings); 设备总效率(有效运行时间运行效率合格品率);Equipment Total Efficiency (valid operation time x operation efficiency x acceptance rate) 防错理论;Mistake-proofing theory 动作/人机工程分析;Action/human-machine engineering analysis 质量成本分析;Quality cost analysis 试验设计(DOE);Design of Experiment 限制理论; Limitation theory 价值分析;Value analysis 水平分析;Level analysis 其它技术和方法等。Other techniques and methods, etc.4.5 管理说明Notes to Management:4.5.1 持续改进计划及实施结果应成为管理评审的重要内容之一;Continuous improvement plan and its implementation effects shall be one of important elements for management review.4.5.2 持续改进的思想和体系应贯穿在本公司组织内部;The continuous improvement philosophy and system shall impenetrate AICQs internal organization.4.5.3 在持续改进系统中,成本或价格因素应成为关键指标;In continuous improvement system, the cost or price factor shall be regarded as the key indices.4.5.4 被定义为不合格(或不符合)的特性或过程能力,运行能力不可接受的过程需要采取纠正措施,而不是持续改进;For the characteristics or process capability defined as unacceptable (or nonconforming) and the process with unacceptable operation capability, it is needed to take corrective actions in stead of continuous improvements.4.5.5 持续改进计划执行完毕后,质量部应将已完成的计划登记于“持续改进总览表”中;After completing the execution of continuous improvement plan, the Quality Department shall record the completed plan in the “General List of Contin
