Chinese central government plans to abolish agricultural tax, which will help unify the tax system between rural and urban areas and greatly encourage the rural farmers to grow more crops. 4. Abolition of agricultural tax does not necessarily mean that farmers will pay no tax. Rural residents will gradually be moved to other tax categories similar to their urban counterparts. 5. As local revenues will decrease with the abolition of agricultural tax, major grain producing areas and central and western regions will receive assistance from the central government which will set aside some special fund to subsidize those areas. 6. Credit loans to these overheated sectors must be tightly controlled next year. Instead, priority will be given to projects that improve the living standards and working conditions in rural areas, as well as basic education, public health and scientific research.7. The country would also take concrete measures to help farmers raise poultry as many farmers sustained heavy losses from the mandatory culling of poultry to prevent the spread of bird flu, which has affected 11 provinces.8. China and the United States yesterday failed to solve the long-simmering textile dispute, an impasse described by industry experts as a “loss-loss” result which could see more categories of Chinese textiles facing restrictions.9. Neither the Chinese nor the US side gave any indication of whether they had made any progress or the reason for failing to reach an agreement. Nor did they say whether another round of talks was scheduled.10. The meeting of the U.S.-China Joint Economic Commission, which began Sunday, followed a weekend gathering outside Beijing of financial leaders of the worlds leading economies that focused on coping with high oil prices and other risks to global growth.11. President Bush yesterday urged that Iran be hauled before the U.N. Security Council for pursuing nuclear weapons, a move that Tehran said would end its cooperation with U.N. inspectors.12. Iran said on Friday it would end voluntary cooperation with the United Nations over its nuclear program, including checks of atomic sites, if Tehran was referred to the U.N. Security Council for possible sanctions.13. According to a U.S. embassy spokesperson, the U.S. government has blocked the sale of 12 military aircraft from Spain to Venezuela on grounds the planes contain U.S. military technology and cannot be transferred without the approval of Washington.14. Former President Bill Clinton announces his foundation has negotiated agreements with nine drug companies in five countries to lower the price of rapid HIV tests and anti-AIDS drugs for developing countries as the disease has risen to be a major threat to some developing countries especially those in Africa.15. The Chinese government issued the African Policy Paper on Thursday, presenting to the world the objectives of Chinas policy toward Africa and the measures to achieve them. In the African Policy Paper, the Chinese government put forward its proposals for cooperation with Africa in various fields in the coming years, with a view to promoting the steady growth of China-Africa relations in the long term and bringing the mutually-beneficial cooperation to a new stage.16. The mobile phone industry, the largest consumer electronics segment in the world, is expected to see its first drop in sales this year because of a global economic slowdown and few incentives for consumers to upgrade their phones.17. Over the past 12 months, great leaps have been made getting British citizens online in e-commerce and e-government. Britain now has the highest Internet use among major European countries with 51 percent of the people now regularly logging on, according to a report.18. Around the world, countries are mobilizing to build independent satellite navigation networks, as they are troubled that the Global Positioning System (GPS), the only functioning worldwide network, is run by the US military and controlled by the US government. The GPS system, which gained prominence during the Gulf War, was originally developed for the United States military.19. While newspapers have been forced to confront the shifting appetite for news and advertising online, magazines have felt less of a need to reorient. They have always had a more relaxed, if not intimate, relationship with their readers, who tend to set aside precious leisure time to read them.20. A top European Union official created a stir last week by suggesting that limits should be placed on what mobile phone operators can charge subscribers who use mobile phones outside their home markets. At the same time, the prices operators charge clients who call abroad from their home countries has gone largely without attention. That may be about to change with the arrival on mobile phones of voice over Internet protocol, or VOIP, a technology that makes it possible to transmit voice conversations over the Internet.21. When carbon monoxide enters the bloodstream, it reduces delivery of oxygen to the bodys organs and tissues. Exposure to high levels of carbon monoxide can impair vision, hand movement, learning ability and performance of complex tasks, and can also cause death.22. More than 50 organizations, the U.S. Department of Energy and the U.S. Environmental Protection Agency have developed a leadership group to launch an aggressive new national commitment to energy efficiency. Improving energy efficiency is not just a responsibility that falls to consumers, but the private sector and the government too.23. By working together and sharing the best information and efficiency technologies, all Americans will benefit from an increased energy supply, and hopefully, lower costs. Innovative efforts in energy efficiency are proving that environmental progress and economic development can, in fact, advance hand-in-hand.24. Our hearts go out to the people of the Gulf region, and we share with you an urgent sense of duty to help restore the communities affected by Hurricane Katrina-and most recently by Hurricane Rita. Over the past few weeks, natural disasters have left their mark on the Gulf region; the loss of life and destruction is staggering.25. Developing countries, with India being only the most dramatic example, want to burn whatever energy they need, in whatever form available, to grow their economies and raise the living standard of their people. The acid rain that has received the most attention is caused mainly by pollutants from big coal-burning power plants in the Midwest.29. Motor vehicles release more than50 percent of the hazardous air pollutants. Motor vehicles release up to 90 percent of the carbon monoxide found in urban air. It will be very difficult to obtain a significant reduction in pollution from motor vehicles unless fuels are cleaned up and diesel fuel refining must be changed so that the fuels contain less sulfur, which contributes to acid rain and smog.30. Pollution control devices must work for 100,000 miles, rather than the current 50,000 miles. Auto makers must build some cars that use clean fuels, including alcohol, and that release less pollution from the tailpipe through advanced engine design. Electric cars, which are low-pollution vehicles, will also be built.31.
