Narsing Rao, memberMrs Frauke Quader, memberDr. V.V.Krishna Sastry, memberSri S.P.Shorey, member secretary.Leave of absence was granted to members Sri Anwar Aziz, Director of State Archaeology, Government of Andhra Pradesh, Superintending Archaeologist, Archaeological Survey of India and the Additional Commissioner, Municipal Corporation of Hyderabad.Item no 1.CONFIRMATION OF THE ALREADY CIRCULATED MINUTES OF THE 66th MEETING OF THE HERITAGE CONSERVATION COMMITTEE HELD ON 31st July 2006.Minutes were confirmed.Item no 2.Action taken on the minutes of the 66th meeting.a. Training Programme for Government engineers and architects.It was informed that Sri Ziauddin PO HUDA spoke over the phone with Professor Anuradha Chaturvedi of the School of Planning and Architecture, New Delhi and it was learnt that the SPA will soon respond to HUDA with regard to the detailed programme and the Terms of Reference. The training programme may be scheduled in the last week of November or in the first week of December 2006.b. Pending issues with the Municipal Corporation of Hyderabad.The proposed meeting with the Commissioner Municipal Corporation of Hyderabad is yet to be held. Meanwhile Sri Dhananjaya Reddy, Additional Commissioner was reminded about the pending issues.c. Selection and Prioritisation of Government owned notified Heritage Buildings for financial assistance and conservation under the JNNURM project.The Committee had earlier short-listed the following buildings:1. City College.- Education Department2. Clock Tower and Police Station, James Street, Secunderabad.- Home Department.3. Lokayukta Office, Basheerbagh. Lokayukta.4. King Koti Hospital (Old Building). Medical and Health Department.5. Nizamia Observatory- Osmania University.Concerned Secretaries to Government were addressed with details. d. Support for conservation of Heritage Buildings from Corporate Houses.A Concept note was placed in the meeting and discussed at length.After examining various alternatives it was suggested that before corporate houses were to be addressed, an attempt should be made to explore the possibility of Tax rebates for expenditure incurred on conservation of Heritage Buildings/ monuments. It was suggested that Chairman H.C.C may speak with Sri S.K.Misra, Chairman INTACH, New Delhi, (phone 011 24654090), the Chairman of Mumbai Heritage Conservation Committee and the Chairman of West Bengal/ Kolkata Heritage Commission etc to find out the possibilities of such rebate and the latest status in case proposals on these lines were already mooted by INTACH New Delhi and others and were pending in the Finance Ministry of the Government of India.Sri B. Narsing Rao suggested that he could arrange a meeting with the Finance Minister of Government of India to impress upon the need for financial encouragement to Heritage Building conservation. Chairman and some members may like to visit Delhi for this purpose.e. Proposal for expansion of the present cell in HUDA attending to Heritage Conservation Committee meetings. A proposal will be placed in the next meeting of the Hyderabad Urban Development Authority.f. Proposal to notify the Baba Fakhruddin Aulia Dargah and surroundings in Popalguda area as a Heritage Precinct.The action taken in communicating the decision of Vice Chairman to the development control section of HUDA was noted.The Committee noted that no objections and suggestions were received to the notice in newspapers. It was suggested that Vice Chairman HUDA may send proposal to Government immediately to seeking final approval to the above Heritage Precinct.Further, HUDA should address APIIC, other concerned departments and local bodies to refer all development proposals in the above area to the H.C.C. since from the date of notification in newspapers the site already acquired the status of a Heritage Precinct.g. Proposals for development of Hillock under Heritage Precinct no 2, notified as Rock park vide GO Ms no 102 MA dated 23-3-98.It was noted that the Standing Counsel of HUDA was addressed to advise on the possibility of further appeal against the Court verdict. The Committee suggested that the Standing Counsel may be further addressed to advise whether HUDA can call for the development proposals on the site for examination by the Heritage Conservation Committee since the orders of the Honble High court only dismissed the petition of Save Rock Society and there was perhaps no adverse impact on the basic status of the site as a Heritage Precinct.h. Request from Commissioner of Industries to grant approval to conservation works proposed in Industries departments office building at Chirag Ali Lane.A detailed power point presentation was made by Sri Siva Prasad, member of H.C.C. as part of inspection report describing with photographs various parts of the building and the proposals for conservation and new additions.After detailed discussions, the Committee suggested the following: The Commissioner of Industries may be informed that the conservation work of the old building as proposed in their reports was agreed upon. The proposal for new block may be considered only after: A. Limiting the block till the faade of the main building (not including portico) so that the extension does not in any manner appear to be affecting the frontage.B. Secondly the height of the new block must be limited to maximum two floors (8 meters).C. Thirdly the distance between the old building and the new block shall be at least 9 meters and the minimum set back of the new block on the Chirag Ali lane shall be either 3 meters or what may be required under rules in force whichever is higher.D. Finally the committee suggested that a revised set of elevations of the new block (two storeyed only) duly matching the height, texture and colour of the old building shall be submitted for approval of the Heritage Conservation Committee .Item no 3. New Rock Sites proposed for listing.Based on the list of natural rock sites as prepared and suggested by the Society to Save Rocks, the Heritage Conservation Committee held detailed discussions over several meetings. The sites were then inspected by members of the Committee and one additional Heritage Precinct namely Darga Baba Fakhruddin was notified for objections and suggestions in 2006. After further inspections by members and detailed discussions in the 67th meeting, the Heritage Conservation Committee suggested to notify the following additional Heritage Precincts (Rock Formations) to be notified for public objections and suggestions in newspapers.Details of additional rock sites suggested by Heritage Conservation Committee in their 67th meeting held on 20th September 2006 to be notified as Heritage Precincts by Vice Chairman for inviting public objections and suggestions by newspaper notifications.Sl.NoNameLocationApprox. ExtentReasons for notificationGuidelines1.Rocks on which Dargah Moula Ali, Dargah Hazrat Khadme Rasool and Dargah Bibi Kohe Batul are situated.Village: Malkajgiri, Survey No. 403, 420 to 426- Entire survey numbers having 168.36 AcresSituated in a rapidly growing locality, these massive sheet rocks and hills have great scenic, environmental, cultural and city- landmark value. All buildings taller than 4 (four) meters and/or more than one floor in height and & all Layouts in this Heritage Precinct will need to be referred to Vice Chairman HUDA & Heritage Conservation Committee for clearance from heritage point of view.2.Sentinel Rock, south of Moula Ali Dargah.Village: MalkajgiriSurvey No: 399,400,401.Entire survey numbers having 43.54 Acres This rock formation and the surrounding area have great aesthetic and environmental value. All buildings taller than 4 (four) meters and/or more than one floor in height and & all Layouts in this Heritage Precinct will need to be referred to Vice Chairman HUDA & Heritage Conservation Committee for clearance from heritage point of view.3.Skull Rock at Madhapur opposite TCS complexVillage Madhapur, Survey No.64, Near Phase II HiTech CityPresently insideL & T Godown.10m all around the rock formation.This unusual rock formation has considerable aesthetic and environmental value. All buildings & all Layouts in this Heritage Precinct will need to be referred to Vice Chairman HUDA & Heritage Conservation Committee for clearance from heritage point of view.4.Hamburger Rock in the campus of National Institute of Tourism and Hospitality Management.Village Gachibowli, Survey No.71 & 91. Behind Telcom Nagar, can be seen from road leading to Urdu University. 30m all around the rock formationThis piled-up pillow like rock formation has considerable aesthetic and environmental value. All buildings & all Layouts in this Heritage Precinct will need to be referred to Vice Chairman HUDA & Heritage Conservation Committee for clearance from heritage point of view.5.Rocks on which Dargah Paharee-Shareef is situated.Village Mamidipally, Survey No. 99/1, 99/2, on Srisailam Road.Entire hillock and foot hills.Situated in a rapidly growing locality, these massive sheet rocks and hills have great scenic, environmental, cultural and city- landmark value.All buildings & all Layouts in this Heritage Precinct will need to be referred to Vice Chairman HUDA & Heritage Conservation Committee for clearance from heritage point of view.6.United-we-Stand- rock formation in M.A.Urdu University campus.Village Manikonda Jagir, Survey No. 211 & 212.50m all around the rock formation.These balancing rock formations have considerable aesthetic and environmental value. All buildings & all Layouts in this Heritage Precinct will need to be referred to Vice Chairman HUDA & Heritage Conservation Committee for clearance from heritage point of view.7.Pathar-Dil rock formation in M.A.Urdu University campus.Village Manikonda Jagir, Survey No. 211 & 212.50m all around the rock formation.These rock formations have considerable aesthetic and environmental value.All buildings & all Layouts in this Heritage Precinct will need to be referred to Vice Chairman HUDA & Heritage Conservation Committee for clearance from heritage point of view.8.Kaithalapur Rocks, Moosapet area.Village: Moosapet.Survey.No.81,89,101/1, 102,103, 104,107 to 112, between IDL /Gulf Oil campus (N) and Railway tracks 83.9 AcresThese rock formations have considerable aesthetic and environmental value.All buildings & all Layouts in this Heritage Precinct will need to be referred to Vice Chairman HUDA & Heritage Conservation Committee for clearance from heritage point of view.9.Rocks around Piran Shah Wali Dargah near A.P Police Academy Village: Peerancheruvu.Survey No. 24.Behind Snehita Colony layout on Himayatsagar Road.200 mt around the Dargah, These rock formations have considerable aesthetic, cultural and environmental value.All buildings & all Layouts in this Heritage Precinct will need to be referred to Vice Chairman HUDA & Heritage Conservation Committee for clearance from heritage point of view.10Ridge behind Malkam Cheruvu, Old Bombay road.Village: Raidurg Navkhalsa. Survey No. 66Behind Malkam Cheruvu lake.Entire slopes facing the Old Bombay Road towards the lake.The rock formations and the hill slope have considerable aesthetic, skyline and environmental value.All buildings & all Layouts in this Heritage Precinct will need to be referred to Vice Chairman HUDA & Heritage Conservation Committee for clearance from heritage point of view.11Sheet rocks and hill slopes at Manikonda Jagir.Village Manikonda Jagir Survey no 201, near Darga Baba Fakhruddin.Entire survey number.The rock formations and the hill slope have considerable aesthetic, skyline and environmental value.All buildings & all Layouts in this Heritage Precinct will need to be referred to Vice Chairman HUDA & Heritage Conservation Committee for clearance from heritage point of view.Item no 4.Proposal for construction of residential building at premises no 5-9-1106 Gunfoundry adjacent to Imad Jung Bungalow Heritage Building. It was noted that a report from the Municipal Corporation of Hyderabad with regard to constructions violating the suggestions of H.C.C in the premises of the same Heritage Building was still pending. Building proposals in the area could be examined only in consultation with the MCH. Even though the Additional Commissioner of the MCH was made a Co-opted member, there was no representative from the MCH in the 67th meeting of the Committee.Hence the MCH may be requested one again to submit a reply to the earlier letters. Till such time the fresh proposals received in the above site may not be considered.Item no 5. a. It was suggested that with regard to the proposal to set up a museum at the Salar Jung Museum, Dr V.V.Krishna Sastry may prepare a proposal to be sent by HUDA to the said Museum.b. The proposal for photography received from a reputed photographer at a cost of Rs 9 Lakhs for the proposed guide book was perused. It was felt that this matter may be discussed in the next meeting after examination by Vice Chairman HUDA. It was also suggested to obtain some more proposals which may cost less.Item no 6. Proposal to build a Club House etc attached to Golf Club near Golconda Fort obtained by HUDA from MCH on 26th July 2006.The Members had inspected the site. It was suggested that the proposal of the Gold Club to put up a two storeyed Club House building including the ground floor and not exceeding 8 meteres in height may be agreed and considered by the Municipal Corporation of Hyderabad subject to specific clearance of the proposed structure also from the Archaeological Survey of India.The MCH should also be reminded to remove the unauthorized shed next to the fort walls keeping in view that the Honble High Court of Andhra Pradesh reportedly dismissed the petition of the owner of the shed.Item no 7. Proposal of the Municipal Corporation of Hyderabad seeking NOC to construct a parking complex in the central courtyard area of the recently notified Old Jail Complex in Secunderabad near Monda Market.The Heritage Conservation Committee noted that while the MCH has sought an NOC from the Committee, the Shop Owners Association has filed a WP no14433 of 2006 in the Andhra Pradesh High court against the proposal.The Committee examined the proposal after due inspection of the area by members and made the following observations:The Old Jail was located on a very congested road leading to the main entrance to Monda Market. This was essentially a shopping street and there is a need to restrict motor vehicles entering in to and passing through the area. The inner courtyard of the Old Jail complex (which is now a shopping center) was approached through a street which is even more narrower. The courtyard is presently used as an open parking area for cars and other vehicles.Hence the Municipal Corporation of Hyderabad may be informed that the NOC can not be given.Item no 8.Proposal to delete from the list the building of Cooperative Training College at Basheerbagh.Earlier the same request was examined by the Heritage Conservation Committee and the committee rejected the proposal. Now once again a letter is received requesting Vice Chairman HUDA to write to Government to delete the Heritage Building from the list.The committee suggested that there is no cause of action to agree to the proposal to delete the building from the list. Vice Chairman HUDA may inform the same to the concerned department.Item no 9. Request from INTACH for assistance regarding a proposed Art Conserva
