农民是农地整治项目的最终受益者，在农地整治过程中农民权益诉求的实现情况，不仅关系到农民合法权益的保护问题，而且影响到农地整治项目的工程质量。当前，农地整治作为国家推进新型城镇化发展的重要措施，起到了重要的作用。但是，在农地整治过程中也出现了一些问题，如规划设计方案不符合当地实际，设计变更频繁发生，路边亮点工程和形象工程较为普遍，工程整体质量较差等，极大地损害了农民利益，农民对此意见较大。究其原因，主要是在政府出资和主导的农地整治模式下，农民参与程度较低，农民的主体地位被忽略，话语权缺失。因此，充分了解农地整治过程中的农民权益诉求及其实现情况，让农民充分、有效地参与到农地整治项目的全过程，对保障农民的合法权益，提高农地整治项目工程质量，建设和谐的社会主义新农村具有重要意义。本文利用湖南省和湖北省10个县（区）的20个农地整治项目区的农民问卷调查数据，分析了农地整治过程中农民权益诉求强度，运用基于熵权的模糊综合评判模型对农地整治过程中农民权益诉求的实现程度进行了测度，并采用障碍度模型揭示了影响农地整治过程中农民利益诉求实现的障碍因子，得到如下研究结论：（1）在农地整治过程中，农民最看重的是经济权益诉求，其次为政治权益诉求，再次为社会文化权益诉求，最后为生态环境权益诉求。在经济权益诉求中，农民最看重的是农产品产量的提高，接下来依次为农业生产方式的转变、农业生产结构的调整、更高农地转出收入的获得、经济损失补偿的获得和劳动报酬的获得。在政治权益诉求中，农民最看重的是农地整治项目信息公开，其后依次为项目民主决策、项目民主监督、项目民主管理。在社会文化权益诉求中，农民最看重的是丰富农村文化生活，其后依次为构建和谐农村社区、提升农民在农村社区的地位和价值。在生态环境权益诉求中，农民最看重的改善村庄内部生活环境，其后依次为保护农业生产环境、节约土地资源、节约水资源。（2）目前已经实施的农地整治项目对农民权益诉求的响应情况不太理想。就经济权益而言，农民对农地整治过程中获得工资性收入的满意度较高，对农地整治项目实施后提高农产品产量、转变农业生产方式的满意程度一般，对农地整治项目实施后调整农业生产结构、获得更高农地出租收入、获得经济损失补偿的满意程度较低。就政治权益而言，农民对农地整治项目的信息及政策公开、民主决策、民主管理、民主监督情况的满意程度普遍较低。就社会文化权益而言，农民对农地整治项目实施在构建和谐农村社区、丰富农村文化生活、提升农民在农村社会的地位和价值等方面的满意程度普遍较低。就生态环境权益而言，农民对目前农地整治项目实施在改善村庄内部环境、改善农业生产环境方面的满意度较高，对目前农地整治项目实施在节约水土资源方面的满意程度较低。（3）总体而言，在农地整治过程中农民权益诉求的实现程度等级较低。其中，农民经济权益诉求的实现程度等级为一般，政治权益诉求的实现程度等级为较低，农民社会文化权益诉求的实现程度等级为一般，农民生态环境权益诉求的实现程度等级为一般。在农地整治过程中，影响农民权益诉求实现程度的首要因素是政治权益诉求，同时，社会文化权益诉求、生态环境权益诉求、经济权益诉求也是阻碍农民权益诉求实现的因素。从障碍因子的角度来看，影响农民权益诉求实现程度障碍度排名前五的因子依次是民主监督、项目民主管理、项目民主决策、项目信息公开、提升农民在农村社区的地位与价值。因此，应采取如下政策建议：（1）在农地整治过程中，不仅要尊重并保护农民的经济权益，而且要尊重并保护农民的政治权益、社会文化权益和生态环境权益。要根据农民各方面的权益诉求及其差异，因时因地确定农地整治的方向、内容及重点，保证农地整治事业与时俱进，合理发展。（2）要保障农民在农地整治过程中的权益，首先是保障农民的政治权益，其次是保障农民的经济权益、社会文化权益和生态环境权益。具体措施如下：切实执行农地整治项目信息公开制度，保障农民的知情权；完善农地整治项目农民全程参与机制，提高农地整治项目民主决策、民主监督和民主管理的程度和水平；充分尊重农民的意愿，将农地整治与农业现代化发展、和谐农村社区和美丽乡村建设有机地结合起来。关键词：农地整治；农民权益；经济权益诉求；政治权益诉求；社会文化权益诉求；生态环境权益诉求AbstractFarmers
