建设单位基本情况一、建设单位概况芦笋科技有限公司，是2003年由3位股东出资创建的股份制民营企业，是以总经理领导下的部门经理负责制管理模式，总经理受董事会领导。目前，公司拥有员工14名，其中中级以上职称2人，占员工总数的14.3%，大、中专毕业生5人，占员工总数的35.7%。公司始终格守“质量第一、信誉第一”的企业宗旨，以市场为导向，依靠科技推动农业产业化发展，使企业效益逐年增长，规模不断扩大。企业经营产品：企业经营的产品以芦笋加工销售为主,同时对其它农副产品进行经销，其产品质量完全达到国家标准。企业主营业务：经销农副产品、速冻芦笋及其它农副产品深加工。企业财务：公司注册资金100万元，总资产200万元，其中固定资产100万元。二、法人代表情况芦笋科技有限公司法人代表杨新昌，县年三十四岁，一九九二年毕业于西北大学，专修制冷专业，参加工作后，一直从事企业管理，基层经验丰富。近年来通过对山东、河南等计价芦笋冷冻企业的考察，选准了在华县建设芦笋冷冻加工厂的路子，可谓有胆识、有魄力，理论知识深、工作能力强，有开拓精神、有战略眼光的创业型人才。三、开发能力芦笋的种植主要通过市场调节，但必须经当地政府引导，通过引进良种、示范种植的方式不断扩大种植面积，芦笋科技有限公司正积极与农业科研及推广部门联系，计划将最新的农技科研成果应用到芦笋栽植中去，提高产出率。速冻芦笋加工技术及其它农产品加工技术，主要依托陕西省农科院和西北农林科技大学等单位，均为国家及省级重点科研单位，有雄厚的科研与技术转化能力。四、企业财务状况企业通过一年来的滚动发展，不断加强企业内部管理，无任何不良债务，企业经济实力不断增强，资金运转趋于合理，以为芦笋冷冻加工项目积蓄了一定的能量。第三章 项目建设背景及必要性一、项目建设背景1、芦笋的开发价值芦笋学名asparagus officinalis l,英文名asparagus，俗称石刁柏、龙须菜，为百合科天门冬属多年生宿根草本植物，以抽生的嫩茎为蔬菜食用。原产地中海沿岸，在2000多年前欧洲以及小亚细亚地区已有栽培，后逐渐发展到美洲、大洋洲及亚洲等地区,但由于现在这些地区科技发达，而芦笋种植和加工都是一项劳动密集型产业，耗工量大，因此，这些国家和地区逐渐不再种植芦笋了，更多的是依赖进口.我国种植芦笋却只有百年历史，相对来说北京等大城市及沿海地区种植芦笋的历史较早，直到七八十年代世界芦笋的需求量猛增，我国芦笋生产的规模才迅速扩大，以满足加工出口的需要。福建、江苏、浙江、河南、安徽、大泽、四川等省在近一二十年发展了较多的生产基地，北京市郊也只是在80年代后，随着市场需求量的不断增加，才逐渐扩大的。芦笋以嫩茎供食用，以往生产加工制罐的芦笋大多是白芦笋，而近些年来，一些研究报道绿芦笋具有更高的营养价值，且风味更佳，所以绿芦笋的鲜销生产发展也极为迅速。芦笋的嫩茎既可鲜食也可加工制罐，芳香鲜美，质嫩可口，是一种低热量高营养的保健蔬菜。芦笋每百克鲜食部分中含有蛋白质31克，脂肪02克，糖类37克，纤维素08克，维生素c33毫克，维生素 a897国际单位，维生素b、017毫克，维生素垃0，15毫克，钙22毫克，磷52毫克，铁10毫克，此外还含有丰富的天门冬氨酸和天门冬酌胶等多种氨基酸，备种氨基酸平均含量为1023毫克。芦笋中的药用成分,如天门冬酌胶、多种甾体甙类化合物、芦丁、甘露聚糖、胆碱、叶酸等等在食疗保健中占有非常特殊的地位，可以增进食欲，帮助消化，缓解疲劳、心脏病、高血压、肾炎、肝硬化等病症，并具有利尿、镇静等治疗作用。芦笋在欧美、日本、台湾等国家及地区都是极受欢迎的蔬菜，近些年芦笋在我国也逐渐受到消费者的认可和青睐。2、国家及行业发展规划芦笋加工项目属“三农”项目，实施该项目，不但可以解决当地芦笋销售难的问题，同时可以形成产、加、销一条龙，进一步延长农业产业链条，增加农产品附加值。既增加农业效益，提高农民收入，活跃地方经济，符合国家产业政策，又充分发挥了华县的资源优势，符合华县围绕农业产业结构调整，因地制宜，培育发展特色产业的发展思路。2、项目提出的背景项目区芦笋种植历史悠久，品种繁多，种植面积大，产量高，经专家检测，受气候、土质的影响，项目区蔬菜维生素的含量比山东、浙江、上海等南方省份的蔬菜平均高出1.7个百分点，蔬菜品质优良；项目区内剩余劳动力多，水电供应充裕，且价格低，同时又可享受到当地政府在税收、土地等政策方面的诸多优惠，所以说，在华县进行果蔬粉生产，具有得天独厚的优势。3、项目建议书的编制及审批情况华县速冻芦笋加工项目建议书初编于2003年3月，定稿于2003年5月，即得到县计委批复，2003年7月已上报到市计委，等待批复。二、项目区农业产业化经营发展现状近年来，通过政府引导、市场调节，农业产业结构得到大辐度的调整，目前，芦笋种植已经成为华县农业经济发展的主导产业，尤其是沿河乡镇的芦笋已经远销省内外及东南亚、日本国家和地区。截止2003年上半年统计，华县芦笋种植总面积已达6万亩，预计年总产量5万吨以上。种植规模如此庞大，可是在县城境内尚无一家芦笋加工企业。三、项目建设的必要性及目的意义1、有利于加快农业结构调整华县是一个典型的农业大县、土壤肥沃、芦笋种植面积大，发展芦笋加工业，能够有效促进农业产业结构调整，增加农民收入，研发和进行芦笋加工，能够有效带动广大农民扩大芦笋种植规模，加快芦笋基地建设，同时还能够加速优质新品种的引进，实现品种更新换代增加产量和效益，有利于壮大芦笋产业，促进农村新经济的加速发展。2、有利于实现农业产业化经营龙头企业是农业产业化发展的关键，华县年产各类蔬菜30万吨以上，但多以单一销售的方式被鲜食，也有小部分被运往外地加工，其经济效益并不高，频繁出现增产不增收的现象。实施芦笋业开发和加工，不仅能够增加农业收入，而且通过辐射带动，能够实现龙头带基地、基地连农户的产业化经营，提高果蔬产业的整体综合效益。3、有利于增加农民收入近年来，随着我国加入世贸组织，传统种植业受到冲击，群众一家一户的零星分散种植难以适应社会化大生产的需要。项目建设采取“公司+农户”的运行模式，通过引进新优良品种进行扩良和良种统供开展技术指导和服务，实施订单收购，能够有效地缓解农民芦笋产品销售困难问题，促使农产品转化优势，能够带动农民的芦笋种植规模，实现规模效益，达到企业和农民的双赢目标。第四章 建设条件一、项目区概况1、地理位置及区域范围项目区地处秦岭北麓，关中平原东部，县城距省会西安92公里，距渭南市25公里，辖区面积约为1139平方公里，辖10镇4乡，242个行政村，人口约为35.79万。2、自然资源状况华县依山傍水，地处秦岭和渭河夹槽地带，气候温和湿润，属典型的暖温、半湿润季风性气候，四季分明，年日照时数1793.6小时，有效积温4559度，年平均气温13.1，降水量644.4mm，无霜期207天。县区六条南山支流穿境而过汇入渭河，气候适宜、土壤肥沃、农业生产基础设施完善，优越的土壤和水资源给蔬菜生长提供了有利条件。华县的地膜洋芋、芦笋成为国内外公认的无污染、无公害的绿色食品。华县蔬菜以种类多、品质优、产量大为特点，不同品种配合种植，任何季节都有鲜菜上市，为发展蔬菜产业，县上成立了果蔬局，并制定了华县蔬菜产业“十五”发展规划，聘请农科院专家、教授配备专业技术人员专抓生产。3、社会经济条件以及服务配套系统 华县36万人口，其中农业人口29万，劳动力15万，富余劳动力8万，劳动力充足，绝大多数农民主要靠种植业和养殖业来发展经济，农民人均纯收入1026元，全国农业生产总值生产总值1.49亿元，下降了169.4%，其中农业生产总值17717万元，增长速度6.4%，县财政收入4069万.随着西部大开发的纵深化发展，为了尽快脱贫致富，在华县十五规划中已明确将工业富县作为经济发展战略，加大了芦笋基地的建设力度，出台了相应的投资优惠政策，并改良了县、乡、村三级服务网，为农民提供产前、产中及产后服务，为投资者提供宽松的发展环境。面对芦笋发展的严峻形势，华县政府制定了税收、土地等相关优惠政策，提出了以科技为依托，以市场为导向，以效益为中心，实施名牌和“龙头”带动战略，增加芦笋产业的附加值，延长产业链条，提高农业综合效益，以芦笋农产品为突破口，推动地方经济腾飞，增加当地农民收入，搞活区域经济。4、项目建设地点选择芦笋科技发展实业有限公司加工项目，选址陕西省生产资料公司120库，紧靠老西潼公路，实施地距西潼高速公路华县入口3.5km，距陇海铁路华县站4km左右，交通便利。场地南北宽33m，东西长200m，总面积10亩。地下水埋深30m左右，地表8m左右为黄土善 土，8m下为土石层，地质结构完整性好。场地处于渭河一、二级阶地的缓坡地带，选址山省生产资料公司120库高出10m左右，比310国道低30m左右，抵御洪涝等自然灾害能力强。二、项目实施有利条件1、政策环境依照国家相关政策落实陕西省“十五”计划，充分发挥华县资源优势，调整产业结构。根据中共华县县委、县政府有关政策，投产后前两年免税，第3、4、5年征收全税的20%，即6.6%，第6年后征收全税等优惠政策，开放经济环境，吸引经济投资。2、资源优势华县南依秦岭、北跨渭河、东靠西岳华山，西临秦兵马俑，南向西北，辐射中原，区位优势较明显。本项目拟定建于华县城区东部，村，该地区位于秦岭北麓渭河流域，地下水资源丰富。根据华县水文地质分区图，该地区为地下水渗入径流区，含水层岩性以粗砾沙为主，含水层厚3-15米，单井出量80-300立方米/小时，并可连续开机24小时，水位无明显变化，满足该项目用水需求。3、市场优势国际冷冻芦笋年产量约10万吨，而我国年产量3万吨左右，占世界冷冻芦笋总产量的30%，目前世界出口量为2万吨，而我国年出口能力为1.5万吨，创汇2500万美元。据国家海关总署国家商检局统计，在20世纪90年代，我国蔬菜出口量每年以30%的速度增加，而冻干蔬菜在国际市场的价格是热风干燥脱水蔬菜的4-6倍，正成为国际贸易的大宗食品。国际市场冻干蔬菜供应不求，但国内冻干食品工业尚处于发展初期，产量还很低。目前年产量不足3000吨，据专家预测，到2010年，仅我国方便面辅料一项，需冻干食品约14万吨，加上各种快餐、汤料、饮料年冻干食品消费量超过60万吨，国内外对冻干食品巨大的需求，为我国发展冻干食品工业，提供了机遇。4、科技开发能力为了发展以芦笋业为主的支柱产业，县上成立了果蔬局，并制定了华县蔬菜产业“十五”发展规划，聘请农科院专家、教授配备专业技术人员专抓生产。与西北农林科技大学植物研究联合开发试验田100亩，共同研发果蔬产品，以提高项目区产品的产量、质量和科技含量。5、基础设施条件a、电力供应华县电力由秦岭热电厂提供，秦岭热电厂是陕西最大的发电厂，距华县不足20公里，华县每年可供电量4.38亿千瓦时（不含市级直管部分），电力供应完全可以满足本项目需求。b、热料供应华县紧靠渭河，而渭河以北地区属陕西的煤炭基地，交通便利，该项目所需燃料运输快捷方便，成本低廉。c、其他公用设施华县交通便利，陇海铁路、310国道、西潼高速公路横穿东西，华金、华洛公路纵贯南北，地方公路131条，公路里程760公里。县城距省会西安92公里，距渭南市25公里。华县通讯设施发展迅猛，全县已拥有程控电话2万门。三、主要障碍因素及解决方案1、该项目实施后存在的主要问题冷冻芦笋在我国尚处于初级发展阶段，项目建成投产后，做为一
