securityinoldage;builtunrivaledcentersoflearningandopenedpublicschoolstoall;splittheatomandexploredtheheavens;inventedtheputerandthemicrochip;anddeepenedthewellspringofjusticebymakingarevolutionincivilrightsforafricanamericansandallminorities,andextendingthecircleofcitizenship,opportunityanddignitytowomen.now,forthethirdtime,anewcenturyisuponus,andanothertimetochoose.webeganthe19thcenturywithachoice,tospreadournationfromcoasttocoast.webeganthe20thcenturywithachoice,toharnesstheindustrialrevolutiontoourvaluesoffreeenterprise,conservation,andhumandecency.thosechoicesmadeallthedifference.atthedawnofthe21stcenturyafreepeoplemustnowchoosetoshapetheforcesoftheinformationageandtheglobalsociety,tounleashthelimitlesspotentialofallourpeople,and,yes,toformamoreperfectunion.whenlastwegathered,hesefouryears,wehavebeentouchedbytragedy,exhilaratedbychallenge,strengthenedbyachievement.americastandsaloneastheworlds indispensablenation.onceagain,oureconomyisthestrongestonearth.onceagain,wearebuildingstrongerfamilies,thrivingmunities,bettereducationalopportunities,blemsthatonceseemeddestinedtodeepennowbendtoourefforts:ourstreetsaresaferandrecordnumbersofourfellowcitizenshavemovedfromwelfaretowork.andonceagain,wehaveresolvedforourtimeagreatdebateovertheroleofgovernment.todaywecandeclare:governmentisnottheproblem,andgovernmentisnotthesolution.we-theamericanpeople-wearethesolution.(applause.)ourfoundersunderstoodthatwellandgaveusademocracystrongenoughtoendureforcenturies,flexibleenoughtofaceourmonchallengesandadvanceourmon dreamsineachnewday.astimeschange,sogovernmentmustchange.weneedanewgovernmentforanewcentury-humbleenoughnottotrytosolveallourproblemsforus,butstrongenoughtogiveusthetoolstosolveourproblemsforourselves;agovernmentthatissmaller,liveswithinitsmeans,anddoesmorewithless.yetwhereitcanstandupforourvaluesandinterestsintheworld,andwhereitcangiveamericansthepowertomakearealdifferenceintheireverydaylives,governmentshoulddomore,notless.thepreeminentmissionofournewgovernmentistogiveallamericansanopportunity-notaguarantee,butarealopportunity-tobuildbetterlives.(applause.)beyondthat,myfellowcitizens,thefutureisuptous.ourfounderstaughtusthatthepreservationofourlibertyandouruniondependsuponresponsiblecitizenship.andweneedanewsenseof responsibilityforanewcentury.thereisworktodo,workthatgovernmentalonecannotdo:teachingchildrentoread;hiringpeopleoffwelfarerolls;ingoutfrombehind lockeddoorsandshutteredwindowstohelpreclaimourstreetsfromdrugsandgangsandcrime;takingtimeoutofourownlivestoserveothers.eachandeveryoneofus,inourownway,mustassumepersonalresponsibility-notonlyforourselvesandourfamilies,butforourneighborsandournation.(applause.)ourgreatestresponsibilityistoembraceanewspiritofmunityforanewcentury.foranyoneofustosueed,wemust ithankpresidentbushforhisservicetoournation,aswellasthegenerosityandcooperationhehasshownthroughoutthistransition.forty-fouramericanshavenowtakenthepresidentialoath.thewordshavebeenspokenduringrisingtidesofprosperityandthestillwatersofpeace.yet,everysooften,theoathistakenamidstgatheringcloudsandragingstorms.atthesemoments,americahascarriedonnotsimplybecauseoftheskillorvisionofthoseinhighoffice,butbecausewethepeoplehaveremainedfaithfultotheidealsofourforebearers,andtruetoourfoundingdocuments.soithasbeen.soitmustbewiththisgenerationofamericans.thatweareinthemidstofcrisisisnowwellunderstood.ournationisatwar,againstafar-reachingworkofviolenceandhatred.oureconomyisbadlyweakened,aconsequenceofgreedandirresponsibilityonthepartofsome,butalsoourcollectivefailuretomakehardchoicesandpreparethenationforanewage.homeshavebeenlost;jobsshed;businessesshuttered.ourhealthcareistoocostly;ourschoolsfailtoomany;andeachdaybringsfurtherevidencethatthewaysweuseenergystrengthenouradversariesandthreatenourpla.thesearetheindicatorsofcrisis,subjecttodataandstatistics.lessmeasurablebutnolessprofoundisasappingofconfidenceacrossourland-anaggingfearthatamericasdeclineisinevitable,andthatthenextgenerationmustloweritssights.todayisaytoyouthatthechallengeswefacearereal.theyareseriousandtheyaremany.theywillnotbemeteasilyorinashortspanoftime.butknowthis,america:theywillbemet. onthisday,wegatherbecausewehavechosenhopeoverfear,unityofpurposeoverconflictanddiscord.onthisday,weetoproclaimanendtothepettygrievancesandfalsepromises,therecriminationsandworn-outdogmas,thatforfartoolonghavestrangledourpolitics.weremainayoungnation,butinthewordsofscripture,thetimehasetosetasidechildishthings.thetimehasetoreaffirmourenduringspirit;tochooseourbetterhistory;tocarryforwardthatpreciousgift,thatnobleidea,passedonfromgenerationtogeneration:thegod-givenpromisethatallareequal,allarefree,andalldeserveachancetopursuetheirfullmeasureofhappiness.inreaffirmingthegreatnessofournation,weunderstandthatgreatnessisneveragiven.itmustbeearned.ourjourneyhasneverbeenoneofshortcutsorsettlingforless.ithasnotbeenthepathforthefainthearted-forthosewhopreferleisureoverwork,orseekonly()thepleasuresofrichesandfame.rather,ithasbeentherisk-takers,thedoers,themakersofthings-somecelebrated,butmoreoftenmenandwomenobscureintheirlabor-whohavecarriedusupthelong,ruggedpathtowardprosperityandfreedom.forus,theypackeduptheirfewworldlypossessionsandtraveledacrossoceansinsearchofanewlife.forus,theytoiledinsweatshopsandsettledthewest;enduredthelashofthewhipandplowedthehardearth.forus,theyfoughtanddied,inplaceslikeconcordandgettysburg;normandyandkhesahn.timeandagain,thesemenandwomenstruggledandsacrificedandworkedtilltheirhandswererawsothatwemightliveabetterlife.theysawamericaasbiggerthanthesumofourindividualambitions;greaterthanallthedifferencesofbirthorwealthorfaction. thisisthejourneywecontinuetoday.weremainthemostprosperous,powerfulnationonearth.ourworkersarenolessproductivethanwhenthiscrisisbegan.ourmindsarenolessinventive,ourgoodsandservicesnolessneededthantheywerelastweekorlastmonthorlastyear.ourcapacityremainsundiminished.butourtimeofstandingpat,ofprotectingnarrowinterestsandputtingoffunpleasantdecisions-thattimehassurelypassed.startingtoday,wemustpickourselvesup,dustourselvesoff,andbeginagaintheworkofremakingamerica.foreverywherewelook,thereisworktobedone.thestateoftheeconomycallsforaction,boldandswift,andwewillact-notonlytocreatenewjobs,buttolayanewfoundationforgrowth.wewillbuildtheroadsandbridges,theelectricgridsanddigitallinesthatfeedourmerceandbindustogether.wewillrestoresciencetoitsrightfulplace,andwieldtechnologyswonderstoraisehealthcaresqualityandloweritscost.wewillharnessthesunandthewindsandthesoiltofuelourcarsandrunourfactories.andwewilltransformourschoolsand collegesanduniversitiestomeetthedemandsofanewage.allthiswecando.andallthiswewilldo.now,therearesomewhoquestionthescaleofourambitions-whosuggestthatoursystemcannottoleratetoomanybigplans.theirmemoriesareshort.fortheyhaveforgottenwhatthiscountryhasalreadydone;whatfreemenandwomencanachievewhenimaginationisjoinedtomonpurpose,andnecessitytocourage.whatthecynicsfailtounderstandisthatthegroundhasshiftedbeneaththem-thatthestalepoliticalargumentsthathaveconsumedusforsolongnolongerapply.thequestionweasktodayisnotwhetherourgovernmentistoobigortoosmall,butwhetheritworks-whetherithelpsfamiliesfindjobsatadecentwage,caretheycanafford,aretirementthatisdignified.wheretheanswerisyes,weintendtomoveforward.wheretheanswerisno,programswillend.andthoseofuswhomanagethepublicsdollarswillbeheldtoaount-tospendwisely,reformbadhabits,anddoourbusinessinthelightofday-becauseonlythencanwerestorethevitaltrustbetweenapeopleandtheirgovernment.noristhequestionbeforeuswhetherthemarketisaforceforgoodorill.itspowertogeneratewealthandexpandfreedomisunmatched,butthiscrisishasremindedusthatwithoutawatchfuleye,themarketcanspinoutofcontrol-andthatanationcannotprosperlongwhenitfavorsonlytheprosperous.thesuessofoureconomyhasalwaysdependednotjustonthesizeofourgrossdomesticproduct,butonthereachofourprosperity;onourabilitytoextendopportunitytoeverywillingheart-notoutofcharity,butbecauseitisthesurestroutetoourmongood. asforourmondefense,werejectasfalsethechoicebetweenoursafetyandourideals.ourfoundingfathers,facedwithperilswecanscarcelyimagine,draftedachartertoassuretheruleoflawandtherightsofman,acharterexpandedbythebloodofgenerations.thoseidealsstilllighttheworld,andwewillnotgivethemupforexpediencessake.andsotoallotherpeoplesandgovernmentswhoarewatchingtoday,fromthegrandestcapitalstothesmallvillagewheremyfatherwasborn:knowthatamericaisafriendofeachnationandeveryman,womanandchildwhoseeksafutureofpeaceanddignity,andthatwearereadytoleadoncemore.recallthatearliergenerationsfaceddownfascismandmunismnotjustwithmissilesandtanks,butwithsturdyalliancesandenduringconvictions.theyunderstoodthatourpoweralonecannotprotectus,nordoesitentitleustodoasweplease.instead,theyknewthatourpowergrowsthroughitsprudentuse;oursecurityemanatesfromthejustnessofourcause,theforceofourexample,thetemperingqualitiesofhumilityandrestraint.wearethekeepersofthislegacy.guidedbytheseprinciplesoncemore,wecanmeetthosenewthreatsthatdemandevengreatereffort-evengreatercooperationandunderstandingbetweennations.wewillbegintoresponsiblyleaveiraqtoitspeople,andforgeahard-earnedpeaceinafghanistan.witholdfriendsandformerfoes,wewillworktirelesslytolessenthenuclearthreat,androllbackthespecterofawarmingpla.wewillnotapologizeforourwayoflife,norwillwewaverinitsdefense,andforthosewhoseektoadvancetheiraimsbyinducingterrorandslaughteringinnocents,wesaytoyounowthatourspiritisstrongerandcannotbebroken;youcannotoutlastus,andwewilldefeatyou.forweknowthatourpatchworkheritageisastrength,notaweakness.weareanationofchristiansandmuslims,jewsandhindus-andnonbelievers.weareshapedbyeverylanguageandculture,drawnfromeveryendofthisearth;andbecausewehavetastedthebitterswillofcivilwarandsegregation,andemergedfromthatdarkchapterstrongerandmoreunited,wecannothelpbutbelievethattheoldhatredsshallsomedaypass;thatthelinesoftribeshallsoondissolve;thatastheworldgrowssmaller,ourmonhumanityshallrevealitself;andthatamericamustplayitsroleinusheringinaneweraofpeace. tothemuslimworld,weseekanewwayforward,basedonmutualinterestandmutualrespect.tothoseleadersaroundtheglobewhoseektosowconflict,orblametheirsocietysillsonthewest:knowthatyourpeoplewilljudgeyouonwhatyoucanbuild,notwhatyoudestroy.tothosewhoclingtopowerthroughcorruptionanddeceitandthesilencingofdissent,knowthatyouareonthewrongsideofhistory;butthatwewillextendahandifyouarewillingtounclenchyourfist.tothepeopleofpoornations,wepledgetoworkalongsideyoutomakeyourfarmsflourishandletcleanwatersflow;tonourishstarvedbodiesandfeedhungryminds.andtothosenations likeoursthatenjoyrelativeplenty,wesaywecannolongeraffordindifferencetosufferingoutsideourborders;norcanweconsumetheworldsresourceswithoutregardtoeffect.fortheworldhaschanged,andwemustchangewithit.asweconsidertheroadthatunfoldsbeforeus,werememberwithhumblegratitudethosebraveamericanswho,atthisveryhour,patrolfar-offdesertsanddistantmountains.theyhavesomethingtotellustoday,justasthefallenheroeswholieinarlingtonwhisperthroughtheages.wehonorthemnotonlybecausetheyareguardiansofourliberty,butbecausetheyembodythespiritofservice;awillingnesstofindmeaninginsomethinggreaterthanthemselves.andyet,atthismoment-amomentthatwilldefineageneration-itispreciselythisspiritthatmustinhabitusall.forasmuchasgovernmentcandoandmustdo,itisultimatelythefaithanddeterminationoftheamericanpeopleuponwhichthisnationrelies.itisthekindnesstotakeinastrangerwhentheleveesbreak,theselflessnessofworkerswhowouldrathercuttheirhoursthanseeafriendlosetheirjobwhichseesusthroughourdarkesthours.itisthefirefighterscouragetostormastairwayfilledwithsmoke,butalsoaparentswillingnesstonurtureachild,thatfinallydecidesourfate.ourchallengesmaybenew.theinstrumentswithwhichwemeetthemmaybenew.butthosevaluesuponwhichoursuessdepends-hardworkandhonesty,courageandfairplay,toleranceandcuriosity,loyaltyandpatriotism-thesethingsareold.thesethingsaretrue.theyhavebeenthequietforceofprogressthroughoutourhistory.whatisdemandedthenisareturntothesetruths.whatisrequiredofusnowisaneweraofresponsibility-arecognition,onthepartofeveryamerican,thatwehavedutiestoourselves,ournationandtheworld;dutiesthatwedonotgrudginglyaeptbutratherseizegladly,firmintheknowledgethatthereisnothingsosatisfyingtothespirit,sodefiningofourcharacter,thangivingouralltoadifficulttask.
