任务来源斯比泰电子（深圳）有限公司是隶属于新加坡斯比泰集团的外商独资企业，位于深圳市罗湖区罗沙路2047号。公司成立于1988年，发展到现在拥有莲塘和平湖两个制造地点，30000平方米生产车间，员工3000人，专业从事开关电源产品研究、开发、制造和以SMT为主的电子产品加工。集团公司在嘉兴、菲律宾设有分公司，在香港有办事处，并在成都、内蒙古、上海等地有投资。公司已建立完整、规范的内部实验室可满足研发过程中的各项实验要求，可以研发各种中小功率、低成本的“绿色”高性能AC/DC转换器、充电器；拥有31条SMT生产线，大部分配置目前最先进机型，可承接各种电子应用产品的来料加工业务。公司与众多世界著名企业，如摩托罗拉、NEC、IBM、NEC、菲利浦、西门子、三星等结伴而行。产品75%外销往欧洲、美国、日本等地，25%内销。产品技术含量高，随着公司业务的发展，内销比例将逐步增大。为了配合市场发展扩大的需求，斯比泰电子（深圳）有限公司拟在深圳市龙岗区葵涌镇金涌小区征地56176平方米，建设工业厂房及配套设施。从项目的可行性研究报告来看，本项目无生产性废水和工业废气产生，但项目在建设期和运营期可能会对周围的生态环境产生一定的影响，建成后其产生的生活污水、生活垃圾等将不可避免地对附近环境产生影响。根据中华人民共和国环境保护法第十三条及广东省建设项目环境保护管理条例第三条、第十条的规定，一切新建、扩建的大、中型工程建设项目，都须提交环境影响报告书，执行环境影响报告审批制度，为环境管理提供科学的依据。为此，斯比泰电子（深圳）有限公司于2003年8月委托所对该建设项目进行环境影响报告书的编写工作。我所接受委托后，到项目选址进行了现场踏勘，并根据龙岗区环保局批复的评价大纲，全面开展该项目的环评工作，编写了本报告书。1.2 评价目的 环境影响评价的原则是: 具有针对性、政策性、科学性和公正性，其目的是贯彻环境保护这项基本国策。针对本项目特点，本次评价的主要目的为： 通过资料收集和现场调查，掌握本项目的废水、废气、废渣的排放情况及污染负荷，为各环境要素的影响评价及采取的处理措施提供基础资料。 通过环境现状监测与评价，查清项目拟建区的环境质量现状，为预测评价本项目的环境效益与环境不利影响提供依据。 预测本项目在建设期和运营期可能对周围环境产生的影响程度。 通过技术经济的比较分析，提出合理的废水、废气、噪声、废渣的治理措施。1.3 编制依据本评价以下列法规文件为依据：1、中华人民共和国环境保护法（1989年12月）；2、中华人民共和国水污染防治法（1996年5月修正）；3、中华人民共和国大气污染防治法（2000年4月修正）；4、中华人民共和国固体废物污染环境防治法（1995年10月）；5、中华人民共和国环境噪声污染防治法（1996年10月）；6、中华人民共和国国务院令(1998)第253号建设项目环境保护管理条例；7、粤环监20008号文广东省建设项目环境保护管理规范（试行）；8、广东省第八界人民代表大会常务委员会1993广东省实施中华人民共和国环境水土保持法办法；9、广东省第八届人大常委会(1994)第57号公告广东省建设项目环境保护管理条例；10、深圳市环境空气质量功能区域划分，深府1996362号文；11、深圳市城区区域环境噪声标准适用区域划分，深府1997297号文；12、深圳市经济特区环境保护条例（2000年3月）； 环境质量标准（一）环境质量标准 地表水环境本项目污水的受纳水体为葵涌河，根据深圳市龙岗区环境保护“十五”规划，葵涌河的近期水质功能为景观用水，执行国家地表水环境质量标准（GB3838-2002）中的IV类标准。远期2005年应达到中华人民共和国国家标准地表水环境质量标准（GB3838-2002）中的类水质标准。 环境空气根据深圳市关于颁布深圳市环境空气质量功能区划和通知（深府1996362号），本区为二类环境空气质量功能区，执行国家环境空气质量标准（GB3095-1996）中的二级标准。 声环境根据深圳市人民政府颁布关于调整深圳市区域环境噪声标准适用区域划分的通知（深府1997297号）本区为2类噪声功能区,噪声环境执行国家标准城市区域环境噪声标准（GB3096-93）中的2类标准。（二）排放标准 污染排放标准 目前本项目产生的污水拟经厂区内处理后排入葵涌河。故本项目建成后污水排放应达到广东省地方标准水污染排放限值（DB44/26-2001）（第二时段）中的一级排放标准要求。 环境空气污染物排放标准大气污染物排放应执行广东省地方标准大气污染物排放限值（DB44/27-2001）中的二级标准。 声源控制标准建设期：建筑施工场地应执行建筑施工场界噪声限值（GB12523-90）的要求。运营期：周边噪声环境应达到国家标准工业企业厂界噪声标准（GB12348-90）中的类标准。1.5 评价范围、期限、级别与重点1.5.1 评价范围参照国家环保局环境影响评价技术导则规定，本次环境评价的范围确定为：水环境：因本项目所在位置不属于城市污水处理厂的集水范围内，所排放的生活污水经区集水管网进入自建污水处理站二级生化处理系统处理至达标后间接排入葵涌河。评价范围为葵涌河的水质现状,控制生活污水中主要污染物CODcr、BOD5、NH3-N和SS等的排放。 环境空气：环境空气评价范围是以建设项目场址为中心，半径23公里的范围内。噪声环境：声环境评价范围是以建设项目边界外1米包络线以内的区域。1.5.2 评价期限 本评价的期限为项目建设期和运营期。1.5.3 评价级别地表水环境本项目为工厂建设，但由于无生产废水排放，则排放污水为生活污水，根据环境影响评价技术导则（HJ/T 2.12.3-93,HJ/T 2.4-95）规定的关于评价等级的划分方法，本项目污水排放量Q1000m/d,污染物类型2，属一般污水水质。将以上参数分析结果对照环评导则分类判据，水环境影响评价的工作等级应为三级。大气环境本项目无生产性废气产生，排放的主要大气污染物为备用发电机组运行时产生的二氧化硫（SO2）、二氧化氮（NO2），按环境影响评价技术导则(大气环境)（HJ/T2.2-1993）中的有关规定,可利用下式计算这些污染物的等标负荷： QiP1= -109 Coi式中：Pi等标排放量，m3/h； Qi单位时间排放量，t/h； Coi大气环境质量标准，mg/m3；各种污染物的等标排放量均小于2.5108m3/h，按环境影响评价技术导则(大气环境)（HJ/T2.2-1993）中的规定，本项目的大气影响评价工作等级应定为三级。噪声环境本项目生产过程无重大噪声产生，所在区域的声环境功能区属于（GB3096-93）规定的二类适用区，本项目属于工业厂房建设项目，按环境影响评价技术导则(声环境)（HJ/T2.4-1995）中的有关规定,本项目的声环境影响评价工作等级定为三级。1.5.4 评价重点本项目为工业用地建设，由于属于高新技术企业，无生产性废水，废气产生。建设期主要以水土流失，扬尘、噪声为评价重点。运营期以水环境为评价重点，空气、噪声环境次之。1.6 污染防治及环境保护目标1.6.1 污染防治目标水环境本项目排放的污水经区集水管网进入自建污水处理站二级生化处理系统处理至达标后间接排入葵涌河，因此本评价中水环境保护目标是评价该区内水环境质量符合区域的水环境功能标准。 大气环境大气环境敏感受体为周围的居民区和工厂的宿舍区，敏感受体的空气环境达到中华人民共和国国家标准环境空气质量标准(GB3095-1996)中的二级标准，因此，废气排放达到广东省地方标准大气污染物排放限值(DB44/27-2001)中的二级标准。保护目标是评价区内环境空气质量达到该区的环境空气功能标准。 声环境声环境敏感受体与大气环境相同，本项目生产过程无重大噪音产生，因此，施工期执行建筑施工场界噪声限值(GB12523-90),敏感受体执行中华人民共和国国家标准国家标准工业企业厂界噪声标准（GB12348-90）中的3类标准要求。保护目标是确保该建设项目在建设期间和建成后其周围的居住区有一个安静、舒适的生活环境，保证评价区内声环境符合该区的声环境功能标准。固体废物妥善处理本项目产生的生产垃圾和生活垃圾，使之不成为区域内危害环境的新污染源。1.6.2 敏感对象与环境保护目标 根据现场调查,评价区内无环境敏感对象。第二章 项目概况与工程分析2.1 项目概况2.1.1 项目选址该项目位于葵涌镇金涌小区（见图2-1），选址区北临葵涌河，河对面为迅宝公司工业用地；西边为知己公司工业用地，金业路；南临规划中的市政道路，路对面目前为空地；东临规划中的市政道路，路对面为君轩公司工业用地。地块规则，交通方便，周边为空旷工业用地，部分已推平未建。 办公楼6层，共11850平米厂房5层，共42650平米工人宿舍4栋，共14400平米（容3840人）职员宿舍2栋，共3600平米（容360人）其它建筑1000平米二期工程：增加2栋5层厂房，共26400平米，工人宿舍2栋，共7200平米综合楼1栋，共620平米*7层=4340平米工程分析：本项目建成后主要生产手机充电器，高频电源供应器，多媒体板卡等电子产品。生产工艺流程：销售成品发料材料上流机器贴片回流焊 检查 PCB插件 过汲峰 补焊 测试 定位检查 打散热气螺钉 插散热器 焊元件 补焊 装配 检查 包装说明：产品在生产装配过程中无需电镀或喷涂，不会产生任何污水、噪音、有毒气体等有害污染。生产原材料原材料为电子元器件，如线路板，密封免维护蓄电池集成电路、电阻电容、机箱外壳、连接线等，均为外购。因此在生产过程中几乎不存在“三废”及职业危害。表2-2主要产品（年产量） KVA,S7/800KVA2台空气压缩机无锡LFD-6/10D等5台产污分析：斯比泰电子（深圳）有限公司在2003年7月28日获得高新技术企业认定证书（统一编号S2003122），并在2002年11月25日获得ISO14001认证证书（编号01-2002-172R1）。该公司是环保型高新技术企业。从以上生产工艺，设备选择，生产线组成分析可知，该项目是一个本身消耗能源较少，污染轻微，无生产性废水产生较少，大气污染主要是对生产中因焊接产生的含铅废气安装特定的抽风，排风管道，经深圳市环境监测站每年至少1次检测符合GB16297-1996和DB4427-2001要求；车间内有铸塑噪声源，但由于采用先进的进口仪器，噪声值很低。固体废弃物主要是少量生产废品，全部可以回收再用。可见，该工业园的产污主要是生活污水、生活垃圾。2.1.3 给排水情况给水情况供水方式： 采用市政管网直接供水和地下室给水泵，屋顶水箱结合的供水方式。本城区生活及消防用水均接市政自来水管网，由市政主干管供给，管径为DN200，在城区内形成环状供水管网。总用水量预计为1320m/d。给水分区：给水系统采用分区给水系统，分区静水压力不大于0.35MPA，分区情况为：地下一层至地面上二层由市政管网直接供给；二层、三层以上由地下室水泵房内的给水泵和屋顶水箱供水,当水箱出水压力大于0.35MPA时,采用减压阀减压后供水。不同用途的用水标准及用水量见表2-5。表2-5
