摘要 向龙头企业以及成功企业学习经验，是初创企业构建和维持其竞争优势的必由之路。在学 习过程中，企业可能会遵循一种战略，即模仿市场领导者的创造力，改造它并形成独创性 和市场价值。当这一方案行之有效后，初创企业将设法构建自身的竞争优势，进一步学习、 改进、创新，这一过程有助于提高行业竞争力，使初创企业在技术领域有能力与龙头企业 抗衡。 本文认为模仿性创新是一种适用于初创公司的战略。通过问卷调查、个案研究、访谈，以 及基于理论和文献回顾的个人观点，本文研究了中国国内拥有大量的高新技术类初创企业 的省份，找出国内初创企业获取技术的途径、这些初创企业选取模仿战略的动机，以及政 府在技术获取和构建竞争优势这一过程中所扮演的角色，最后得出坦桑尼亚初创企业从本 次研究中所获得的启示。 一般而言，中国的初创企业深谙技术在企业乃至行业发展中的重要性。合资企业中的外商 直接投资部分以及贸易进口是初创企业获取技术的主要来源方式。受访者认为在不稳定期 模仿龙头企业的需要是技术获取战略的动机，且超过半数的受访者承认在该企业的技术发 展战略中综合考虑了短期和长期收益。而政府所采取的合资政策、应对人才流失，以及激 励措施在初创企业的技术获取、同化和改进过程中发挥了积极作用。 尽管坦桑尼亚的技术发展政策初现成效，但在技术收购、同化和改进上需要采取进一步的 战略措施。研究者们发现，对于中国初创企业而言，他们可以利用外资直接投资所获得的 资源发展基础技术，也应对了仿制或盗版的短期套利行为。然而，坦桑尼亚则需要在逆向 工程上作出很多努力并向中国及其他投资者学习如何与技术持有者合作。 关键字：竞争优势；模仿性创新；初创企业；仿制；技术发展 m a b s t r a c t a
