内容摘要 自从改革开放以来，中国的经济取得的巨大的发展，而加工贸易起到了不 可或缺的作用。加工贸易在实现了其自身发展的同时，也提升了整个国民经济 的水平，并且使整个国家的经济结构发生了翻天覆地的变化。加工贸易吸收了 农村大量了剩余劳动力，从而既解决了农村人口的就业问题，增加农民收入， 又起到了促进社会稳定的作用。加工贸易引进了大量的外资，也创造了大量的 外汇，从而使许多加工企业可以利用这部分外资进口先进的技术和设备以提高 产品的质量，增强产品的竞争力，最终改变中国出口商品的结构。经济发展过 程中，加工贸易不仅实现了自己的结构升级，同时也使整个工业结构水平有所 提高。加工贸易所采用的先进的生产技术和管理方法起到了辐射性的作用：许 多国内同类企业通过学习及人员流动学到了这些先进的技术和管理方法；下游 配套企业或供应商通过不断的提高自身能力来满足外国投资企业的要求。可以 说，加工贸易为有竞争力和创造力的国内企业的形成奠定了基础。 然而，随着中国经济的发展和全球经济一体化的形成，当前加工贸易存在 的问题越来越明显。第一，绝对竞争优势和相对竞争优势理论的前提在当今社 会已不复存在了。而根据皮特的钻石理论，政府将在指导加工贸易发展的过程 中起到越来越重要的作用。第二，中国经济的飞快发展，尤其是近年来的外汇 储备，引起了很多发达国家对中国进行贸易报复。一些发达国家以破坏环境、 劳工标准、技术标准等为借口限制中国商品的出口。第三，经过将近3 0 年的发 展，加工贸易自身的很多问题也被暴露出来。首先，一些政府政策的调整跟不 上国际贸易变化所提出的要求，并且监管上也存在漏洞。其次，当今社会，生 产过程中起主要作用的是人才、资金、科学和技术，而不再是劳动力和土地等 基本因素，加之中国工资水平不断上升的压力，中国传统的相对竞争优势正不 断丧失。再次，中国的加工贸易仍处于价值链的低端，仍以赚取加工费为主。 最后，加工贸易企业受控于外国投资企业。第四，近几年来，中央政府不断调 整政策以致力于建立和谐社会。例如，逐渐缩小东部沿海地区和中西部地区的 差距；提高整体产业结构水平，等等。新政策的出台给加工贸易企业带来了挑 战。加工贸易企业要重新审视及调整自己的生产模式、管理方法、产业的进入、 甚至是地理位置的选择。 尽管加工贸易存在以上问题，面临挑战，目前中国仍然不能不发展加工贸 易，问题的核心是如何发展。第一，协调加工贸易在东部沿海地区和中西部地 区的发展，既要改变加工贸易在东部沿海地区的发展模式，又要促进加工贸易 向中西部多地区的转移。第二，适当进行反向加工贸易来加强主动性并获得更 稳定的收益。第三，通过增加产品的技术含量、增强品牌观念来改变加工贸易 的模式，既逐步实现由o e m 到o d m ，甚至到o b m 的转变。第四，促进服务 加工贸易的发展。中国既为服务加工贸易的发展提供了许多优异的环境，也存 在着大量的制约因素。第五，充分发挥政府的指导性作用，促进银行和企业间
