网络时代。但是信息通信技术在各个国家和地区的发展和普及并不平衡，产 生严重的数字鸿沟。数字鸿沟不仅体现在国家问与地区间信息技术发展的不 平衡，还造成了严重的经济后果，拉大发达国家与发展中国家的贫富差距。 因而，如何弥合数字鸿沟日益引起广泛关注。然而，在研究数字鸿沟解决方 法的过程中，政治成本与政治障碍却通常被忽视。只有了解其政治后果及政 治原因，认清其政治成本及政治障碍，才能更有效地解决数字鸿沟问题。这 正是本文研究数字鸿沟导致的政治后果及其原因的现实意义所在。 为探求数字鸿沟的政治障碍，本文采用求同法和求异法，重点比较分析 了印度、埃及和墨西哥国内制度、机构及政策环境差异，以及制度、机构、 政策在信息技术发展与普及中所起的作用。通过分析，本文发现倘若举措不 当，制度、机构及政策可成为妨碍信息通信技术发展与传播的障碍，从而导 致发展中国家的技术普及率及使用率低于发达国家，造成数字鸿沟。 根据威尔逊法则( w i l s o n sl a w ) ，数字鸿沟会使无网络接入途径的个人、 组织和社会，承受经济、社会及政治成本。政治成本体现在妨碍个人及组织 了解政治动态、参与政治活动，而公民与政党积极参与政治是民主政治的必 要条件。故而，在大多数人无法获得网络接入路径的发展中国家，公民和政
