2008 中文摘要 i 摘 要 住区公共服务设施是住区的有机组成部分，其完善程度与居民生活质量的高 低密切相关，也直接影响到社会文明的发展程度和发展方向。全国许多城市已经 开始关注住区公共服务设施，并围绕其配套标准的制定展开了深入研究，其最终 成果多以指标体系形式反映在相关住区规范中。与成果丰厚的住区整体营建理论 相比，住区公共服务设施的研究略显薄弱，也缺乏对住区公共服务设施合理控制 手段和运行方法的探讨。 本文从分级控制方法入手，通过对重庆主城住区公共服务设施分级配套发展 历程的回顾，以及现状问题的剖析，发现现行住区公共服务设施的分级控制方法 在控制规模、控制内容和控制管理上都己不能适应重庆住区的迅猛发展，也难以 对其建设实施进行合理有效的控制引导，分级控制方法的革新迫在眉睫。 在此基础上，文章解析了分级控制方法革新的影响因素，明确了分级控制原 则、目标和策略，并从控制规模、控制项目和控制方法落实三个方面对原有分级 控制方法进行革新： 1）界定设施层级。针对重庆主城区多中心组团式的空间发展格局，以及居 住区成片开发的现状，在住区三级（居住区、居住小区、居住组团）划分的基础 上，增加居住地区级，弥补了服务几万人的居住区公共服务设施和服务几十万的 城市级公共服务设施之间的空白，营造面向城市的多层次设施服务网络； 2）重构分级控制项目。通过对各个城市分级配置项目的比较，参照居民现 状设施的使用状况和居民的需求，对各级控制项目进行重新确定，应对社会分化， 实现社会多元供给； 3）落实分级控制管理。从总体规划，详细规划两个层级切入，为住区公共 服务设施合理配置提供有效的指引；强调城市规划的公共政策性特征，为住区公 共服务设施分级控制提供法律保障；加强居民公众参与度及规划监督机制，体现 perfection degree has much to do with the living quality of inhabitants, in addition,it can also influence the development degree and direction of social civilization. there are many cities in china starting to pay attention to public service facilities of dwelling district and beginning to do deep research into the issue in light of the formulation of the assorted criteria, and most final results are reflected in the relevant norms of residential area through index system. compared with fruitful theory of entire construction of residential area, the research on public service facilities of dwelling district needs improving, and it also lacks the discussion on the proper control means and running methods of public service facilities of dwelling district. the thesis is unfolded from the angle of classification control； it looks back the classification assortment history of public service facilities of urban dwelling district of chongqing and analyzes the problems at present； after the analysis, the thesis points out： the classification control approaches of present public service facilities of dwelling district have not suited the rapid development of residential area in chongqing in control scale, control content and control management； besides, it is difficult to effectively control and conduct the construction, and the innovation of the classification control approaches is a urgent task of the moment. on the basis of it, the thesis analyzes the affecting factors of the innovation of the classification control approaches, explains the principles, goals and strategies of classification control and innovates previous classification control approaches in control scale, control project and the carrying out of control methods： 1） defining the levels of facilities. aiming at polycentric space development of urban area in chongqing and the present situation of entire exploitation of residential area, it points out： on the basis of third-class division of residential area（residential area, residential subcommunity, residential group）, the government should increase residential area and it can compensate for the blank between the public service facilities of dwelling district which serve tens of thousands of inhabitants and the public service facilities of dwelling district which serve hundreds of thousands of inhabitants, which the network of facility service faces the whole city and has many levels； 2） reconstructing classification control projects. through the comparison of each 重庆大学硕士学位论文 iv city classification control project and referring to the using condition of facilities of inhabitants at present and their needs, the paper believes that we should re-verify the control projects in each level, allocate them to society and realize the polynary supply of society； 3） carrying out classification control management. cutting in from two levels- overall plan and detailed plan, it provides appropriate assignments of public service facilities of dwelling district with effective guide；it stresses the public policy characteristics of city plan and provides classification control of public service facilities of dwelling district with legal guarantee； the thesis believes that it should reinforce the participation of the public inhabitants and the supervision mechanism of plan and also should
