TheUnitedStateswasatpeacewiththatnationand,atthesolicitationofJapan,wasstillinconversationwithitsgovernmentanditsemperorlookingtowardthemaintenanceofpeaceinthePacific. Indeed,onehourafterJapaneseairsquadronshadmencedbombingintheAmericanislandofOahu,theJapaneseambassadortotheUnitedStatesandhiscolleaguedeliveredtoourSecretaryofStateaformalreplytoarecentAmericanmessage.Andwhilethisreplystatedthatitseemeduselesstocontinuetheexistingdiplomaticnegotiations,itcontainednothreatorhintofwarorofarmedattack. ItwillberecordedthatthedistanceofHawaiifromJapanmakesitobviousthattheattackwasdeliberatelyplannedmanydaysorevenweeksago.Duringtheinterveningtime,theJapanesegovernmenthasdeliberatelysoughttodeceivetheUnitedStatesbyfalsestatementsandexpressionsofhopeforcontinuedpeace.
