独立性等问题会随同政府对媒体的操纵，媒体所有权集中使新来者难以 进入传媒业这样更加广泛的问题纷至沓来。在当今美国社会，从政治到 各项公共事务，媒体影响无处0 i 在，以上的问题就越发显得重要。 在这篇论文中，作者试图追溯白| = | 主义哲学的源头，揭示媒体权力 集中给美国新闻带来的困惑，并就美国新闻自由与经济、政治等方面有 关问题，针列美国政府，媒体和公众三者之间在媒体运作过程中的关系 作个人思考。 第一章阐述自由的概念并概括臼古以； 乏两方关于自山的理论，重点 阐述新闻自由这一概念在美国新闻中的具体运用。作者基于美国新闻实 践中体现的卧i _ i 与责任的辩证关系，着于从道德和哲学的角度对责任理 念进行剖析，将纷繁各异的关于自由和责仟的伦理倾向归为两大类型， 即：一种以洛克为代表的消极自由；另一种以卢梭为代表的积极自由。 作者认为尽管这两种哲学思想似乎泾渭分明，互不相容，但在新闻工作 者的实践过程中，二者往往是融合的。 第二章从媒体伦理问题转而讨论当前美国新闻自由的具体问题。第 一部分描述了美国当前媒体所有权h 益集中的现状，以及所有权集中给 新闻自由带来的令人忧虑的后果，其中最突出的是新闻媒体多样性的缺 火。第二部分展现当前美国联邦通讯委员会在对媒体所有权制度审查和 重新修订的过程，以及在政府放松对媒体所有权干预问题上的不同立场。 在第三部分中，作者认为未来媒体权力集中的趋势将难以逆转；作者建 议，不仅要依靠竞争法，而且应运用政策工具束鼓励媒体多样性和限制 媒体权力集中。 第三章涉及新闻自由的方方面而现实问题，并着重结合时事探讨了 有关美国媒体独立性的问题。首先，作者简单回顾了从发生在十九世纪 末的进步主义运动一直到9 1 1 恐怖袭击事件这一百多年美国新闻的历 史，概括了美国现代新闻的特点，指出过去三十多年中表现出的美国政 府与媒体之间的关系的变化，揭示了媒体独立性的同益削弱的趋势。接 着又通过分析美国的反恐战争和伊拉克战争中的媒体报道而得出结论： 荚圉媒体越来越成为政府操纵的1 具。最后，作者概括了美国职业新闻 的弊端和媒体权力过于集中造成新闻自由的局限性。 结论巾作者总结前三章的主要观点厉指出困扰美国现代新闻的实际
